This plan has been formulated to promote the high-quality development of traditional Chinese medicine (TCM) in our city, in accordance with the national “14th Five-Year Plan for the Development of Traditional Chinese Medicine,” the “Henan Province 14th Five-Year Plan for the Development of Traditional Chinese Medicine,” and the “Anyang City Implementation Plan for Promoting the Inheritance and Innovative Development of Traditional Chinese Medicine (2020–2025),” among other documents.
I. Background of the Plan
During the 13th Five-Year Plan period, our city prioritized TCM work in the context of overall economic and social development, adhering to the principle of giving equal emphasis to both TCM and Western medicine while focusing on leveraging the unique strengths of TCM. The role of TCM in safeguarding public health and promoting economic and social development was further highlighted.The TCM service system has been further improved. As of the end of 2020, the city had 39 TCM hospitals, with 0.63 public TCM hospital beds per 1,000 people and 0.40 licensed (assistant) TCM physicians per 1,000 people in healthcare institutions.100% of township health centers and 82% of community health service centers in the city have established standardized “TCM clinics” capable of providing six or more types of TCM technical services, while 85% of community health service stations and 75% of village health clinics can provide four or more types of TCM technical methods. The proportion of public general hospitals at Level II and above and maternal and child health care institutions with TCM clinical departments reached 85%, and the number of registered TCM outpatient departments and clinics reached 553.The capacity for TCM services has significantly improved. The city has established 2 national-level key TCM specialties and 2 provincial-level key TCM disciplines (Neurology and Cardiology). The Pediatrics and Neurology departments of the Municipal Traditional Chinese Medicine Hospital were selected for the provincial-level Regional TCM Specialty Diagnosis and Treatment Center project. Relying on county-level TCM hospitals, 6 provincial-level distinctive TCM specialties were established, achieving full coverage of specialty development in county-level TCM hospitals.The development of the TCM talent pool has progressed steadily. Two national-level studios for the inheritance of knowledge from renowned senior TCM experts have been established, and two new national-level studio construction projects have been added. Additionally, one recipient of the Henan Province Outstanding Contribution Award in Traditional Chinese Medicine, one Henan Province Top-tier TCM Talent, 12 mentors for the Young Talent Program, 10 Anyang City Renowned TCM Practitioners, and 10 Anyang City Renowned TCM Practitioners at the grassroots level have been recognized.There are 5 mentors for the Inheritance of Academic Experience from Nationally Renowned Senior TCM Experts, and 15 academic successors have been trained.The foundation of the TCM industry continues to be strengthened. The city possesses over 40 varieties of medicinal herbs, including mugwort, chrysanthemum, trichosanthes, codonopsis, honeysuckle, wintergreen, bupleurum, and motherwort. “Tangyin Northern Mugwort” has been approved as a National Geographical Indication Protected Product, registered under the National Agricultural Product Geographical Indication Protection system, and designated as a demonstration base for the protection and standardized cultivation of authentic medicinal materials.The role of traditional Chinese medicine in major public health emergencies has become increasingly prominent. Since the outbreak of the COVID-19 pandemic, the city has adhered to the integration of traditional Chinese and Western medicine and the combined use of traditional Chinese and Western pharmaceuticals. It has consistently supplied decocted herbal medicines to designated hospitals, centralized quarantine facilities, and key personnel in locked-down areas, ensuring that all individuals under quarantine observation, staff at quarantine facilities, and medical personnel—among other priority groups—received treatment “as needed” and “as desired.”Traditional Chinese medicine has been fully integrated into the treatment of all hospitalized patients, ensuring a personalized prescription for each individual based on syndrome differentiation. This approach has achieved the goals of zero deaths among confirmed patients, zero infections among medical staff, and zero medical accidents.
