Implementation Plan for Accelerating the High-Quality Development of the Sour and Spicy Noodles Industry in Tongxu County

This plan has been formulated to develop and expand the sour and spicy noodle industry in Tongxu County, establish it as the “Capital of China’s Sour and Spicy Noodles,” address shortcomings in the industry’s development, and achieve high-quality development of the sour and spicy noodle industry.

I. Establish a Specialized Sour and Spicy Noodles Industrial Park

1. Advance park planning and infrastructure development. Support Tongxu County in planning and constructing a sour and spicy noodle industrial park within the Tongxu High-Tech Industrial Development Zone, incorporating it into the zone’s overall development plan under the “park-within-a-park” model; support the application for special bond projects to fund infrastructure such as standard factory buildings and roads in the sour and spicy noodle industrial park. 2. Ensure the supply of land quotas for the park. In accordance with the “Notice of the Henan Provincial Department of Natural Resources on Establishing a Direct Reporting System for Construction Land Approval in Counties (Cities) and Development Zones to Implement the Provincial Party Committee and Provincial Government’s Reform Requirements for Delegating Authority and Empowering Local Governments” (Yu Ziran Zhi Fa [2021] No. 66), guide the Tongxu County Government to secure allocated plan quotas, improve the quality of land approval documentation, actively seek expedited processing channels at higher levels, enhance approval efficiency, shorten review times, and ensure that land-related factors do not hinder project implementation.(Responsible Unit: Municipal Bureau of Natural Resources and Planning)

3. Consolidate the relocation of sour and spicy noodle industry enterprises into the park. Guide existing sour and spicy noodle enterprises, newly established enterprises, and those attracted through investment promotion to relocate into the park. Develop an investment promotion roadmap for the sour and spicy noodle industry, identify clusters of enterprises along the industry chain, conduct targeted investment promotion activities for the sector, and actively attract leading enterprises in the sour and spicy noodle industry.Vigorously promote business-to-business investment promotion, industrial chain investment promotion, and equity-based investment promotion, and organize relevant enterprises to participate in national and provincial trade fairs. II. Strengthening the Sour and Spicy Noodles Industrial Chain

4. Addressing Shortcomings in Starch Processing. Support Tongxu County in attracting a 50,000-ton starch processing project. Accelerate the construction of a supporting wastewater treatment plant for starch processing. Given the characteristics of starch processing wastewater—high volume and high organic matter concentration—organize experts to guide the construction of the treatment plant and improve treatment processes and standards.Actively coordinate and communicate to ensure that the project’s implementation is not hindered by issues related to total pollutant discharge limits. Establish a dedicated technical service team to proactively engage in and provide guidance on project site selection, production processes, and pollution treatment, ensuring the rapid review and approval of environmental impact assessments and discharge permits so that the project can be implemented and yield results as soon as possible. III. Clarify Eligibility for Relevant Preferential Policies for Enterprises Settling in Industrial Parks

5. Support enterprises in industrial parks to upgrade, renovate, and expand production capacity. For manufacturing projects with equipment investments of 1 million yuan or more (as determined by a joint review and assessment by relevant departments and experts), the local government at the beneficiary level will provide interest subsidies at a maximum rate of 4% for up to two years, based on the loan contract amount and term. 6. Support green and intelligent development for enterprises in the industrial park. A one-time reward of 1 million yuan shall be granted to newly recognized National Manufacturing Single-Champion Enterprises, National Green Factories (Supply Chains), National Industrial Design Centers, and National Intelligent Manufacturing Demonstration Factories; a one-time reward of 500,000 yuan shall be granted for corresponding provincial-level honors. In principle, duplicate support shall not be provided for the same enterprise and the same honorary title if it has already received support from national or provincial fiscal funds. 7. Enhance the R&D capabilities for sour and spicy noodles. Guide key enterprises to engage in scientific and technological cooperation and exchanges with universities such as Jiangnan University, Henan University of Technology, Zhengzhou University of Light Industry, and Henan University of Animal Husbandry and Economics. Support the establishment of innovation platforms—including engineering technology research centers, key laboratories, and new R&D institutions—as well as full-industry-chain incubation platforms. 8. Establish high-level product quality testing institutions. Leveraging Tongxu County’s resources—including funding, facilities, technology, talent, equipment, and laboratory infrastructure—provide regulatory support for the application to establish a provincial-level Sour and Spicy Noodles Product Quality Testing Center. 9. Establish a standardized production system. Led by industry associations or relevant industrial research institutes, in collaboration with relevant departments, formulate enterprise standards for sour and spicy noodles, strive to elevate these enterprise standards to industry standards, and support applications for provincial-level or higher standardization demonstration projects. 10. Breed and Promote Superior Varieties. Breed, demonstrate, and promote high-quality, high-starch sweet potato varieties to ensure high yields and superior quality. Significantly enhance technical proficiency and technological content; provide guidance on high-yield sweet potato cultivation techniques and assist farmers in standardized production. Implement contract farming to guide the concentrated, large-scale cultivation of starch-type sweet potatoes in contiguous areas.Promote the “One Village, One Product” initiative for starch sweet potatoes, with dedicated cultivation, harvesting, and use, ensuring premium prices for high-quality produce. Support the construction of a 100,000-mu high-quality, specialized starch sweet potato production base, and strengthen technical guidance and assistance. V. Developing the “Hundred Cities, Thousand Stores” Operational Model and E-commerce Platform

