To promote the effective implementation of the “Notice of the Pingdingshan Municipal People’s Government on Issuing the Implementation Plan for Accelerating the Development of Competitive and Distinctive Agricultural Industries in Pingdingshan City” (Ping Zheng [2022] No. 13), to tangibly enhance the quality, efficiency, and competitiveness of the entire agricultural industrial chain, to vigorously establish a development framework of “one county, one industry; one town, one specialty; one village, one product,” and to comprehensively advance rural industrial revitalization, the following policy measures are formulated in light of our city’s actual conditions.

I. Continuously Improving Cultivation and Breeding Standards

1. Promote the cultivation of high-quality fruits and vegetables. For newly constructed or expanded fruit and vegetable production zones covering 500 mu or 1,000 mu or more, one-time rewards of 50,000 yuan and 100,000 yuan will be granted, respectively; for newly constructed or expanded concentrated clusters of standard plastic greenhouses covering 200 mu or 500 mu or more, one-time rewards of 100,000 yuan and 300,000 yuan will be granted, respectively;For newly constructed or expanded contiguous solar greenhouses covering 100 mu or 200 mu, one-time rewards of 150,000 yuan and 300,000 yuan will be granted, respectively; for newly designated provincial-level modern facility vegetable production demonstration parks, a one-time reward of 200,000 yuan will be granted.

2. Support the development of the edible mushroom industry. For the construction or expansion of concentrated clusters of small arched greenhouses covering 300 mu or 500 mu or more, one-time rewards of 30,000 yuan and 50,000 yuan will be granted, respectively;For the construction or expansion of contiguous plastic greenhouses covering 200 mu or 500 mu, one-time grants of 100,000 yuan and 300,000 yuan will be awarded, respectively; for the construction or expansion of 20 or more factory-style, intelligent multi-level production facilities, a one-time grant of 500,000 yuan will be awarded; for key enterprises that construct or expand facilities with an annual production and sales volume of 10 million or more edible mushroom logs and support 50 or more business entities, an annual grant of 100,000 yuan will be awarded for three consecutive years.

3. Expand and strengthen the beef cattle industry. For the construction or expansion of a large-scale breeding operation with a foundation herd of 30 or more cows, a reward of 20,000 yuan will be granted annually for three consecutive years; for the construction or expansion of a large-scale breeding operation with a foundation herd of 30 or more Jia County Red Cattle, a reward of 50,000 yuan will be granted annually for three consecutive years;Key breeding enterprises that establish or expand facilities with a capacity of 1,000 livestock units will receive a one-time reward of 200,000 yuan; if the capacity is used for Jiaxian Red Cattle breeding, they will receive an annual reward of 500,000 yuan for three consecutive years; leading enterprises that support one large-scale beef cattle farmer with an annual output of 30 head will receive an annual reward of 10,000 yuan for three consecutive years;For each leading enterprise that facilitates one large-scale Jiaxian Red Cattle farmer with an annual output of 30 head, a reward of 30,000 yuan will be granted annually for three consecutive years.

4. Strengthen industrialized pig production. Key leading enterprises with a pig inventory exceeding 100,000 head for two consecutive years will receive a one-time reward of 200,000 yuan.

5. Expand the scale of pigeon farming. Leading enterprises that construct or expand 40 or more standardized pigeon coops and add 100,000 or more breeding pairs of pigeons will receive a one-time reward of 200,000 yuan; for each new large-scale breeder of 2,500 breeding pairs of pigeons that a leading enterprise facilitates through an interest-linkage mechanism, the leading enterprise will receive a one-time reward of 10,000 yuan, and the large-scale breeder will receive a one-time reward of 10,000 yuan.

II. Strengthening and Refining the Integration of the Three Sectors

6. Strengthen grain processing. Grain processing enterprises that construct or expand facilities with fixed-asset investments of 40 million yuan or more, and possess primary processing capacity of 50,000 metric tons or more, or deep processing capacity of 30,000 metric tons or more, shall receive a one-time reward of 100,000 yuan; those with fixed-asset investments of 70 million yuan or more, and primary processing capacity of 100,000 metric tons or more, or deep processing capacity of 50,000 metric tons or more, shall receive a one-time reward of 200,000 yuan.

7. Promote fruit and vegetable processing. Enterprises that are newly established or expanded with fixed-asset investments of 5 million yuan or more and an annual fruit and vegetable sorting and processing capacity of 10,000 metric tons or more will receive a one-time reward of 30,000 yuan;Enterprises that are newly established or expanded with fixed-asset investments of 20 million yuan or more and an annual fruit and vegetable sorting and processing capacity of 30,000 metric tons or more shall receive a one-time grant of 100,000 yuan; enterprises that are newly established or expanded with fixed-asset investments of 40 million yuan or more and an annual fruit and vegetable sorting and processing capacity of 50,000 metric tons or more shall receive a one-time grant of 200,000 yuan.