The 14th Five-Year Plan period marks the beginning of our city’s new journey toward comprehensively building a modern socialist country, as well as a critical phase for accelerating the development of a “Healthy Anyang” initiative with enhanced quality and efficiency. The development of traditional Chinese medicine (TCM) faces new opportunities and challenges. General Secretary Xi Jinping has high expectations for the development of TCM and has made a series of important statements; the Party Central Committee and the State Council attach great importance to TCM work and have issued a series of major policy decisions; the Provincial Party Committee and Provincial Government have implemented the requirements of national policies, placing the development of TCM in a prominent position;The municipal government has established the Anyang Municipal Leading Group for Traditional Chinese Medicine Work to strengthen organizational leadership in this area. At the same time, it must be acknowledged that imbalances and inadequacies in the development of traditional Chinese medicine in our city remain prominent. There is a shortage of high-quality medical service resources in traditional Chinese medicine; the service capacity of grassroots traditional Chinese medicine institutions needs to be enhanced; the synergistic role of traditional and Western medicine has not been fully utilized; the talent structure in traditional Chinese medicine is not yet optimal; the quality of training for specialized traditional Chinese medicine professionals still needs improvement; the capacity for inheritance and innovation requires continuous strengthening; and the policy framework tailored to the characteristics of traditional Chinese medicine needs further refinement.
II. General Requirements
(1) Guiding Principles.
We will adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, thoroughly implement General Secretary Xi Jinping’s important discourses on TCM work, earnestly carry out the spirit of the 20th National Congress of the Communist Party of China, and take high-quality development as our theme. We will consolidate the foundations and uphold the essence while pursuing innovation, coordinate the comprehensive and balanced development of TCM in healthcare, health preservation, scientific research, education, industry, and culture, accelerate and enhance the quality of efforts to build a city strong in TCM, and better leverage the role of TCM in building a healthy Anyang and safeguarding the health of the people.
(2) Basic Principles.
Adhere to a people-centered approach and serve the public. Uphold the principle that the development of TCM is for the people, and that the fruits of development are shared by the people. We must always regard the realization, safeguarding, and advancement of the people’s health rights and interests as the ultimate goal of TCM development.
Uphold the principles of inheritance and innovation, and leverage distinctive features. Capitalize on the distinctive feature of TCM in “preventing disease before it occurs,” integrate TCM services into the full cycle of health management, make full use of modern science and technology, and promote the continuous development of TCM theory and practice, thereby constantly forming new characteristics and advantages through innovation.
Adhere to a problem-oriented approach and promote coordinated development. Identify the key bottlenecks constraining the development of TCM, strengthen research, actively explore, and dare to break through. Insist on TCM and Western medicine complementing each other’s strengths, leveraging their respective advantages to promote the integration of TCM and Western medicine.
Adhere to government leadership and social participation. Improve the institutional mechanisms for the development of TCM, uphold the government’s leading role in providing basic TCM medical services, and simultaneously leverage the strength of private healthcare providers. Actively foster a market environment characterized by equal participation and fair competition to continuously unleash the potential and vitality of TCM development.
(3) Development Goals.
1. Overall Objectives. By 2025, the TCM healthcare service system will be further improved, TCM service capacity will be significantly enhanced, the structure of the TCM workforce will become more rational, the TCM industry and health service sector will accelerate their development, TCM culture will flourish, the level of TCM governance and management will be further elevated, and the city’s status as a leading center for TCM development will rank among the top tier in the province.
— Service capacity in TCM will be significantly enhanced. At least two provincial-level (TCM) regional medical centers will be established. The status of Anyang Municipal Hospital of Traditional Chinese Medicine as a national Class III Grade A TCM hospital in the province’s leading group will be consolidated. General and specialized hospitals at the county level and above will standardize the establishment of TCM departments, and maternal and child health care institutions will establish TCM gynecology and pediatrics departments. TCM clinics will achieve full coverage in township health centers and community health service centers, with more than 25% designated as model TCM clinics.
— The structure of the TCM talent pool will become more rational. We will establish and maintain the National Studio for the Succession of Renowned Senior TCM Experts. Anyang Vocational and Technical College will develop TCM vocational education, further enhancing its educational standards. TCM higher education, vocational education, and continuing education will develop in a scaled and systematic manner.
