This plan is formulated to implement the "Henan Province Action Plan for Cultivating Leading Manufacturing Enterprises (2021–2025)" and to foster a group of leading enterprises characterized by high levels of innovation, superior quality and efficiency, strong growth potential, and significant driving force.
I. General Requirements
(1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will anchor our efforts in the new stage of development, implement the new development philosophy, and integrate into the new development paradigm. With deepening supply-side structural reform as the main thread and high-quality development of the manufacturing sector as the primary focus, we will concentrate on strengthening strategic pillar industries, fostering and expanding emerging industries, and transforming and upgrading traditional industries, while accelerating resource integration,improve cultivation mechanisms, and promote the continuous optimization and strengthening of traditional advantage enterprises through transformation and upgrading, as well as the leapfrog development of strategic emerging industries through innovation-led growth. We will strive to foster a group of leading enterprises that drive the advancement of industrial foundations and the modernization of industrial chains, thereby providing core support for the construction of a city strong in advanced manufacturing.
(2) Cultivation Goals. By 2025, we aim to designate 3–5 leading enterprises annually in each key sector of the city’s traditional, competitive, and strategic emerging industrial systems, forming a “goose formation” of high-quality enterprises with annual revenues of 1 billion, 3 billion, 5 billion, and 10 billion yuan. We strive to have 2–3 enterprises recognized as provincial-level leading enterprises each year.
1. Enhance Innovation Capabilities. Leading enterprises will rank among the top tier in the province in terms of R&D investment and the number of valid invention patents per 100 million yuan of operating revenue. They will establish a number of national and provincial innovation platforms, form a group of first-class innovation teams and talent pools, achieve breakthroughs in a number of “bottleneck” core technologies, and cultivate a number of national and provincial technological innovation demonstration enterprises and “unicorn” enterprises, thereby significantly enhancing the innovation leadership of leading enterprises.
2. Optimize Quality and Efficiency. Leading enterprises will maintain a high level of tax contribution. Their exemplary and leading role in advanced manufacturing models—such as smart manufacturing, green manufacturing, and service-oriented manufacturing—will be prominent. A number of enterprises will be established as recipients of the China Quality Award and provincial-level quality benchmark enterprises. The growth rate of industrial value-added will exceed the industry average, and enterprise growth potential will be enhanced.
3. Enhance Leading Capacity.The scale and competitiveness of leading enterprises will be significantly enhanced. We aim to cultivate 30 enterprises with annual revenue of 1 billion yuan, 10 with 3 billion yuan, 5 with 5 billion yuan, and 2–3 with 10 billion yuan in key and traditional industries; and more than 10 enterprises with annual revenue of 500 million yuan in emerging industries. These enterprises will drive the integrated development of over 260 “specialized, refined, distinctive, and innovative” SMEs, forming a number of industrial clusters worth 100 billion yuan and modern industrial chains, thereby significantly enhancing the dominant role of these clusters and chains.
II. Target Enterprises and Selection Criteria
(1) Target Enterprises. A select group of enterprises will be identified for priority cultivation and enhancement across five key sectors: equipment manufacturing, food manufacturing, electronics and information technology, automotive manufacturing, and new materials; three traditional sectors: chemicals, building materials, and light industry and textiles; and six emerging sectors: next-generation information technology, high-end equipment, intelligent connected and new energy vehicles, new energy, biopharmaceuticals and high-performance medical devices, and energy conservation and environmental protection.
(2) Selection Criteria. Each year, enterprises in the city’s competitive and traditional industries with an annual output value of 500 million yuan or more, as well as enterprises in emerging industries with an annual output value of 50 million yuan or more, will undergo categorized evaluation and comprehensive selection.Enterprises in leading and traditional industries will be evaluated primarily based on six primary indicators—development quality, innovation-driven development, smart manufacturing, green manufacturing, “leading goose” effect, and management level—and 13 secondary indicators; enterprises in emerging industries will be evaluated primarily based on five primary indicators—development quality, innovation-driven development, growth potential, “leading goose” effect, and management level—and 11 secondary indicators.
