People’s Governments of all counties (cities, districts); Administrative Committees of the Urban-Rural Integration Demonstration Zone, High-Tech Zone, Guan Zhuang Industrial Zone, Yahe Industrial Zone, and Wolong Comprehensive Bonded Zone; and relevant departments of the Municipal People’s Government:
To foster a favorable development environment, promote the high-quality development of our city’s logistics industry, continuously improve and enhance urban functions and industrial capabilities, and accelerate the construction of Henan Province’s secondary central city, in accordance with the spirit of the 59th Executive Meeting of the Municipal People’s Government, the following implementation opinions are hereby put forward. Please ensure their thorough implementation:
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, fifth, and sixth plenary sessions of the 19th Central Committee. Focusing on the theme of promoting high-quality development,we will focus on the “Two Assurances,” take deepening supply-side structural reform as the main thread, and pursue the directions of digital intelligence, efficiency, safety, and environmental sustainability. We will advance supply-side structural reform in logistics, accelerate the construction of a modern logistics system, promote quality improvement, cost reduction, and efficiency enhancement in the logistics sector, and effectively drive the city’s logistics industry toward cluster-based, information-driven, integrated, and international development. Supported by the construction of a modern commercial and distribution center and a modern supply chain center, as well as the enhancement of the modern integrated transportation system and modern logistics system, we will elevate the foundational and strategic role of the logistics industry in supporting the city’s industrial economy and drive the high-quality and rapid development of the city’s economy and society.
(2) Strategic Positioning
Adhering to a combination of government guidance and market-driven forces, and in accordance with the requirements for building a nationally significant cluster of logistics facilities and a distribution and sorting center, we will focus on accelerating leapfrog development. We aim to build Nanyang into a national logistics hub city with a focus on commerce and services, a sub-center for commerce and circulation within the Central Plains Urban Cluster, and an emerging regional economic center; an important distribution base for agricultural and sideline products in the adjacent regions of Henan, Hubei, and Shaanxi; as well as a modern supply chain service center and regional distribution center. These efforts will support Nanyang in accelerating its development as a sub-provincial city of Henan Province.
(3) Overall Layout
In accordance with the requirements of the city’s 7th Party Congress, the spatial layout of the city’s logistics industry will follow the “1+3+N” model (i.e., “one center, three zones, and multiple nodes”) to establish a logistics node network system.“1” refers to the construction of the Nanyang Comprehensive Logistics Distribution Center. “3” refers to the development of three specialized logistics zones: the Nanyang Wolong Modern Logistics Zone, the Nanyang Modern Cold Chain Logistics Zone, and the Nanyang High-Speed Rail Commerce and Logistics Zone. “N” refers to the planning and construction of distinctive logistics nodes in each county (city, district) based on their specific socioeconomic characteristics and needs.
(IV) Development Goals
Through leapfrog development during the 14th Five-Year Plan period, the city’s logistics industry will achieve the following goals by 2025:
1. Further improvement in the overall operational level of logistics.By 2023, the city’s freight volume will reach 300 million tons, freight turnover will reach 78 billion ton-kilometers, total social logistics costs will reach 63.5 billion yuan, and the ratio of logistics costs to GDP will drop below 13%; by 2025, the city’s freight volume will reach 400 million tons, freight turnover will reach 105 billion ton-kilometers, total social logistics costs will reach 75.5 billion yuan, and the ratio of logistics costs to GDP will drop below 12.6%.
2. The logistics development infrastructure system will be continuously improved. The “1+3+N” spatial layout will be completed; the competitive edge of road logistics will be further consolidated, and the construction of multi-modal transport corridors integrating road, rail, air, and water transport will be steadily advanced. By 2025, the “Road+” multi-modal transport system will be basically established, and logistics operations will be organized, scaled, and networked.
3. The leadership capacity of leading logistics enterprises has significantly strengthened. More than 20 new logistics enterprises rated at the national A-level or above have been added.
4. The specialized and socialized service capabilities of the logistics sector have been significantly enhanced. Building on ecological and cultural advantages, the city will fully leverage its functions as a national commerce and trade service logistics hub and a provincial circulation hub. It will coordinate with cities such as Xinyang and Zhumadian, strengthen collaboration with the Yangtze River Economic Belt, and accelerate the construction of a number of regional agricultural product trading markets, cold-chain logistics warehousing and distribution bases, and e-commerce logistics parks.By 2025, the city’s modern smart logistics operation system will be largely established, with its capacity for integrated industrial development further enhanced; the logistics sector’s role in supporting and ensuring the development of Nanyang’s national economy will be further strengthened.
