These Detailed Rules are hereby formulated to thoroughly implement the innovation-driven development strategy, ensure the effective implementation of all innovation initiatives, promote the rapid development of strategic emerging industries in our city, foster significant growth in the number of innovative enterprises and in society-wide R&D investment, leverage the supporting and leading role of innovation in high-quality development, and standardize the management of funds for scientific and technological innovation.
I. Eligible Applicants
Enterprises and institutions registered and established within the municipal area that possess independent legal person status, as well as natural persons (with good credit standing) eligible for relevant innovation policies, who meet the provisions of the relevant clauses of the science and technology innovation policies, pay their principal taxes within the municipal area, and implement projects within the municipal area.
II. Management Process
The process shall follow the procedure of “entity application, preliminary review by the competent authority, departmental deliberation, and public announcement via media.”
(1) User Registration. For first-time applicants, log in to the Henan Government Service Portal (http://www.hnzwfw.gov.cn) to register and complete real-name authentication.
(2) Information Submission. Project applicants shall log in to the “Anyang City Science and Technology Project Management Information System (http://111.6.36.142:8082/)” in accordance with the guidelines to complete the project application form. Legal representatives shall log in to the system to review the project and submit it to the competent science and technology authority (unit).
(3) Review and Recommendation. The competent science and technology authority (or unit) shall review the authenticity, compliance, and completeness of the application materials in accordance with the application guidelines and relevant requirements, and recommend the project.
(4) Project Acceptance. The Science and Technology Bureau’s administrative service window will centrally accept applications. The Municipal Science and Technology Bureau (or a third-party agency it has commissioned) will review the application materials or conduct a formal review before centrally approving or evaluating them.
(5) Site Visits and Evaluation. The Municipal Science and Technology Bureau conducts on-site inspections of the projects, selects projects for evaluation, and organizes experts to conduct a unified evaluation (and approval) of the selected projects.
(6) Public Announcement of Results. Projects proposed for funding support are publicly announced on the Municipal Science and Technology Bureau’s official website (http://ayskjj.anyang.gov.cn/) or through other media channels.
(7) Disbursement of Funds. If no objections are raised during the public notice period or after a review of relevant objections, the applicant will sign a “Project Task Book” with the competent science and technology authority. The funding will be disbursed directly to the applicant’s account within 30 days of the signing of the “Project Task Book.”
III. Funding Disbursement and Application Timeline
(1) Science and Technology Program Projects. These include Major Science and Technology Special Projects (including “Challenge-Based” projects), Key R&D and Promotion Special Projects (scientific and technological breakthroughs, international scientific and technological cooperation, soft science research), and Technology Innovation Guidance Special Projects (open scientific and technological cooperation, industry-university-research collaboration). Funding for the current year’s projects will be disbursed within one month after the Municipal People’s Congress approves the fiscal year budget, and the application notice for the following year will be issued in June of each year.
(2) Post-Event Incentive and Subsidy Projects. For various innovative enterprises, platforms, and entities—such as high-tech enterprises, engineering technology research centers, and key laboratories—that were recognized or approved by national, provincial, or municipal authorities in the previous year, as well as post-event policy incentive and subsidy projects, application notices are issued in June of each year.
Specific application deadlines shall be subject to the notices published on the Municipal Science and Technology Bureau’s official website. Applications submitted after the deadline will be deemed automatically withdrawn and will no longer be accepted.
IV. Eligibility Criteria and Application Materials
Eligibility criteria and required materials shall be determined by the application notice issued by the Municipal Science and Technology Bureau, based on the project category.
(1) Support for the Construction of Various R&D Platforms
1. Rewards for National Key Laboratories and National Technology Innovation Centers
Policy Details: A one-time grant of 50 million yuan will be awarded to National Key Laboratories and National Technology Innovation Centers that have been recognized or introduced.
Eligibility Criteria: National Key Laboratories and National Technology Innovation Centers recognized in the previous calendar year.
Application Materials: Approval documents for National Key Laboratories and National Technology Innovation Centers; Application Form for Post-Approval Subsidy Projects.
2. Incentives for National-Level Enterprise Technology Centers
Policy Details: A one-time grant of 10 million yuan will be awarded to newly recognized National Enterprise Technology Centers.
Eligibility Criteria: National-level enterprise technology centers recognized in the previous year.
Application Materials: Approval documents for the National Enterprise Technology Center; Application Form for Post-Approval Subsidy Projects.
3. Provincial Laboratory and Provincial Technology Innovation Center Incentives
Policy Details: A one-time grant of 1 million yuan will be awarded to newly recognized provincial laboratories and provincial-level technology innovation centers.
