This plan has been formulated to accelerate the cultivation and development of a group of specialized, refined, distinctive, and innovative “Little Giant” enterprises and to promote the high-quality development of small and medium-sized enterprises in our city, taking into account local conditions.
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will anchor our efforts in the new stage of development, implement the new development philosophy, and contribute to the construction of a new development paradigm. We will guide enterprises to pursue a development path characterized by specialization, refinement, distinctiveness, and innovation. With enterprises as the main body, the market as the guide, innovation as the driving force, and industry as the foundation, we will cultivate and build a group of "Specialized, Refined, Distinctive, and Innovative" SMEs through tiered cultivation, policy support, and targeted services, thereby forming a matrix of such SMEs.
(2) Development Goals
During the 14th Five-Year Plan period, we aim to add 25 new provincial-level “Specialized, Refined, Distinctive, and Innovative” SMEs and 5 new national-level “Little Giant” enterprises annually;By 2025, the number of provincial-level "Specialized, Refined, Distinctive, and Innovative" SMEs in our city will reach 200, and the number of national-level "Little Giant" enterprises will reach 50. This will position "Specialized, Refined, Distinctive, and Innovative" SMEs as the vanguard leading the high-quality development of our city’s SMEs, helping to advance the upgrading of our industrial foundation and the modernization of our industrial chains, and providing strong support for building a national hub for advanced manufacturing.
II. Key Tasks
(1) Implement the Tiered Cultivation Initiative
Advance the work of “converting individual businesses into enterprises, upgrading small businesses to meet scale criteria, transforming scale-compliant enterprises into shareholding companies, and listing shareholding companies,” to create a new industrial development pattern characterized by “nurturing large enterprises from small ones, leveraging large enterprises to support small ones, promoting transformation through innovation, and creating new opportunities from scratch,” thereby building a robust reserve force for the cultivation of “Specialized, Refined, Unique, and Innovative” SMEs. Following the principle of “reserving a batch, cultivating a batch, and upgrading a batch,” establish a tiered cultivation system for “Specialized, Refined, Unique, and Innovative” SMEs to foster a cluster of SMEs with sustained innovation and competitiveness.Each county (city) and district shall, based on local conditions, establish a cultivation pool for "Specialized, Refined, Unique, and Innovative" SMEs, formulate cultivation plans and measures, ensure that all eligible enterprises are reported and included, and simultaneously strengthen categorized guidance for enterprises in the pool to form an organically interconnected tiered cultivation system. Adhere to tiered cultivation and dynamic management, and strengthen monitoring, guidance, and follow-up services for the "Specialized, Refined, Unique, and Innovative" SME cultivation pool.
A one-time reward of 500,000 yuan will be granted to enterprises newly recognized as national-level "Specialized, Refined, Unique, and Innovative" "Little Giant" enterprises, and 300,000 yuan to those recognized as provincial-level "Specialized, Refined, Unique, and Innovative" SMEs.
For equipment and software investments made by national-level "Specialized, Refined, Unique, and Innovative" "Little Giant" enterprises during the validity period of their certification, matching support will be provided equivalent to 25% of the provincial-level fiscal subsidy amount.

(2) Implement the Innovation-Driven Initiative
Guide and support "Specialized, Refined, Unique, and Innovative" SMEs in establishing, or jointly establishing with universities and research institutions, enterprise technology centers, laboratories, and other R&D institutions (platforms). Deepen industry-academia-research collaboration to enhance capabilities in independent innovation, integrated innovation, and the introduction, digestion, absorption, and re-innovation of technologies, thereby strengthening the momentum of innovation-driven development.Strengthen research and development of core technologies and accelerate the industrial application of technological achievements. Guide “Specialized, Refined, Unique, and Innovative” SMEs to strengthen intellectual property protection for their independent R&D outcomes, provide guidance for enterprises to develop patent portfolios in key technological fields, and establish core technology patent pools.
During the 14th Five-Year Plan period, strive to add 600 new municipal-level innovation platforms and more than 200 provincial-level or higher innovation platforms.

(3) Implement the Brand Quality Enhancement Initiative
Promote the implementation of brand development strategies by “Specialized, Refined, Unique, and Innovative” SMEs; advance the establishment and improvement of quality management systems among these enterprises; support enterprises in leading or participating in the formulation of industry, national, and international standards; and comprehensively enhance enterprises’ capabilities in product quality control, brand cultivation, and brand creation. Guide and encourage “Specialized, Refined, Unique, and Innovative” SMEs to strive for the Provincial Governor’s Quality Award and the Municipal Mayor’s Quality Award.Promote the implementation of intellectual property brand development strategies among “Specialized, Refined, Unique, and Innovative” SMEs; build public service platforms for brand development; support these SMEs in striving to obtain China Well-Known Trademarks; and actively apply for the designation of “Time-Honored Chinese Brands.”

(IV) Implement Market Expansion Initiatives
Integrate the cultivation of "Specialized, Refined, Unique, and Innovative" SMEs with the optimization and strengthening of industrial chains. Establish cooperation platforms with leading enterprises in industrial chains and well-known industry players. Organize supply-demand matching events for "Specialized, Refined, Unique, and Innovative" SMEs, and encourage "chain-leading" enterprises to open up their markets,innovation, capital, data, and other key resources, and promote in-depth cooperation between "Specialized, Refined, Unique, and Innovative" SMEs and leading enterprises in areas such as R&D and design, manufacturing, material procurement, financial support, and brand integration.Support "Specialized, Refined, Unique, and Innovative" SMEs in seizing the opportunity presented by the entry into force of the RCEP. Encourage enterprises to participate in domestic and international exhibitions such as the China International SME Expo, the APEC SME Technology Exchange, the China International Import Expo, the China International Fair for Trade in Services, and the China (Henan) International Investment and Trade Fair, and actively expand domestic and international markets.Encourage localities to strengthen support for the initial procurement, adoption, and promotion of products from "Specialized, Refined, Unique, and Innovative" SMEs through measures such as priority procurement and increased reserved quotas, thereby promoting the development of innovative products by these SMEs.