(3) Recognition Procedure. The Municipal Bureau of Industry and Information Technology, in conjunction with relevant departments, shall formulate evaluation and management measures for leading enterprises, establish a leading enterprise cultivation pool, and organize the process for enterprises to be included in the pool.The cultivation of leading enterprises is subject to dynamic adjustment; newly applying enterprises that meet the criteria will be selected for inclusion in the cultivation pool, while those that do not meet the criteria will be promptly removed from the pool. In the first half of each year, a batch of annual leading enterprises will be evaluated and recognized from among all enterprises in the pool. Upon approval by the Municipal Leading Group for the Construction of a Manufacturing Powerhouse, the list of annual leading enterprises will be released, and relevant support policies will be implemented.
III. Key Tasks
(1) Enhancing Enterprises’ Innovative Leadership
1. Cultivate Leading Innovative Enterprises. Strengthen innovation entities by guiding enterprises in the pool to benchmark against top-tier domestic and leading provincial innovative enterprises, accelerate their advancement to higher tiers, and promote innovative leading enterprises with a solid foundation to advance to “unicorn” status and become industry innovation “leaders.” Encourage enterprises in the pool to apply for the National Industrial Strengthening and Foundation-Building Project and the Industrial Foundation Restructuring Project, and strive to become national and provincial-level technological innovation demonstration enterprises.(Responsible Units: Municipal Science and Technology Bureau, Municipal Industry and Information Technology Bureau, Municipal Development and Reform Commission)
2. Leverage the driving force of innovation. Guide registered enterprises to increase investment in technological innovation and R&D, lead or participate in the construction of major innovation platforms such as national and provincial manufacturing innovation centers, technology innovation centers, and industrial innovation centers, form innovation consortia, conduct collaborative technological research and development, and take the lead in national major innovation projects through a “challenge-based” approach. Breakthroughs should be made in a number of cutting-edge technologies and critical “chokepoint” core technologies. Strengthen cooperation among industry, academia, research institutions, and end-users to lead the transfer and commercialization of major innovation achievements, thereby driving improvements in the overall efficiency of the innovation chain.(Responsible Units: Municipal Science and Technology Bureau, Municipal Industry and Information Technology Bureau, Municipal Development and Reform Commission)
3. Strengthen Demonstrations of Transformation and Upgrading. Guide enterprises in the database to vigorously implement new technology renovation projects, leverage next-generation information technology to empower transformation and upgrading, accelerate the advancement of high-end, intelligent, green, and service-oriented manufacturing, establish benchmarks for smart manufacturing, green manufacturing, and service-oriented manufacturing, expand into emerging industrial sectors, achieve leapfrog development through strategic shifts, and lead the transformation and upgrading of the city’s manufacturing sector. (II) Enhancing Enterprises’ Market Leadership
1. Enhance Quality and Branding. Guide enterprises in the database to implement the “Three-Quality” initiative—expanding product varieties, improving product quality, and building brands—strengthen comprehensive quality management and brand development, increase high-quality supply, create more premium manufacturing products, and strive to win various quality and brand honors; encourage enterprises to lead or participate in the formulation (revision) and promotion of international, national, and industry standards. Conduct international trademark registration and build world-class brands. (Responsible Units: Municipal Market Regulation Bureau, Municipal Bureau of Industry and Information Technology)
2. Actively Expand Markets. Support listed enterprises in becoming “Single-Champion Enterprises” (or products) in manufacturing, and in researching, developing, and promoting products that fill domestic gaps or replace foreign imports. Encourage enterprises to conduct online and offline marketing, develop cross-border trade, and innovate marketing models. Compile a catalog of key products from listed enterprises, increase the use of these products in major engineering projects, livelihood initiatives, and government procurement, and promote them in countries and regions along the “Belt and Road” to boost the market share of Zhumadian-made products both domestically and internationally.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Development and Reform Commission, Municipal Bureau of Commerce)
3. Improve Management Standards. Guide listed enterprises to improve their internal governance structures, reasonably adjust business processes, organizational structures, and management models, and accelerate the establishment of modern enterprise systems. Support enterprises in utilizing information technology to enhance management standards. Guide enterprises to improve lean management practices, strengthen internal cost control, optimize the allocation of resources, and enhance market competitiveness. (III) Enhancing the Driving Force of Enterprise Clusters and Industrial Chains