II. Main Tasks
We will coordinate the development of national logistics hubs, regional logistics hubs, and logistics nodes to build a modern logistics hub network characterized by closely interconnected facilities, shared information, and efficient operational coordination. Aligning with industrial layouts and centered around transportation hubs, we will emphasize the leading role of national logistics hubs. Adhering to the principles of “concentrated layout, integrated functions, resource conservation, and moderate foresight,” we will prioritize the construction of logistics infrastructure within the “One Center, Three Zones” planning area.In accordance with the principles of “scientific layout, resource integration, complementary advantages, and virtuous cycles,” we will build “multiple nodes,” improve the three-tier logistics network at the county, township, and village levels, and promote the integration of logistics and industry.
(1) Establish a “1+3+N” Logistics Operation System
1. Establish 1 Nanyang Comprehensive Logistics Distribution Center
In the area west and south of the Zheshan Interchange on the Erguang Expressway, construct the Nanyang Comprehensive Logistics Distribution Center to provide regional-level logistics distribution, urban central warehousing, and delivery services for the Henan-Hubei-Shaanxi market, particularly the Southern Henan High-Efficiency Ecological Economic Demonstration Zone. (Responsible Unit: Zhenping County Government)
2. Establish 3 Specialized Logistics Zones
(1) Nanyang Wolong Modern Logistics Zone. In the areas surrounding Nanyang West Station (freight marshalling yard) and the Wolong Comprehensive Bonded Zone, construct the Nanyang Secondary Railway Logistics Base, an International Land Port, and the Wolong District Modern Logistics Industrial Park. Prioritize the development of bulk commodity logistics, intermodal transport, bonded logistics, China-Europe freight trains, and railway ports.(Responsible entities: Wolong District Government, Wolong Comprehensive Bonded Zone Management Committee, Nanyang Railway Operations Section)
(2) Nanyang Modern Cold Chain Logistics Zone. Located within the area bounded by the Ningxi Railway, the Shanghai-Xi’an Expressway, and the Erguang Expressway, this zone will leverage the Wanbang Agricultural Products Wholesale Market, the Lihé Station on the Ningxi Railway, and the Baihe Nanyang Port to prioritize the development of bulk agricultural product logistics, cold chain logistics, and traditional Chinese medicine (mugwort) logistics. (3) Nanyang High-Speed Rail Commerce and Logistics Zone. Located near Nanyang East High-Speed Rail Station, this zone will feature high-standard warehousing and other logistics facilities, a commerce exhibition and trading area, and express delivery distribution centers, with a focus on developing commerce and logistics, as well as e-commerce and express delivery logistics. At the same time, based on the progress of the Nanyang Airport relocation project, the Nanyang Aviation Logistics Industrial Park will be planned and constructed near the new airport at an appropriate time. Based on the progress of the Tang River and Bai River navigation restoration projects, construction of inland river port logistics parks will be initiated at an appropriate time. 3. Building Specialized Logistics Hubs (Parks)
Each county (city, district) shall, based on the characteristics of its industrial structure, build logistics parks reflecting local industrial specialties. The focus will be on constructing logistics sorting and last-mile delivery facilities to form a regional logistics infrastructure network and a collection-and-distribution system characterized by tight integration between trunk and feeder routes, broad coverage, and high operational efficiency. Trunk service areas will be established along national and provincial trunk highways, with a focus on developing dedicated logistics routes to drive down logistics costs and improve efficiency.(Responsible Units: Municipal Bureau of Commerce, Municipal Bureau of Transportation, and governments [administrative committees] of all counties [cities, districts])
(2) Building a Logistics Corridor System
Coordinate the construction of an integrated comprehensive transportation infrastructure encompassing road, rail, air, and water transport to fully establish Nanyang as a national comprehensive transportation hub.
