To implement the “Several Fiscal Policy Measures of Henan Province to Support the Development of Scientific and Technological Innovation” and the strategic deployment of the Municipal Party Committee and Municipal Government to uphold innovation-driven development, actively leverage the role of fiscal functions, and coordinate scientific and technological resources to support Zhumadian in achieving high-quality, leapfrog development, the following policy measures are formulated in accordance with the principles of “focusing on key areas and targeting efforts precisely; coordinating and integrating resources while increasing investment; innovating mechanisms and emphasizing performance; and maintaining market-driven development with government guidance,” and in light of the actual conditions of our city.

I. Supporting Alignment with National and Provincial Strategic Science and Technology Systems

1. Support the construction of national and provincial key laboratories. Encourage enterprises, universities, and research institutes to establish new laboratories or actively integrate research resources to establish laboratories. Provide rewards of 5 million yuan and 1 million yuan, respectively, for newly approved national and provincial key laboratories. 2. Support the creation of national and provincial R&D platforms. Support the planning and construction of the Zhumadian Science and Technology Park and the Zhongyuan R&D Center of Northwest A&F University. Continue to support the construction of the pilot production base for the Damdao Engineering Hospital (Pingyu County) under the Yellow River Laboratory. Awards of 5 million yuan and 3 million yuan will be granted to newly approved national and provincial technology innovation centers and manufacturing innovation centers, respectively. Awards of 3 million yuan and 500,000 yuan will be granted to national and provincial industrial design centers that have passed accreditation, respectively.Newly approved national and provincial engineering (technology) research centers, enterprise technology centers, engineering laboratories, clinical medical research centers, and agricultural science and technology parks will be awarded 1 million yuan and 200,000 yuan, respectively. The first-time designation of a Central Plains Scholars Workstation will be awarded 300,000 yuan. 3. Support the development of major science and technology innovation institutions in our city. Enterprises are encouraged to establish targeted partnerships with renowned domestic and international universities and research institutes. For major new R&D institutions that are comprehensive, high-level, and play a significant role in supporting and leading the industrial transformation and upgrading of Zhumadian, priority support may be provided through a “one-institution-one-policy, one-case-one-discussion” approach, subject to approval by the municipal government; funding will be provided to provincial-level major new R&D institutions approved in the current year, with a maximum of 3 million yuan.(Responsible Units: Municipal Science and Technology Bureau, Municipal Industry and Information Technology Bureau, Municipal Finance Bureau, and governments and administrative committees of all counties and districts)

II. Supporting Industrial Innovation and Development

4. Leverage the role of emerging industry investment funds. Establish the Zhumadian Huanghuai Industrial Investment Fund with a scale of no less than 3 billion yuan. Focus on supporting the city’s leading and strategic emerging industries. Following the principle of establishing one sub-fund per industry or sector, strengthen cooperation with social capital, reasonably determine the number and scale of funds, and create conditions for social capital to participate in the development of the city’s leading industries and industrial transformation and upgrading.(Responsible Units: Industrial Investment Group, Municipal Finance Bureau, Municipal Bureau of Industry and Information Technology, Yuzi Company, Urban Investment Group, Agricultural Industrial Park Company, and governments and administrative committees of all counties and districts)

5. Encourage enterprises to further increase R&D investment. Adopt a “base + incremental” subsidy approach, providing ex-post subsidies of up to 5 million yuan based on the enterprise’s R&D expenses from the previous year, to ensure comprehensive coverage of R&D activities among industrial enterprises above designated size. 6. Support enterprises in innovative transformation and development. Award grants of up to 200,000 yuan to enterprises newly recognized as high-tech enterprises and up to 100,000 yuan to those re-certified. For high-tech enterprises relocating their entire operations to our city, provide grants of up to 1 million yuan based on the scale of their sales revenue. Award a 200,000-yuan grant to enterprises newly recognized as Henan Provincial Green Technology Innovation Demonstration Enterprises (formerly Henan Provincial Energy Conservation and Emission Reduction Science and Technology Innovation Demonstration Enterprises).Newly recognized national-level and provincial-level technological innovation demonstration enterprises will receive awards of 1 million yuan and 500,000 yuan, respectively; newly recognized provincial-level unicorn enterprises will receive awards of up to 1 million yuan; and newly recognized provincial-level innovation-leading enterprises, “gazelle” enterprises (science and technology “little giant” enterprises), and science and technology “chickadee” enterprises will receive awards of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively.Newly recognized national “Specialized, Refined, Unique, and Innovative” (“Little Giant”) SMEs and provincial “Specialized, Refined, Unique, and Innovative” SMEs will receive awards of 1 million yuan and 100,000 yuan, respectively. The evaluation and inclusion of technology-based SMEs in the database will be encouraged, with a 10,000-yuan award granted to each newly included national technology-based SME. 7. Implement major science and technology projects to accelerate technological breakthroughs. Focusing on cutting-edge technologies, “chokepoint” technologies, and applied key generic technologies, support the implementation of a batch of major science and technology projects, providing approximately 1 million yuan in support for each project. 8. Increase support for the R&D and application of first-of-a-kind major technical equipment. For the first units (sets) of major technical equipment, key core components, first batches of new materials, and first versions of software products, provide a 10% subsidy to the developing entity based on the actual total sales revenue within a specified period, with a maximum of 1 million yuan. III. Supporting Open Scientific and Technological Cooperation

