To promote the expansion, quality improvement, and transformation and upgrading of the modern logistics industry; accelerate the construction of the Zhengzhou Modern International Logistics Center; and strengthen the role of logistics in driving high-quality economic and social development, the following measures are hereby established. I. Improving Modern Logistics Infrastructure Accelerate the progress of the Zhengzhou Airport Phase III project; construct the Zhengzhou International Land Port Aviation Port Area, the Shangjie International Land Port Second Node, and Zhengzhou South Station to high standards; promote the expansion and upgrading of the International Land Port Economic and Technological Development ; accelerate the construction of freight hub logistics bases in Putian (Zanyang), Xuedian, Shangjie, and other locations; accelerate the improvement of the aviation, rail, and highway logistics corridor systems to build an international and modern comprehensive transportation and logistics hub, providing a fundamental foundation for the construction of the Zhengzhou Modern International Logistics Center. Responsible Units: Municipal Development and Reform Commission, Municipal Transportation Bureau, Municipal Logistics and Port Bureau II. Attracting Large Logistics Enterprises Actively attract well-known domestic and international modern logistics and supply chain enterprises to establish headquarters or regional headquarters, distribution centers, operations centers, and R&D innovation centers in Zhengzhou. For newly introduced large enterprises that pay taxes and conduct transaction settlements in Zhengzhou, those with annual revenue reaching 1 billion yuan or more for the first time will be granted a one-time reward of up to 10 million yuan; those with annual revenue reaching 500 million yuan or more for the first time will be granted a one-time reward of up to 4 million yuan;and a one-time reward of up to 2 million yuan for those whose annual revenue first reaches 300 million yuan or more. For newly introduced enterprises that meet the city’s criteria for headquarters enterprises, financial rewards and subsidies ranging from 2 million to 40 million yuan will be provided in accordance with policy regulations for settlement, office space, operational contributions, and performance improvements. For newly introduced well-known leading enterprises with international or domestic influence, a “case-by-case” approach may be adopted. Responsible Units: Municipal Logistics and Port Bureau, Municipal Postal Administration, Municipal Finance Bureau, Municipal Bureau of Statistics, Municipal Taxation Bureau III. Cultivating and Strengthening Local Key Enterprises Local key logistics enterprises are encouraged to integrate resources and develop into “chain-leading” flagship enterprises. Enterprises above designated size included in the statistical database for the first time will receive a one-time reward of 100,000 yuan; logistics enterprises whose main business revenue reaches twice or more the inclusion standard in the year of inclusion will receive an additional a one-time reward of 50,000 yuan. Road freight enterprises legally established in Zhengzhou that are newly included in the Ministry of Transport’s integrated reporting system shall receive a one-time reward of 100,000 yuan. Enterprises newly selected for the “Top 50 National Logistics Enterprises” or “Top 50 National Private Logistics Enterprises” shall receive one-time rewards of 5 million yuan and 2 million yuan, respectively; enterprises newly selected for the Zhengzhou Key Logistics Enterprise Database (recognition and management measures to be formulated separately), a one-time reward of 500,000 yuan shall be granted. For logistics enterprises newly rated as National 5A, 4A, or 3A level, one-time rewards of 1,000,000 yuan, 500,000 yuan, and 300,000 yuan, respectively, shall be granted; enterprises that have upgraded their rating shall receive a differential reward; For cold chain logistics enterprises newly rated as National Five-Star, Four-Star, or Three-Star level, one-time rewards of 50 , 200,000 yuan, and 100,000 yuan, respectively; enterprises that upgrade their rating will receive a supplementary reward to cover the difference. Responsible Units: Municipal Logistics and Port Bureau, Municipal Transportation Bureau, Municipal Postal Administration, Municipal Bureau of Statistics, Municipal Finance Bureau IV. Enhancing the Capabilities of National Logistics Hubs Fully implement provincial and municipal support policies regarding airport-type and land port-type national logistics hubs.Support the accelerated construction of commerce and service-oriented, production and service-oriented logistics hubs, and key cold chain logistics bases. For those newly included in the national logistics hub construction list, a one-time reward of 3 million yuan will be granted to the implementing entity; for those newly selected as national key cold chain logistics bases, a one-time reward of 1.5 million yuan will be granted to the implementing entity. Responsible Units: Municipal Logistics and Port Bureau, Municipal Transportation Bureau, Municipal Finance Bureau, relevant development zone management committees, and district/county (city) governments V. Supporting the Quality Improvement and Upgrading of Logistics Parks Encourage enterprises to apply for the designation of national-level and provincial-level model logistics parks. For those newly designated as national-level model logistics parks, a one-time reward of 2 million yuan will be granted to the park operator; for those newly designated as provincial-level model logistics parks or provincial-level specialty logistics parks for cold-chain, express delivery, and e-commerce, a a one-time reward of 1 million yuan to the park’s operating entity. For new high-standard logistics public infrastructure projects—such as warehousing, smart warehousing, and bonded warehousing— within the scope of provincial or municipal key logistics projects or planned logistics parks, where the total investment exceeds 50 million yuan, subsidies will be provided at a rate not exceeding 10% of the total investment, with a maximum of 5 million yuan. Responsible Units: Municipal Logistics and Port Bureau, Municipal Postal Administration, Municipal Finance Bureau VI. Expanding the Scale of Freight Transportation Support enterprises in building commodity trading platforms and encourage railway freight enterprises to