Office of the People's Government of Xinxiang City On accelerating the high-quality development of Chinese herbal medicine industry

Our city is endowed with abundant resources of traditional Chinese medicinal materials and a rich heritage of traditional Chinese medicine culture, and the traditional Chinese medicinal materials industry possesses distinctive traditional strengths. To fully leverage the advantages of our city’s traditional Chinese medicinal materials industry and accelerate the development of our city into a leading center for traditional Chinese medicinal materials, in accordance with the spirit of the “Opinions of the General Office of the People’s Government of Henan Province on Accelerating the High-Quality Development of the Traditional Chinese Medicinal Materials Industry” (Yu Zheng Ban [2022] No. 113), and in light of our city’s actual conditions, the following opinions are put forward regarding accelerating the high-quality development of our city’s traditional Chinese medicinal materials industry.

  I. Guiding Principles

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important discourses and instructions on the development of the traditional Chinese medicine industry. We will steadfastly advance agricultural supply-side structural reform, with the goals of strengthening the industry and increasing farmers’ income. By optimizing regional layout, promoting standardized production, strengthening business entities, extending industrial chains, enhancing technological innovation, advancing quality improvement, and building well-known brands, we will vigorously develop the authentic traditional Chinese medicinal materials industry and establish our city as a leading center for this sector.

  II. Development Principles

  (1) Government Guidance, Market Operation. Fully leverage the government’s role in top-level design, planning leadership, policy incentives, and public services; respect economic laws; stimulate market vitality, momentum, and creativity; guide the aggregation of various resources toward the medicinal herb industry; and enhance new drivers for the industry’s development.

  (2) Emphasize Authenticity and Optimize Layout. Building on local resource endowments and fully considering the growth habits and cultivation traditions of authentic medicinal herbs, we will determine key development varieties based on local conditions to form a production pattern characterized by appropriate cultivation practices and intensive development.

  (3) Technology-Led, Innovation-Driven. Through measures such as establishing scientific research and innovation platforms, attracting and cultivating high-end talent, and conducting technological research and development across the entire industrial chain, we will accelerate the improvement of the technological innovation system, integrate a range of new technologies for the cultivation and processing of Chinese herbal medicines, and enhance the industry’s competitiveness.

  (4) Standard-Based Demonstration and Green Development. Uphold the concept of green and ecological development, and comprehensively employ measures such as safe inputs, standardized production, and green pest control to promote the coordinated development of Chinese herbal medicine production and the ecosystem.

  III. Development Goals

  By 2025, the scale of wild cultivation and cultivation of Chinese medicinal herbs in our city will reach 1.05 million mu, with the output value of cultivation and primary processing reaching 2.5 billion yuan.By 2030, the scale of wild cultivation and cultivation of Chinese medicinal herbs will reach 1.1 million mu, and the output value of cultivation and primary processing will reach 2.8 billion yuan. By 2035, the scale of wild cultivation and cultivation of Chinese medicinal herbs in our city will reach 1.15 million mu, and the output value of cultivation and primary processing will reach 3 billion yuan.The two major medicinal herb industrial belts in our city—the Southern Taihang Mountains and the Old Course of the Yellow River—will see steady development. Well-known authentic medicinal herbs such as forsythia, honeysuckle, safflower, hawthorn, jujube, and bupleurum will gradually form more comprehensive production, management, and industrial systems. We will successfully host the Baiquan Medicinal Herb Trade and Exchange Fair, an event of significant national influence, to further elevate the status of our city’s medicinal herb industry within the domestic and international traditional Chinese medicine communities.

  IV. Key Tasks

  (1) Optimize Regional Layout and Leverage Comparative Advantages.In the South Taihang Mountain herbal medicine industrial belt, vigorously promote mountain and understory herbal cultivation and planting models. Focusing on wild forsythia and hawthorn, establish a one-million-mu wild herbal cultivation base. With Weihonghua, bi zi ren, suan zao ren, chai hu, and huang qin as the leading varieties, establish at least three thousand-mu planting bases and at least ten hundred-mu planting bases.In the Yellow River Ancient Course Industrial Belt, vigorously develop honeysuckle cultivation centered on Fengqiu County, establishing more than 20 specialty production bases of at least 100 mu each for honeysuckle in the Yellow River Ancient Course area. In other plain regions, follow traditional planting practices, highlight varietal characteristics, and develop Chinese herbal medicine production intensively to build authentic Chinese herbal medicine production areas with regional characteristics.   (2) Promote standardized production and strengthen quality control. Implement ecological cultivation, wild cultivation, and artificial cultivation of authentic medicinal herbs; strengthen the formulation of supporting technical standards for medicinal herb production; and guide production entities to adopt standardized production practices. Vigorously promote planting models such as grain-herb rotation, intercropping, and relay cropping; implement green pest control measures, the substitution of chemical fertilizers with organic fertilizers, and ecological cultivation techniques such as biological symbiosis and mutual benefit. Research and apply full-process mechanization technologies for medicinal herbs and promote simplified production.Strengthen supervision of production environments, product quality, and production processes; improve the quality traceability system; control the quality of medicinal materials at the source; and focus on enhancing quality and safety standards as well as market competitiveness. Promote the implementation of the “Three Products and One Standard” (Three Products: organic, green, and standard; One Standard: traceability) improvement initiative for medicinal material production; establish a number of “Three Products and One Standard” demonstration bases; and build well-known brands for our city’s authentic medicinal materials. (Responsibility lies with the Municipal Bureau of Agriculture and Rural Affairs, the Municipal Forestry Bureau, the Municipal Market Regulation Bureau, and other relevant departments according to their respective duties)