(5) Implementing Financial Support for Enterprises
Support more eligible "Specialized, Refined, Unique, and Innovative" SMEs in going public and raising capital through listing. Seize the opportunity presented by the establishment of the Beijing Stock Exchange (BSE) to strengthen the cultivation of "Specialized, Refined, Unique, and Innovative" SMEs for listing, guide enterprises to standardize corporate governance, and build a tiered listing structure through listing on the "New Third Board," selection for the Innovation Layer, and listing on the BSE. Improve the city’s various incentive policies for listing to reduce the costs of going public for SMEs. Encourage enterprises to actively introduce government-guided funds and venture capital funds to help them grow and become stronger.Incorporate "Specialized, Refined, Unique, and Innovative" SMEs into the Xinxiang Financial Services Sharing Platform, actively organize bank-enterprise matchmaking events, and encourage financial institutions to develop targeted credit products such as the "Specialized, Refined, Unique, and Innovative Loan"; establish a "government-bank-guarantee" coordination mechanism to guide municipal government-backed financing guarantee institutions in providing financing guarantee services to "Specialized, Refined, Unique, and Innovative" SMEs, and gradually reduce the average guarantee fee rate to below 1%.Fully leverage the role of the municipal emergency bridging loan fund to address urgent funding challenges for "Specialized, Refined, Unique, and Innovative" SMEs.

(6) Implement the Digital Transformation Initiative
Advance the level of digital development by continuously carrying out the “Enterprises Moving to the Cloud and Platforms” enhancement initiative. Focus on core business pain points such as “orders, costs, quality, and delivery times” to promote the migration of key processes—including R&D and design, production and manufacturing, business management, and operations and maintenance services—for “Specialized, Refined, Unique, and Innovative” SMEs to the cloud.Accelerate the construction of an industrial digital development ecosystem characterized by collaborative data sharing, enhance the ability of “Specialized, Refined, Unique, and Innovative” SMEs to access and utilize data, and expedite digital transformation. Promote the intelligent transformation of “Specialized, Refined, Unique, and Innovative” SMEs, expand application scenarios, and foster new business models and formats. Promote the application of digital products and strengthen the enabling role of the Industrial Internet.

(7) Implement the Service Support Initiative
Further improve the public service system and actively guide platforms and bases to enhance their service capabilities. Encourage applications for national, provincial, and municipal SME public service platforms (demonstration platforms) and demonstration bases for entrepreneurship and innovation among micro and small enterprises. Provide one-time rewards of 300,000 yuan and 200,000 yuan, respectively, to those newly recognized as national-level and provincial-level SME public service platforms (demonstration platforms) and demonstration bases for entrepreneurship and innovation among micro and small enterprises.
Encourage municipal-level and higher SME public service platforms (demonstration platforms) and demonstration bases for entrepreneurship and innovation among micro and small enterprises to design customized service packages for “Specialized, Refined, Unique, and Innovative” (SRUI) SMEs, provide personalized service products, and prioritize services for SRUI SMEs as a key component of annual comprehensive evaluations. For provincial-level and higher SME public service platforms (demonstration platforms), based on provincial assessment results, awards of 200,000 yuan, 100,000 yuan, and 50,000 yuan will be granted for first, second, and third prizes, respectively.
We will continue to carry out the Entrepreneur Competency Enhancement Initiative to help "Specialized, Refined, Unique, and Innovative" SMEs broaden their thinking and international perspectives, and continuously improve their management standards. We will advance the "Certification for All, Skilled Henan" initiative with high quality, implement the new enterprise apprenticeship system in eligible SMEs, identify talent needs of "Specialized, Refined, Unique, and Innovative" SMEs, establish engineer collaborative innovation centers, and build channels for supplying high-level talent to enterprises.Deepen the “10,000 People Assisting 10,000 Enterprises” initiative to achieve full coverage of “Specialized, Refined, Unique, and Innovative” SMEs, resolving at least one difficulty for each enterprise.

III. Improving Support Mechanisms
(1) Optimizing the Development Environment
Establish a new model of “close yet clean” government-business relations; protect the lawful rights and interests of enterprises and entrepreneurs in accordance with the law; and crack down on acts that infringe upon the lawful rights and interests of enterprises in accordance with the law. Minimize barriers to entry for “mass entrepreneurship and innovation” initiatives and strive to create a more fair, just, and transparent development environment for “specialized, refined, distinctive, and innovative” SMEs.
(2) Strengthening Coordination and Collaboration
The municipal government shall take the lead in promoting the cultivation of “Specialized, Refined, Unique, and Innovative” SMEs, strengthening overall planning, collaborative implementation, and supervision and guidance. All counties (cities) and districts shall establish coordination mechanisms for the development of “Specialized, Refined, Unique, and Innovative” SMEs to support their growth.
(3) Ensuring Effective Implementation
All counties (cities, districts) and relevant departments shall implement this plan in accordance with local conditions and their respective responsibilities. The municipal government will regularly report on the progress of SME development and the cultivation of "Specialized, Refined, Unique, and Innovative" SMEs.
The financial support policies listed above shall be funded at the appropriate level in accordance with the fiscal system.
If a single enterprise receives multiple award funds in the same application year, it shall receive only one award based on the principle of selecting the highest amount.
Where current municipal policies contain separate provisions regarding the same matter, eligible entities may choose the applicable policy basis, but may not receive duplicate benefits.
This plan shall take effect from the date of its promulgation and remain valid until December 31, 2025.