1. Forge new competitive advantages in industrial chains. Promote the platform-based development of listed enterprises, enhance their ability to control resources across the industrial chain, and foster their growth into leading enterprises within the industrial chain ecosystem, thereby strengthening the competitiveness and stability of the industrial chain. Leveraging the comprehensive competitive advantages of listed enterprises, accelerate efforts to fill gaps, extend, and strengthen industrial chains, elevate the modernization level of industrial chains, and form a group of advanced manufacturing clusters characterized by distinct industrial features, comprehensive supporting services, and efficient division of labor and cooperation. 2. Foster integrated development among small and medium-sized enterprises (SMEs). Guide registered enterprises to establish open “mass entrepreneurship and innovation” platforms, opening up innovation resources to SMEs, sharing production factors, and providing financial and talent support, thereby forming an integrated development model where large enterprises drive the growth of SMEs and SMEs inject vitality into large enterprises.Encourage listed enterprises to increase procurement of products and services from local SMEs, promote collaborative development among enterprises, and foster a cohort of “specialized, refined, distinctive, and innovative” SMEs, “gazelle” enterprises, and “tech small giants.” (Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Science and Technology Bureau)
3. Drive the Development of Production-Oriented Services. Support listed enterprises in extending their production service chains and accelerating the shift in production models toward an equal emphasis on products, services, and comprehensive solutions. Support enterprises in leveraging their specialized strengths to develop production-oriented services such as technology services, creative design, and testing, inspection, and certification. (IV) Enhancing Support for Enterprise Growth
1. Strengthen Investment Promotion. Following the investment promotion roadmap for key industrial chains, leverage registered enterprises to conduct business-to-business investment promotion, actively attract industrial transfers from within and outside the province, and prioritize the introduction of projects that address gaps in industrial chains to improve their completeness. Support enterprises in combining capital investment with the introduction of talent and technology, conduct cluster-based investment promotion, and foster industrial cluster effects. Intensify efforts to attract “unicorn” and “hidden champion” enterprises; the relevant counties and districts may provide support through a “one-enterprise-one-policy” approach.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Investment Promotion Bureau, Municipal Commerce Bureau, Municipal Development and Reform Commission, and governments (administrative committees) of all counties and districts)
2. Strengthen Project Support. Advanced manufacturing projects with investments of 100 million yuan or more, emerging industry projects with investments of 50 million yuan or more, and new technological renovation projects with investments of 10 million yuan or more shall be included in the project database. Projects requiring a clean production audit must pass the clean production renovation inspection before being included. Priority support will be given to enterprises in the database when applying for the Provincial Special Fund for High-Quality Development of Manufacturing and various other special funds.Improve the mechanism of “allocating resources to follow projects,” focusing on resolving constraints related to land, capital, and environmental capacity. Intensify efforts to advance project implementation, accelerate project completion and production commencement, and create new growth drivers. 3. Encourage Integration and Upgrading. Guide enterprises in the database to participate in mixed-ownership reforms and “go global” to engage in resource integration and allocation both within and outside the province. Encourage them to grow and strengthen their operations through market-oriented capital increases, share expansions, mergers and acquisitions, and equity swaps. When enterprises in the database merge with or acquire key enterprises or projects in industrial chains outside the city, counties and districts are encouraged to provide support in accordance with relevant policies; major merger and acquisition projects may be supported on a case-by-case basis.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Development and Reform Commission, Municipal Investment Promotion Bureau, Municipal Commerce Bureau, Municipal Finance Bureau, and governments (administrative committees) of all counties and districts)
IV. Support Policies
All counties, districts, and relevant departments shall ensure that enterprises in the database fully benefit from existing business-friendly policies. Relevant departments shall coordinate the use of provincial and municipal policies for high-quality manufacturing development to support leading enterprises in becoming stronger and more competitive.
