To implement the decisions and plans of the Municipal Party Committee and Municipal Government regarding support for high-quality enterprise development, actively leverage the role of fiscal policy, further stimulate enterprise innovation and growth momentum, and enhance enterprise competitiveness, the following policies are hereby established:

I. Supporting Enterprise Transformation and Upgrading

(1) Support for Technological Upgrades in Manufacturing Enterprises.For demonstration projects involving technical upgrades (including technological, intelligent, green, and safety enhancement upgrades) with equipment (including software) investments of 3 million yuan or more, a subsidy of up to 30% of the actual equipment (software) investment will be provided, with a maximum of 2 million yuan per enterprise per year; or, based on the loan contract amount and term, an interest subsidy incentive of up to 2.5% for a maximum of two years will be provided, with a maximum incentive amount of 5 million yuan per enterprise (project).(Responsible Unit: Municipal Bureau of Industry and Information Technology)

(2) Support the R&D and application of first-of-a-kind major technical equipment. For enterprises in our city that independently develop or purchase and use first-of-a-kind major technical equipment products recognized at the provincial level, a matching reward of up to 50% of the provincial fiscal reward funds will be provided. (3) Support enterprises in expanding and strengthening their operations. Enterprises with annual main business revenue exceeding 10 billion yuan, 5 billion yuan, 3 billion yuan, or 1 billion yuan and demonstrating positive growth will be granted one-time rewards of up to 1 million yuan, 500,000 yuan, 300,000 yuan, or 100,000 yuan, respectively. (4) Encouraging enterprises to meet scale criteria and be included in statistical reporting. A one-time reward of up to 50,000 yuan will be granted to newly recognized enterprises in the “2+1” sectors: industrial enterprises above designated size, wholesale and retail enterprises above the threshold, accommodation and catering enterprises above the threshold, and service enterprises above designated size (excluding those re-entered after being removed from the registry). Counties (districts) that achieve the annual net increase targets for enterprises above designated size and above the threshold will be granted a one-time reward of up to 10,000 yuan per enterprise.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Bureau of Commerce, Municipal Development and Reform Commission)

(5) Support the Cultivation and Development of “Specialized, Refined, Unique, and Innovative” Enterprises. Newly recognized National “Key Little Giants” and National “Little Giants” enterprises under the “Specialized, Refined, Unique, and Innovative” initiative will receive one-time rewards of up to 1 million yuan and 500,000 yuan, respectively. (6) Support enterprises in striving for excellence. Enterprises recognized by the State Council or the Ministry of Industry and Information Technology as national-level manufacturing single-champions, industrial design centers, green factories, green supply chains, technological innovation demonstration enterprises, national quality benchmarks, big data industry development enterprises, service-oriented manufacturing enterprises, or pilot demonstration enterprises for smart manufacturing demonstration factories shall be granted a one-time reward of up to 1 million yuan. Enterprises recognized by the Provincial Department of Industry and Information Technology as corresponding provincial-level pilot demonstration enterprises shall be granted a one-time reward of up to 500,000 yuan.(Responsible Unit: Municipal Bureau of Industry and Information Technology)

(7) Support enterprise quality and brand development. A one-time reward of up to 500,000 yuan will be granted to entities that receive the Mayor’s Quality Award. A one-time reward of up to 300,000 yuan will be granted to those that obtain a “China Well-Known Trademark.” A one-time reward of up to 100,000 yuan will be granted to those that obtain a “Geographical Indication” trademark. (8) Support the development of military-civilian integration. Newly established military-civilian integration enterprises—such as dual-use R&D centers, applied technology centers, and engineering technology centers—recognized by the national or provincial military-civilian integration offices will be granted a one-time reward of up to 1 million yuan or 500,000 yuan, respectively. (9) Support for Pilot Demonstration Parks (Bases). A one-time reward of up to 2 million yuan will be granted to entities recognized by the State Council or the Ministry of Industry and Information Technology as national-level new industrialization industrial demonstration bases or green industrial parks. A one-time reward of up to 1 million yuan will be granted to enterprises that pass the national bioequivalence evaluation for generic drugs on schedule.R&D institutions in Kaifeng that are recognized as provincial industrial research institutes, manufacturing innovation centers, or other new types of R&D institutions will receive matching funds at a ratio of 1:0.5 based on provincial subsidies, with a maximum of 2.5 million yuan. II. Encouraging Scientific and Technological Innovation and Entrepreneurship