expand their bulk commodity transportation services; vigorously implement the project to extend railway sidings into logistics parks, and for railway sidings included in the construction plan, ensure advance planning and reservation of railway land. For logistics enterprises within the park that meet the scale criteria, those ranking in the top 20 in terms of the ratio of annual cargo turnover to the average annual cargo , a one-time reward ranging from 200,000 to 800,000 yuan will be granted. Specifically, those ranked 1–5 will each receive 800,000 yuan, those ranked 6–10 will each receive 400,000 yuan, and those ranked 11–20 will each receive 200,000 yuan. Road freight enterprises above designated size that are legally established in Zhengzhou and included in the Ministry of Transport’s integrated reporting system shall be implemented in accordance with the above standards. Responsible Units: Municipal Logistics and Port Bureau, Municipal Transportation Bureau, Municipal Postal Administration, Municipal Bureau of Statistics, Municipal Finance Bureau VII. Improving Urban and Rural Delivery Facilities Postal and express delivery enterprises that put 50 or more sets (each set containing 30 or more compartments) of smart parcel lockers into operation annually in the main urban area shall be granted a one-time incentive of 3,000 yuan per set , with the total annual award for a single enterprise not exceeding 1 million yuan. For logistics enterprises that construct or renovate/expand 5 or more township comprehensive transportation service stations in our city, and maintain normal operations for 6 months or longer, a one-time reward of 100,000 yuan shall be granted for each township comprehensive transportation service station, with the total reward for a single enterprise not exceeding 1 million yuan.Logistics enterprises that establish new village-level logistics service outlets or smart delivery terminals (with at least 30 compartments per unit) in 10 or more administrative villages outside the city’s main urban area (excluding administrative villages where township governments are located), and maintain normal operations for 6 months or longer, shall be granted a one-time reward of 3,000 yuan per outlet or smart delivery terminal, with the total annual reward for a single enterprise not exceeding 1 million yuan. Responsible Units: Municipal Logistics and Port Bureau, Municipal Transportation Bureau, Municipal Postal Administration, Municipal Finance Bureau, Management Committees of all Development Zones, and District/County (Municipal) Governments VIII. Supporting Green and Smart Logistics Development We will continue to advance the Green Freight Delivery Demonstration Project, encourage urban freight delivery enterprises to use new energy freight vehicles, and support green operations by logistics warehousing enterprises. For newly recognized Zhengzhou Urban Green Freight Delivery Demonstration Enterprises, one-time rewards of one-time rewards of 1 million yuan, 800,000 yuan, and 500,000 yuan, respectively; logistics warehousing enterprises newly certified as National Grade I, II, or III green warehouses shall be granted one-time rewards of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively. Actively develop smart logistics, accelerate the cultivation of a batch of smart logistics parks, and build a number of collaborative logistics information service platforms. For key municipal logistics enterprises that adopt information technologies such as big data, cloud computing, and blockchain to build new logistics information platforms, provide a one-time subsidy of up to 30% of the equipment investment cost, with a maximum of 2 million yuan per enterprise. Responsible Units: Municipal Logistics and Port Bureau, Municipal Transportation Bureau, Municipal Finance Bureau IX. Strengthen Financial Service Support Encourage logistics enterprises to raise capital through public listings. Implement the relevant policies outlined in the “Several Opinions of the Zhengzhou Municipal People’s Government on Promoting the Transformation of Individual Businesses into Enterprises, the Upgrading of Small Enterprises to Scaled Enterprises, the Restructuring of Scaled Enterprises into Shareholding Companies, and the Listing of Shareholding Companies” (Zheng Zheng [2021] No. 19). Strengthen guidance and support for enterprises preparing for listing, and provide phased rewards to eligible enterprises. Encourage social capital to establish logistics industry investment funds. Support commercial banks in innovating financing products tailored to the financing needs of logistics enterprises, and in developing new financing services such as accounts receivable pledges, warehouse receipt and other new financing services, and provide comprehensive financial services. Responsible Units: Municipal Financial Bureau, Municipal Logistics and Port Bureau, Municipal Transportation Bureau, Municipal Postal Administration Bureau, Municipal Finance Bureau X. Strengthening Land Supply Guarantees For logistics construction projects located within the scope of national logistics hubs or national backbone cold-chain logistics bases, or those included in Zhengzhou’s key project management, priority shall be given to incorporating them into the city’s annual land use and supply plan to ensure land availability.Land use needs shall be met by utilizing “incremental-to-stock linkage” accounting for planning indicators; where such indicators are insufficient, active efforts shall be made to secure support through provincial-level coordination. Flexible approaches such as land grants with variable terms, lease-to-own arrangements, combined lease-and-own models, and long-term leases shall be actively adopted to provide land to enterprises. Responsible Units: Municipal Bureau of Natural Resources and Planning, Municipal Bureau of Logistics and Ports, Municipal Bureau of Transportation, Municipal Postal Administration This measure shall take effect from the date of issuance and remain valid until December 31, 2025. Where a single enterprise meets the criteria for multiple rewards of the same type, support shall be provided in accordance with the principle of selecting the highest amount without duplication. Implementation rules shall be separately formulated by the Municipal Logistics and Port Bureau in conjunction with the Municipal Transportation Bureau, the Municipal Finance Bureau, the Municipal Bureau of Statistics, and other relevant departments.
