To the People’s Governments of all counties and districts, all departments of the Municipal People’s Government, and all relevant units:
To accelerate the development of a modern industrial system, foster the rapid formation of industrial clusters valued at hundreds of billions of yuan, build a strong economic city, and achieve high-quality industrial development, the following guidelines are hereby issued:
I. Supporting Industrial Science and Technology Innovation
1. Support industrial enterprises above designated size in increasing their R&D investment, providing retroactive subsidies of up to 5 million yuan based on the enterprise’s R&D expenses from the previous year.
2. Support industrial enterprises above designated size in establishing key laboratories and pilot production bases. For newly recognized national and provincial key laboratories, provide one-time rewards of 5 million yuan and 3 million yuan, respectively; for newly recognized provincial pilot production bases, provide a 1:1 matching reward based on the provincial subsidy amount.
3. For projects included in the provincial manufacturing innovation center cultivation list or designated as provincial manufacturing innovation centers, matching support of 25% of the provincial fiscal support amount will be provided, up to a maximum of 1 million yuan. For provincial manufacturing innovation centers that generate actual revenue through technology transfer, commissioned R&D, or the provision of technical services to the industry, matching support of 25% of the provincial fiscal support amount will be provided, up to a maximum of 1 million yuan.For those promoted to national-level manufacturing innovation centers, in addition to continuing to enjoy the support policies for provincial-level manufacturing innovation centers, a one-time reward of 5 million yuan will be granted.
4. For complete sets of equipment or individual pieces of equipment recognized as the first-of-their-kind at the national or provincial level, the R&D and manufacturing entities shall receive matching support equivalent to 25% of the provincial fiscal reward amount, with a maximum of 1 million yuan.
5. For software products recognized by the province as Henan’s first-version software products, matching support equal to 25% of the provincial fiscal support amount will be provided, with a maximum of 1 million yuan.
II. Support for New Technology Upgrades
6. For “Machine Replacement of Labor” demonstration projects that have received provincial-level financial support, matching support will be provided at 25% of the provincial financial support amount, up to a maximum of 1 million yuan.
7. For technical transformation demonstration projects (high-end transformation, intelligent transformation, and green transformation) that receive provincial fiscal funding, matching support of 25% of the provincial fiscal support amount will be provided, up to a maximum of 1 million yuan.
8. For key technical renovation projects implemented by leading enterprises, matching support of 25% of the provincial fiscal support amount will be provided, up to a maximum of 1 million yuan.
9. For military-civilian integration “bottleneck” projects and technical transformation projects that receive provincial fiscal funding, matching support will be provided at 25% of the provincial fiscal funding amount, up to a maximum of 1 million yuan.
III. Cultivating Leading Enterprises
10. For "Leading Goose" enterprises in strategic emerging industries recognized by the province, a one-time reward of 250,000 yuan, 500,000 yuan, 750,000 yuan, or 1 million yuan shall be granted when their annual main business revenue exceeds 1 billion yuan, 2 billion yuan, 3 billion yuan, or 4 billion yuan for the first time, respectively.
11. For leading enterprises in traditional advantage industries recognized by the province, a one-time reward of 250,000 yuan, 500,000 yuan, 750,000 yuan, or 1 million yuan will be granted when annual main business revenue first exceeds 5 billion yuan, 10 billion yuan, 15 billion yuan, or 20 billion yuan, respectively.
IV. Encouraging the Integration and Application of Next-Generation Information Technology
12. For industrial internet platforms within industrial clusters, as well as those in specific fields and sub-sectors, that have been recognized by the province and have passed provincial-level acceptance, a one-time reward of 1 million yuan will be granted.
13. Projects recognized by the province as new models for the integrated application of next-generation information technology will be granted a one-time reward of 300,000 yuan.
14. Smart factories and smart workshops recognized by the province will be granted one-time rewards of 300,000 yuan and 200,000 yuan, respectively.
V. Encouraging the Development of National and Provincial Pilot Demonstrations
15. Enterprises (projects, platforms) that have been recognized by the State Council or the Ministry of Industry and Information Technology as national-level green factories, green supply chain management enterprises, national industrial design centers, national technological innovation demonstration enterprises, national quality benchmarks, manufacturing single-champions, or demonstration projects in areas such as national industrial internet, big data industry development, service-oriented manufacturing, new information consumption, and the integrated development of next-generation information technology and manufacturing, shall be granted a one-time reward of 500,000 yuan.
16. Enterprises (projects, platforms) that have been recognized by the provincial government as pilot demonstrations or have received titles in the following areas—provincial-level green industrial parks, green factories, green supply chain management enterprises, industrial design centers, technological innovation demonstration enterprises, quality benchmarks, manufacturing single-champions, industrial internet, big data industry development, service-oriented manufacturing, new information consumption demonstration projects, and the integrated development of next-generation information technology and manufacturing—shall be granted a one-time reward of 300,000 yuan.
17. Enterprises (projects, platforms) that have been recognized by the State Council or the Ministry of Industry and Information Technology as National New Industrialization Industrial Demonstration Bases or Green Industrial Parks shall be granted a one-time reward of 1 million yuan.
VI. Accelerating the Development of Small and Medium-Sized Enterprises
18. For provincial-level or higher public service platforms for small and medium-sized enterprises, based on provincial evaluation results, one-time rewards of 200,000 yuan, 100,000 yuan, and 50,000 yuan will be granted for first, second, and third prizes, respectively.
19. For equipment and software investments made by national-level “Specialized, Refined, Unique, and Innovative” (“Little Giant”) enterprises during the validity period of their designation, matching support will be provided at 25% of the provincial fiscal subsidy amount, up to a maximum of 1 million yuan; newly recognized provincial “Specialized, Refined, Unique, and Innovative” SMEs will receive a one-time reward of 200,000 yuan.
20. Industrial enterprises that meet the scale criteria for the first time shall be granted a one-time reward of 30,000 yuan.
VII. Supplementary Provisions
The specific award amounts for the support policies listed in these guidelines shall be determined based on the enterprise’s tax contributions and shall be borne by the relevant levels of government in accordance with the fiscal system.
Except for the fixed-amount reward program for “Leading Goose” enterprises, if a single enterprise receives multiple honors in the same year, it shall be eligible for only one reward based on the principle of selecting the highest amount.
These Opinions shall take effect from the date of issuance and remain in force until December 31, 2024. In the event of any inconsistency between previous relevant regulations and these Opinions, these Opinions shall prevail. The “Several Opinions of the Hebi Municipal People’s Government on Supporting High-Quality Industrial Development” (He Zheng [2019] No. 12) is hereby repealed.