Smooth Highway Corridors. Leveraging the strategic intersection of the Shanghai-Xi’an and Ergang Expressways in Nanyang, we will construct and continue the development of four new expressways—Zhengxi, Mianxi, Jiaotang, and Nandeng—to further increase the density and coverage of the city’s expressway network. Improving Railway Corridors. Leveraging the Nanjing-Xi’an and Jiaozuo-Liuzhou railways, promote the construction of a second-tier railway logistics base in Nanyang. Relying on the Wolong Comprehensive Bonded Zone, increase the frequency of China-Europe freight train services departing from Nanyang. Attract and cultivate freight forwarding companies and online freight platforms engaged in “road-rail-air-water” multimodal transport.Support online freight platform enterprises in conducting “single-document” container multimodal transport operations to further increase the proportion of rail and waterway freight. Encourage enterprises to establish national and provincial-level multimodal transport demonstration projects to lead and drive the development of multimodal transport services. Advance the preliminary work for the Hexi High-Speed Railway (Nanyang–Xinyang–Hefei) project. Establish air logistics corridors. Seize the opportunity presented by the relocation of Nanyang Airport to actively cooperate with China Southern Airlines’ Nanyang base and other airlines, launch international and domestic cargo routes, and build an air cargo transshipment hub. Open up waterway shipping channels. Promote the resumption of navigation on the Tang River and Bai River, as well as the construction of inland ports such as Tang River Port and Bai River Nanyang Port, to enable Nanyang’s logistics to reach the Yangtze River and the sea. Strengthen cooperation with ports such as Ningbo Port and Tianjin Port, organize and operate rail-sea intermodal freight trains, and achieve “access to the sea via partner ports.” (Responsible units: Municipal Transportation Bureau, Municipal Development and Reform Commission)
(3) Building an Integrated Development System for the Logistics Industry
1. Promote the integrated development of the logistics industry and the manufacturing sector. Guide third-party logistics and online freight platform enterprises to establish strategic supply chain alliances with manufacturing enterprises, strengthen services for manufacturing enterprises, and promote integrated development. (Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Bureau of Transportation)
2. Promote the integrated development of the logistics industry and the commerce and trade services sector.Encourage commercial service enterprises—including wholesale, retail, e-commerce, catering, and import-export businesses—to deepen cooperation with logistics enterprises and pursue coordinated development. Promote intensive delivery models such as shared delivery, centralized delivery, unified delivery, time-slot delivery, and nighttime delivery. Improve last-mile delivery models including forward-depot delivery, store-based delivery, on-demand delivery, online-order-in-store-pickup, and self-service pickup to establish an efficient delivery system. 3. Promote the integrated development of the logistics industry and modern agriculture. Relying on initiatives such as e-commerce in rural areas and “postal-express cooperation,” improve the construction of the three-tier logistics and express delivery network at the county, township, and village levels.Establish field pre-cooling logistics facilities in large-scale planting areas for specialty agricultural products to achieve deep integration between “production and processing + cold-chain logistics + end markets” and “production and processing + e-commerce logistics + end customers.” This will enhance integrated full-chain service capabilities covering “production, storage, transportation, and sales” to support rural revitalization. (IV) Developing Five Major Logistics Sectors
1. E-commerce Logistics. Target leading enterprises in the e-commerce sector and attract major domestic and international e-commerce giants to establish regional logistics hubs. Support the Wolong Comprehensive Bonded Zone in building a cross-border e-commerce warehousing and logistics center. (Responsible Units: Municipal Bureau of Commerce, Municipal Postal Administration)
2. Express Logistics. Support Nanyang Post in building a regional mail processing center and an international mail exchange office; support express logistics enterprises in establishing regional distribution and sorting centers. Support express logistics enterprises in planning and constructing e-commerce industrial parks to promote the deep integration of express logistics and e-commerce. (Responsible Units: Municipal Postal Administration, Municipal Commerce Bureau)
3. Cold-chain Logistics. Plan and establish low-temperature cold storage and distribution centers for agricultural products. Encourage fresh agricultural product operators to strengthen cooperation with distribution and express delivery companies to provide multi-variety, small-batch, and frequent cold-chain joint delivery services.Develop new models such as “cold-chain delivery + chain retail” and “production base + e-commerce + cold-chain express + smart vegetable lockers,” promote seamless integration between supply, transportation, and delivery terminals, and form a cold-chain joint delivery network featuring “trunk transportation + peripheral networks.” Create comprehensive cold-chain logistics clusters that integrate functions such as cold-chain logistics, deep processing of agricultural products, and trading of agricultural by-products. Improve the management model for central cold-chain logistics warehouses.Accelerate the construction of projects such as the Wanbang Agricultural Products Cold Chain Logistics Park, the Dongsen Pharmaceutical Logistics Park, and the Muyuan Smart Logistics Park. 4. Bonded Logistics. Leverage the bonded logistics functions of the Wolong Comprehensive Bonded Zone to focus on developing bonded warehousing and bonded processing operations, and establish a cross-border e-commerce service center and international logistics distribution hub for the adjacent regions of Henan, Hubei, and Shaanxi. 5. Supply Chain Logistics. Target well-known domestic and international logistics service providers to intensify investment promotion efforts in the supply chain sector. Attract supply chain management firms as well as third-party and fourth-party logistics enterprises to effectively integrate logistics resources and establish a comprehensive supply chain service system integrating centralized procurement, warehousing, processing, and distribution. III. Support Policies
(I) Land Use Guarantees
1. Scientifically formulate land use plans. Incorporate the “One Center, Three Zones, Multiple Nodes” logistics layout into the national land and spatial planning, and prioritize logistics construction land in the annual land use quota allocation.
