The integrated circuit industry is the core of the information technology sector. As a strategic, foundational, and pioneering industry that underpins economic and social development and safeguards national security, it plays a crucial role in driving regional economic growth and enhancing overall industrial competitiveness. To actively seize the new round of development opportunities in the integrated circuit sector, foster the emergence of our city’s integrated circuit industry from scratch, achieve leapfrog development, and establish a new integrated circuit industrial base within the province, in accordance with the *National Outline for Promoting the Development of the Integrated Circuit Industry*the “Notice of the State Council on Issuing Several Policies to Promote the High-Quality Development of the Integrated Circuit and Software Industries in the New Era” (State Council Document [2020] No. 8), and the “Notice of the General Office of the Henan Provincial People’s Government on Issuing the Action Plan for Cultivating Advanced Manufacturing Clusters in Henan Province (2021–2025)” (Henan Provincial Government Office Document [2021] No. 58), and in light of our city’s actual conditions, these guidelines have been formulated. Please ensure their thorough implementation.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, fifth, and sixth plenary sessions of the 19th Central Committee. We will thoroughly implement the important instructions from General Secretary Xi Jinping’s inspection of Nanyang and, in accordance with the work arrangements of the provincial and municipal Party congresses, adhere to the principles of “market-driven, government-guided,demand-driven, collaborative innovation, differentiated development, and appropriate clustering.” We will innovate investment promotion methods, intensify investment promotion efforts, and prioritize the development of industries such as integrated circuit design and manufacturing, equipment and materials, and packaging and testing. We will strive to build our city into an emerging integrated circuit industry base within the province, providing strong support for the construction of Henan Province’s secondary central city.
II. Main Objectives
(1) Industry Scale.By 2025, the city’s integrated circuit industry will achieve main business revenue exceeding 10 billion yuan, with the number of enterprises in the integrated circuit industrial chain reaching over 20. Among these, there will be at least three leading enterprises with main business revenue exceeding 500 million yuan, and a group of high-growth integrated circuit enterprises will be rapidly cultivated. By 2035, the number of enterprises in the integrated circuit industrial chain will reach over 100, with main business revenue reaching 50 billion yuan, establishing the city as an integrated circuit industrial base of significant influence within the province.
(2) Development Level. Achieve scale and clustering across the entire integrated circuit industry chain—including key equipment, semiconductor materials, chip design and manufacturing, and packaging and testing—with certain segments reaching leading domestic levels. Develop a portfolio of key products featuring strong core technologies and high market share.
(3) Innovation Capacity. By 2025, implement a series of major technological innovation projects, transfer and commercialize a number of significant scientific and technological achievements, and file a number of domestic and international invention patents. Establish a number of R&D platforms, including enterprise technology centers, key laboratories, engineering (technology) research centers, and technology innovation centers; independently develop and introduce, digest, and absorb a number of key core technologies; and elevate the industry’s innovation capacity to the forefront within the province.
(4) Degree of Aggregation. Adhering to the guiding principles of “government guidance, market-driven development, project breakthroughs, and cluster-based development,” the city will scientifically plan the layout of its integrated circuit industry with a focus on the Nanyang High-Tech Industrial Development Zone (hereinafter referred to as the High-Tech Zone) and supported by the integrated circuit and related industries in each county (city, district). Efforts will be made to expand the scale of the integrated circuit industry, gradually forming a cluster effect characterized by comprehensive supporting facilities, well-developed service functions, and a relatively complete industrial chain.
III. Key Tasks
(1) Accelerate the Introduction and Aggregation of Industrial Projects
Seizing the opportunities presented by the new round of industrial upgrading and layout adjustments in the integrated circuit sector, we will support the introduction and construction of projects in integrated circuit equipment, materials, packaging and testing, and modules.Actively engage with major IC industry hubs such as Shanghai, Shenzhen, and Chengdu, focusing on key equipment required for IC chip manufacturing—including deposition, etching, cleaning, and packaging/testing equipment—as well as compound semiconductor materials such as gallium arsenide, gallium nitride, and silicon carbide; photomasks, photoresists, and auxiliary materials; functional film materials,target materials, and packaging consumables; the development and design of RF chips, sensor chips, IoT chips, automotive-grade chips, and display driver chips; chip manufacturing based on advanced analog and mixed-signal circuits, micro-electro-mechanical systems (MEMS), and insulated-gate bipolar transistors (IGBT); and advanced packaging and testing based on wafer-level packaging (WLP),through-silicon vias (TSV), and 3D packaging, among other key segments of the integrated circuit industry chain. We will attract a batch of high-quality projects characterized by large scale, strong driving force, and core competitiveness to take root here, striving to build a backbone base for China’s integrated circuit industry. We will focus on facilitating the establishment of projects involving photomasks, diamond discs, high-precision wafer inspection equipment, PX, and indium phosphide in Nanyang.
(2) Establish and Improve the Industrial Service System
Promote the coordinated allocation of resources and clustered development of the city’s integrated circuit industry.With the High-Tech Zone as the primary platform, we will attract and cultivate key manufacturing enterprises in the integrated circuit industry. We will build and improve public service platforms, including Electronic Design Automation (EDA) tool services, chip testing and verification services, Multi-Project Wafer (MPW) services, education and training services, and an Intellectual Property (IP) core library. By enhancing public service capabilities to support enterprise development, we aim to transform the High-Tech Zone into an industrial hub that aggregates and hosts leading integrated circuit enterprises, R&D institutions, service platforms, and other essential resources.
