This Implementation Plan is formulated to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the First and Second Plenary Sessions of the 20th Central Committee, earnestly carry out the arrangements and directives of the Provincial Party Committee and Provincial Government regarding the development of a strong province in advanced manufacturing, accelerate the transformation and upgrading of the steel industry, promote structural adjustment and optimization of its layout, and forge new competitive advantages for high-quality development.
I. General Requirements
(1) Guiding Principles.Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will earnestly implement the important speeches and instructions made by General Secretary Xi Jinping during his inspection of Henan. With the promotion of high-quality development as the theme and the deepening of supply-side structural reform as the main thread, we will fully, accurately, and comprehensively implement the new development philosophy. We will leverage the decisive role of the market in resource allocation and better utilize the role of the government to promote the transformation of the province’s steel industry toward high-end, intelligent, and green development, as well as its development toward group-based, distinctive, and specialized models. We will accelerate the transformation of quality, efficiency, and driving forces to comprehensively enhance overall competitiveness.
(2) General Approach. We will adhere to the positioning of the steel industry as a pillar supporting and serving the development of Henan as a province strong in advanced manufacturing. We will emphasize demand-driven and innovation-driven approaches, focus on key breakthroughs and expand from specific points to the broader landscape, anchor our efforts on high-quality development, coordinate efforts across the province as a unified whole, and build a modern steel industry system.
— Strengthen the “Two Supports.” Enhance the supply capacity of mid-to-high-end basic steel materials, accelerate R&D and innovation in key strategic materials, support the high-level integration and quality upgrading of traditional industries, and meet the strategic needs of emerging and future industries.
— Promote the “Two Concentrations.” Adhering to market-driven principles with government guidance, we will promote the concentration of steel production capacity in advantageous regions with strong environmental carrying capacity, favorable transportation conditions, and sufficient resource security, as well as in leading enterprises with advanced equipment, strong innovation capabilities, and vast market potential.
— Establish a “1+3+5” steel industry development framework."1" refers to establishing the Henan Iron and Steel Group based on Anyang Iron and Steel Group, deepening resource integration and restructuring, and focusing efforts on building a first-class large-scale steel enterprise at the national level to lead the upgrading of the entire steel industry chain. "3" refers to optimizing and strengthening the three key steel industry bases in Anyang, Zhoukou, and Xuchang to increase industrial concentration. "5" refers to refining and specializing the five distinctive steel industry bases in Jiyuan, Pingdingshan, Xinyang, Nanyang, and Shangqiu to enhance differentiated competitiveness.
(3) Development Goals. Through three years of concerted efforts, we aim to complete the structural reorganization and systemic restructuring of the province’s steel industry, thereby fundamentally establishing a high-quality development framework characterized by rational layout, advanced technology, prominent brands, smart integration, and green, low-carbon sustainability.
——Corporate Grouping. Cultivate one large-scale steel enterprise group with an annual production capacity of 20 million tons, aiming to rank among the top ten steel enterprises in China; foster one nationally leading enterprise in each of the following sectors: recycled stainless steel, high-quality special steel, seamless steel pipes, and medium- and heavy-gauge plates.
— Scaling Up Core Equipment. Significantly upgrade the smelting equipment of steel enterprises across the province; complete the large-scale retrofitting of blast furnaces under 1,200 cubic meters, steelmaking converters under 100 tons, and electric arc furnaces under 100 tons (including alloy steel electric arc furnaces under 50 tons); achieve a numerical control (NC) rate of approximately 80% for key production processes and a digitalization rate of approximately 55% for production equipment.
——Upgrading the supply structure. The industry’s R&D intensity will reach 1.5% or higher, with breakthroughs in more than 15 key core technologies and processes. The supply capacity for advanced basic materials, critical strategic materials, and cutting-edge new materials will be significantly enhanced. The proportion of high-quality and special steel in total steel output will rise to approximately 50%, and the proportion of electric arc furnace steel in total crude steel output will increase to over 15%.
— Greening of production processes. The number of smelting production sites across the province will be significantly reduced; ultra-low emission retrofits for steel production capacity will be completed; total energy consumption will decrease by more than 5%; energy consumption intensity will decrease by more than 15%; comprehensive energy consumption per ton of steel will decrease by more than 2%; water consumption intensity will decrease by more than 10%; and the annual utilization of scrap steel resources will reach 10 million tons.
