Implementation Plan for Accelerating the Development of the Intermediary Services Industry in Xinxiang City

This plan is formulated to implement the "Several Opinions of the General Office of the Henan Provincial People’s Government on Accelerating the Development of the Intermediary Services Industry" (Yu Zheng Ban [2022] No. 2), further enhance the capacity of the intermediary services industry to support high-quality economic and social development, and address the specific circumstances of our city.

  I. General Requirements

  (1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and its subsequent plenary sessions, earnestly carry out the arrangements and directives of the provincial government, adhere to the new development philosophy, and focus on building a first-class innovation and industrial ecosystem. We will pursue specialization, clustering, and branding as our direction, take the development of intermediary services in key sectors as our focal point, accelerate the construction of carrier platforms and the cultivation of market entities, prioritize the development of mid-to-high-end intermediary services, and strengthen the supply of essential resources,create a favorable market environment, and strive to build a modern intermediary service system that is comprehensive in scope, widespread in distribution, and fully functional.

  (2) Basic Principles.

  1. Combine market-driven forces with government guidance. Fully leverage the decisive role of the market in resource allocation, better utilize the government’s guiding role in planning, policy, and standards, comprehensively stimulate the vitality of market entities, and promote the free and efficient flow of intermediary service resources.

  2. Combine strengthening and optimizing the sector with fostering diversity. Leverage the leading and driving role of key intermediary service institutions, enhance the specialized service capabilities of small and medium-sized intermediary service institutions, cultivate well-known intermediary service brands, and establish a development framework led by large institutions, supported by medium-sized specialized institutions, and supplemented by small, specialized institutions.

  3. Combine optimizing the business environment with strengthening regulation. Deepen reforms to streamline administration, delegate power, improve government services, and enhance efficiency; innovate regulatory approaches; increase support for essential resources; leverage the self-discipline and self-management functions of industry organizations; guide the orderly development of market entities; and foster a favorable business environment.

  (III) Development Goals. By 2025, cultivate approximately three intermediary service brand institutions with high visibility, strong credibility, and robust competitiveness; establish approximately three intermediary service parks (buildings); and achieve notable results in the development of the intermediary service industry in areas such as the central urban district and the Plain Demonstration Zone. The supply capacity and market vitality of intermediary services will be significantly enhanced, and a development pattern for the intermediary service industry that aligns with the city’s economic construction will be preliminarily established.

  By 2035, the development level of the city’s intermediary services sector will reach a new height, with its role in supporting economic and social development becoming even more prominent. A hub for intermediary services characterized by distinctive features, integrity, standardization, and strong clustering and radiation effects will be essentially established.