— The TCM industry and health service sector will accelerate their development. Plans will be formulated for the construction of authentic medicinal herb production bases in Anshan. Demonstration projects for TCM health tourism will be established, and a “Medical Sage” Bian Que TCM cultural experience tour will be developed.
— TCM culture will flourish further. We will establish the Anyang Museum of Traditional Chinese Medicine and the Jiutou Xian’ai International Artemisia Culture Industrial Park in Tangyin County, and develop the Bian Que Temple in Tangyin County into a provincial-level base for TCM cultural publicity and education. The supply of TCM cultural products and services will become higher quality and more abundant, and the influence of TCM culture will be further enhanced.
— The level of governance and management in traditional Chinese medicine will be further enhanced. A governance system that adheres to the laws of development of traditional Chinese medicine will be more robust, the policy framework will be more comprehensive, support and safeguards will be continuously strengthened, and governance and management capabilities will be continuously improved.

III. Key Tasks
(1) Building a High-Quality TCM Service System.
1. Expand and strengthen TCM medical institutions. Support the Municipal Traditional Chinese Medicine Hospital in striving to become a provincial-level TCM medical center; accelerate the construction of provincial-level regional TCM specialty diagnostic and treatment centers for pediatrics and neurological disorders; and establish a number of provincial-level regional medical centers in fields such as pediatric TCM, neurological disorders, cardiovascular diseases, gastroenterology, and orthopedics.Strengthen the leading role of the Municipal Traditional Chinese Medicine Hospital in the inheritance, innovation, and development of TCM across the city; enhance the capacity for TCM diagnosis and treatment of difficult, critical, and complex diseases within the region; and promote the expansion and balanced distribution of high-quality TCM medical resources.
2. Strengthen the grassroots TCM service network. County-level people’s governments must earnestly fulfill their primary responsibility for establishing county-level TCM hospitals, reinforce the pivotal role of these hospitals, and continuously improve infrastructure conditions, ensuring that all county-level TCM hospitals meet the Grade II Class A standard. Encourage and support eligible county-level TCM hospitals to apply for designation as Grade III TCM hospitals.Strengthen the orientation of hospitals toward TCM services and establish a number of provincial-level TCM specialty departments. Enhance TCM capacity-building in primary healthcare institutions; ensure full coverage of TCM clinics in community health service centers and township health centers, with more than 25% designated as provincial “Model TCM Clinics.” Ensure that 100% of government-run community health service stations and more than 80% of village health clinics can provide TCM services.Continue to conduct training for key personnel in TCM clinics and promote the standard staffing of TCM physicians in these clinics. Implement the Action Plan for Enhancing TCM Service Capabilities at the Grassroots Level to comprehensively improve TCM service capabilities in areas such as medical treatment, rehabilitation, preventive healthcare, public health, and health education.
3. Promote the development of TCM departments in general hospitals at the secondary level and above, specialized hospitals, and maternal and child health care institutions.Guide general hospitals, specialized hospitals, and maternal and child health care institutions at the secondary level and above to meet the public’s diverse needs for TCM services. Continuously improve the comprehensive service functions of general hospitals by establishing TCM clinical departments and TCM pharmacies that meet standards, ensuring that TCM service facilities and equipment are complete, staffing is reasonable, and service capacity is significantly enhanced. Specifically, all general hospitals and specialized hospitals at the secondary level and above must establish TCM clinical departments, TCM outpatient clinics, and TCM inpatient beds.
4. Promote the development of TCM medical consortiums and medical communities. Support TCM hospitals in taking the lead to establish grid-based urban medical consortiums and promote the development of TCM health management alliances for conditions such as diabetes and hypertension, thereby increasing the coverage of TCM health management for key populations.Support municipal and county TCM hospitals in taking the lead to establish medical consortiums and integrated healthcare communities. Support county-level TCM hospitals in taking the lead to establish county-level integrated healthcare communities, bridging the “last mile” of primary healthcare services, and implementing dual “technology + management” support initiatives, with local governments providing necessary guarantees and support. Support the construction of in-hospital TCM preparation centers at TCM hospitals and facilitate the distribution and use of TCM in-house preparations within medical consortiums and other relevant frameworks.
