Implementing Opinions on Promoting the High-Quality Development of Tourist B&Bs

People’s Governments of All Counties and Districts, All Administrative Zones and Development Zones, and Relevant Municipal Government Departments:

To implement the spirit of General Secretary Xi Jinping’s important speech delivered during his inspection of the revolutionary base areas in Xinyang, Henan Province, further standardize the tourism homestay industry, enhance service quality, promote high-quality development, and contribute to realizing the development vision of “A Better Life in Xinyang,” the following implementation opinions are hereby put forward to promote the high-quality development of the tourism homestay industry in our city.

I. General Requirements

(1) Basic Principles

1. Government Guidance and Multi-Party Participation. Adhere to the principle of government guidance and market-driven development. Through policy support, environmental infrastructure, and other measures, guide industrial and commercial enterprises, farmers’ professional cooperatives, and rural residents to participate in the construction, renovation, and operation of tourism homestays.

2. Adapt to Local Conditions and Emphasize Distinctiveness. We will adhere to the principles of planning first and setting exemplary models. By leveraging local resource endowments and market foundations, we will concentrate efforts on creating a number of tourism homestay clusters characterized by distinct regional features, diverse product types, and comprehensive service facilities.

3. Balanced Coordination and Orderly Regulation. Integrate the development of homestays with urban and rural planning, comprehensive tourism development, and rural revitalization to stimulate local economic growth and increase residents’ income. Simultaneously, advance a combination of deregulation and oversight by streamlining approval procedures for tourism homestays and strengthening mid- and post-operation supervision to ensure the healthy, standardized, safe, and orderly development of the tourism homestay industry.

4. Green Development, Joint Construction and Shared Benefits. We will prioritize ecological conservation, utilize ecological resources in a scientific and reasonable manner, emphasize positive interaction with the surrounding environment, strictly adhere to ecological red lines, and strictly comply with laws and regulations. We will continuously improve rural infrastructure and public service facilities, purify the rural environment, regulate architectural styles, and create tourist destinations that are shared by both residents and visitors.

(II) Development Goals

Implement the “11462” Project (establish the “Beautiful Life, Travel and Live in Xinyang” homestay brand; cultivate 10 model villages for distinctive tourism homestays; create 4 themed tourism homestay routes (“Spirit of the Dabie Mountains,” “Enchanting Tea Country,” “Yu Style and Chu Charm,”"Huai River Homes"), and establish 6 key counties and districts for tourism homestays (Xin County, Shangcheng County, Guangshan County, Luoshan County, Shihe District, and Pingqiao District) as well as 2 tourism homestay clusters (Jigongshan Administrative Area and Nanwanhu Scenic Area). By the end of 2023, the city will have over 300 tourism homestays (including more than 30 graded homestays) and provide over 3,000 guest beds,achieving large-scale development of the tourism homestay industry. Xinyang’s tourism homestay sector will firmly maintain its position among the top tier in the province, forming a development landscape characterized by distinctive features, standardized management, high-quality service, provincial leadership, and national recognition.

II. Key Tasks

(1) Emphasize Planning-Led Development. All counties, districts (administrative zones, and development zones) shall identify key areas for tourism homestay development based on local resource endowments and industrial characteristics, and reasonably plan the industrial layout. Efforts shall be made to revitalize idle resources by actively exploring models such as buyback, leasing, exchange, and exit, utilizing traditional buildings, old courtyards, former factory buildings, former school buildings, and idle farmhouses for tourism homestay development.Continuously improve the infrastructure and public service facilities for tourism homestays. In tourism homestay clusters and model villages for distinctive tourism homestays, ensure the “Three Connections” (access to public transportation, internet, and logistics) and the “Four Facilities” (tourist centers, shopping venues, parking lots, and signage). Encourage the use of tourism homestays as a core to enhance the quality of the surrounding environment, create a number of A-level tourist attractions and model villages for rural tourism, and expand new development space for the tourism homestay industry.(Responsible Units: Municipal Bureau of Culture, Radio, Television, and Tourism; Municipal Bureau of Natural Resources and Planning; Municipal Bureau of Ecology and Environment; Municipal Bureau of Housing and Urban-Rural Development; Municipal Bureau of Transportation; Municipal Bureau of Water Resources; Municipal Bureau of Agriculture and Rural Affairs; People’s Governments of all counties and districts; all administrative zones and development zones)

