To thoroughly implement the directives of the Central Committee of the Communist Party of China and the State Council regarding the active development of the beef cattle industry and the revitalization of the dairy
industry, fully enhance the utilization of crop straw resources in our city, and promote
the high-quality development of the beef and dairy cattle industry, and in accordance with the “Notice of the General Office of the Henan Provincial People’s Government on Issuing
the Henan Provincial Beef and Dairy Cattle Industry Development Action Plan" (Yu Zheng Ban [2022]
No. 31), this Action Plan is hereby formulated.
I. General Requirements
(1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era

II. Key Tasks