II. Deepening Resource Restructuring Among Steel Enterprises
(4) Establish the Henan Iron and Steel Group. Adhering to the principle of market-oriented operations, the Henan Iron and Steel Group will be established with Anyang Iron and Steel Group as the core entity. Relevant steel resources will be integrated through various methods, including capital increases, cross-shareholding, capacity-for-equity swaps, and mixed-ownership reforms, to carry out cross-regional, cross-industry, and cross-ownership mergers and reorganizations, thereby building a first-class large-scale steel enterprise group.Focus on building a development framework of “one center, three bases, and a strong industrial chain.” Establish a production base for high-quality special steel plates, new electromagnetic materials, and seamless steel pipes in Anyang City; build a major domestic production base for automotive steel and new electromagnetic materials in Zhoukou City; and develop a specialized stainless steel production base in Xuchang City. (5) Strengthen specialized and distinctive leading enterprises. Leading enterprises in sectors such as recycled stainless steel, high-quality special steel, seamless steel pipes, and medium- and heavy-gauge plates are encouraged to leverage their strengths to integrate upstream and downstream enterprises or form regional steel consortia. (6) Promote the coordinated development of enterprises across the upstream, midstream, and downstream segments of the industrial chain. Formulate and implement a list of measures to extend, supplement, and strengthen the steel industry chain. Relying on large steel groups and leading enterprises with distinctive features, accelerate efforts to address weaknesses, build on strengths, and reinforce foundations to enhance the competitiveness of the entire industrial chain.Promote deeper cooperation between steel producers and raw material suppliers, steel users, and service providers; strengthen innovation in business models and formats; develop supporting industrial parks for the steel sector; and foster collaborative innovation across the industrial chain as well as integrated development among large, medium, and small enterprises. This will facilitate the transformation of products from raw materials to components and equipment, and the evolution of enterprises from manufacturers to service providers. III. Optimizing the Spatial Layout of the Steel Industry
(7) Establish a 10-million-ton-scale high-quality and special steel production base in Anyang. Focusing on medium- and heavy-gauge plates, hot-rolled coil, and cold-rolled strip, vigorously develop industries such as high-strength plates, steel for automotive components, high-grade home appliance steel, and electrical steel, and enhance the competitiveness and strength of the Anyang Iron and Steel Group headquarters.Guide other steel producers in Anyang City to accelerate restructuring, integration, and technological upgrading, and promote the specialized and efficient production of high-quality construction steel. Consolidate and enhance the technological advantages of Linzhou City’s seamless steel pipe products, and vigorously develop the high-quality and special steel and high-end pipe industries. (8) Establish a 10-million-ton-scale production base for automotive steel and new electromagnetic materials in Zhoukou. Leveraging the shipping advantages of the Sha-Ying River and Zhoukou’s strengths in transportation, markets, and the environment, support Zhoukou in accelerating the absorption of steel production capacity from both within and outside the province. Focusing on the development of automotive steel, home appliance steel, silicon steel, and structural steel industries, promote the expansion and strengthening of the Anyang Iron and Steel Group’s Zhoukou base on its current foundation.The goal is for Zhoukou City to become a nationally significant production base for automotive steel and new electromagnetic materials by 2025. (9) Establish a Xuchang Recycled Stainless Steel Production Base. Leveraging the advantages of Changge City as a major national scrap metal distribution hub and Xuchang City as a National Urban Mining Demonstration Base, support Xuchang City in deepening strategic cooperation with leading steel enterprises and the Zhengzhou Aviation Port Economic Comprehensive Experimental Zone. Vigorously develop short-process steelmaking and strengthen the production of high-end stainless steel products such as automotive components, robotics components, industrial specialty stainless steel, high-end kitchenware, and medical devices.The goal is for Xuchang City to become a nationally significant specialized production base for recycled stainless steel by 2025. Expand the scale of the Dazhou Recycled Resources Recycling and Trading Market, build the largest information-based trading platform in Central China for non-ferrous metals, rare and precious metals, scrap steel, and various scrap metal materials, and promote the integrated development of the Industrial Internet and the Internet of Things. (10) Establish the Jiyuan Specialized Production Base for High-Quality and Special Steel for Mechanical Equipment.Support the Jiyuan Demonstration Zone in leveraging its existing foundation in the fields of steel for mechanical equipment and basic component materials to accelerate technological upgrades in ironmaking, steelmaking, and rolling processes. Vigorously develop industries such as steel for railways, automobiles and construction machinery, energy, marine engineering and bridges, pressure vessels, tool and die steel, hydrogen storage equipment, and special military steel, while consolidating competitive advantages in products such as gear steel, bearing steel, spring steel,cord steel. During the 14th Five-Year Plan period, the Jiyuan Demonstration Zone will establish a specialized production base for high-quality and special steel for mechanical equipment with nationwide influence. (11) Establish a specialized production base for