  (3) Strengthen the protection of germplasm resources and improve the high-quality seedling propagation system. Support universities, research institutes, enterprises, and other entities in conducting surveys, collection, protection, and breeding of rare and endangered medicinal plant resources unique to our city. Leveraging the research and innovation cluster advantages of the Central Plains Agricultural Valley, intensify efforts in the research, development, and promotion of medicinal plant germplasm resources. Encourage the evaluation of new medicinal plant varieties, the formulation of standards, and the appraisal of research outcomes, and introduce relevant incentive and subsidy policies.Establish more than five breeding bases for authentic medicinal plant germplasm in the city’s two major industrial belts—the Southern Taihang Mountains and the Old Course of the Yellow River. Carry out the screening and preservation of high-quality, superior germplasm resources, the selection and breeding of superior varieties, purification and revitalization, seedling propagation, and promotion and application. Enhance the capacity to supply high-quality seed sources, meet the market’s diversified and specialized demands, and lay a solid foundation for the production of medicinal herbs.   (IV) Cultivate and Strengthen Business Entities to Lead Industrial Revitalization. Focusing on the city’s two major Chinese medicinal herb industrial zones—the Southern Taihang Mountains and the Old Course of the Yellow River—we will foster a group of cooperative organizations for medicinal herb cultivation that feature large operational scales, innovative operational mechanisms, and strong capacity to drive industry growth. We will encourage business entities to build standardized, modernized, and large-scale parks and production bases.Support diverse business entities in participating in the industrial development of Chinese medicinal herbs. Adopt advanced technologies, equipment, and processes to enhance processing and utilization capabilities, and gradually establish primary processing bases for major authentic medicinal herbs such as hawthorn, honeysuckle, and forsythia, thereby expanding scale and improving quality.We will cultivate and attract enterprises specializing in the deep processing of traditional Chinese medicine to extend the herbal medicine industrial chain. We will implement preferential policies for traditional Chinese medicine enterprises in areas such as tax reductions, loan financing, and scientific research and innovation. We will advance the construction of modern herbal medicine industrial parks and industrial clusters to enhance the momentum of our city’s herbal medicine industry development.   (5) Strengthen scientific and technological innovation to lead high-quality industrial development. Encourage enterprises to strengthen cooperation with research institutions and universities to establish TCM herbal industry research institutes, laboratories, R&D centers, and engineering technology centers. Promote the research and development of high-value-added TCM herbal products and the commercialization of scientific and technological achievements. Support leading enterprises in technological and process innovation, increase R&D investment, and enhance the technological content of products.Increase efforts to cultivate and attract talent for the Chinese herbal medicine industry; conduct training in cultivation, primary processing, and business management; foster a group of leaders among new types of business entities; and comprehensively enhance management capabilities and innovative business practices.   (6) Strengthen industrial integration to achieve synergistic development. Leverage the multifaceted characteristics of Chinese herbal materials to foster cross-industry exchanges and collaboration, deepen resource sharing, and promote the interaction and synergy of technology, capital, and talent. Innovate business models within the Chinese herbal materials industry and fully expand the functional value of these materials. Relying on the abundant Chinese herbal and tourism resources of the Southern Taihang Mountains, develop integrated agritourism complexes that combine Chinese herbal medicine experiential agriculture, health and wellness, distinctive resort tourism, and science popularization education.construct a number of specialty towns and industrial powerhouses focused on Chinese herbal medicines. Through the integrated development of the primary, secondary, and tertiary sectors, achieve a functional expansion of the Chinese herbal medicine industry from simple raw materials and processed products to a full industrial chain, elevating the development of the “Traditional Chinese Medicine Plus” new business models to new heights of integrated development.   (7) Promote Traditional Chinese Medicine (TCM) culture and foster the development of the modern TCM industry. We will carry forward the Baiquan TCM Trade Fair—a National Intangible Cultural Heritage with over 600 years of history—as well as TCM cultural resources embodied in the sayings, “When spring warms and flowers bloom, head to Baiquan; without Baiquan, your medicine is incomplete” and “The two flowers of the Central Plains are renowned throughout the world; the two flowers of Fengqiu crown the Central Plains.” By promoting our city’s precious TCM culture, we will accelerate the development of the TCM industry in the new era.Strengthen the development of the Baiquan Chinese Herbal Medicine Logistics Center; innovate formats, enrich content, and elevate standards to transform the Baiquan Herbal Medicine Fair into an exchange platform for the Chinese medicine industry both domestically and globally.Fully leverage the quality advantages and long-standing cultivation traditions of Fengqiu honeysuckle, which are renowned both domestically and internationally, to consolidate Fengqiu honeysuckle’s status as a primary source for major well-known pharmaceutical companies in China. Accelerate the construction of the Fengqiu County Modern Traditional Chinese Medicinal Materials Specialty Production Area Trading Center, and support Fengqiu County in hosting a high-level “China Authentic Honeysuckle Industry Development Conference” to further enhance the influence and reputation of Fengqiu honeysuckle both domestically and internationally.(The Municipal Bureau of Industry and Information Technology, Bureau of Commerce, Bureau of Culture and Tourism, Health Commission, Market Regulation Bureau, Bureau of Agriculture and Rural Affairs, Development and Reform Commission, and Finance Bureau, among others, shall be responsible according to their respective duties)