(10) Support Enterprise R&D. Each year, priority support will be provided to more than 10 major science and technology projects, including major science and technology special projects and key R&D special projects, with a maximum funding of 2 million yuan per project. For enterprises and institutions undertaking national or provincial major or key scientific research projects, the R&D team will receive a reward equivalent to 10% of the actual national or provincial funding disbursed for the project in the previous year, with a maximum reward of 1 million yuan per project and 3 million yuan per institution. (11) Support the implementation of challenges for key and major technological needs. Improve the “challenge-based” mechanism by publicly posting key core technology projects to be tackled, attracting capable leading talents and research teams to take on these challenges. Provide support of up to 30% of the project contract value, with a maximum of 1 million yuan. (Responsible Unit: Municipal Science and Technology Bureau)

(12) Support the development of science and technology parks. Provide one-time rewards of up to 1 million yuan or 500,000 yuan to various innovation entities in newly approved national-level and provincial-level agricultural science and technology parks, university science and technology parks, high-tech industrial development zones, innovative counties (cities), and agricultural high-tech industrial demonstration zones.For various innovation entities newly recognized as national or provincial-level science and technology enterprise incubators, maker spaces, specialized maker spaces, or "Star Innovation Spaces," one-time rewards of up to 1 million yuan or 500,000 yuan will be granted. (13) Increase rewards for scientific and technological achievements. Enterprises and institutions newly awarded the National Science and Technology Special Prize, First Prize, or Second Prize will receive one-time rewards of up to 2 million yuan, 1 million yuan, and 500,000 yuan, respectively; those newly awarded the Provincial Science and Technology First, Second, or Third Prize will receive one-time rewards of up to 500,000 yuan, 300,000 yuan, and 200,000 yuan, respectively. (14) Support the development of talent-nurturing platforms. Enterprises and institutions approved to establish Academician Workstations or Zhongyuan Scholars Workstations will receive one-time rewards of up to 600,000 yuan and 300,000 yuan, respectively. (15) Support the establishment of new R&D institutions. Enterprises and institutions that newly register as provincial major new R&D institutions or provincial new R&D institutions will be granted one-time rewards of up to 1 million yuan and 500,000 yuan, respectively. (16) Support the development of innovation platforms. Various innovation entities that have newly obtained approval for major platforms such as national-level and provincial-level key laboratories, technology innovation centers, industrial innovation centers, and pilot production bases will be granted one-time rewards of up to 3 million yuan and 1 million yuan, respectively. (17) Establish and improve the technology transfer and commercialization system. Various innovation entities that are newly recognized as national-level or provincial-level technology transfer demonstration institutions will be granted a one-time reward of up to 1 million yuan or 500,000 yuan, respectively.Technology transfer demonstration institutions that facilitate the transfer and commercialization of advanced technological achievements and patented technologies from within and outside the province in our city will receive a subsidy equivalent to 2% of the actual transaction value specified in technology development and technology transfer contracts. The annual subsidy for a single technology transfer institution shall not exceed 500,000 yuan, excluding technology transfer activities between affiliated enterprises. (18) Support the development of innovative enterprises. National high-tech enterprises that are recognized for the first time or have passed the recognition process three consecutive times will each receive a one-time reward of up to 100,000 yuan. Provincial-level leading innovative enterprises and “gazelle” enterprises approved for the first time will receive one-time rewards of up to 1 million yuan and 300,000 yuan, respectively. III. Intensify Efforts to Attract Investment

(19) Support the Introduction of Major Projects. Focusing on the development direction of our city’s leading industries, we encourage the introduction of investments from outside the city (excluding national policy-based loans, direct government investment, and other fiscal funds) into our city’s advantageous industries, including advanced manufacturing, high-tech industries, modern agriculture, new energy and energy-saving environmental protection industries, modern services, and strategic emerging industries.For major projects where the actual capital到位 amounts to 50 million yuan or more (inclusive), a reward of 500,000 yuan will be granted. For every additional 10 million yuan of paid-in capital, the reward will increase by 100,000 yuan, with a maximum reward of 1 million yuan per project. (20) Establish a reward system for intermediaries supporting the introduction of major projects. Intermediary agencies or enterprises (excluding government departments and paid services) that successfully introduce major projects will receive a reward of 20,000 yuan for every 10 million yuan of capital到位, with a maximum reward of 100,000 yuan per project. (21) Support for Special Contributions to Investment Promotion. Rewards will be granted to legal representatives or senior executives of foreign-invested enterprises who have made special contributions to Kaifeng’s investment promotion efforts during the current year. Approximately five individuals will be rewarded annually, with cash rewards not exceeding 200,000 yuan. (Responsible Unit: Municipal Bureau of Commerce)

