To accelerate the high-quality development of the food industry in our city and further expand, improve, and strengthen the food sector, the following policies have been formulated in light of our city’s actual conditions.
I. Supporting Food Enterprises to Grow Stronger and Better
(1) Supporting Enterprises in Building Brands. Food enterprises that win the China Quality Award or the Henan Provincial Governor’s Quality Award will receive a 1:1 matching reward from the municipal government based on the amount of the higher-level award. Enterprises recognized by the state or province as quality benchmark enterprises or quality brand cultivation enterprises will receive a 1:1 matching reward from the municipal government based on the amount of the higher-level award. (2) Encouraging Enterprises to Excel and Grow Stronger. Food enterprises entering the “Top 100 Enterprises in Henan Province” and the “Top 500 Enterprises in China” for the first time shall be granted one-time rewards of 500,000 yuan and 1,000,000 yuan, respectively.Food enterprises whose annual main business revenue exceeds 2 billion yuan, 5 billion yuan, or 10 billion yuan for the first time (where “or more” and “exceeds” include the specified amount, and “or less” excludes the specified amount; the same applies below) shall be granted one-time rewards of 1 million yuan, 1.5 million yuan, and 2 million yuan, respectively. After an enterprise’s annual main business revenue exceeds 10 billion yuan, a reward of 200,000 yuan shall be granted for every additional 2 billion yuan.Funding sources shall be implemented in accordance with the "Sanmenxia City Reward Policy for Supporting 'Double Ten' Enterprises and 100 Key Cultivated Enterprises." (3) Encouraging enterprises to participate in the “Three Initiatives” selection. Food enterprises that actively participate in the “Expanding Product Varieties, Improving Product Quality, and Creating Brands” initiatives and obtain national or provincial “Three Initiatives” certification shall receive a reward from the local government where the enterprise is located, with 10,000 yuan awarded for each category obtained. (4) Rewards for food enterprises newly classified as large-scale enterprises. Food enterprises newly classified as large-scale enterprises for the first time will receive a reward of 30,000 yuan, with the reward funds shared by the municipal finance and the local finance of the beneficiary area in a 3:7 ratio. II. Supporting Innovation and Creativity in Food Enterprises
(5) Accelerate the Transformation and Upgrading of the Food Industry. Guide food enterprises to conduct benchmarking and improvement initiatives. Support food enterprises in implementing the “Three Major Transformations”—primarily involving equipment upgrades, production line replacements, product upgrades, and quality and efficiency improvements. Adhere to the concept of green development, encourage the phasing out of outdated production capacity and equipment, intensify efforts in energy- and water-saving technological upgrades, and promote enterprise transformation and upgrading.For benchmarking enterprises and specialized, refined, distinctive, and innovative enterprises implementing “Three Major Transformations” projects, the municipal government will provide a subsidy equivalent to 40% of the enterprise’s investment, with a maximum of 5 million yuan. (6) Strengthen the Development of Innovation Platforms. Vigorously introduce innovative elements such as advanced technologies, R&D achievements, and R&D institutions. Support enterprises in collaborating with research institutions and innovation bases both within and outside the province to jointly establish high-level innovation and R&D platforms such as key laboratories and technology centers. The municipal government will provide awards and subsidies of 500,000 yuan and 300,000 yuan, respectively, for newly recognized national-level and provincial-level innovation platforms; enterprises recognized as provincial-level new R&D institutions will receive an award and subsidy of 300,000 yuan from the municipal government.(Responsible Units: Municipal Science and Technology Bureau, Finance Bureau, Market Regulation Bureau, Commerce Bureau; governments of all counties [cities, districts])
III. Supporting Food Enterprise Project Development
(7) Implement Targeted Investment Promotion. Focusing on regional functional positioning and leading industries, attract a batch of major projects characterized by large investment scale, strong catalytic effects, and robust long-term development potential.The Guoyuan Hongyuan Food City in Mianchi County will focus on snack foods; the Food Industrial Park in Lushi County will focus on the deep processing of agricultural by-products; the Green Food Industrial Park in the Urban-Rural Integration Demonstration Zone will focus on fruit juices, beverages, and the slaughter and processing of all livestock species; and Hubin District will focus on pastries, dairy products, health foods, drinking water, and frozen foods to build distinctive food industrial parks. (8) Attracting Well-Known Food Enterprises. Support well-known food and beverage enterprises—including those ranked among the Fortune Global 500, China’s Top 100, and the industry’s Top 100—in establishing regional headquarters within the municipal jurisdiction. For enterprises with annual tax payments exceeding 2 million yuan, subsidies will be provided upon approval, equivalent to 80%, 60%, and 40% of the enterprise’s fiscal contributions to the local government over the preceding three years.For newly introduced “Time-Honored Chinese Brands” and enterprises holding “China Well-Known Trademarks” that establish branches within the municipal jurisdiction, the local government where the enterprise operates will provide one-time financial support of 1 million yuan, 2 million yuan, or 5 million yuan, respectively, based on registered capital or total assets of no less than 200 million yuan, 500 million yuan, or 1 billion yuan (excluding land investment costs and the local government’s own contribution).(Responsible Units: Municipal Bureau of Industry and Information Technology, Market Regulation Bureau, Commerce Bureau, Finance Bureau; governments of all counties [cities, districts])