8. Promote edible mushroom processing. Enterprises that are newly established or expanded with fixed-asset investments of 10 million yuan or more and an annual processing capacity of 30,000 metric tons or more of fresh edible mushrooms will receive a one-time reward of 100,000 yuan.

9. Promote swine processing. For new or expanded swine slaughter and processing projects with an annual slaughter capacity of 1 million head or more, a one-time reward of 200,000 yuan will be granted; for new enterprises engaged in the deep processing of pork products (by-products) with fixed-asset investments of 50 million yuan or more and an annual processing output value of 500 million yuan or more, a one-time reward of 500,000 yuan will be granted.

10. Promote beef processing. Beef slaughtering enterprises with an annual increase in slaughter volume of 5,000 head or more will receive a one-time reward of 100,000 yuan; those with an annual increase of 10,000 head or more will receive a one-time reward of 200,000 yuan; newly established or expanded enterprises engaged in the deep processing of beef (and by-products) with an annual processing output value of 500 million yuan or more will receive a one-time reward of 500,000 yuan.

11. Increase the value-added of squab products. A one-time reward of 200,000 yuan will be granted to newly established primary processing enterprises with fixed-asset investments of 50 million yuan or more and an annual squab slaughter volume of 20 million or more; a one-time reward of 500,000 yuan will be granted to newly established deep-processing enterprises in the pigeon industry with an annual processing output value of 500 million yuan or more.

12. Promote the development of cold storage facilities and e-commerce. Agricultural enterprises with cold storage facilities of 20,000 cubic meters or more that are in normal operation will receive a one-time reward of 100,000 yuan; agricultural enterprises that build or expand cold storage facilities of 10,000 cubic meters or more will receive a one-time reward of 200,000 yuan.E-commerce enterprises with annual online sales of agricultural products (upstream online sales) reaching 10 million yuan, 50 million yuan, or 100 million yuan will receive one-time rewards of 50,000 yuan, 100,000 yuan, and 300,000 yuan, respectively.

III. Improving Development Platforms

13. Promote the construction of agricultural industrial parks and industrially strong towns. For each newly designated national-level or provincial-level modern agricultural industrial park, a one-time reward of 500,000 yuan or 200,000 yuan will be granted, respectively; for each successfully established municipal-level modern agricultural industrial park, a one-time reward of 50,000 yuan will be granted; for each designated national-level or provincial-level agricultural industrially strong town, a one-time reward of 300,000 yuan or 100,000 yuan will be granted, respectively.

14. Foster industrial clusters. A one-time reward of 500,000 yuan will be granted for each new entry into a national-level advantageous and distinctive industrial cluster; for each modern agricultural industrial cluster established with an annual output value of no less than 500 million yuan or 1 billion yuan, one-time rewards of 100,000 yuan and 200,000 yuan will be granted, respectively.

15. Cultivate and expand the “One Village, One Product” initiative. Newly designated national-level and provincial-level “One Village, One Product” demonstration villages and towns will receive one-time rewards of 50,000 yuan and 30,000 yuan, respectively.

IV. Developing and Strengthening Business Entities

16. Attracting and Cultivating Leading Agricultural Enterprises. A one-time reward of 500,000 yuan, 100,000 yuan, and 30,000 yuan will be granted for newly added national, provincial, and municipal-level key leading enterprises in agricultural industrialization, respectively.

17. Promote the development of agricultural industrialization consortia. A one-time reward of 100,000 yuan and 50,000 yuan will be granted for each newly recognized national-level and provincial-level agricultural industrialization consortium, respectively.

18. Strengthen the Development of Cooperatives and Family Farms. Newly recognized national, provincial, and municipal model farmers’ cooperatives will receive one-time rewards of 50,000 yuan, 30,000 yuan, and 10,000 yuan, respectively; newly established farmers’ cooperative federations will receive a one-time reward of 20,000 yuan; and newly recognized provincial and municipal model family farms will receive one-time rewards of 30,000 yuan and 10,000 yuan, respectively.

V. Fully Commit to Building Agricultural Brands

19. Promote certification and licensing of agricultural products. A one-time reward of 100,000 yuan will be granted for products newly registered as geographical indication agricultural products; a reward of 50,000 yuan will be granted for agricultural products obtaining organic certification for the first time (limited to Zhonglv Huaxia certification), with an additional 25,000 yuan for each additional product; a reward of 15,000 yuan will be granted for agricultural products obtaining green food certification for the first time, with an additional 5,000 yuan for each additional product.For successful renewal or re-certification, a reward equal to 50% of the above standards will be granted.

20. Accelerate the Cultivation of Well-Known Brands. A one-time reward of 50,000 yuan will be granted for agricultural products newly designated as provincial-level well-known regional public brands; a one-time reward of 30,000 yuan will be granted for agricultural products newly designated as provincial-level well-known agricultural brands.

21. Strengthen the cultivation of green selenium-enriched agricultural product brands. A one-time reward of 50,000 yuan will be granted to selenium-enriched agricultural product brands newly recognized as provincial well-known agricultural brands; a one-time reward of 10,000 yuan will be granted to selenium-enriched agricultural product brands newly designated as “Yingcheng Famous and Excellent” products; and a one-time reward of 100,000 yuan will be granted to selenium-enriched agricultural product production bases with a cultivation area of 50,000 mu or more.