Eligibility Criteria: Provincial laboratories and provincial technology innovation centers recognized in the previous year.
Application Materials: Approval documents for the Provincial Laboratory or Provincial Technology Innovation Center; Application Form for Post-Approval Subsidy Projects.
4. Incentives for Platforms Including Provincial Key Laboratories, International Joint Laboratories, Engineering Technology Research Centers, Field Scientific Observation and Research Stations, Enterprise Technology Centers, Engineering Laboratories, and Engineering Research Centers
Policy Details: A one-time grant of 300,000 yuan will be awarded to newly designated provincial key laboratories, international joint laboratories, engineering technology research centers, field scientific observation and research stations, clinical medical research centers, enterprise technology centers, engineering laboratories, engineering research centers, and other similar platforms.
Eligibility Criteria: Platforms such as Provincial Key Laboratories, International Joint Laboratories, Engineering Technology Research Centers, Field Scientific Observation and Research Stations, and Clinical Medical Research Centers that were recognized in the previous year.
Application Materials: Approval documents for provincial key laboratories, international joint laboratories, engineering technology research centers, field scientific observation and research stations, clinical medical research centers, and other platforms; application form for post-approval subsidy projects.
5. Incentives for Municipal Key Laboratories, Engineering Technology Research Centers, Clinical Medical Research Centers, Enterprise Technology Centers, and Other Platforms
Policy Details: A one-time reward of 100,000 yuan will be granted to newly recognized municipal key laboratories, engineering and technology research centers, and enterprise technology centers.
Eligibility Criteria: Municipal Key Laboratories, Engineering Technology Research Centers, Clinical Medical Research Centers, and similar platforms recognized in the previous year.
Application Materials: Approval documents for Municipal Key Laboratories, Engineering Technology Research Centers, and Clinical Medical Research Centers; Application Form for Post-Approval Subsidy Projects.
6. Performance-Based Matching Grants for National and Provincial R&D Platforms
Policy Details: For all types of national and provincial R&D platforms that pass performance evaluations at the “qualified” level or higher and receive funding support, a reward will be granted at a 1:1 ratio based on the amount of support received.
Eligibility Criteria: National and provincial R&D platforms that received performance evaluation awards and subsidies from higher-level authorities in the previous year.
Application Materials: Performance evaluation results for national and provincial R&D platforms; proof of receipt of funds disbursed by higher-level authorities; application form for post-approval grant projects.
7. Municipal R&D Platform Performance Evaluation Incentives
Policy Details: Municipal-level R&D platforms will undergo performance evaluations every two years. Platforms rated “Excellent” will receive a reward of 100,000 yuan, and those rated “Good” will receive 50,000 yuan. Platforms rated “Pass” will receive no reward or subsidy. A single “Fail” rating will result in a warning, and two consecutive “Fail” ratings will result in the revocation of their municipal-level R&D platform designation.
Eligibility Criteria: R&D platforms that received an “Excellent” or “Good” rating in the previous year’s municipal performance evaluation.
Application Materials: Documentation of the municipal R&D platform’s performance evaluation results; Application Form for Post-Approval Subsidy Projects.
8. Two-Way Subsidies for the Public Access and Sharing of Research Facilities and Instruments
Policy Content: The public opening and sharing of research facilities and instruments refers to the act of incorporating the research facilities and instruments of an institution (managing entity) into the municipal shared service platform for public access, enabling non-affiliated entities, innovation and entrepreneurship teams, and other user units to utilize them for scientific research, technological development, and other innovation activities.The government provides performance-based awards and subsidies to managing entities for the open-access and shared-use services of their research facilities and instruments, as well as subsidies to user entities for their expenditures on using such services. The total award and subsidy amount for a single entity shall not exceed 100,000 yuan.
Eligibility Criteria: Managing entities that have incorporated their research facilities and instruments into the municipal shared service platform for public access; user entities that are registered on the municipal shared service platform and utilize the research facilities and instruments available on the platform to conduct scientific research, technological development, and other innovation and technology activities.
Application Materials:
Managing entities must provide the “Anyang City Large-Scale Scientific Instrument and Facility Sharing Service Performance Subsidy Application Form”; testing service agreement (contract); proof of payment; and a report on sharing service operations.
User units must provide the “Anyang City Subsidy Application Form for Instrument and Facility Usage Fees of Small and Medium-Sized Technology Enterprises”; testing service agreement (contract); proof of payment; and a summary table of testing projects for which subsidies are requested.