5. Accelerate the digital transformation of the TCM sector. Implement the “Internet Plus TCM Health Services” initiative and accelerate the standardization of electronic medical record systems. By 2025, all Grade II TCM hospitals shall achieve a Level 3 or higher in the graded evaluation of electronic medical record system application, and all Grade III TCM hospitals shall achieve a Level 4 or higher.Encourage municipal TCM hospitals to develop internet hospitals. Supported by information technology, improve management evaluation and performance appraisal systems centered on TCM characteristics and fundamental management. Relying on medical consortiums, promote the provision of integrated online and offline services and telemedicine services by primary-level medical institutions. Actively apply emerging information technologies such as artificial intelligence, big data, the internet, 5G, and blockchain to advance the academic inheritance and technological innovation of TCM.
(2) Enhancing TCM Service Capabilities.
6. Fully leverage the distinctive strengths of TCM. Continue to promote the integration of TCM with elderly care services; support cooperation between elderly care institutions and TCM medical institutions; encourage TCM medical institutions and TCM practitioners to provide home visits for the elderly; and gradually increase the rate of TCM health management among individuals in suboptimal health, the elderly, and patients with chronic diseases. Develop, refine, and promote a set of diagnostic and treatment protocols and clinical pathways for diseases where TCM holds a comparative advantage, and gradually improve the diagnostic and treatment capabilities and efficacy for major and intractable diseases.Strengthen the management of Chinese herbal medicine affairs, implement a specialized prescription review system, and promote the rational use of Chinese herbal medicines. Enhance training in TCM knowledge and skills for nursing staff to improve their capacity for TCM-specific nursing care. Establish mechanisms for TCM-based population prevention and early intervention during major epidemics to ensure TCM’s comprehensive and in-depth participation in the medical treatment of major infectious diseases. Support the Municipal Hospital of Traditional Chinese Medicine in establishing a TCM Treatment Center for Infectious Diseases.
7. Enhance the level of integrated traditional and Western medicine. Promote the coordinated development of traditional and Western medicine in general hospitals. In general hospitals at the secondary level and above, specialized hospitals, and maternal and child health care institutions, promote an integrated medical model characterized by “established mechanisms, dedicated teams, effective measures, and tangible results.” Incorporate traditional Chinese medicine into multidisciplinary consultation systems and establish a group of “flagship” hospitals and departments for integrated traditional and Western medicine.Optimize TCM service models, enhance patient-centered service functions, and streamline service processes and methods. Advance the development of “smart TCM hospitals” featuring a “three-in-one” approach of smart healthcare, smart services, and smart management. Establish TCM internet hospitals and develop telemedicine and online diagnosis and treatment services. Build an integrated online-offline TCM service model covering pre-consultation, during-consultation, and post-consultation phases, enabling patients to access more convenient and efficient TCM services.
8. Enhance the public health emergency response capabilities of TCM. Establish a TCM coordination mechanism for responding to public health emergencies and a collaborative mechanism for the prevention and control of major infectious diseases involving both TCM and Western medicine. Establish mechanisms for population-based prevention and early intervention treatment using TCM during major epidemics to ensure that TCM is deeply involved throughout the entire process of medical treatment for major infectious diseases.Strengthen TCM capabilities in the prevention and control of COVID-19. Relying on the Municipal Traditional Chinese Medicine Hospital, establish a TCM COVID-19 Prevention and Control Team and an Emergency Medical Rescue Team. Use TCM for preventive interventions for close and secondary contacts under quarantine observation, and implement “one-patient-one-plan, one-patient-one-prescription” TCM treatment for COVID-19 patients being treated at designated hospitals.