  V. Support Measures

  (1) Strengthen Leadership and Improve Mechanisms. The municipal government will establish a special task force for the Chinese herbal medicine industry to coordinate research and promote the development of the industry citywide.Departments including Agriculture and Rural Affairs, Development and Reform, Finance, Health, Industry and Information Technology, Commerce, Science and Technology, Human Resources and Social Security, Culture and Tourism, Education, Forestry, Natural Resources and Planning, Market Regulation, and Financial Regulation shall assume their respective responsibilities, collaborate closely, and form a concerted effort. All localities shall incorporate the development of the Chinese herbal medicine industry into their national economic and social development plans, improve working mechanisms, refine specific policies, and ensure the implementation of all tasks.

  (2) Strengthening Policy Support. Increase support for the Chinese herbal medicine industry, coordinate the use of project funds, and enhance the precision, continuity, and targeting of funding for industry projects. Prioritize the allocation of funds for green, high-quality, and high-efficiency Chinese herbal medicine projects toward major production areas and regions with comparative advantages.Support and strengthen a group of leading enterprises, cooperatives, and large-scale growers of authentic medicinal herbs by providing assistance in areas such as project funding, taxation, finance, and land use. Incorporate surveys of wild medicinal herb resources, the utilization of germplasm resources, and the breeding of high-quality varieties into the policy support system for building a strong seed industry in the city. Include land for the construction of projects related to medicinal herb processing, warehousing and logistics, and wholesale markets in local annual land use plans to ensure adequate support.Policy-based and development-oriented financial institutions shall, in compliance with national regulations and credit policies, prioritize the allocation of credit funds to provide more long-term, low-cost loans for the development of the Chinese herbal medicine industry. The role of municipal policy-based agricultural credit guarantee institutions shall be fully leveraged to promote the “government-bank-guarantee-investment” linkage mechanism for agricultural support, thereby mobilizing financial and social capital to support the development of the Chinese herbal medicine industry. Strengthen the development of scientific and technological innovation teams by coordinating professional talent in Chinese herbal medicine from relevant universities, research institutions, agricultural technology extension units, and industry associations to establish scientific and technological innovation teams for the Chinese herbal medicine industry. Increase support for research and development institutions and researchers, and provide rewards to those who have achieved scientific and technological results and made significant contributions.Encourage the commercialization of scientific and technological achievements through means such as transfer, licensing, or equity investment, thereby establishing a pathway for technological innovation and the high-quality development of the Chinese herbal medicine industry. Cultivate and attract a group of high-level, innovative, multidisciplinary, and specialized talents in Chinese herbal medicine to provide strong support for the development of our city’s Chinese herbal medicine industry.   (IV) Strengthen Publicity and Guidance. Deeply explore our city’s traditional Chinese medicine culture, more closely integrating this national treasure with Xinxiang’s unique longevity culture, opening up channels for the intermingling of Xinxiang’s diverse cultures, and creating an authentic medicinal materials culture that highlights Xinxiang’s distinct character to form a unique cultural system for authentic medicinal materials in Xinxiang.We will comprehensively and from multiple angles promote our city’s profound historical and cultural heritage of traditional Chinese medicine through media such as newspapers, television, and the internet, thereby enhancing the influence and reputation of our city’s medicinal herbs both domestically and internationally. (The Municipal Publicity Department, Municipal Health Commission, Municipal Bureau of Culture and Tourism, Municipal Bureau of Agriculture and Rural Affairs, and other relevant departments shall be responsible according to their respective duties.)
