 In accordance with the spirit of the “Notice of the General Office of the Henan Provincial People’s Government on Issuing the Work Plan for the Implementation of ‘No-Application Required’ Business Support Policies in Henan Province (Trial)” (Yu Zheng Ban [2022] No. 108), and to advance the implementation of “no-application required” business support policies in our city, ensure that funds reach enterprises directly, and further optimize our city’s business environment, this work plan has been formulated in light of our city’s actual conditions.

  I. Work Objectives

  Leveraging the provincial platform for enterprise support policies with automatic eligibility determination, we will utilize data sharing, big data analysis, and artificial intelligence to rapidly and accurately match enterprise information with policy criteria, thereby achieving “policies finding enterprises, ensuring all eligible enterprises receive benefits, and automatic eligibility determination.” Following the principle of “maturing one batch, reviewing one batch, and adding one batch,” we will promote the implementation of enterprise support policies across a broader scope in our city, ensuring “no application required, no in-person visits, and rapid disbursement.”We aim to establish a comprehensive “1+2+3+N” (1 provincial “no-application-required” enterprise support policy platform; 2 lists of enterprise support policies and service guides; 3 core modules—policy eligibility database, enterprise profile database, and policy matching database; and N “no-application-required” enterprise support policies) service model by the end of June 2023.

  II. Key Tasks

  (1) Compile Policy Lists. All counties (cities), districts, and departments must compile business support policies at all levels and of all types, focusing on selecting a batch of policies in areas such as tax and fee reductions, fiscal subsidies, financing support, and investment incentives. These should be organized into two categories of policy lists:(policy-implementing departments may directly provide a list of eligible enterprises) and condition-based (where enterprise support policies are digitized into granular, range-based policy conditions, and the platform automatically screens out eligible enterprises through data comparison and analysis). This will facilitate the implementation of "No-Application Required" for both list-based and condition-based policies that have clearly defined scope of benefits, transparent review standards, and comprehensive comparison data.For other policies that are currently difficult to digitize, further efforts should be made to reduce application materials, optimize approval processes, and improve the efficiency of policy implementation. A dynamic update mechanism should be established to promptly include eligible policies within the scope of "no-application-required" benefits and to promptly declare expired or obsolete policies invalid or abolished.   (2) Platform Integration. Adhering to the principle of “port integration and single-window processing,” integrate with the provincial platform for “no-application-required” business support policies. Based on module configurations, advance the development of policy eligibility databases, enterprise profiling databases, and policy matching databases. Achieve system integration with policy implementation and fund disbursement systems across all counties (cities), districts, and departments; the first batch of municipal-level “no-application-required” business support policies should be launched as soon as possible.Policy-implementing departments shall review the policies and requirements included in the “no-application-required” list and propose a list of data-providing departments and data-sharing requirements. Data-providing departments shall adhere to the principle that “sharing is the norm, and non-sharing is the exception”; in principle, they shall not refuse data-sharing requests unless explicitly prohibited by laws, regulations, or national documents.Data management departments shall aggregate various types of data and, based on the business rules provided by policy-implementing departments, utilize data sharing, automated matching, and intelligent approval to achieve “no-application-required” business support policies characterized by granular policy conditions, structured market entity data, and standardized approval processes.   (3) Reengineering Business Processes. For matters eligible for “automatic entitlement without application,” the original process of “application, acceptance, review, approval, and disbursement” will be optimized into three stages: “data comparison, intent confirmation, and policy fulfillment.” This will shift from a model where “enterprises report first and the government reviews later” to a proactive service model where “the system conducts intelligent review and the enterprise confirms and claims benefits.”For list-based policies, the policy-implementing department will import the list of eligible enterprises into the platform prior to policy fulfillment. Subsidies and grants will be disbursed via the platform through SMS notifications, enterprise confirmation, and departmental review and allocation;For eligibility-based policies, the policy-implementing department, in collaboration with the data management department, will reconfirm the “granularity, digitization, and range-based” nature of policy conditions prior to disbursement. Funds will be distributed through the platform’s automatic matching and screening of enterprises, followed by the platform sending SMS notifications, enterprise confirmation of information, and departmental review and disbursement.   (4) Compile procedural guidelines. Policy-implementing departments shall compile procedural guidelines for “no-application-required” business support policies, standardizing and clarifying the conditions, timelines, and processes for policy fulfillment. They shall fully leverage policy resources such as the “10,000 People Assisting 10,000 Enterprises” initiative to ensure enterprises fully understand policy provisions and operational procedures, making business support services precise and easy to understand. (Led by the Municipal Development and Reform Commission and the Municipal Government Big Data Bureau; relevant municipal departments are responsible according to their respective duties)