9. Enhance TCM rehabilitation service capabilities. Implement the TCM Rehabilitation Service Capacity Enhancement Project; leverage existing resources to establish a number of TCM rehabilitation centers; promote TCM rehabilitation protocols; and develop rehabilitation equipment. Relying on the Municipal Traditional Chinese Medicine Hospital, establish TCM rehabilitation training centers for cardiovascular and cerebrovascular diseases as well as orthopedics and trauma; strengthen the training of TCM rehabilitation professionals and team building; and vigorously advance scientific research and innovation in TCM rehabilitation.By 2025, the Rehabilitation Department of the Municipal Traditional Chinese Medicine Hospital will be established as a provincial-level model TCM rehabilitation department; all TCM hospitals at the secondary level and above will establish rehabilitation departments; and all rehabilitation hospitals will establish TCM departments. Efforts will be made to promote TCM rehabilitation techniques into communities, households, and institutions.
10. Develop TCM preventive healthcare services. Strengthen the construction of the “Preventive Healthcare” Center at the Municipal Traditional Chinese Medicine Hospital, and ensure that all TCM hospitals at the secondary level and above establish “Preventive Healthcare” departments. Establish county-level “Preventive Healthcare” training centers in each county-level TCM hospital, and encourage primary healthcare institutions to set up “Preventive Healthcare” service stations.Integrate “Preventive Medicine” services into primary-level health management and family doctor contract services, promote the establishment of a TCM “Preventive Medicine” service system covering the entire life cycle, and continuously enhance the capacity and quality of primary-level TCM preventive healthcare services to meet the public’s growing demand for multi-level and diversified TCM preventive healthcare services. Promote 20 “Preventive Medicine” protocols suitable for the elderly, women, children, and patients with chronic diseases throughout the city. Encourage family doctor contract service teams to provide “Preventive Medicine” services.
(3) Build a high-quality TCM talent pool.
11. Innovate TCM talent development models. Support Anyang Vocational and Technical College in developing TCM vocational education, emphasizing its distinctive TCM educational characteristics, expanding the scale of training in Traditional Chinese Medicine and Chinese Materia Medica, and collaborating with other universities to cultivate high-level, multidisciplinary TCM professionals.Improve the standardized training program for TCM residents and provide subsidies to trainees in accordance with relevant policies. Increase the quota for the Special Post Program for General Practitioners and the proportion of TCM physicians under the “county-managed, township-deployed” system. Conduct retraining programs for TCM general practitioners based on actual needs. All counties (cities, districts) and institutions must provide platforms and opportunities for further education and training, ensuring that welfare benefits are not reduced during such periods. Encourage medical institutions at all levels to conduct “Western Medicine to TCM” training for clinical physicians.
12. Strengthen the Inheritance of Traditional Chinese Medicine. Establish a mentorship system for senior TCM physicians to guide apprentices, and standardize apprenticeship and medical skill inheritance activities. Build and maintain national inheritance studios for renowned senior TCM experts, and encourage municipal-level medical institutions to actively research, inherit, and promote the academic experience of these experts. Accelerate the advancement of living heritage, and strengthen the inheritance of medical experience from renowned senior TCM practitioners and traditional skills from veteran pharmacists. Establish bases for distinctive therapies within municipal TCM hospitals to inherit and promote TCM techniques.Encourage county (city, district) governments to establish inheritance studios for renowned senior TCM experts, and encourage young and middle-aged pharmacists to study under mentors to learn traditional pharmaceutical manufacturing, identification, and processing techniques, as well as the experience of veteran pharmacists. Launch a city-wide campaign to “study classics, recite medical texts, and apply classical formulas.” Carry out the collection, organization, evaluation, and promotion of distinctive folk TCM therapies.
13. Improve talent evaluation and incentive mechanisms. Establish a “green channel” for recruiting highly educated, high-caliber, high-level, and urgently needed TCM professionals, and create a TCM talent reward system. Conduct evaluations for municipal-level and grassroots-level renowned TCM practitioners in accordance with regulations. Develop a talent training model tailored to the characteristics of TCM and promote apprenticeship-based education in TCM. Expand career advancement opportunities for TCM medical personnel; clinical physicians who pass the “Western Medicine to Traditional Chinese Medicine” assessment may participate in the evaluation and appointment for integrated Chinese and Western medicine professional titles.Encourage counties (cities, districts) to formulate measures to prioritize TCM-category licensed physicians working in primary-level healthcare institutions in terms of professional title promotion and further training. Appropriately relax the criteria for professional title promotion for TCM physicians who have served in primary-level institutions for a long time, and prioritize frontline primary-level and remote areas in commendations, rewards, and excellence evaluations to guide the flow of TCM talent to the grassroots level.