(2) Strengthen Policy Support. Strengthen land use guarantees by prioritizing the use of existing rural collective construction land and idle land for the development of tourism homestays. Encourage rural collective economic organizations to develop tourism homestays through self-operation, leasing, equity participation, and joint ventures. Each county, district (administrative zone, development zone) shall allocate a certain amount of new construction land quotas annually to ensure the development of tourism homestay projects.The municipal government will establish a cultural and tourism industry development fund to guide and support the healthy development of the homestay industry; the municipal finance department will allocate special funds annually to support the construction of tourism homestay clusters and model villages for distinctive tourism homestays, as well as to provide subsidies and rewards for graded and boutique homestays; all counties, districts (administrative zones, development zones) shall allocate special funds for the development of the tourism homestay industry.All departments at all levels must fully implement relevant national, provincial, and municipal policies on fee reductions and exemptions, guide financial institutions to innovate financial products and services, and provide adequate financial support for the development of tourism homestays. Support insurance institutions in launching insurance products tailored to the operational characteristics of tourism homestays. (3) Strengthen Standardized Management. Issue the “Xinyang City Tourism Homestay Management Measures” to clarify the city’s positioning for the tourism homestay industry, industry standards, service norms, and management responsibilities. Simplify the application procedures for tourism homestays, advance the “streamlining administration, delegating power, and improving services” reform, innovate management measures, strengthen categorized guidance, and improve the regulatory mechanism for the tourism homestay industry.All counties, districts (administrative zones, and development zones) must fulfill their local regulatory responsibilities, organize relevant industry departments to conduct routine supervision and guidance, and standardize the operation and management of tourism homestays. Establish the Xinyang Tourism Homestay Association to guide tourism homestay operators toward resource sharing, industry self-regulation, safe operations, and orderly development.(Responsible Units: Municipal Bureau of Culture, Radio, Television, and Tourism; Municipal Public Security Bureau; Municipal Bureau of Ecology and Environment; Municipal Health Commission; Municipal Market Regulation Bureau; Municipal Bureau of Government Affairs and Big Data; Municipal Fire and Rescue Detachment; People’s Governments of all counties and districts; all administrative districts and development zones)

(IV) Emphasize Demonstration and Leadership. Combine comprehensive advancement with targeted breakthroughs. Implement the “Beautiful Life, Living in Xinyang” Specialized Tourist Homestay Development Demonstration Project, identifying a batch of high-quality tourist homestay pilot projects each year to pioneer new approaches and accumulate experience. Regularly organize citywide tourist homestay design competitions, hold exhibitions of outstanding tourist homestay cases, and establish a directory of renowned tourist homestay design firms to guide high-quality construction and development of tourist homestays.Implement a quality grading and evaluation system for tourism homestays, vigorously carry out grading evaluations, standardize the use of grading labels, and implement annual dynamic management. For newly rated national Class A, Class B, and Class C tourism homestays, provide one-time rewards of 100,000 yuan, 50,000 yuan, and 30,000 yuan, respectively;Newly rated provincial 5-star, 4-star, and 3-star rural tourism homestays will receive one-time rewards of 50,000 yuan, 30,000 yuan, and 10,000 yuan, respectively. Those designated as Henan Province Premium Tourism Homestays in the same year will receive a one-time reward of 50,000 yuan; this award is not cumulative. Tourism homestay clusters and model villages for distinctive tourism homestays will receive one-time support rewards of up to 500,000 yuan and 300,000 yuan, respectively.After a homestay is rated, if it accommodates 4,000 or more overnight guests from outside Xinyang City within one year (as verified by the public security registration system), it will receive a one-time subsidy of 50,000 yuan; if it accommodates 4,000 or more overnight guests from within Xinyang City (as verified by the public security registration system), it will receive a one-time subsidy of 30,000 yuan. (5) Innovate Operational Models. Encourage willing enterprises, organizations, and individuals to renovate existing housing or lease residential properties to operate tourist homestays. Promote cooperative development models such as “farmers + cooperatives” and “companies + farmers,” and guide people from all sectors of society to return to their hometowns to start businesses and operate tourist homestays.Actively attract brand-name homestay enterprises, well-known platform companies, and specialized teams to participate in the development of model homestay projects, and encourage professionals in fields such as culture, technology, and design, as well as college graduates, to invest in and develop homestay projects. Fully leverage the technological advantages of the internet economy to improve the operational efficiency of homestays, expand “Internet Plus” marketing channels, attract guests through mobile apps and well-known e-commerce platforms, and encourage homestays to adopt multiple payment methods such as Alipay and WeChat QR code scanning.Innovate “tourism homestay concierge” management services, leverage the strengths of professional teams and technical talent, strengthen planning and design as well as management innovation, and focus on cultivating a group of tourism homestay chain enterprises. (6) Building Distinctive Brands. Develop personalized and themed tourist homestays, promote structural optimization, brand building, and service enhancement, and cultivate a group of tourist homestay brands with market influence. Leverage the exemplary role of model cases; through brand cultivation, brand introduction, and corporate integration, advance the chain-based, networked, and specialized development of tourist homestay enterprises.All counties and districts should highlight local characteristics and explore integrated development models such as “homestays + intangible cultural heritage,” “homestays + art,” “homestays + bookstores,” and “homestays + folk customs,” with a focus on building local brands; guide operators to pursue innovative development, emphasize the individuality and thematic focus of standalone tourist homestays, and create a group of well-known, high-end tourist homestay brands, thereby forming a tourist homestay industry model characterized by “one village, one specialty; one household, one theme; one building, one scenic view.”Organize the Xinyang Tourism Homestay Brand Design Competition and the Themed Tourism Homestay Route Design Competition to establish the brand image of Xinyang’s local tourism homestays and themed tourism homestay routes. Implement unified branding, unified promotion, and unified marketing to enhance the visibility and influence of our city’s tourism homestay brands.Support the Tourism Homestay Association in integrating resources to build the “Beautiful Life, Live in Xinyang” online platform. Actively conduct online marketing to expand the guest market for homestays and create a multifunctional business platform to boost the development of Xinyang’s tourism homestay industry. (7) Building a Talent Pool. Intensify efforts to attract high-level talent and actively implement relevant talent policies for individuals who come to Xinyang to invest, engage in tourism homestay management, and possess advanced degrees or extensive practical experience. Implement the “Thousand-Person Tourism Homestay Training Program.” Relying on the Dabie Mountain Homestay Academy and the tourism colleges of local universities, organize specialized training courses for tourism homestay management and staff by category and level, with a focus on cultivating a high-quality workforce for the tourism homestay sector.Each year, select a group of outstanding university graduates to establish tourism homestay startups and provide them with support and incentives. Each year, prioritize support for a group of “Tourism Homestay Economic Leaders” and “Women Entrepreneurs in Tourism Homestays.” (Responsible Units: Municipal Bureau of Culture, Radio, Television, and Tourism; Municipal Bureau of Human Resources and Social Security; Municipal Women’s Federation; People’s Governments of all counties and districts; all administrative zones and development zones)