22. Promote high-quality agricultural products. Organize high-quality agricultural products to participate in exhibition and sales events arranged by the provincial government, such as agricultural trade fairs, agricultural investment forums, and cooperation initiatives between Henan and Shanghai or Henan and Beijing. Allocate 600,000 yuan annually for the promotion of our city’s high-quality specialty agricultural products; award a one-time grant of 30,000 yuan to exhibiting enterprises that win awards at national-level exhibitions; and award a one-time grant of 100,000 yuan to leading enterprises that establish new agricultural product exhibition and sales centers with a floor area of 300 square meters or more.

VI. Innovation-Driven and Technology-Empowered Development

23. Support Agricultural Science and Technology R&D. For each original and innovative scientific and technological achievement developed and applied in the agricultural sector, a one-time reward of 100,000 yuan will be granted to the unit, team, or individual; for each successful application for a provincial-level or higher agricultural research project, a one-time reward of 50,000 yuan will be granted to the unit, team, or individual; for each national or provincial leading enterprise successfully attracted through research achievements, a one-time reward of 50,000 yuan will be granted to the unit, team, or individual.

24. Support training, promotion, and demonstration of new technologies. Incorporate training for legal representatives, financial staff, and sales personnel of new agricultural business entities into the “Certification for All, Skilled Henan” training program; encourage agricultural technicians to provide on-site training and guidance in the fields; annually select the top 10 outstanding agricultural technical service personnel, awarding 10,000 yuan to each; support enterprises in establishing demonstration bases for new crop technologies, providing a one-time reward of 30,000–100,000 yuan to the sponsoring enterprise for each newly established base.

25. Strengthen breeding efforts. Support the selection, demonstration, and promotion of new crop varieties; provide one-time rewards of 100,000 yuan and 50,000 yuan, respectively, for newly bred varieties that pass national and provincial-level reviews; support enterprises in establishing new variety demonstration bases, with a reward of 30,000–100,000 yuan granted to the sponsoring enterprise for each newly established base.

26. Strengthen the protection of local superior varieties. Actively cultivate the superior Jiaxian Red Cattle breed; for national-level core conservation farms, provide an annual subsidy of 1 million yuan for conservation expenses.

VII. Continuously Strengthen Foundational Support

27. Strengthen financial support and safeguards. By establishing “three platforms”—for agricultural industry-finance integration, rural property rights appraisal and trading, and information sharing among agribusiness entities—and implementing “two systems”—a “whitelist” for agribusiness entities and loan interest subsidies—we will promote the “Party Building + Finance” model. This will foster a mechanism of risk-sharing and win-win cooperation among the government, banks, and enterprises, guiding agribusiness entities to standardize financial management and enhance their integrity.Guide government investment and financing platforms to actively support the development of agriculture-related industries. Encourage financial institutions to explore and innovate financial products that support the development of agriculture-related business entities, such as “live livestock loans,” “accounts receivable mortgage loans,” “tax-backed loans,” and “contract-based loans.” Implement policies offering the lowest interest rates for agricultural support and interest-free loan renewals to fully support the growth and expansion of agriculture-related business entities. Government investment and financing platforms and financial institutions that demonstrate significant achievements in supporting the development of agriculture-related industries will be commended and rewarded annually.Implement a loan interest subsidy system for key leading agricultural enterprises, providing a 50% loan interest subsidy for three consecutive years.

28. Revitalize and tap the potential of industrial land. Promote comprehensive land consolidation at the township level, coordinate land transfers and trusteeship arrangements, revitalize existing rural construction land, and support the implementation of industrial projects. Village committees and cooperative economic organizations that provide strong support for land use guarantees and achieve significant results will receive a one-time reward of 30,000 to 50,000 yuan.

29. Encourage the Securing of Industrial Policy Funding. A one-time reward of 100,000 yuan will be granted to the lead department or unit that secures 20 million yuan or more in policy funds from central or provincial fiscal budgets to support agricultural industrial projects worth 100 million yuan or more; individuals who play a major role in this process will also be rewarded.

VIII. Other Industrial Support Policies

30. For agricultural industries other than leading sectors such as high-quality fruits and vegetables, edible fungi, beef cattle, pigs, and pigeon farming, rewards will be granted on a case-by-case basis, with reference to the incentive policies for leading industries.

The reward funds covered by this document shall be included in the municipal budget, with no less than 15 million yuan allocated annually. Additionally, the use of municipal fiscal subsidies for consolidating and expanding poverty alleviation achievements and linking them to rural revitalization shall be coordinated with the implementation of this document, with a focus on supporting the introduction and cultivation of leading agricultural enterprises.

This document shall take effect on January 1, 2023, and the Municipal Bureau of Agriculture and Rural Affairs shall be responsible for its interpretation.