(4) Building a High-Level Scientific and Technological Innovation System.
14. Promote the innovative development of TCM research. Support the establishment of platforms for TCM innovation research, academic exchange, technology development, and the commercialization of research outcomes. Enhance scientific and technological innovation and evaluation capabilities; implement training programs to improve research capacity; strengthen the development of research talent at all levels; and refine incentive policies conducive to TCM innovation. Increase investment in TCM science and technology, supporting research on the prevention and treatment of major diseases and intractable chronic diseases using TCM, as well as the development of new TCM drugs.
15. Enhance the development of TCM disciplines.Strengthen the development of scientific and technological innovation and evaluation systems; improve relevant systems such as research project management, project performance evaluation, and the review of scientific and technological achievement awards; and optimize conditions for scientific and technological innovation and evaluation. Accelerate the construction of provincial-level regional specialized TCM diagnostic and treatment centers to reduce the rate of referrals for specialized diseases to other regions. Focusing on specialties such as orthopedics, oncology, pediatrics, proctology, and peripheral vascular diseases, as well as specific conditions including pulmonary diseases, neurological disorders, cardiovascular diseases, and diabetes, optimize treatment protocols, promote mature technologies, develop effective medications, and elevate the level of TCM disciplines.
16. Uncover and Pass Down the Essence of Traditional Chinese Medicine. Conduct a comprehensive survey and registration of ancient TCM texts and literature, and advance digital preservation efforts. Uncover and systematize traditional Chinese herbal preparation techniques, and carry out the collection, systematization, evaluation, and promotion of distinctive folk TCM therapies, establishing mechanisms for collaborative development and benefit-sharing.Encourage representatives of intangible cultural heritage in traditional medicine to conduct apprenticeship and teaching activities; establish positions for TCM (specialty) physicians in public TCM hospitals; and promote the inheritance and development of distinctive folk therapeutic techniques. Utilize modern scientific and technological methods alongside traditional TCM research approaches to support basic and clinical research; accelerate the secondary development of classic formulas and major TCM products; and support the research and development of new formulations, high-quality herbal slices, formula granules, non-pharmaceutical therapies, and advanced TCM diagnostic and therapeutic equipment.
(5) Develop the Traditional Chinese Medicine Health Industry.
17. Expand and strengthen the Chinese herbal medicine industry. Strengthen the standardization of Chinese herbal medicine cultivation; adopt a science-based approach tailored to local conditions; fully tap into and utilize unique genetic resources of Chinese herbal medicines; enhance the construction of standardized production bases; and gradually establish industrial belts with competitive advantages in the cultivation of specific Chinese herbal medicine varieties.Strengthen the ecological cultivation, wild tending, and bio-mimetic cultivation of medicinal herbs; promote the application of biotechnology and new breeding and cultivation techniques to develop the cultivation of precious and rare medicinal herbs; strengthen the protection of rare and endangered wild medicinal plants and animals, and support the research and development of substitutes; encourage social investment in the construction of TCM science and technology parks, medicinal plant and animal gardens, and other conservation bases.With a focus on Linzhou City and Tangyin County, plan the construction of authentic medicinal herb production bases in Anshan, prioritizing the development of authentic medicinal herbs such as mugwort, chrysanthemum, trichosanthes, codonopsis, honeysuckle, wintergreen, bupleurum, and motherwort. Support leading enterprises in the medicinal herb sector to adopt models such as “company + base + farmers” and “company + cooperative + farmers” to establish close linkage mechanisms between enterprises and farmers, thereby promoting integrated development.