(9) Meeting Factory Space Leasing Needs. For food industry projects with actual investments of 20 million yuan or more that require leased factory space, the local government where the enterprise is located may provide a two-year rent subsidy for production facilities. For enterprises leasing standardized factory space for production, a one-time subsidy equal to 50% of the actual rent paid during the first two years will be provided, with a maximum of 2 million yuan. (10) Increasing Incentives for New Projects. For new food industrialization projects with actual investments between 20 million yuan and 100 million yuan (excluding land costs; the same applies below), a reward equal to 5% of the investment in production and technical equipment will be granted, with a maximum of 5 million yuan.For projects with actual investments between 100 million yuan and 1 billion yuan, upon reaching full production capacity, in addition to the aforementioned project incentive, a 5% interest subsidy will be provided on the enterprise’s total actual loan amount, with a maximum of 3 million yuan. For projects with actual investments exceeding 1 billion yuan and registered within our city, the local government where the project is located shall formulate a “tailored policy for each enterprise” to provide land and policy support.For new food industry projects with investments of 20 million yuan or more, starting from the date of completion and commencement of production, a fiscal subsidy will be provided equal to 100% of the local government’s retained portion of the enterprise’s actual tax payments (Value-Added Tax and Corporate Income Tax) for the first two years, and 50% of the local government’s retained portion for the third through fifth years. IV. Supporting Food Enterprises in Going Public and Raising Capital
(11) Supporting Enterprise Listing Preparation. Accelerate the preparation of enterprises for listing, enhance management standards, and expedite the listing process. Based on the progress of an enterprise’s domestic listing, the municipal finance department will provide a phased reward of 5 million yuan.Upon entering the initial public offering (IPO) tutoring process, a reward of 1 million yuan will be granted after the enterprise’s tutoring institution submits the “Stock Issuance and Listing Tutoring Report” to the Provincial Securities Regulatory Bureau for filing; a reward of 1 million yuan will be granted after the application for the proposed stock issuance and listing is accepted by the China Securities Regulatory Commission; and a reward of 3 million yuan will be granted upon the enterprise’s successful completion of the IPO. V. Support for Enterprise Participation in Trade Fairs and Promotional Activities
(12) Support enterprises in participating in expositions, exhibitions, and promotional events. For booth fees incurred from participating in national, provincial, or higher-level exhibitions (expositions), the local government where the benefit is realized shall provide a subsidy covering 50% of the booth fees, with a maximum of 10,000 yuan per event and a cumulative annual limit of 50,000 yuan per enterprise; events organized by relevant departments of the municipal government shall follow a unified organization, standardized display booths, and voluntary participation format.(Responsible Units: Municipal Finance Bureau, Bureau of Industry and Information Technology, Market Regulation Bureau, Commerce Bureau, and governments of all counties [cities, districts])
(13) Supporting Enterprises in Expanding Online Sales. Enterprises are encouraged to keep pace with new market trends, actively adapt to advancements in internet technology and shifts in consumer attitudes, and closely align with the emerging characteristics of food consumption—namely personalization, quality, and convenience. They should intensify innovation in business models and marketing strategies, establish dedicated e-commerce sales departments, create new media accounts, and build new platforms for online sales.Emphasize brand building and provide high-quality products to seize opportunities in an increasingly diverse consumer market. Assist enterprises in strengthening the cultivation of online sales talent by organizing training programs on opening online stores, driving traffic at scale, and creating super IPs, thereby helping enterprises build a reserve of professional talent. (14) Support enterprises in intensifying promotional efforts. Encourage food enterprises to promote their products and introduce their companies through newspapers, periodicals, film and television media, public transportation advertisements, roadside billboards, and outdoor advertisements to expand corporate visibility and increase product market share. Local governments in beneficiary areas shall formulate subsidy policies based on local conditions and the development status of food enterprises. VI. Supporting the Development of a Credit System