2. Implement logistics land prices in accordance with industrial land standards. For high-quality projects with fixed-asset investments of 100 million yuan or more and annual tax revenue per mu reaching 110,000 yuan or more, the government will award the project entity a financial incentive equivalent to 10% of the project’s original land price. (II) Fiscal and Tax Support
1. Support the clustering and development of logistics enterprises. Guide logistics enterprises in the central urban area to relocate from the city center to industrial parks for clustered development. For logistics projects entering the “One Center, Three Zones” area, urban infrastructure development fees shall be levied according to industrial project standards. (Responsible Units: Municipal Commerce Bureau, Finance Bureau, Transportation Bureau, Natural Resources and Planning Bureau)
2. Support for logistics enterprises to expand investment. For individual projects within the “One Center, Three Zones” with fixed-asset investments ranging from 100 million to 499 million yuan (excluding 500 million yuan), a one-time reward of 0.5% of the fixed-asset investment will be granted. (For major logistics projects exceeding 500 million yuan, a case-by-case approach will be adopted.) (Responsible Units: Municipal Commerce Bureau, Finance Bureau)
3. Support logistics enterprises in growing and strengthening their operations. For newly constructed logistics projects within the “One Center, Three Zones,” a reward equal to 60% of the local portion of the enterprise’s corporate income tax for that year shall be granted.For existing logistics enterprises, based on annual tax revenue in three tiers—1 million yuan (inclusive) to 5 million yuan, 5 million yuan (inclusive) to 10 million yuan, and 10 million yuan (inclusive) or more—and using the local portion of the previous year’s corporate income tax as the baseline, a reward of 50%, 60%, or 70% of the current year’s incremental amount will be granted, respectively. 4. Support the smart and green development of logistics enterprises. Logistics enterprises approved to build online freight platforms that achieve annual operating revenue of 1 billion yuan or more for the first time, or whose annual tax contribution (VAT and income tax) reaches 100 million yuan or more for the first time, will receive a 1 million yuan reward. Starting from the following year, a reward equal to 10% of the local portion of the incremental tax revenue will be granted. Support will be provided to logistics enterprises for the promotion and use of new energy vehicles; subsidy standards for promotion and application will be established separately.(Responsible Units: Municipal Transportation Bureau, Bureau of Industry and Information Technology, Finance Bureau)
5. Support express delivery companies in enhancing their upstream service capabilities. Legal entities and branches of well-known direct-operated brands with an annual parcel volume of 2 million or more will receive a one-time reward of 100,000 yuan for every net increase of 1 million parcels compared to the previous year, with a maximum reward of 500,000 yuan. 6. Support logistics enterprises in upgrading their operations. Logistics enterprises certified as 5A, 4A, or 3A by the China Federation of Logistics and Purchasing will receive one-time rewards of 2 million yuan, 800,000 yuan, and 500,000 yuan, respectively (with a top-up reward for enterprises that have been upgraded); cold chain logistics enterprises certified as national five-star, four-star, or three-star will receive one-time rewards of 1 million yuan, 800,000 yuan, and 300,000 yuan, respectively(compensatory rewards will be provided to enterprises that have been upgraded). 7. Support logistics enterprises in striving for excellence. Annual rankings will be determined based on comprehensive contributions such as freight volume, tax payments, and number of jobs created. Two “Logistics Model Enterprises” and five “Logistics Exemplary Enterprises” will be designated, receiving rewards of 200,000 yuan and 100,000 yuan, respectively. (III) Talent Support
