(46) Strengthen support for enterprise production factors. Accelerate the implementation of the “standard land + commitment system” for the transfer of new industrial land, simplify and optimize land supply procedures for industrial projects to enable enterprises to “start construction immediately upon land acquisition”; further expand the scope of market participants in direct power trading to reduce enterprises’ electricity costs; formulate environmental protection policies on a “one factory, one policy” basis according to industrial and enterprise characteristics to ensure the continuity and stability of production for key enterprises and projects; implement separate planning quotas for environmental capacity indicators of key industrial support projects;The Department of Ecology and Environment shall guide and assist enterprises in applying for A-level, B-level, and performance-leading enterprise designations, and promote greater access to policy benefits for enterprises during emergency control periods for severe air pollution. A positive list of key enterprises shall be issued, and enterprises on this list shall be included in the priority supply scope for production factors such as water, electricity, coal, gas, and transportation. (47) Promote the advancement of industrial foundations and continuously advance scientific and technological innovation as well as industry-research collaboration. (48) Expand project financing channels. Intensify research efforts to promptly gather enterprises’ financing needs. Include key manufacturing projects in the scope of priority support by financial institutions, and encourage credit business such as equity financing and loans secured by intellectual property rights. Deepen cooperation among government, banks, and enterprises to promote increased credit support from financial institutions. Support enterprises in expanding financing channels through equity, bonds, and other financing methods. (49) Strengthen talent support. Implement relevant policies such as the “Muye Talents 2.0 Three-Year Action Plan,” focusing on attracting high-level talent, urgently needed professionals, senior technicians, and technicians. Provide financial incentives for recruited talent and offer policy support in areas such as housing subsidies, medical services, children’s education, and spousal employment. Support school-enterprise cooperation to cultivate industry-specific professionals through order-based, targeted training programs. (50) Improve the enterprise service system. Continuously optimize the business environment, establish a smart policy service platform, and provide targeted policy services. Ensure smooth channels for enterprises to voice their concerns; through the “10,000 People Assisting 10,000 Enterprises” initiative, listen to enterprises’ requests and suggestions face-to-face and promptly resolve difficulties in their production and operations. Actively organize entrepreneurs to participate in various training programs to help them broaden their horizons and enhance their awareness of cooperation and market dynamics.Refine the Chief Service Officer system to provide “concierge-style” and “full-lifecycle” services for major enterprise projects and the industrialization of significant scientific and technological achievements. The support policies listed in this document shall be funded according to the hierarchical levels of the fiscal system. For the same project of the same enterprise, if support has already been provided by other municipal-level special funds, duplicate support shall generally not be provided; except for the fixed-amount reward program for “Leading Goose” enterprises, in principle, the same enterprise may apply for only one fiscal funding support project per application year.
This document shall take effect on January 1, 2022, and remain in force until December 31, 2024.