(2) Support for the Development of Various Incubation Platforms
1. Rewards for National, Provincial, and Municipal Science and Technology Enterprise Incubators (University Science Parks)
Policy Details: A one-time reward of 2 million yuan will be granted to newly recognized national-level specialized incubators; newly recognized national, provincial, and municipal-level science and technology enterprise incubators (university science and technology parks) will receive one-time rewards of 1 million yuan, 500,000 yuan, and 300,000 yuan, respectively.
Eligibility Criteria: National, provincial, and municipal-level science and technology enterprise incubators (university science and technology parks) recognized in the previous year.
Application Materials: Approval documents for national, provincial, and municipal science and technology enterprise incubators (university science and technology parks); application form for post-approval subsidy projects.
2. Rewards for National, Provincial, and Municipal-Level Maker Spaces (Star Innovation Spaces)
Policy Details: A one-time reward of 1 million yuan will be granted to newly recognized national-level specialized maker spaces; newly recognized national, provincial, and municipal-level maker spaces (Star Innovation Spaces) will receive one-time rewards of 500,000 yuan, 200,000 yuan, and 100,000 yuan, respectively.
Eligibility Criteria: National, provincial, or municipal-level maker spaces (Star Innovation Spaces) recognized in the previous year.

3. Rewards for National, Provincial, and Municipal Agricultural Science and Technology Parks
Policy Details: One-time rewards of 1 million yuan, 300,000 yuan, and 100,000 yuan will be granted to newly designated national, provincial, and municipal agricultural science and technology parks, respectively.
Eligibility Criteria: National, provincial, and municipal agricultural science and technology parks recognized in the previous year.
Application Materials: Approval documents for national, provincial, and municipal agricultural science and technology parks; Application Form for Post-Approval Subsidy Projects.
4. Incentives for High-Tech Enterprise Designation for Companies in Various Incubation Facilities
Policy Details: For each high-tech enterprise successfully incubated and passing its initial certification, the incubator will receive a 50,000 yuan reward. For each science and technology-based small and medium-sized enterprise (SME) successfully registered (for the first time), the incubator will receive a 10,000 yuan reward.
Eligibility Criteria: Incubation facilities that have incubated high-tech enterprises or registered technology-based small and medium-sized enterprises for the first time.
Application Materials: Proof of enterprise registration within the incubator; approval documents for the enterprise’s high-tech enterprise certification; proof of initial filing as a technology-based SME; application form for post-approval subsidy projects.
5. Awards for Winning Innovation and Entrepreneurship Competitions
Policy Details: To encourage local start-ups to participate in the China Innovation and Entrepreneurship Competition, a reward of 200,000 yuan will be granted to any local enterprise that wins an award in the Henan Provincial Finals of the competition.
Eligibility Criteria: Start-up enterprises that have won awards in the Henan Regional Finals of the China Innovation and Entrepreneurship Competition.
Application Materials: Award certificate from the Henan Regional Finals of the China Innovation and Entrepreneurship Competition; Application Form for Post-Approval Subsidy Projects.
(III) High-Tech Enterprise Certification Reward
1. Reward for First-Time High-Tech Enterprise Certification
(1) Reward for Enterprises of a Certain Scale in Strategic Emerging Industries Certified as High-Tech Enterprises
Policy Details: Priority incentives will be provided to enterprises of a certain scale in the strategic emerging industries sector that are certified as high-tech enterprises. Enterprises with annual sales revenue of 50 million yuan or more will receive a reward of 500,000 yuan, while those with annual sales revenue below 50 million yuan will receive a reward of 350,000 yuan.
Eligibility Criteria: First-time recognition as a National High-Tech Enterprise (with sales revenue from strategic emerging industries accounting for no less than 70% of total sales revenue in the previous year).
Application Materials: High-tech enterprise certification documents; application form for post-approval subsidy projects; proof of the previous year’s total revenue and revenue from strategic emerging industries.
(2) Reward for Other Enterprises Recognized as High-Tech Enterprises
Policy Details: Other enterprises recognized as high-tech enterprises for the first time will receive a reward of 150,000 yuan.
Eligibility Criteria: First-time recognition as a National High-Tech Enterprise.
Application Materials: Certificate of High-Tech Enterprise Recognition from the previous year; Application Form for Post-Approval Subsidy Projects.
2. Reward for Re-certification as a High-Tech Enterprise
Policy Details: Other enterprises that were initially recognized as high-tech enterprises will receive a reward of 50,000 yuan upon successful re-certification; those that pass re-certification three consecutive times will receive a reward of 100,000 yuan. After receiving the reward, the consecutive period will be recalculated.
Eligibility Criteria: Re-certification as a National High-Tech Enterprise.
Application Materials: High-Tech Enterprise Certification Document; Application Form for Post-Approval Subsidy Projects.