III. Support Measures

(1) Strengthen Organizational Leadership. Establish a municipal joint conference system for the high-quality development of tourism homestays, chaired by a municipal government official in charge of the sector and involving relevant municipal departments to coordinate the development of the city’s homestay industry. Matters related to public security, fire safety, and public health shall be led and managed by the respective functional departments.An office for the Joint Conference will be established within the Municipal Bureau of Culture, Radio, Television, and Tourism, with the bureau’s principal official serving concurrently as the office director. Local management at the county and district levels will be strengthened; the people’s governments of each county and district (including administrative zones and development zones) must effectively strengthen organizational leadership, enhance regulatory guidance and supervision, and promote the healthy development of the tourism homestay industry. 

(2) Strengthen Coordination and Cooperation. The Municipal Bureau of Culture, Radio, Television, and Tourism shall take the lead in formulating industry standards for tourism homestays, as well as in brand cultivation and promotion.Member units of the Joint Conference—including the Municipal Public Security Bureau, Finance Bureau, Human Resources and Social Security Bureau, Natural Resources and Planning Bureau, Housing and Urban-Rural Development Bureau, Transportation Bureau, Water Resources Bureau, Agriculture and Rural Affairs Bureau, Health Commission, Market Regulation Bureau, Urban Management Bureau, Ecology and Environment Bureau, Government Big Data Bureau, and Municipal Women’s Federation—shall strengthen coordination and collaboration around the tasks of developing the tourism homestay industry. They shall ensure the implementation of relevant policies, provide operational guidance, investigate and punish illegal and non-compliant activities in accordance with the law, and jointly advance the development of the tourism homestay industry.  

(3) Strengthen Assessment and Supervision. Establish an evaluation system for the high-quality development of tourism homestays. Incorporate the work on high-quality development of tourism homestays into the annual performance evaluations conducted by the Information and Credit Promotion Office for all counties, districts (administrative zones, development zones), and relevant municipal departments. Maintain detailed work records, improve mechanisms such as quarterly reports and semi-annual inspections, and intensify the rigor of performance evaluations.Strengthen monitoring and analysis of the economic operations of tourism homestays to accurately and promptly grasp the operational trends of the city’s tourism homestay industry, thereby enhancing the timeliness, foresight, relevance, and guidance of such analyses.

(4) Strengthen Publicity and Guidance. Make full use of media such as the internet, television, newspapers, and new media to vigorously promote new concepts, approaches, experiences, and exemplary models in the development of tourism homestays, thereby guiding more social forces to care about and support the development of tourism homestays.Fully mobilize the enthusiasm and initiative of rural residents, urban residents, and social capital to participate in the development of tourism homestays. Effectively market and promote tourism homestay brands. By planning premium tourism homestay itineraries and hosting promotional events for distinctive homestays, foster a favorable social environment for the high-quality development of the tourism homestay sector.

These Implementation Guidelines shall take effect upon issuance.