9. Support the implementation of “challenge-based” research and development initiatives to address critical technological needs. Support leading enterprises in the industry to take the lead in forming innovation consortia, leveraging external scientific and technological resources to overcome technical challenges in the city’s industrial development. Utilize “challenge-based” and “competitive selection” approaches to tackle these challenges and strive to resolve a number of “bottleneck” issues. 10. Support for Scientific Research and Technology Transfer and Commercialization.For projects in which our city serves as the lead institution that win the National Science and Technology Progress Award, rewards will be granted at the following rates: 3 million yuan per project for the Special Prize, 2 million yuan per project for the First Prize, and 1 million yuan per project for the Second Prize. For projects winning the Provincial Science and Technology Progress Award, rewards will be granted to the principal contributors at the following rates: 1.5 million yuan per project for the First Prize, 500,000 yuan per project for the Second Prize, and 200,000 yuan per project for the Third Prize. All reward funds shall be retained by the award recipients.For projects receiving the Municipal Award for the Transformation of Independent Scientific and Technological Innovation Achievements, the municipal government will provide a reward of 200,000 yuan per project. Newly designated national-level and provincial-level technology transfer demonstration institutions will receive subsidies of 1 million yuan and 500,000 yuan, respectively. For enterprises based in the city that purchase advanced technological achievements from outside the region, transform and industrialize them locally, and generate significant economic benefits, a subsidy of up to 10% of the actual transaction value of their technology contracts from the previous year will be provided, with a maximum of 1 million yuan per enterprise annually.Local universities and research institutes are encouraged to carry out technology transfer and commercialization within the city. They will receive a post-grant subsidy of up to 10% of the previous year’s actual transaction value of technology contracts, with a maximum of 1 million yuan per institution annually. 11. Encourage active participation in national projects. For entities undertaking major national science and technology special projects, key R&D programs, or major projects funded by the National Natural Science Foundation, a reward of 3% to 5% of the actual national funding received in the previous year will be granted to the R&D team, with a maximum annual reward of 5 million yuan per entity. IV. Supporting the Integration of Science, Technology, and Finance

12. Encourage financial product innovation. Provide subsidies of up to 50% (not exceeding 300,000 yuan) for interest, appraisal fees, and other costs incurred by enterprises in intellectual property pledge financing. Additionally, provide subsidies of up to 30,000 yuan to service providers based on the financing amount for patent pledge financing services. For technology enterprises participating in technology insurance—such as R&D liability insurance, critical R&D equipment insurance, and insurance against losses from technology achievement commercialization—provide subsidies of up to 200,000 yuan, equivalent to 30% of actual premium expenditures.A certain percentage of interest subsidies will be provided for interest incurred by local enterprises on technology-related loans. Policies for foreign trade loans and government procurement contract-backed credit will be implemented, using government procurement contracts and foreign trade orders as collateral to guide partner banks in increasing credit disbursements to technology-based small, medium, and micro enterprises. 13. Support technology enterprises in raising capital through the capital markets.Science and technology enterprises designated as key candidates for listing in our city that raise capital through domestic or overseas listings shall receive the following rewards: For enterprises listing domestically, rewards of 1 million yuan, 1 million yuan, and 3 million yuan shall be granted at the three milestones of filing for listing guidance, acceptance of application materials by the China Securities Regulatory Commission (or the stock exchange), and commencement of trading, respectively; for enterprises listing overseas, rewards of 1 million yuan and 2 million yuan shall be granted at the two milestones of approval by the China Securities Regulatory Commission and commencement of trading, respectively.For local technology enterprises issuing debt financing instruments or asset-backed securities through domestic or overseas capital markets, a subsidy of up to 1 million yuan per enterprise per product category will be provided, equivalent to 50% of the actual intermediary fees paid. V. Supporting the Development of Universities and Research Institutes