  II. Promoting Accelerated Development in Key Areas

  (1) Science and Technology Intermediary Services. Focus on promoting the development of services such as science and technology consulting, brokerage, evaluation, intellectual property agency, quality certification, and inspection and testing.Further optimize the institutional mechanisms and service systems for the transfer and commercialization of scientific and technological achievements; introduce policy measures to support universities, research institutes, and state-owned enterprises in carrying out reforms regarding the ownership of scientific and technological achievements generated during employment to promote the commercialization of such achievements; establish a joint conference system for the commercialization of scientific and technological achievements from universities and research institutes based in Xinxiang; organize special release events for scientific and technological achievements from these institutions centered on leading industries; formulate a work plan to advance the construction of pilot production bases in our city; and implement a cultivation plan for industrial technology innovation strategic alliances;Accelerate the construction of various pilot production bases, R&D institutions, and industrial technology innovation strategic alliances, such as the China (Xinxiang) Intellectual Property Protection Center, the Henan Province Testing and Inspection Industrial Park, and the Henan Province New Energy Battery Pilot Production Base; encourage platforms and entities such as universities, research institutions, and leading enterprises to integrate into the construction of pilot production bases, and cultivate a group of high-level pilot production bases in technological fields such as electronic information, new materials, new energy, and modern agriculture;We will foster first-class new R&D institutions and offshore R&D centers, with a focus on assisting Hualan Bio-Engineering, Yinjinda, and the Tianbo Internet of Things Research Institute in applying for designation as provincial-level major new R&D institutions. We will also cultivate the Zhimi Microorganisms Shanghai R&D Center, the Edway Suzhou Offshore R&D Center, the Green Machinery Changsha Offshore R&D Center, and the China Ordnance Communications Beijing and Wuhan Offshore R&D Centers. We aim to introduce and cultivate 40 new R&D institutions and pilot production bases by the end of the 14th Five-Year Plan period, achieving full coverage of our leading and competitive industries.Actively establish industrial technology innovation strategic alliances, aiming to exceed 50 such alliances citywide by 2025. Improve the system of technology transfer service agencies, cultivating 5 new model technology transfer agencies to bring the total to over 20; attract and cultivate a group of high-level, specialized talents in the field of technology transfer and commercialization—possessing capabilities in intangible asset valuation and technology demand analysis—and strive to increase the number of individuals holding entry-level technology broker certificates to over 500;Improve the management measures for technology contract registration, strengthen the construction and management of technology contract registration sites, and strive to achieve a technology contract transaction volume exceeding 6 billion yuan by 2025. Focus on implementing quality management system certification enhancement initiatives for small and micro enterprises, encourage quality certification bodies to provide customized services based on enterprise needs, and strengthen industry supervision in areas such as intellectual property agency, quality certification, and inspection and testing.   (2) Consulting Services. Strengthen the development of high-end think tanks, promote the “specialized, refined, distinctive, and excellent” development of consulting firms, and establish a professionalized, networked consulting service system.Encourage enterprises engaged in investment consulting, bidding agency services, surveying, design, supervision, cost estimation, and project management to form consortia, engage in joint operations, or undergo mergers and reorganizations to become large, comprehensive enterprises capable of providing full-process consulting services. Prioritize the development of services such as property rights trading, financing guarantees, financial leasing, financial trusts, securities brokerage, securities underwriting and sponsorship, insurance appraisal, futures brokerage, asset management, and financial advisory services. Strengthen the development of financial element markets, improve regulatory systems, promote the standardized development of financial intermediary services and institutions, and enhance service levels for corporate listings and other related services.Led by companies such as Xinxiang Zhongxin Financing Guarantee Co., Ltd., we will restructure the city’s financing guarantee system, facilitate the restoration of guarantee capacity at Henan Taihang Guarantee, and support capital increases and share expansions at county-level guarantee institutions. We will further refine risk-sharing mechanisms, innovate cooperation models between commercial banks and guarantee institutions, and establish a financing guarantee system primarily serving small and medium-sized enterprises. We will leverage information technology to improve insurance intermediary service processes, standardize service standards, broaden service areas, strengthen industry supervision, and enhance the quality of insurance services.Promote the development of venture capital enterprises and expand the scale of venture capital investment.   (IV) Legal Services. Prioritize the development of services such as legal representation, notary services, arbitration, and judicial appraisal. Further expand the scope of services provided by law firms; encourage them to explore legal service areas including financial investment, maritime and commercial law, and corporate mergers and reorganizations; strengthen supervision and management of the daily professional activities of law firms and lawyers; and accelerate the cultivation of law firms capable of providing multi-disciplinary collaboration, multi-tiered specialization, and foreign-related legal services such as international commercial law.Strengthen the integration of notarial services with judicial adjudication, public services, and social management; promote notary offices to provide notarization services for financial institutions to confer enforceability on loan contracts; and support notaries in conducting evidence preservation notarization for administrative law enforcement. Enhance the accessibility of notarial services at the county level; actively seek pilot programs for cooperative notary offices; and support existing county-level notaries in jointly establishing cooperative notary offices.Leveraging high-quality local resources from universities, research institutes, and medical institutions, we will actively establish high-caliber, high-standard judicial appraisal agencies and key laboratories; conduct regular inspections of judicial appraisal standardization and archival reviews; advance qualification certification and proficiency testing; encourage judicial appraisal associations to strengthen routine education and training for judicial appraisers; organize joint continuing education and capacity-building training for judicial appraisers across five prefectures (cities) in Northern Henan; and guide judicial appraisal agencies to continuously improve their professional standardization.Expand arbitration services in the fields of finance and insurance, construction, real estate, and property management; leverage the functions of the China (Xinxiang) Intellectual Property Protection Center to optimize diversified dispute resolution and arbitration services for intellectual property cases; advance reforms of the internal governance mechanisms of arbitration committees; improve the systems for lawyer-mediated and commercial mediation; and enhance the professional standards and dispute resolution capabilities of arbitration institutions.   (5) Accounting, Tax, and Valuation Services. Prioritize the development of accounting, auditing, tax, and asset valuation services. Expand the scope and depth of accounting, tax, and valuation services’ participation in economic transformation and development, gradually extending service coverage to include non-profit organizations and administrative institutions. Actively cultivate and attract large-scale, specialized, and international firms; encourage asset valuation institutions to expand into businesses such as intellectual property pledge financing valuation, venture capital valuation, and disaster compensation valuation; and promote the standardized and healthy development of real estate valuation institutions.Conduct regular inspections of professional licenses and practice quality, strengthen practical training on professional standards and business skills, and improve self-regulatory management systems and long-term risk prevention and control mechanisms. Support credit service institutions in innovating service products and participating in the collection of credit records in key sectors, while accelerating the market-oriented application of credit information.   (7) Trade and Related Services. Prioritize the development of agency services such as trade, customs clearance and inspection, and freight transportation.Encourage enterprises to improve their domestic and international service networks and cultivate highly open, functional trade platforms. Through the “Single Window for International Trade” and “Internet Plus Customs” appointment-based clearance systems, actively promote the application of the “Single Window,” strictly implement the first-contact responsibility system, one-time notification, and “24/7” appointment-based clearance, and regulate and actively support relevant enterprises in conducting agency service businesses in accordance with laws and regulations.Promote the vertical and horizontal expansion of the auction service chain; encourage auction enterprises to conduct auction business in emerging fields such as agricultural products and motor vehicles; guide the integration of traditional auctions with new technologies; and advance the development of “Internet Plus Auctions.”Each county (city, district) shall establish at least one new used-car trading entity annually and fully implement “inter-provincial processing” for the registration of used small non-commercial passenger vehicles. Actively attract well-known domestic and international freight forwarding companies to establish regional and functional headquarters in our city. Implement the High-Quality Development Action Plan for the Human Resources Services Industry and improve the high-standard human resources market system. Build the Xinxiang Talent Market Intelligent Recruitment Information Platform, improve the system for monitoring and publishing supply and demand information in the human resources market, and strengthen targeted services.Launch the Human Resources Service Product Cultivation Plan to encourage the development of mid-to-high-end and emerging business models, such as human resources outsourcing, executive search, human resources management consulting, and flexible employment services. Conduct regular specialized regulatory campaigns, implement a “blacklist” system for the human resources market, and identify and promote a group of exemplary human resources service providers known for integrity. Enhance the conference and exhibition service functions of venues such as the Xinxiang Plain (Jianye) Sports Center and develop large-scale conference and exhibition complexes.Enhance the visibility and influence of events such as the “Henan Science and Technology Achievements Expo of Universities and Research Institutes,” the “China Baiquan Pharmaceutical Trade Fair,” and the “China Changyuan International Lifting Equipment Expo and Trade Fair,” and build professional, distinctive exhibition brands. Promote the digital transformation of advertising services, support the consolidation and restructuring of advertising enterprises and the adoption of intensive management models, and foster the development of advertising industrial parks.   III. Optimizing the Development Environment for the Intermediary Services Sector