11. Promote the expansion and strengthening of online sales of sour and spicy noodles. E-commerce enterprises registered and operating in our city for over one year, with annual online sales of sour and spicy noodles reaching 20 million yuan (inclusive) or more, will receive a one-time reward of 200,000 yuan;For live streamers and MCN agencies that have been established in our city for over one year and achieve annual online sales of sour and spicy noodles totaling 5 million yuan or more, the municipal government will provide full funding for the first three years based on their contribution, to support live-streaming teams specializing in sour and spicy noodles and help e-commerce entities grow and strengthen their operations. VI. Promoting Brand Development in the Sour and Spicy Noodles Industry

12. Promote standardization and certification of agricultural products. Support Tongxu County in actively applying for Green Food, organic agricultural products, and geographical indication (GI) agricultural product certifications. Implement municipal subsidy policies: a subsidy of 50,000 yuan per item for Green Food certification, and 100,000 yuan per item for organic agricultural product and GI agricultural product certifications. 13. Cultivate Sour and Spicy Noodle Product Brands. Support Tongxu County in establishing a public brand for the sour and spicy noodle industry. Guide enterprises to actively cultivate sour and spicy noodle product brands; while improving their “internal capabilities,” they should also intensify brand-building efforts to enhance the market influence of their brands. VII. Integrating and Upgrading the Cold Chain Logistics System

14. Improve on-farm cold storage facilities for agricultural products. Leveraging the county-wide promotion project for agricultural product cold storage facilities, support farmers’ cooperatives, family farms, and village-level collective organizations in constructing on-farm cold storage facilities for agricultural products such as sweet potatoes and potatoes. 15. Improve the cold chain logistics system for the sour and spicy noodles industry. Actively advance the development of our city’s cold chain logistics system, support high-quality projects, improve the quality of raw materials for the sour and spicy noodles industry, and reduce raw material storage costs. Attract leading modern logistics enterprises to elevate the level of the logistics sector. Provide timely consultation and guidance for cold storage facilities built by sour and spicy noodles manufacturers or those serving such manufacturers, assist them in applying for provincial financial subsidies, and support enterprises in developing cold chain infrastructure.(Responsible Unit: Municipal Bureau of Commerce)

VIII. Implement Employment and Entrepreneurship Policies

16. Implement employment internship subsidies. Support enterprises in applying to become designated internship bases. Once a base is certified, internship units that accept interns will receive a subsidy for 3–12 months, calculated at 70% of the local minimum wage. For units retaining 50% or more of interns upon completion of their internship period, the subsidy rate will be 110% of the local minimum wage. 17. Implement employment recruitment subsidies for enterprises. Small, medium, and micro enterprises that newly hire eligible personnel, sign labor contracts of one year or longer, and pay social insurance premiums in accordance with regulations will be granted social insurance subsidies and an employment recruitment subsidy of 1,000 yuan per person. 18. Strengthen the promotion of school-enterprise cooperation. Promote the development of new forms of enterprise-based

apprenticeship training, and support eligible enterprises in jointly establishing practical training bases with technical schools.

Provide fiscal interest subsidies for personal entrepreneurship guarantee loans to key groups such as college graduates, returning migrant workers starting businesses, demobilized and re-employed veterans, and individuals facing employment difficulties. 20. Establish a Sour and Spicy Noodles Industry Guidance Fund. Fully leverage the catalytic role of the guidance fund to mobilize provincial agricultural funds, capital from state-owned enterprises at all levels, and high-quality social capital. Establish a Sour and Spicy Noodles Industry Guidance Fund with a total scale of 1 billion yuan to attract outstanding sour and spicy noodles-related enterprises from outside the region to settle in Tongxu County through “fund-driven investment promotion.”At the same time, adopt a development model of “leading industry + leading industrial park + leading fund” to support small and medium-sized enterprises in meeting scale criteria and assist large enterprises in going public. Cultivate high-quality leading enterprises in the sour and spicy noodle industry; include them in the municipal reserve pool of enterprises eligible for listing for dynamic management in accordance with regulations; increase guidance efforts; solidify the foundation for enterprise listing (or trading); and encourage enterprises to raise funds in the capital market. X. Regularly Host the China (Tongxu) Spicy Noodles Industry Conference or Forum

22. To promote the healthy and rapid development of the sour and spicy noodle industry in Tongxu County, build momentum for the industry’s growth, and establish “China’s Capital of Sour and Spicy Noodles,” we plan to regularly host sour and spicy noodle industry conferences or forums. Leveraging Kaifeng’s status as a historic and cultural city and capitalizing on the influence of the Kaifeng Chrysanthemum Culture Festival and the Farmers’ Harvest Festival, we will invite industry experts and enterprise representatives to offer advice and suggestions for the development of Tongxu County’s sour and spicy noodle industry.By hosting these industry conferences, we aim to continuously enhance the visibility and reputation of Tongxu County’s sour and spicy noodles industry, thereby achieving rapid and high-quality development in the sector.