(15) Support enterprises in strengthening credit system development. Strengthen joint disciplinary measures for credit violations, ensuring that “a violation in one place leads to restrictions everywhere,” thereby establishing a credit evaluation system with clear rewards and penalties. Increase the intensity of supervisory sampling; for food enterprises with excellent credit standing and few sampling issues, appropriately reduce the frequency and volume of product sampling. Support food enterprises in participating in the construction of integrity management systems; for enterprises that obtain integrity management system certification, give priority consideration in government procurement, school meal provision, and license review under equal conditions.(Responsible Units: Municipal Market Regulation Bureau, Education Bureau, Finance Bureau, Industry and Information Technology Bureau; governments of all counties [cities, districts])
VII. Support Measures
(16) Strengthen organizational leadership and performance evaluation. The Municipal Industrial Leading Group shall comprehensively coordinate and advance all tasks related to the high-quality development of the city’s food industry and resolve difficulties and issues arising in industrial development. Each year, the high-quality development of the food industry in each county (city, district) will be evaluated and ranked. Based on the evaluation results, first, second, and third prizes will be awarded annually, with rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. Departments that fail to meet key evaluation indicators or rank at the bottom will be publicly notified citywide.(Responsible Units: Member units of the Municipal Industrial Leading Group)
(17) Strengthen Policy and Financial Support. Each county (city, district) shall establish a special development fund for the food industry based on the current status of regional food industry development. This fund shall be managed under budgetary controls and primarily used to support the introduction and construction of food industry projects, the expansion and strengthening of industrial chains, as well as intelligent upgrades, green transformation, technological upgrades, technological innovation, quality and brand building, industry-academia-research collaboration, talent recruitment and training, and annual awards for outstanding food enterprises—through rewards or interest subsidies on loans.(Responsible entities: Governments of all counties [cities, districts])
(18) Strengthen financial services. Financial institutions are encouraged to expand financing for food enterprises undertaking technological transformation projects and to increase the proportion of medium- and long-term loans and unsecured loans to food enterprises. Municipal and county-level government-backed financing guarantee institutions are encouraged to enhance financing guarantee services for food enterprises implementing technological transformation projects, and financial institutions are encouraged to provide short-term funding services to support loan rollovers for small and medium-sized food enterprises.(Responsible Units: Municipal Financial Bureau, Municipal Finance Bureau, People’s Bank of China Sanmenxia Central Sub-branch, Sanmenxia Banking and Insurance Regulatory Bureau, and governments of all counties [cities, districts])
(19) Strengthen talent development. For full-time talent recruited by food enterprises in our city who meet the criteria for Sanmenxia’s top-tier talent, leading talent, senior talent, or young elite talent, relevant provisions shall be implemented in accordance with the “Several Measures of Sanmenxia City to Further Stimulate New Momentum in Talent and Technology to Lead High-Quality Development” and other relevant regulations. (20) Strengthen Food Quality Supervision. Intensify quality supervision efforts by comprehensively utilizing methods such as supervisory inspections, system audits, unannounced inspections, sampling and monitoring, investigative enforcement, information disclosure, and complaint handling to urge enterprises to earnestly fulfill their primary responsibilities for quality and safety. Strictly prevent regional and systemic food safety risks and comprehensively consolidate the foundation of the food industry’s development. For subsidies, rewards, and other funds covered by these measures where no specific funding source is designated, the local government where the benefit is realized shall bear the cost in accordance with the current fiscal system and the principle of “who benefits, who bears the cost.” In principle, the annual subsidies and other funds received by a single enterprise shall not exceed the incremental contribution of that enterprise to the local fiscal revenue. The Municipal Bureau of Industry and Information Technology shall, in conjunction with the Finance Bureau, county (city, district) governments, and other relevant departments, formulate specific implementation rules.
These measures shall be effective from the date of issuance until December 31, 2025. In the event of adjustments to laws, regulations, or higher-level policies, the latest provisions shall apply.