  (5) Improve institutional frameworks. All counties (cities), districts, and departments must promptly revise any existing systems, standards, or regulations that are incompatible with the “no-application-required” model. Newly formulated business support policies should, in principle, be designed according to the “no-application-required” service model, and departments must proactively coordinate with data management departments regarding these policies and their implementation guides.Data management departments must incorporate all "no-application-required" business support policies into the platform and accelerate the application of electronic seals, electronic signatures, electronic certificates, and electronic archives in the implementation of these policies. Finance departments must establish a system for the disbursement of fiscal funds applicable to "no-application-required" business support policies, taking into account the realities of budget management. For policy funds included in the "no-application-required" system, finance departments at all levels must fully allocate them in the budget; implementation must not be hindered by a lack of budgetary funds.Development and Reform departments shall implement a credit commitment system for the disbursement of policy funds and, in accordance with laws and regulations, gradually extend the mechanisms for rewarding trustworthy behavior and punishing dishonest conduct to the "no-application-required" business support policies. Discipline inspection and supervision departments shall establish a disciplinary supervision system for the "no-application-required" business support policies, while audit departments shall include the implementation of these policies in the key audit items for annual projects, strengthening oversight to ensure that the process of fulfilling "no-application-required" business support policies is compliant, lawful, and efficient.(Led by the Municipal Development and Reform Commission; the Municipal Finance Bureau, Audit Bureau, and Government Big Data Bureau, among others, are responsible according to their respective duties)

  (6) Strengthen Fund Oversight. In accordance with the principle of “no application does not mean no review,” prior to policy implementation, policy-executing departments must collaborate with data resource departments to re-verify the timeliness and accuracy of the data required for policy matching; during the review and approval process, policy-executing departments must work with finance departments to strictly adhere to approval standards, flexibly employing methods such as on-site verification, process disclosure, and objection handling to fulfill departmental review and approval responsibilities;After funds are disbursed, policy-implementing departments, finance departments, and audit departments shall strengthen budget performance oversight in accordance with their respective responsibilities and propose reasonable recommendations to improve the performance of fiscal fund utilization.   III. Support Measures

  (1) Strengthen Leadership. Establish a Municipal Leading Group for the “No-Application Required” Business Support Policies, headed by the Executive Vice Mayor of the Municipal Government, with the Secretary-General in charge of relevant affairs serving as Executive Deputy Head, and the principal officials of the Municipal Development and Reform Commission, the Municipal Government Big Data Bureau, and the Municipal Finance Bureau serving as Deputy Heads. Members shall include the responsible leaders of relevant municipal-level units. This group will coordinate the advancement of the “No-Application Required” business support policies and resolve difficulties and issues encountered during implementation.An office shall be established under the Leading Group, located within the Municipal Development and Reform Commission. This office shall be responsible for compiling and consolidating departmental "no-application-required" policies, organizing and promoting the implementation of relevant provincial and municipal policies, and carrying out other tasks assigned by the Leading Group.

  (2) Strengthen the Implementation of Responsibilities. The Municipal Government Big Data Bureau is responsible for platform integration and coordination as well as data management. The Municipal Finance Bureau is responsible for funding support and oversight. All departments must review their respective business support policies, formulate supporting implementation plans, and ensure their implementation. The competent authorities of each industry must strictly fulfill their review and examination functions in accordance with regulations.

  (3) Strengthen Supervision and Accountability. All counties (cities) and districts shall formulate supporting plans in accordance with this work plan. The Municipal Leading Group for "No-Application Required" Business Support Policies shall regularly organize evaluations and reviews, publicly commending units with notable achievements; units that fail to promptly compile and publish policies, cooperate with data sharing, or adequately implement tasks shall be subject to a public notification mechanism; in serious cases, strict accountability measures shall be enforced.

  (4) Strengthen Publicity and Guidance. All counties (cities), districts, and departments must fully utilize media such as newspapers, television, official websites, and social media accounts to widely publicize the key approaches, exemplary practices, and implementation outcomes of the “no-application-required” reform. They should correctly guide public expectations, foster a strong public opinion environment, and contribute to the continuous optimization and improvement of our city’s business environment.