18. Vigorously develop the health industry. Promote TCM wellness and health preservation methods, as well as traditional TCM exercises such as Tai Chi and Baduanjin, to foster a “medicine-care integration” health service model. Strengthen the integration of TCM with elderly care services; support the “medicine-care integration” project at the Municipal Traditional Chinese Medicine Hospital; support the establishment of medical-elderly care consortia through cooperation between TCM hospitals at the secondary level or above and elderly care institutions; and encourage qualified TCM hospitals to provide community-based and home-based TCM health and elderly care services to enhance the capacity for community-based TCM medicine-care integration services.Support eligible counties (cities, districts) in establishing TCM health tourism demonstration projects. Support Tangyin County in developing a “Medical Sage” Bian Que TCM cultural experience tour centered on the Bian Que Temple and its surrounding herbal cultivation scenic belt, TCM cultural exhibition area, and TCM therapeutic diet and wellness zone. Support all counties (cities, districts) in fully utilizing local resources such as Chinese herbal medicines to actively apply for designation as TCM health tourism demonstration zones.Advance the construction of the Traditional Chinese Medicine Rehabilitation Equipment Industrial Park project in Neihuang County.
19. Strengthen the safety supervision of traditional Chinese medicine. Implement corporate accountability, establish a multi-departmental collaborative mechanism for traditional Chinese medicine safety supervision, and explore the establishment of a traceability system for the retail and use of traditional Chinese medicine decoctions and proprietary Chinese medicines. Strengthen quality supervision of proprietary Chinese medicines, and intensify market sampling inspections and adverse reaction monitoring of marketed products. Incorporate the integrity records of traditional Chinese medicine enterprises into the National Credit Information Sharing Platform and the National Enterprise Credit Information Publicity System. Improve quality management of traditional Chinese medicine in medical institutions and establish an early warning liaison mechanism among relevant functional departments.
(VI) Promote the Prosperity and Development of Traditional Chinese Medicine Culture.
20. Strengthen research on TCM culture. Conduct in-depth studies on the academic ideas of renowned physicians and schools of thought throughout our city’s history; systematically trace the historical origins, developmental trajectory, and fundamental trends of our city’s TCM culture; actively plan and establish a series of high-level academic forums to build high-caliber academic and cultural brands for our city’s TCM sector. Support the publication of academic works on TCM culture and increase efforts to protect and transmit representative projects of intangible cultural heritage in traditional medicine.
21. Strengthen the dissemination of TCM culture. Support the development of the Anyang Museum of Traditional Chinese Medicine, the Jiutouxian International Artemisia Culture Industrial Park in Tangyin, and the Bian Que Temple in Tangyin County as provincial-level bases for TCM cultural publicity and education. Support the Anyang Museum of Traditional Chinese Medicine in its collection and research, public education, exhibition planning, and cultural service functions; enhance digital infrastructure; and organize thematic exhibitions on TCM with rich content. Promote TCM culture in schools to ensure that TCM culture and health knowledge are integrated into primary and secondary schools.
22. Develop the Traditional Chinese Medicine cultural industry.Actively participate in the “Belt and Road” Initiative, supporting TCM institutions and enterprises in “going global” to undertake project development and provide TCM services. Incorporate TCM culture into cultural industry development plans, fully leverage our city’s TCM resources and academic and cultural strengths, strengthen in-depth cooperation and exchanges both domestically and internationally, and explore integrating our city’s distinctive TCM brands with service trade and tourism. Attract foreign residents to Anyang to experience TCM services and purchase TCM products, thereby forming new business models that organically integrate TCM with culture, commerce, tourism, and dining.
(7) Enhance the Governance and Management of Traditional Chinese Medicine.
23. Improve the TCM management system. Establish an administrative management system commensurate with our city’s status as a leading center for TCM and the requirements of industry management. Strengthen the municipal TCM Leading Group, establish a coordinated management mechanism and policy advisory mechanism for TCM and herbal medicine, and organize and coordinate TCM work across the city.Each county (city, district) must designate a specific agency to assume TCM management functions, ensuring a clear and complete organizational structure with consistent communication and coordination across all levels. Based on the needs of TCM development and industry growth, appropriately increase and allocate high-level TCM technical and management personnel to ensure sufficient workforce capacity. Departments such as health and wellness must adhere to the principle of giving equal emphasis to both Western and traditional Chinese medicine, and promote the simultaneous planning, arrangement, evaluation, and development of major initiatives in both fields.