medium- and thick-gauge steel plates in Nanyang. Support Nanyang City in leveraging its advantages in mineral resources, steel smelting, and materials processing to vigorously develop industries such as alloy high-strength steel, steel for marine engineering and shipbuilding, steel for construction machinery, steel for pressure vessels, steel for bridges, tool steel, and steel for high-rise buildings, while expanding exports of competitive products.During the 14th Five-Year Plan period, Nanyang City will establish a production base for special, heavy-duty, and extra-thick steel plates that is competitive on a national scale. (12) Establish a Specialized Production Base for High-Quality Special Strip Steel in Xinyang.Support Xinyang City in leveraging its industrial foundation to accelerate technological transformation and upgrading, as well as the clustering of industrial chains. Vigorously develop the high-quality and special strip steel and high-strength steel industries, and strengthen the production of steel products such as high-quality and special strip steel, high-strength building materials, and spring steel, as well as deep-processed products including cold-formed components, tubes, photovoltaic mounting brackets, automotive wheels, and new materials such as zinc-aluminum-magnesium-coated sheets.During the 14th Five-Year Plan period, Xinyang City will establish a production and processing base for high-quality special strip steel that is competitive on a national scale. (13) Establish a Special Steel and Stainless Steel R&D and Production Base in Pingdingshan. Support Pingdingshan City in leveraging Wugang City’s strengths in high-end wide and thick plates and Baofeng County’s advantages in the R&D and production of stainless steel products to develop industries such as steel for hydrogen-exposed equipment, marine engineering, nuclear power, high-strength wear-resistant plates, oil and gas transmission, and high-end stainless steel products, thereby enhancing the capacity to support major projects and technological equipment.During the 14th Five-Year Plan period, Pingdingshan City will establish a research and production base for high-quality wide and thick plates, new metallurgical materials, and high-quality stainless steel products. (14) Establish a production base for high-quality special-purpose bars, plates, and strips in Shangqiu. Support Shangqiu City in leveraging its sea-rail intermodal logistics advantages to optimize and adjust its product structure, strengthening the production of high-quality rebar, high-speed wire rod coils, and other mid-to-high-end construction steels, as well as ultra-thin strip steel and high-performance, high-quality plates. IV. Enhancing the Supply Capacity and Quality of the Steel Industry
(15) Vigorously Develop Mid-to-High-End Construction Steel. Benchmarking against world-class construction steel enterprises, expand the production scale of high-end products such as high-performance and specialty long products for construction, high-strength seismic-resistant rebar, and corrosion-resistant rebar, and increase the supply of premium construction steel.Focusing on the development needs of steel structure construction, increase the proportion of high-efficiency, high-performance structural steel products such as rolled structural steel and high-strength steel. Vigorously develop Grade 4 and above high-strength seismic-resistant structural steel, fire-resistant structural steel for construction, high-performance fine-grained reinforcing bars, and cost-effective corrosion-resistant steel. (16) Vigorously develop high-performance specialty engineering steels. Focusing on the construction needs of major projects such as marine engineering, rail transit, petrochemical engineering, and power engineering, prioritize the development of highly corrosion-resistant marine engineering steels, high-strength shipbuilding steels, high-end petrochemical steels, high-performance weather-resistant bridge steels, rail transit steels, high-strength onshore oilfield pipes,steel for ultra-deep-water marine engineering, and high-precision seamless steel tubes for mechanical engineering. (17) Vigorously develop steel for high-reliability equipment and components. Focus on the demand for steel in high-end equipment across sectors such as smart manufacturing, equipment manufacturing, electronic information, and general aviation. (18) Vigorously develop high-quality steel for industrial products. Focusing on the needs of continuous consumption structure upgrades, improve the quality of steel products in sectors such as automobiles, home appliances, home furnishings, kitchenware, and medical devices. Prioritize the development of high-end automotive steel industries, including ultra-high-strength automotive structural steel, high-grade automotive outer panels, and lightweight, high-reliability seamless steel tubes for automotive axles, steering columns, and subframes. Additionally, develop industries for ultra-thin galvanized steel sheets, high-strength stainless steel sheets,high-grade silicon steel, and color-coated steel sheets—for lightweight, aesthetically pleasing, and environmentally friendly home appliances and furniture; as well as low-nickel and nickel-free medical-grade stainless steel and 300-series food-grade stainless steel. V. Promoting the High-End, Smart, and Green Development of the Steel Industry