  (1) Relax Market Access. Deepen administrative approval reforms for intermediary services. Eliminate administrative approvals for matters that can be effectively regulated by market mechanisms or managed through self-regulation by industry associations and chambers of commerce. No prior administrative permits may be established beyond the scope of laws and regulations, nor may they be established in disguised forms such as through filing requirements. Simplify approval procedures and reduce processing times for applications to register and establish industry associations and chambers of commerce in the intermediary services sector.For newly registered intermediary service institutions, appropriately relax requirements regarding name approval, group establishment, investor qualifications, scope of business, and business premises in accordance with relevant regulations.   (3) Strengthen the Cultivation of Service Providers. Support leading intermediary service agencies in carrying out mergers and reorganizations within and across industries, regions, and ownership structures through various means, and in developing chain-based and networked operations.Support local intermediary service agencies in joining regional alliances or business consortia and establishing branches in other regions. Encourage private intermediary service agencies to form consortia to participate in bidding for large-scale projects and major research initiatives. Carry out brand cultivation efforts for intermediary services to enhance the visibility and competitiveness of intermediary service agencies. For introduced talent meeting relevant policy criteria, implement individual rewards in accordance with documents such as the “Xinxiang ‘Muye Talents 2.0’ Three-Year Action Plan (Trial)” and provide conveniences such as talent apartments and local school enrollment for their children. Utilize the “Muye Talents One-Card” to provide one-stop services for the school enrollment of introduced talent’s children.Include high-end and critically needed talent in the intermediary services sector in our city’s directory of high-level talent and the directories of urgently needed talent at all levels, ensuring they enjoy relevant support policies and benefits. Intensify efforts to adjust academic disciplines and reform teaching methods in higher education and vocational institutions, encouraging the cultivation of high-end, multidisciplinary talent and enhancing graduates’ professional skills for serving society. Increase the procurement of intermediary services using public fiscal funds, improve the government service procurement catalog, and streamline the fiscal approval process for fee settlements. Encourage intermediary service agencies to conduct training on restructuring and going public.Support investors in establishing intermediary companies through capital contributions in the form of equity, trademark rights, patent rights, and other assets; allow general partners to establish intermediary partnership enterprises through contributions of labor, skills, management, and other factors. Adhere to the principle of “separating all that should be separated,” deepen the reform of industry associations and chambers of commerce, and fully achieve separation from administrative agencies. Accelerate the transformation of government functions; in accordance with the requirement of “separation without withdrawal of oversight,” innovate management approaches and create a policy environment conducive to the healthy development of industry associations and chambers of commerce;Resolutely correct and strictly investigate behaviors such as ostensible separation but de facto retention of ties, disguised designation of services, and monopolistic operations, to promote the independent, objective, and impartial practice of intermediary service institutions.   (3) Strengthen industry governance and regulatory oversight in accordance with the law. Conduct special campaigns to rectify and address issues of arbitrary fee collection by intermediary service providers, and resolutely investigate and punish acts such as arbitrary fee collection and disguised price hikes.Vigorously rectify market order in the intermediary services sector, improve the professional environment, and foster a sound, orderly, and standardized market competition environment. Strengthen categorized supervision and establish a regulatory list system for key intermediary service providers. Establish and improve management regulations for the online intermediary service marketplace, accelerate the application of “Internet Plus Supervision,” and use the city’s intermediary service marketplace to publish information such as the names, service scopes, and qualification requirements of intermediary service providers.We will improve the multi-dimensional comprehensive credit evaluation mechanism to gradually achieve joint credit assessments, information sharing, joint rewards for trustworthy entities, and joint penalties for those in breach of trust.   V. Implementation

  (1) Strengthen Organizational Leadership. Fully leverage the role of the Municipal Service Industry Leading Group in providing overall guidance and coordination; promptly study and resolve major issues; and ensure the Leading Group’s Office strengthens daily follow-up services to oversee the implementation of all tasks.

  (2) Consolidate Responsibilities at All Levels. Relevant departments must conscientiously fulfill their duties, strengthen industry guidance and supervision, and guide the industry toward standardized development; they must improve supporting measures to ensure that all supportive policies are effectively implemented. Counties (cities, districts) should, based on local conditions, strengthen organizational leadership and policy support for the development of the intermediary services sector.

  (3) Enhance the Industry’s Image. Promote the achievements of the intermediary services sector, its leading institutions, and outstanding professionals. In accordance with national, provincial, and municipal regulations, include outstanding practitioners in the selection process for awards such as Model Workers, the May Fourth Youth Medal, and the March 8th Red Banner Bearer, thereby raising public awareness and recognition of the intermediary services sector.