1. Attracting High-Level Logistics Talent. Logistics enterprises are encouraged to recruit professionals in supply chain management, information technology management, and logistics operations to promote the integrated development of logistics industry, academia, and research. For recruited logistics professionals who meet the criteria and pass the review process as stipulated in documents such as the “Opinions of the Nanyang Municipal People’s Government on Deepening the Reform of Talent Development Mechanisms, Implementing the ‘Zhuge Talent Plan,’ and Accelerating the Construction of a Talent-Strong City” (Wan Fa [2018] No. 5), relevant policies will be implemented. and the Nanyang Municipal People’s Government on Deepening Reforms of Talent Development Systems and Mechanisms, Implementing the ‘Zhuge Talent Plan,’ and Accelerating the Construction of a Talent-Strong City” (Wan Fa [2018] No. 5) and other relevant documents, eligible candidates who have passed the review process will receive the corresponding policy benefits. 2. Cultivate entry-level logistics talent. Guide logistics enterprises to collaborate with institutions such as Nanyang Institute of Technology and Henan Vocational College of Industry to establish new logistics-related majors, set up practical training bases, strengthen the cultivation of skilled professionals, and promote the development of a “certification-for-all, skills-based logistics” system. (Responsible entities: Municipal Education Bureau, Municipal Commerce Bureau, Nanyang Institute of Technology, Henan Vocational College of Industry, etc.)
IV. Support Measures
(1) Strengthen Organizational Leadership. Establish the Nanyang City Leading Group for Accelerating Logistics Industry Development to coordinate the city’s logistics sector development.
(2) Optimize the Business Environment. Deepen reforms in the logistics sector focused on “streamlining administration, delegating power, improving services, and enhancing efficiency,” and thoroughly implement the “10,000 People Assisting 10,000 Enterprises” initiative.Conduct joint law enforcement operations against vehicle overloading and oversize violations, and rectify arbitrary inspections, fees, and fines in the logistics sector. Ensure priority and convenient passage for postal, express delivery, and logistics vehicles, as well as seamless last-mile delivery. Under the premise of not compromising safety or traffic flow, relax restrictions on their access to and temporary parking in the city center. Improve investment and financing mechanisms. Guide industrial investment funds to invest in key logistics enterprises. Encourage the Nanyang City Investment and Financing Platform to support logistics project construction through financing and equity participation.
(3) Strengthen supervision and implementation. Include logistics industry development goals and tasks in the city’s performance evaluation system; specific assessment criteria will be separately formulated by the Nanyang City Leading Group for Accelerating Logistics Industry Development.
(4) Leverage the Role of Industry Associations. Fully utilize the role of logistics industry associations to strengthen information services, industry self-regulation, exchange and cooperation, and talent training. Support industry associations in establishing logistics information statistical systems and providing data analysis services for the logistics sector.
V. Supplementary Provisions
(1) The term “eligible entities” as used in these guidelines refers to logistics enterprises registered within the Nanyang jurisdiction that pay taxes in accordance with the law, strictly comply with national laws, regulations, and industrial policies, operate with integrity, and earnestly fulfill their social responsibilities.
(2) Fiscal and tax support for logistics enterprises within the “One Center, Three Zones” area shall be shared equally by the municipal and county (district) governments, while support for enterprises in other areas shall be borne by the respective levels of government based on their revenue shares.
(3) The first-listed unit among the responsible entities shall serve as the lead unit.
(4) Where the preferential policies listed in these Guidelines overlap with other preferential policies, a single enterprise may apply for the most favorable option; however, no enterprise may receive duplicate benefits for the same matter. Any enterprise found to have engaged in fraud or misappropriated subsidy funds shall have the subsidies and rewards recovered, and the relevant enterprises and personnel shall be held accountable in accordance with laws and regulations.
(5) This Opinion shall take effect from the date of issuance and remain valid until December 31, 2025.