(22) Support for E-commerce Demonstration Parks (Bases). For entities first designated as “National E-commerce Demonstration Bases,” a one-time reward of up to 1 million yuan will be granted to the operating entity. For entities first designated as “Henan Provincial E-commerce Demonstration Bases,” “Henan Provincial ‘Local Specialty Products’ Live-Streaming E-commerce Bases,” “Henan Provincial Cross-Border E-commerce Demonstration Parks,” or “Henan Provincial Cross-Border E-commerce Talent Training and Enterprise Incubation Platforms,” a one-time reward of up to 500,000 yuan will be granted to the operating entity.(Responsible Unit: Municipal Bureau of Commerce)

(23) Support for E-commerce Demonstration Enterprises. Enterprises designated for the first time as “National E-commerce Demonstration Enterprises” or “National Digital Commerce Enterprises” shall receive a one-time reward of up to 1 million yuan. Enterprises designated for the first time as “Henan Provincial E-commerce Demonstration Enterprises,” “Henan Provincial Digital Commerce Enterprises,” or “Henan Provincial Cross-border E-commerce Overseas Warehouse Demonstration Enterprises” shall receive a one-time reward of up to 500,000 yuan.E-commerce enterprises with annual online sales of “famous, high-quality, and distinctive” products reaching 20 million yuan or more will be eligible for a one-time reward of up to 200,000 yuan, with the top 5 enterprises in the comprehensive ranking receiving this award. IV. Strengthening Financial and Credit Support

(24) Support the integrated development of science and technology with finance. For enterprises that obtain the provincial “Science and Technology Loan,” the municipal finance department will provide a loan interest subsidy of up to 500,000 yuan, equivalent to 30% of the interest payable; for banks cooperating on “Bianke Loan” business, 50% of the actual losses incurred during business operations will be compensated, with the compensation amount for a single loan not exceeding 2 million yuan. For technology enterprises participating in technology insurance, a subsidy of up to 200,000 yuan will be provided, equivalent to 30% of the actual premium expenses.(Responsible Unit: Municipal Science and Technology Bureau)

(25) Support enterprises in going public for financing. Accelerate the implementation of provincial fiscal incentive policies, such as a 500,000 yuan subsidy for enterprise guidance and registration, and a 1.5 million yuan subsidy for accepting application materials. The municipal government will provide a 1:1 matching fiscal subsidy; for enterprises in counties, Xiangfu District, and the Demonstration Zone, the subsidy will be paid from their respective local fiscal budgets. Enterprises will enjoy relevant tax preferential policies in accordance with regulations during the process of going public.

(26) Support the healthy development of financial institutions. A one-time reward of up to 200,000 yuan will be granted to each of the top three banking financial institutions in the annual comprehensive assessment. A one-time reward of up to 200,000 yuan will be granted to each of the top-ranked property and casualty insurance, life insurance, and securities financial institutions in the annual comprehensive assessment. V. Supplementary Provisions

(1) This policy shall be implemented from 2023 to 2025. During the implementation period, the Municipal Finance Bureau, in conjunction with relevant departments, shall organize performance evaluations as appropriate. For policies with good implementation results, funding will be increased or the implementation period extended; for policies with insignificant results, adjustments, improvements, or cancellation will be made as appropriate to ensure that fiscal incentive funds achieve maximum effectiveness.

(2) In principle, a single enterprise may apply for only one incentive policy from the responsible unit within a given application year. If a single project of the same enterprise qualifies for multiple incentives under this policy, only the highest amount will be awarded. Enterprises that have already received funding support from higher-level authorities will generally not be eligible for duplicate rewards, except where matching funds are required or explicitly stipulated by this policy.

(3) Market entities that have been legally and in accordance with regulations included in the list of seriously dishonest entities shall be restricted from applying for this policy.

(4) Any enterprise (or entity) found to have engaged in fraud or misappropriated fiscal funds shall be handled in accordance with relevant regulations, including the "Regulations on the Penalties for Fiscal Law Violations."

(5) Enterprises (entities) registered in our city that are operating normally, paying taxes in accordance with the law, and meeting the requirements of this policy shall submit relevant materials on time in accordance with the application guidelines issued by the relevant departments. They may receive the corresponding rewards only after review and approval by the relevant departments.

(6) In the event of any inconsistency between this policy and other policies previously issued by our city, this policy shall prevail. Rewards for the introduction of foreign-invested enterprises shall be implemented in accordance with our city’s relevant policies.