3. Incentives for High-Tech Enterprises Relocating from Outside the Municipality
Policy Details: High-tech enterprises currently valid outside the municipal area that relocate their entire operations to our city and complete the change of registration procedures will be awarded according to the standards for the initial recognition of high-tech enterprises.
Eligibility Criteria: A high-tech enterprise with a valid certification from outside the municipal area must relocate its entire operations to our city and complete the change of registration procedures.
Application Materials: High-Tech Enterprise Certification Document; Proof of Corporate Registration Change and High-Tech Enterprise Change Documents; Application Form for Post-Approval Subsidy Projects.
(IV) Vigorously Cultivating Innovation-Driven Enterprises
1. Incentives for “Unicorn” Enterprises, “Unicorn” Incubation Enterprises, Provincial Innovation Leading Enterprises, Provincial “Gazelle” Enterprises, and Provincial “Chick” Enterprises
Policy Details: Newly certified “unicorn” enterprises, provincial-level innovation leading enterprises, provincial “gazelle” enterprises, and provincial “chickadee” enterprises will receive one-time rewards of up to 10 million yuan, 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively; enterprises included in the provincial “unicorn” cultivation list will receive a 1 million yuan cultivation funding subsidy.
Eligibility Criteria: Newly recognized “unicorn” enterprises, “unicorn” cultivation enterprises, provincial-level leading innovation enterprises, provincial “gazelle” enterprises, and provincial “chickadee” enterprises.
Application Materials: Certification documents for “unicorn” enterprises, “unicorn” cultivation enterprises, provincial-level leading innovation enterprises, provincial “gazelle” enterprises, and provincial “chick-eagle” enterprises; application form for post-approval subsidy projects.
2. Reward for National Technology-Based SMEs Established Within the Last 5 Years That Have Passed Evaluation and Been Included in the Registry Three Consecutive Times
Policy Details: A reward of 10,000 yuan will be granted to national science and technology-based small and medium-sized enterprises established within the past 5 years that have passed the evaluation and been included in the registry for three consecutive times; the consecutive period will be recalculated after the reward is granted.
Eligibility Criteria: National science and technology-based small and medium-sized enterprises established within the past 5 years that have passed the evaluation and been included in the registry for three consecutive times.
Application Materials: Certificates confirming three consecutive successful evaluations and inclusion in the National Science and Technology SME registry; Application Form for Post-Approval Subsidy Projects.
3. Reward for Municipal-Level Innovative Enterprises and Innovative Entrepreneurs
Policy Details: Newly recognized municipal-level science and technology innovation and entrepreneurship enterprises and entrepreneurs will receive awards of 200,000 yuan and 100,000 yuan, respectively;
Eligibility Criteria: Municipal-level science and technology innovation and entrepreneurship enterprises and entrepreneurs recognized in the previous year.
Application Materials: Certification documents for municipal-level science and technology innovation and entrepreneurship enterprises and entrepreneurs; Application Form for Post-Approval Subsidy Projects.
4. Provincial-Level Energy Conservation and Emission Reduction Science and Technology Innovation Demonstration Enterprise Award
Policy Details: The municipal government will award 50,000 yuan to newly recognized provincial-level energy conservation and emission reduction science and technology innovation demonstration enterprises.
Eligibility Criteria: Provincial-level energy conservation and emission reduction science and technology innovation demonstration enterprises recognized in the previous year.
Application Materials: Certification documents for provincial-level energy conservation and emission reduction science and technology innovation demonstration enterprises; application form for post-approval subsidy projects.
(V) Incentives for Innovation Entities to Increase R&D Investment
1. Increasing Fiscal Subsidies for Corporate R&D Expenditures
Policy Details: Increase fiscal subsidies for R&D expenses of industrial enterprises above a certain scale. In addition to implementing provincial policies, further subsidies will be provided for the incremental portion of R&D expenses. Enterprises receiving fiscal subsidies for R&D expenses for the first time, as well as those included in the R&D expense statistics, will receive a subsidy equivalent to 5% of the previous year’s R&D expenses (up to 6 million yuan), including rewards for personnel responsible for aggregating R&D expenses.Enterprises receiving fiscal subsidies for R&D expenses for the second or subsequent time will be subsidized at 20% of the year-over-year increase in R&D expenses (compared to the highest value of R&D expenses for which fiscal subsidies were received in the past three years), up to a maximum of 8 million yuan. For enterprises not included in the R&D expense statistics, annual R&D investment must be 500,000 yuan or more.