(1) Listed enterprises may enjoy the following policies
1. Support for talent team development. In collaboration with renowned domestic and international universities, organize annual training for 30 senior managers from listed enterprises and give priority to recommending entrepreneurs from these enterprises for the “Central Plains Entrepreneur Leading Talent” program. Organize special events at the Provincial Talent Recruitment and Innovation Development Conference to precisely attract high-end talent teams. 2. Reduce enterprise production costs. Implement the “standard land” transfer system for industrial land, prioritizing the land needs of listed enterprises to ensure their introduced projects are implemented as quickly as possible. Strengthen electricity allocation for listed enterprises and actively promote the participation of manufacturing enterprises in market-based electricity trading to reduce production costs. 3. Increase financial support. Implement the “green channel” system for listed companies on the stock exchange, support listed companies in raising funds through non-financial corporate debt financing instruments in the interbank bond market, and broaden direct financing channels. Encourage banks to collaborate with venture capital firms, guarantee institutions, and other financial institutions to innovate investment-lending linkage models. (2) Leading enterprises may enjoy the following policies
1. Support for enterprise transformation and upgrading. Key technical transformation projects implemented by leading enterprises will be given priority for applications for support from the Provincial Special Fund for High-Quality Development of Manufacturing. The maximum subsidy per project will be increased from 10 million yuan to 20 million yuan, with the subsidy amount not exceeding 30% of the total investment in the technical transformation project. Eligible “machine-replacing-labor” demonstration projects will be included in the scope of technical transformation project support and granted a subsidy of no more than 30%.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Finance Bureau)
2. Support the development of strategic emerging industries. For leading enterprises in strategic emerging industries whose annual operating revenue exceeds 1 billion yuan, 2 billion yuan, 3 billion yuan, or 4 billion yuan for the first time, the relevant local government will provide one-time rewards of 200,000 yuan, 300,000 yuan, 400,000 yuan, or 500,000 yuan, respectively. 3. Support the development of traditional leading enterprises. For enterprise groups (excluding real estate development enterprises) whose annual revenue exceeds 5 billion yuan, 10 billion yuan, 15 billion yuan, or 20 billion yuan for the first time in a given year, the relevant local government will provide financial rewards of 1 million yuan, 2 million yuan, 3 million yuan, or 4 million yuan, respectively. V. Implementation
(1) Strengthen Organizational Leadership. The Municipal Leading Group for Building a Strong Manufacturing City shall oversee the cultivation of leading enterprises, promote policy implementation, and coordinate the resolution of major issues. A regular consultation and communication system for the cultivation of leading enterprises shall be established to report on progress, deploy key tasks, and coordinate the resolution of difficulties and problems faced by enterprises.
(2) Improve Working Mechanisms. The Municipal Bureau of Industry and Information Technology is responsible for organizing and implementing the Leading Enterprise Cultivation Initiative. It shall, in conjunction with relevant departments, formulate annual work plans and evaluation indicator systems, establish and improve a statistical monitoring system for the cultivation of leading enterprises, and strengthen evaluation and management of enterprises.
(3) Foster Collaborative Efforts. Departments such as Development and Reform, Finance, Statistics, Science and Technology, and Taxation shall, in accordance with their respective responsibilities, formulate and refine support measures and ensure the implementation of key tasks. All counties and districts shall, based on local conditions, formulate relevant work plans and supporting policy measures to cultivate key local enterprises and effectively manage the application, recommendation, and service support for enterprises included in the database.