(3) Strengthening Integration and Collaborative Development of the Industrial Chain
Fully leverage the foundation and strengths of our city’s optoelectronics, electromechanical, and materials industries to promote collaboration and complementary support with the integrated circuit industry chain, and actively explore closer cooperation models in design, manufacturing, and other stages.Support end-application enterprises in driving the coordinated development of upstream and downstream supporting enterprises—such as those in raw materials, core components, equipment, and critical software—through cooperative measures including data sharing, talent recruitment and training, core technology breakthroughs, and priority product adoption. Focus on developing integrated circuit devices in the digital optoelectronics field, such as quantum cascade lasers and silicon-based liquid crystal spatial light modulators.We will focus on attracting high-end talent with backgrounds in both research and industry from home and abroad, explore institutional and mechanism innovations for the integration of industry, academia, research, and application, and strengthen R&D in specialized integrated circuit processes and key technologies. This will foster a virtuous cycle of mutual promotion and collaborative development with the local integrated circuit industry. All counties (cities, districts) should prioritize the identification and cultivation of supporting enterprises for the integrated circuit industry, actively facilitate collaborative efforts along the industrial chain, and establish an overall development pattern characterized by a combination of focal points and comprehensive coverage across the city.
(4) Deepening Open Cooperation in Industrial Technology
Actively pursue R&D cooperation with high-end innovation platforms such as national key laboratories for integrated circuits and industrial research institutes, and support the establishment of branches of these high-end innovation platforms in our city. Support enterprises in commissioning or collaborating with renowned domestic enterprises, universities, and research institutions to tackle key technical challenges in the integrated circuit sector.We will actively seek support from the national and provincial governments to establish close cooperative relationships with the International Microelectronics Centre (IMEC), the Semiconductor Equipment and Materials International (SEMI), the Semiconductor Equipment Association of Japan (SEAJ), and the Korea Semiconductor Industry Association (KSIA), thereby achieving complementary resource utilization.Actively foster and develop intermediary organizations such as the Integrated Circuit Industry Association. Support China Optics Group in collaborating with relevant enterprises to develop integrated modules based on micro-nano optics and micro-display technologies. Encourage system manufacturers and integrated circuit enterprises to jointly establish industry alliances, create a community of shared interests along the industrial chain, and build an industrial ecosystem where system products and integrated circuit products coexist and thrive.
IV. Support Measures
(1) Strengthening Organizational Leadership
Establish the Nanyang Integrated Circuit Industry Development Leading Group, headed by a senior municipal government leader and comprising principal officials from the Municipal Development and Reform Commission, the Bureau of Industry and Information Technology, the Investment Promotion Bureau, the Finance Bureau, the Financial Work Bureau, the Science and Technology Bureau, and the Industrial Investment Group. This group will be responsible for coordinating the advancement of the city’s integrated circuit industry, integrating and mobilizing resources from all sectors, and coordinating the resolution of major issues.Establish an Expert Advisory Committee on Integrated Circuit Industry Development to conduct research on major issues and policy measures related to industrial development, perform feasibility studies and evaluations, and provide advisory recommendations.
(2) Strengthen Policy Support
Actively coordinate with the Provincial Emerging Industries Guidance Fund to explore equity investment approaches to support the financing needs of integrated circuit enterprises. Priority support will be given to integrated circuit enterprises or projects that meet the criteria of the city’s innovation and development interest subsidy policy.We will earnestly implement the preferential policies outlined in the “Fourteen Measures for Strengthening Investment Promotion in Nanyang City.” For projects with a one-time fixed-asset investment of 100 million yuan or more, after production and operation commence, a reward equal to 100% of the annual local fiscal contribution will be granted for the first three years, and 50% of the annual local fiscal contribution for the fourth and fifth years. The cumulative reward shall not exceed the project’s actual fixed-asset investment.For enterprises or projects eligible for support from national or Henan Provincial policy funds, we will actively seek national and provincial policy support; for equipment and R&D investments in major projects involving key core segments of the integrated circuit industry, the municipal government will provide subsidies on a case-by-case basis.
(3) Strengthening Talent Cultivation and Recruitment
Implement the incentive measures of the “Zhuge Talent Plan” to vigorously attract high-level scientific and technological innovation leaders in relevant fields who possess major scientific and technological achievements, core technologies, and projects, and create conditions for them to carry out technology transfer and project development in our city. Encourage universities to cultivate professionals in the integrated circuit field and intensify efforts to train technical and management personnel through domestic and international cooperative education, student exchanges, and academic exchanges. Implement the “Notice of the General Office of the CPC Nanyang Municipal Committee and the Nanyang Municipal People’s Government Office on Issuing the <Work Plan for High-Quality Advancement of the “Certification for All, Skilled Henan” Initiative in Nanyang> (Wan Ban [2021] No. 33), and encourage and support leading enterprises to collaborate with universities and vocational colleges to jointly establish integrated circuit practical teaching bases and training centers, vigorously promoting specialized training for enterprise technical personnel and comprehensive training for all employees.
(4) Strengthening Service Support
In conjunction with efforts to optimize the business environment and initiatives such as the “10,000 People Assisting 10,000 Enterprises” campaign, we will further enhance our commitment to service support, streamline administrative procedures, improve administrative efficiency, and provide one-stop services to enterprises.Strengthen land resource guarantees and enhance support for land and factory facilities. For new construction land requirements of integrated circuit industry projects, land quotas will be prioritized. Increase efforts to protect intellectual property rights in the integrated circuit industry and actively safeguard the R&D achievements of integrated circuit enterprises. Support the organization of integrated circuit-related competitions, industry conferences, and other activities to promote talent aggregation, technological innovation, and exchange and promotion, thereby fostering a favorable environment for the development of the integrated circuit industry.