For individual legal entities with annual R&D expenditures exceeding 1 billion yuan (inclusive), the cumulative total of all fiscal awards and subsidies shall not exceed 10 million yuan; for those with expenditures between 500 million yuan (inclusive) and 1 billion yuan (exclusive), the cumulative subsidy shall not exceed 8 million yuan; for those with expenditures between 100 million yuan (inclusive) and 500 million yuan (exclusive), the cumulative subsidy shall not exceed 6 million yuan; for those with expenditures between 50 million yuan (inclusive) and 100 million yuan (exclusive), the cumulative subsidy shall not exceed 4 million yuan;and for those with annual R&D expenditures of 50 million yuan (exclusive) or less, the cumulative maximum subsidy is 2 million yuan.
Eligibility Criteria: Enterprises that classify and aggregate R&D expenses within the prescribed scope, have R&D expenses properly reflected in the statistical reporting system, and had R&D expenditures of 500,000 yuan or more in the previous fiscal year.
Application Materials: Proof of the enterprise’s R&D investment for the previous year; proof of the enterprise’s R&D statistics for the previous year (to be provided by enterprises participating in statistical reporting); supporting materials demonstrating that the enterprise has completed the declaration and enjoyed the preferential policy of additional pre-tax deduction for R&D expenses during the annual corporate income tax settlement (enterprises that have not declared or enjoyed the preferential policy of additional pre-tax deduction for R&D expenses shall provide an R&D expenditure review form issued by a qualified accounting firm).
Note: “R&D expenses” refer to the portion funded by the enterprise’s own capital based on the amount eligible for the pre-tax additional deduction in the previous year; “incremental subsidy” refers to the increase in the enterprise’s R&D expenses in the previous year compared to the highest value of R&D expenses in prior years.
2. Encouraging Enterprises to Tackle Major Key Technological Challenges
Policy Details: Focusing on key core technologies for the city’s leading and priority industries, as well as major scientific and technological achievements urgently needed for industrial development, a nationwide call for proposals will be launched for “Challenge-Based” projects. “Challenge-Based” projects will be supported through a “single approval, phased disbursement” mechanism. Funding will be approved at 50% of the technical contract transaction value, with a maximum support amount of 6 million yuan per project.
Eligibility Criteria:
(1) Technology R&D Category. The enterprise must have the capacity to secure the necessary funding for project implementation and possess the supporting infrastructure and conditions for project execution; the project must address cutting-edge technologies, key core (generic) technologies, as well as critical components, materials, and processes that are driven by an intrinsic urgent need and cannot be resolved solely through the enterprise’s own technological capabilities;Project specifications, intellectual property ownership, and requirements for bidders must be clearly defined; the implementation period shall generally not exceed three years (calculated from the date of agreement signing), with R&D investment of no less than 3 million yuan; upon successful completion, the project must be prioritized for application within the enterprise, significantly enhancing the enterprise’s core competitiveness, and driving improvements in the technological standards of related industries across the city and even the province; project content must not primarily involve the purchase of large-scale instruments, equipment, or facilities.
(2) Technology Commercialization Category. Universities, research institutions, new-type R&D organizations, technology-based enterprises, or various innovation platforms that possess major scientific and technological achievements that are relatively mature and meet the industrial needs of our city; possess a strong technical support team for technology commercialization, are capable of actively participating in and assisting with the implementation of commercialization and application plans, and can provide comprehensive technical solutions for project implementation;The achievements must be ready for industrialization and widespread application; through subsequent engineering research and system integration, they can be transformed into generic or key technologies suitable for large-scale production, and no technology transfer cooperation agreement has been reached with relevant entities; the intellectual property rights of the achievements must be clearly defined, with specific target markets and application scopes identified; the expected economic, social, and ecological benefits must be significant, and the project must play a key role in driving the industrial transformation and upgrading of our city;The project implementation period shall generally not exceed 3 years (calculated from the date of agreement signing), and the contract value for technical projects shall be no less than 1 million yuan; the project must not primarily involve the sale of large-scale instruments, equipment, or other facilities.
Application Materials: “Anyang City ‘Challenge-Based’ Major Innovation Demand Application Form”; technology contract; technology transaction invoices and payment vouchers.
3. Rewards for Enterprises Undertaking National-Level Science and Technology Projects or Provincial-Level Major Science and Technology Special Projects
Policy Details: Enterprises undertaking national-level science and technology projects or provincial-level major science and technology special projects will receive matching support at a 1:1 ratio based on the actual funds received for the project, to be used for the enterprise’s R&D activities.
Eligibility Criteria: Enterprises that undertook national-level science and technology projects or provincial-level major science and technology special projects in the previous year.
