Article IV Financial Support. Fixed asset investment of more than 1 billion yuan, and has a leading and driving the project, enjoy the following financial support.

(A) equipment subsidies. The newly purchased production equipment (excluding R&D equipment) for new projects will be subsidized at no more than 40% of the invoice amount (including tax) for production equipment and equipment installation as determined by a third-party review organization recognized by all parties.

(ii) plant construction. The new project plant and ancillary facilities, to take the "one-issue" approach, the project can be located by the government and the enterprise agreement to build, repurchase and other matters.

Article VII elements of protection. For the project construction of the project, registration, registration, electricity, water, gas, environmental assessment, energy consumption, network and other matters, priority protection, time-bound solution.

Article IX error-tolerance mechanism. The implementation of flexible law enforcement, in addition to safety, environmental protection and other key areas, the enterprise in the project construction, production and operation of minor violations, the implementation of the "first violation of impunity" relevant provisions, to minimize the impact of administrative law enforcement on enterprises.

Article X Other provisions.