24. Improve pricing and medical insurance policies for TCM. Refine TCM pricing policies and formulate corresponding pricing and medical insurance reimbursement policies. Monitor and adjust TCM service items and prices in accordance with regulations. Improve pricing mechanisms for preventive healthcare services and hospital-prepared TCM formulations. Select, in batches, disease categories where TCM has distinct advantages, clear treatment pathways, and transparent costs, and implement diagnosis-related group (DRG) payment systems with reasonably determined reimbursement standards.Explore the implementation of capitation payments for certain chronic diseases and improve relevant technical standards to encourage primary healthcare institutions to provide appropriate TCM services. Include eligible TCM medical institutions in the list of designated medical institutions for medical insurance and critical illness treatment. Include appropriate TCM medical service items and Chinese herbal medicines (including hospital-prepared formulations and new types of decocted herbal slices) in the scope of medical insurance coverage in accordance with regulations. Do not set service items or quantity restrictions beyond the TCM diagnostic and treatment standards promulgated by the state.
25. Strengthen the legal framework for TCM. In accordance with the Law on Traditional Chinese Medicine and the Henan Province Regulations on Traditional Chinese Medicine, strengthen supervision of TCM medical services and increase penalties for violations. Establish an expert think tank for TCM supervision and law enforcement, and provide training on basic TCM knowledge, laws and regulations, emergency response, and typical case studies to TCM supervision personnel at all levels of health supervision agencies across the city, thereby enhancing the case-handling capabilities and proficiency of TCM supervision and law enforcement personnel in each city.
IV. Support Measures
(1) Strengthen Organizational Leadership. Comprehensively strengthen the Party’s leadership over TCM work, support and promote the development of TCM, incorporate TCM work into the scope of government performance evaluations, and earnestly advance the implementation of all tasks to facilitate the smooth achievement of the plan’s objectives. Establish and improve the TCM management system in accordance with the Law on Traditional Chinese Medicine; each county (city, district) must designate an agency responsible for TCM management functions and allocate personnel resources appropriately.
(2) Strengthen Funding Guarantees. Establish a sustainable and stable multi-source funding mechanism for the development of TCM. Allocate funds for TCM initiatives within the overall health and wellness budget and increase support. Encourage the establishment of TCM development funds guided by the government, involving social capital, and operated on a market-oriented basis to attract private investment and effectively expand the supply of high-quality services. Provide support for projects related to TCM medical care, the Chinese herbal medicine industry, TCM wellness and elderly care, and health tourism in areas such as territorial spatial planning, industrial layout, and land supply.
(3) Improve Implementation Mechanisms. Strengthen the coordination of provincial, municipal, and county-level plans, and reinforce institutional safeguards for planning formulation and implementation. All relevant units shall formulate annual task objectives based on actual conditions and earnestly advance the implementation of all tasks. Establish a planning monitoring and evaluation mechanism, scientifically develop monitoring and evaluation plans, and conduct mid-term and final evaluations of plan implementation. Supervise the execution of key tasks, major projects, and significant reform measures, promptly identify and resolve major issues during implementation, and ensure the smooth implementation of the plan.
(4) Foster a Positive Social Atmosphere. Make comprehensive use of traditional media such as newspapers, radio, and television, as well as new platforms like digital smart devices and mobile terminals, to vigorously publicize the inheritance, innovation, and development of TCM, as well as its progress and achievements. Strengthen positive publicity, public opinion oversight, and scientific guidance to enhance the general public’s understanding of TCM and foster a favorable social atmosphere.Timely summarize and distill effective local practices and experiences, and strengthen coverage of exemplary cases to play a leading and示范 role. Fully leverage the role of social organizations to foster a strong atmosphere of public concern and support for TCM and establish a favorable framework for the joint development of TCM across society.