Application Materials: Project approval documents for provincial-level major science and technology special projects or national-level science and technology projects; funding allocation documents and disbursement vouchers.
4. Funding Support for National, Provincial, and Municipal Foreign Expert Projects
Policy Details: For approved national-level and provincial-level foreign expert projects (including platform-based and talent-based projects), matching funds will be provided at a 1:1 ratio based on the allocated national and provincial funds; municipal-level foreign expert projects will receive 100,000 yuan in support funding.
Eligibility Criteria: Foreign expert projects approved at the national, provincial, or municipal level.
Application Materials: Approval documents for national, provincial, and municipal foreign expert projects; proof of receipt of national and provincial funding; application form for post-approval grant projects.
5. Rewards for Science and Technology Program Projects
Policy Content: Focusing on the functional positioning of science and technology plans, five major categories of science and technology plans have been integrated: Major Science and Technology Special Projects, Technology Innovation Guidance Special Projects, Key R&D and Promotion Special Projects, Innovation System Construction Special Projects, and Basic and Frontier Special Projects.
Eligibility Criteria: The applicant must ensure the availability of matching funds and facilities for the project, and must have established R&D accounting categories and auxiliary accounts for R&D expenditures as required. The project must not have received financial support from municipal-level or higher authorities. The project leader must not have any other government-funded research projects that have not yet been completed or accepted.
For projects applying under the Major Science and Technology Special Projects category, in addition to meeting the above conditions, the following requirements must also be met: The entity must have established R&D platforms such as municipal-level or higher (including municipal-level) key laboratories, engineering and technology research centers, or enterprise R&D centers in the relevant field; or it must be recognized as a high-tech enterprise or a new-type R&D institution registered at the municipal level.For enterprises applying as the applicant, the ratio of audited and approved R&D expenditures to main business revenue in the previous fiscal year must be no less than 1.5% for large and medium-sized enterprises and no less than 3% for other enterprises. This threshold may be appropriately reduced for extra-large enterprises.
Application Materials: Project application form; proof of R&D accounting entries and auxiliary R&D ledgers; other supporting documents specified in the application notice, including intellectual property and technical cooperation agreements.
For applications involving major science and technology special projects, in addition to the materials listed above, the following documents must also be provided: project initiation novelty search report; previous year’s audit report; project feasibility study report; and proof of R&D platform.
(6) Promoting the Transfer, Transformation, and Industrialization of Scientific and Technological Achievements
1. Incentives for the Recognition of Technology Transfer Demonstration Institutions
Policy Details: Recognized national, provincial, and municipal-level technology transfer demonstration institutions will receive award subsidies of 1 million yuan, 500,000 yuan, and 200,000 yuan, respectively.
Eligibility Criteria: National, provincial, and municipal-level technology transfer demonstration institutions recognized in the previous year.
Application Materials: Approval documents for national, provincial, and municipal-level technology transfer demonstration institutions; application form for post-approval subsidy projects.
2. Incentives for Technology Transfer Institutions Facilitating Technology Commercialization
Policy Details: Technology transfer demonstration institutions that facilitate technology transfer and commercialization will receive a grant equivalent to 3% of the transaction value of the technology contract (as evidenced by technology transaction invoices and payment receipts), with a maximum grant of 1 million yuan.
Eligibility Criteria: Model technology transfer institutions that have facilitated the transfer and commercialization of technological achievements in Anyang and registered such transactions in the technology contract registration system.
Application Materials: Certification documents for the model technology transfer institution; copies of technology transaction contracts and technology contract registration certificates; invoices and payment vouchers for technology achievements; tripartite service contracts signed between the technology transfer institution and the service recipient, along with proof of service revenue; relevant supporting materials demonstrating the commercialization of technology achievements in Anyang; Application Form for Post-Grant Projects (Approval Category).
3. Incentives for Enterprises Engaged in the Commercialization of Scientific and Technological Achievements
Policy Details: For local enterprises that introduce and commercialize advanced technologies and achievements, as well as for cooperative development projects, a subsidy of 30% of the actual transaction value of the technological achievements will be provided to the technology recipient, with a maximum subsidy of 1 million yuan.
Eligibility Criteria: Enterprises that have introduced advanced technologies and achievements from outside the city for commercialization in Anyang.
Application Materials: Certificate of registration and recognition of the technology contract; supporting documents regarding the transfer of intellectual property ownership; the technology contract; invoices or bank payment receipts for the technology transaction amount; the previous year’s financial audit report; and the application form for post-grant subsidy projects requiring approval.