(19) Enhance innovation capabilities. Relying on research institutes, universities such as the Henan Academy of Sciences and Zhengzhou University, and key enterprises across the industrial chain, establish the Provincial Steel Industry Research Institute to undertake major research projects, promote the development of generic technologies, and build a first-class domestic collaborative innovation platform for metallurgical materials. Leverage the leading role of enterprises in innovation and accelerate the achievement of full coverage of R&D activities among industrial enterprises above a certain scale.Enhance the R&D capabilities of existing major national and provincial innovation platforms, strengthen basic research, and encourage the domestic R&D of efficient and green production processes and equipment—such as non-blast furnace ironmaking, electric arc furnace steelmaking, and short-process thin-strip continuous casting and rolling—to accelerate the industrialization of a batch of key technologies. (20) Promote the upgrading of equipment toward larger-scale operations. In accordance with laws and regulations, promote the upgrading of restricted-category process equipment; strictly enforce standards regarding environmental protection, energy consumption, water consumption, quality, safety, and technology; implement policies such as differential electricity pricing and tiered electricity pricing to force the exit of uncompetitive production capacity. (21) Vigorously develop smart manufacturing. Support steel enterprises in accelerating the digital transformation of their production systems, establishing end-to-end digital manufacturing execution systems, and building smart workshops and smart factories. Encourage steel enterprises to establish steel industry internet platforms to facilitate business collaboration and information sharing among steel enterprises, upstream and downstream users, modern logistics providers, and research institutions.Support steel enterprises in developing production-oriented services such as industrial design, customized services, supply chain management, shared manufacturing, inspection, testing, and certification, as well as turnkey integration and contracting and production-oriented finance. (22) Promote green and low-carbon development. Encourage steel enterprises to implement projects for industrial energy and water conservation, resource comprehensive utilization, and other initiatives; accelerate the green transformation of production processes; achieve ultra-low emissions across all processes and stages; and establish a green and environmentally friendly production system encompassing steel manufacturing, energy conversion, and waste disposal. Conduct benchmarking and compliance activities for “Leader” enterprises in energy and water efficiency, and encourage steel enterprises to establish green factories, green supply chain management enterprises, and Grade A environmental performance enterprises.Encourage steel mills located in urban built-up areas that meet conditions regarding scrap steel resources, electricity prices, and market access to develop short-process steelmaking. Implement differentiated capacity replacement policies for enterprises that upgrade from long-process to electric arc furnace (EAF) short-process steelmaking. (23) Enhance inherent safety levels. Reinforce enterprises’ primary responsibility, urge them to establish and improve a work safety responsibility system covering all employees, strengthen work safety standardization and informatization, deepen the graded control of safety risks, and improve the dual-prevention mechanism for hazard identification and rectification as well as the risk prevention and resolution mechanism. Phase out outdated, high-risk processes, technologies, and equipment; implement online monitoring and early warning technologies for major hazard sources; and curb the occurrence of major and particularly serious accidents.Strengthen the security protection of industrial control systems, formulate emergency response plans, and actively address security challenges arising from the integration of emerging technologies. VI. Improving Policies for High-Quality Development of the Steel Industry
(24) Optimize policies for capacity integration and replacement. In accordance with the principles of “market-driven operations, enterprise-led implementation, government guidance, and resource optimization,” encourage provincial steel enterprises to actively take over steel production capacity from outside the province.Strictly enforce national steel industry policies, improve the long-term working mechanism for preventing overcapacity, and strictly prohibit the construction or expansion of smelting capacity projects under any name or in any form. It is strictly prohibited to add new steel capacity under the guise of mechanical processing, casting, ferroalloy production, or similar activities. Resolutely prevent the resurgence of “substandard steel” and previously eliminated steel capacity.In principle, by the end of 2024, steel smelting enterprises must phase out or complete the upgrading of equipment for blast furnaces with a capacity of less than 1,200 cubic meters, steelmaking converters with a capacity of less than 100 tons, and steelmaking electric arc furnaces with a capacity of less than 100 tons (or alloy steel electric arc furnaces with a capacity of less than 50 tons) in an orderly manner. The transfer of phased-out capacity to areas such as Zhoukou and Xuchang is encouraged.When implementing capacity replacement across provincial-level cities, supporting indicators for new steel capacity projects—such as total pollutant emission quotas and coal consumption quotas—shall be transferred to the receiving locality in a specified proportion (excluding key air pollution prevention and control areas) to ensure the effective implementation of replacement projects. (25) Strengthen guidance and incentives through fiscal and tax policies. Increase financial support, actively seek central government subsidies, and coordinate existing special funds to prioritize support for the transformation and development of the steel industry.Implement tax-sharing policies. The local portion of taxes generated by transferred steel production capacity in the receiving area, as well as statistical criteria, may be shared with the transferring area through negotiation on a fair and voluntary basis, thereby promoting cross-regional capacity replacement, integration, and joint restructuring. Host regions for steel production capacity should introduce special policies to support the timely completion and