14. Raise funds for university construction through multiple channels. Maintain the current per-student funding level for universities, ensuring it increases rather than decreases, and effectively implement relevant fiscal and tax preferential policies to stimulate social capital investment in higher education. Actively support public universities in applying for special bonds. Establish a matching reward mechanism for social donations to universities, providing a certain percentage of rewards based on the amount of social funds secured by the institution. 15. Support the development of universities and research institutions such as the Municipal Academy of Agricultural Sciences. Allocate special research funds to prioritize support for research institutions—including the Municipal Academy of Agricultural Sciences and Huanghuai University—in conducting basic agricultural research, building talent teams, enhancing disciplinary capabilities, constructing and maintaining basic research facilities, and innovating institutional mechanisms. VI. Support the Development of a First-Class Talent Policy System

16. Establish a support system for high-level talent. For top-tier domestic and international talent, such as full-time recruits and newly elected members of the Chinese Academy of Sciences and the Chinese Academy of Engineering, provide a settlement allowance of 1 million yuan, research startup funding of 5 million yuan, and an annual position allowance of 20,000 yuan;For full-time recruits and national-level leading talents selected through our city’s independent applications—such as recipients of the National “Ten Thousand Talents Plan” (Innovation Talent Promotion Plan) and Changjiang Scholars—a settlement allowance of 600,000 yuan will be provided, along with 2 million yuan in research start-up funding and an annual position allowance of 20,000 yuan;For full-time recruits and provincial-level leading talents selected through our city’s independent applications—such as Zhongyuan Scholars and the Provincial “Hundred Talents Program”—a settlement allowance of 400,000 yuan will be provided, along with 500,000 yuan in research start-up funding and an annual position allowance of 10,000 yuan. Those awarded the title of Municipal Science and Technology Innovation Talent will receive a reward of 100,000 yuan per person from the municipal treasury. 18. Deepen the “Academician Economy” to drive industrial transformation and upgrading. For academicians investing and starting businesses in our city, or for enterprises or projects introduced that are urgently needed for industrial development, possess key technologies and achievements, and generate significant economic and social benefits for Zhumadian, we will adopt a case-by-case approach to provide up to 50 million yuan in start-up funding or equity investment support.For enterprises founded or co-invested in by academicians (including those with technical equity contributions) that undertake industrialization projects as the primary investor and generate significant economic benefits for Zhumadian, subsidies of up to 10 million yuan will be provided to the academician and their team in accordance with regulations. 19. Support the construction of talent apartments. Strengthen policy publicity, optimize tax services, and better support the innovative development of technology enterprises. 22. Support the development of Smart Islands. Support the establishment of market-oriented operating entities for Smart Islands to provide full-process services ranging from original innovation to industrialization. For operating companies that issue corporate bonds to raise funds, provide interest subsidies of up to 30%, with costs shared by the provincial government and the beneficiary local government on a 1:1 basis. Grant post-project subsidies to Smart Islands that pass evaluations upon completion of the construction period. 23. Issue Science and Technology Innovation Vouchers. Allocate special funds for the issuance of science and technology innovation vouchers to encourage enterprises and innovation teams to utilize resources from science and technology innovation service providers—such as universities, research institutes, and technology intermediaries—to conduct R&D activities and drive innovation. These funds shall primarily be used by enterprises or innovation teams to purchase or lease scientific research instruments and equipment, as well as to pay for testing and inspection services and technical consulting fees. 24. Effectively Implement Fiscal Incentive Policies for Science and Technology Innovation. All counties, districts, and relevant municipal departments must attach great importance to the implementation of fiscal support policies for science and technology innovation and earnestly fulfill their local primary responsibilities. In accordance with the requirements of high-quality development assessments, increase fiscal investment in science and technology, optimize the local innovation ecosystem, and drive increased social R&D investment. Each year, the municipal government will provide certain rewards to counties and districts with high intensity and rapid growth in fiscal investment in science and technology.For all the above incentive and subsidy policies, unless explicitly stipulated to be borne by the municipal government, the remaining funds shall be borne by the local government where the benefits are realized. The amount of county-level rewards shall be determined with reference to municipal standards.