4. Technology Contract Registration Incentive
Policy Details: For technology development and technology transfer contracts, a reward of 5‰ of the actual receipts from the previous year’s technology contracts will be granted to the technology transferor, with a maximum reward of 500,000 yuan per entity; for technology service and technology consulting contracts, a reward of 1‰ of the actual receipts will be granted to the technology service provider, with a maximum reward of 200,000 yuan per entity.
Eligibility Criteria: Entities that have completed the registration of technology contracts.
Application Materials: Certificate of Technology Contract Recognition and Registration; technology contract, invoices and bank payment vouchers for the actual amount of technology transactions; Application Form for Post-Approval Subsidy Projects.
5. Incentives for Technology Contract Certification and Registration Agencies
Policy Details: Technology contract certification and registration agencies that meet annual performance targets will receive a reward of 0.1‰ of the certified technology contract value, with a maximum reward of 200,000 yuan.
Eligibility Criteria: Technology contract certification and registration agencies.
Application Materials: Proof of registration as a technology contract registration agency; supporting documentation for the transaction value of technology contracts; Application Form for Post-Approval Subsidy Projects.
6. Encouraging Social Entities to Establish Science and Technology Awards
Policy Details: Social organizations that have established science and technology awards following the required filing procedures will receive a subsidy equivalent to 50% of the expenses incurred for the evaluation activities, with a maximum subsidy of 1 million yuan.
Eligibility Criteria: Social organizations that have established science and technology awards and have filed the necessary documentation;

7. Matching Rewards for Science and Technology Progress Awards
Policy Details: Recipients of the National Top Science and Technology Award within our city will receive a matching reward of 5 million yuan; the primary completing unit of projects awarded the National Natural Science Award, National Technology Invention Award, or National Science and Technology Progress Award will receive matching rewards of 3 million yuan for the Special Prize, 2 million yuan for the First Prize, and 1 million yuan for the Second Prize; principal contributors from our city who participated in the completed projects will receive 100,000 yuan per person for First Prize and 50,000 yuan per person for Second Prize.Recipients of the Henan Provincial Outstanding Contribution to Science and Technology Award will each receive a matching grant of 1 million yuan; the lead institution for projects awarded the Henan Provincial Natural Science Award, Henan Provincial Technological Invention Award, or Henan Provincial Science and Technology Progress Award will receive matching grants of 300,000 yuan for First Prize, 200,000 yuan for Second Prize, and 100,000 yuan for Third Prize.
Eligibility: Projects or individuals that have received national or provincial awards.

8. Industrial Technology Innovation Strategic Alliance Awards
Policy Details: Newly recognized provincial-level and municipal-level Industrial Technology Innovation Strategic Alliances will receive one-time grants of 200,000 yuan and 100,000 yuan, respectively, from the relevant fiscal authorities.
Eligibility Criteria: Newly recognized provincial- or municipal-level Industrial Technology Innovation Strategic Alliances.
Application Materials: Approval documents for the recognition of provincial- and municipal-level industrial technology innovation strategic alliances from the previous year; Application Form for Post-Approval Subsidy Projects.
9. Reward for Recognition (Filing) of New R&D Institutions
Policy Details: A one-time reward of 500,000 yuan will be granted to recognized provincial-level new R&D institutions; those rated “qualified” or higher in the assessment conducted by the Provincial Department of Science and Technology will receive a subsidy equivalent to 20% of the previous year’s non-fiscal R&D expenditures (up to 1.5 million yuan); those that pass performance evaluations and receive funding support will be awarded a bonus equal to 1:1 of the support amount, with a maximum reward of 1 million yuan.
A 200,000 yuan reward is granted to recognized municipal-level new R&D institutions. Performance management of new R&D institutions will be strengthened through performance evaluations covering technology transfer, business incubation, high-tech enterprise cultivation, patent applications, R&D investment, platform construction, and research projects. Institutions rated “Excellent” will receive a 100,000 yuan reward.
Eligibility Criteria: Newly registered provincial and municipal-level new R&D institutions; provincial-level new R&D institutions that have received a performance evaluation rating of “qualified” or higher; provincial-level new R&D institutions that have received funding support.
Application Materials: Filing documents for the new R&D institution (recognition); performance evaluation results for the new R&D institution; vouchers for non-fiscal R&D expenditure; other relevant supporting documents; application form for approved post-grant projects.
10. Incentives for Introducing High-Level R&D Institutions, Incubators, and Technology Transfer Centers
Policy Details: For R&D institutions, technology commercialization entities, high-level incubators, or technology transfer centers established in our city by leading domestic and international research institutes, renowned universities, central state-owned enterprises, or Fortune Global 500 and China 500 companies, operational funding support of up to 100 million yuan will be provided during the agreement period, based on team size, R&D capabilities, technical fields, and contributions to the city’s industrial development. Support is capped at 20 million yuan annually for a maximum of five years.