commissioning of capacity replacement projects. (26) Deepen innovation in investment and financing mechanisms. Encourage steel enterprises to raise funds through private placements, trust financing, project financing, lease financing, asset securitization, and intellectual property rights pledges. (27) Make effective use of land assets. Relevant local authorities are encouraged to centrally acquire and reserve land from enterprises exiting production capacity. Land transfer revenues shall be allocated through the budget in accordance with regulations to fund the resettlement of employees from such enterprises.Where steel enterprises are converted on-site to other industries such as production-oriented service sectors encouraged by the state, if the conversion involves a change of land use, the land may continue to be used for its original purpose and under the original land rights classification for a period of five years; if no change of use is involved, no additional land premiums need be levied for improvements in land utilization rates or increases in floor area ratios. (28) Enhance resource and environmental security capabilities. Support steel enterprises in fully leveraging both domestic and international markets and resources to establish a stable and reliable diversified raw material supply system. In accordance with market principles, actively pursue domestic and international cooperation in iron ore resource development and strengthen iron ore production capacity reserves. Encourage enterprises to engage in port blending operations, increase port inventories, and utilize the buffering role of port inventories in ensuring resource security.Prudently participate in iron ore futures market trading to hedge against iron ore price fluctuations. Avoid “one-size-fits-all” environmental controls and promote a model where enterprises self-certify compliance with ecological and environmental legal obligations. (29) Strengthen the cultivation and recruitment of urgently needed talent in the industry. Advance the “Skilled Henan” initiative, promote the spirit of craftsmanship, implement a new apprenticeship system featuring “dual enterprise-school management and integrated work-study training,” and enhance the cultivation of highly skilled talent in the steel industry. Guide enterprises to establish clear career development pathways for new-type professional talent, build platforms for talent growth, improve mechanisms for the scientific utilization of talent, and refine the development system for knowledge-based, skilled, and managerial talent.Encourage steel enterprises to implement a talent-driven enterprise strategy and increase efforts to recruit high-caliber, specialized talent; relevant departments shall provide support in accordance with regulations. VII. Guarantee Mechanisms
(30) Strengthen Organizational Leadership.Establish a Provincial Leading Group for the Integration and Restructuring of the Steel Industry, led by a relevant provincial government official in charge, with member units including the Provincial State-owned Assets Supervision and Administration Commission, the Provincial Department of Industry and Information Technology, the Department of Finance, the Development and Reform Commission, the Department of Ecology and Environment, the Department of Natural Resources, the Market Supervision Administration, as well as relevant municipal governments under provincial jurisdiction and the Jiyuan Demonstration Zone Administrative Committee. This group will coordinate the advancement of top-level design and major initiatives for the steel industry’s development, and resolve issues arising in the construction of major steel industry projects and the merger and restructuring of steel enterprises.
(31) Enhance Policy Coordination. Focusing on the development goals and key tasks of the steel industry, promote the effective integration and coordinated implementation of fiscal, tax, financial, energy, science and technology, investment, investment promotion, ecological environment, and natural resources policies with industrial policies. Comprehensive use of legal, economic, and necessary administrative measures will guide the orderly transfer or phasing out of steel production capacity, thereby optimizing the industrial layout and comprehensively enhancing the sector’s overall competitiveness.Leveraging the “10,000 Officials Assisting 10,000 Enterprises” initiative, we will strengthen policy development and research reserves, intensify efforts to publicize and implement policies, and ensure the effective implementation of business-friendly policies.
(32) Uphold Fair Order. Strengthen standardized management of production and operations in steel enterprises, establish an evaluation system for high-quality enterprise development, and advance tiered and categorized management. Improve the joint disciplinary mechanism and investigate and punish acts such as unauthorized expansion of production capacity, counterfeit and substandard products, and illegal emissions in accordance with laws and regulations. Leverage the role of industry organizations to enhance corporate social responsibility and industry self-discipline, promote the development of corporate integrity systems, and foster a fair and trustworthy market environment. Strengthen the interpretation of capacity replacement policies to create a favorable public opinion environment.
(33) Ensure social stability. Adhere to the principle of enterprise-led implementation with government guidance; refine integration plans; secure funding; and safeguard the legitimate rights and interests of employees. Strictly follow democratic procedures; fully solicit employee input; and formulate employee resettlement plans in accordance with the law. Handle labor relations in accordance with laws and regulations, and ensure the smooth transfer and continuation of social insurance coverage. Strengthen re-employment assistance to facilitate the re-employment or self-employment of unemployed workers.