Eligibility Criteria: R&D institutions, high-level incubators, and technology transfer centers established in our city by leading research institutes, renowned universities, central state-owned enterprises, as well as Fortune Global 500 and China 500 companies.
Application Materials: Agreements for the establishment of R&D institutions, high-level incubators, or technology transfer centers in our city; supporting documentation demonstrating contributions to our city’s industrial development; the previous year’s financial audit report; and the application form for post-approval subsidy projects.
11. Incentive for Filing of Pilot Production Bases for Science and Technology Achievement Commercialization
Policy Details: A reward of up to 2 million yuan will be granted to provincial-level pilot production bases for the commercialization of scientific and technological achievements that have been registered.
Eligibility Criteria: Newly registered provincial-level pilot bases for the commercialization of scientific and technological achievements.
Application Materials: Approval documents for the newly registered provincial-level pilot bases for the commercialization of scientific and technological achievements; Application Form for Post-Approval Subsidy Projects.
12. Operating Funds for Science and Technology Special Envoys
Policy Details: A working fund of 30,000 yuan will be provided to newly appointed municipal-level science and technology special envoys and their work teams.
Eligibility Criteria: Newly appointed municipal-level science and technology special envoys and their work teams in the current year.
Application Materials: Certification documents for newly appointed municipal-level science and technology special envoys and work teams; Application Form for Post-Approval Subsidy Projects.
13. Rewards for Science and Technology Service Agencies
Policy Details: For any science and technology service agency registered in our city or having a fixed office, if the enterprise it advises is recognized as a high-tech enterprise for the first time, the service agency will receive a 30,000 yuan reward for each successful case. If the service agency continues to provide services after the initial recognition and the enterprise retains its high-tech enterprise status for three years, the service agency will receive a 20,000 yuan reward.For assisting enterprises above the designated scale in establishing national-level or provincial-level innovation platforms, the science and technology service agency will be awarded 1.2 million yuan and 40,000 yuan, respectively; for assisting enterprises below the designated scale in establishing national-level or provincial-level R&D platforms, the agency will be awarded 600,000 yuan and 20,000 yuan, respectively. For guiding enterprises in the aggregation of R&D expenses totaling 5 million yuan or more, a reward of 1‰ of the total amount will be granted. The cumulative reward for a single agency shall not exceed 1.5 million yuan.
Eligibility Criteria: Science and technology service agencies registered in our city that engage in high-tech enterprise application support, enterprise R&D expense aggregation, and the development and cultivation of R&D platforms.
Application Materials: Agreements, payment receipts, and proof of performance regarding high-tech enterprise applications, enterprise R&D expense aggregation, and R&D platform construction and cultivation; Application Form for Post-Approval Subsidy Projects.
V. Supplementary Provisions
1. Applicants are responsible for the authenticity of the submitted materials and must submit a “Letter of Commitment to Integrity and Good Faith.” Any fraudulent activities or misappropriation of funds will result in the recovery of funds, inclusion on a blacklist, and a three-year ban on applying for any policy-based projects; in serious cases, relevant entities and individuals will be held legally accountable.
2. Application materials include, but are not limited to, those required by these Detailed Rules. The competent science and technology authorities may, based on review requirements, request supplementary supporting documents as appropriate.
3. Science and technology authorities at the county (city, district) level shall strengthen project monitoring, follow-up services, and oversight to ensure orderly project implementation. In the event of major unforeseen circumstances during project implementation, the relevant party must promptly report to the science and technology authority and take appropriate measures to safeguard the funds. If project funds cannot be recovered due to force majeure, an application for write-off may be submitted.
4. A cost-sharing mechanism shall be established at all levels of government. For counties (cities), except for funds allocated to major science and technology special projects—which shall be determined on a “case-by-case” basis—all other science and technology funds shall be borne entirely by the county (city) treasury. For municipal districts, except for post-grant subsidies for R&D expenses—which shall be jointly borne by the city and the district in a 4:6 ratio—all other provisions shall be implemented in accordance with the original policy.Effective January 1, 2022, following the implementation of the provincial, municipal, and county (city) fiscal system plan, the cost-sharing policies for each county (city) shall be implemented in accordance with the new fiscal system.
5. Provisions in this policy involving other departments shall be implemented by the relevant competent authorities; application requirements and materials shall follow the guidelines of the relevant competent authorities.
6. Benefits under this policy may not be claimed concurrently with other fiscal policies.
7. The Municipal Science and Technology Bureau shall be responsible for interpreting these detailed rules.
