Chapter 1 General Provisions
Article 1 To leverage the guiding role of fiscal funds, this regulation establishes an incentive mechanism to promote the standardization, greening, and branding of agriculture
, green development, and brand building, and to create an incentive mechanism for the development of the entire green food industry chain,
to pursue a path of agricultural revitalization through quality, green development, and brand strengthening, and to accelerate the high-quality
development, and in accordance with the “Notice of the General Office of the Ministry of Agriculture and Rural Affairs on Issuing the Implementation Plan for the ‘Three Qualities and One Standard’
Standards” Enhancement Action” (Nongban Gui [2021] No. 1), and the “Joint
Communist Party of China Henan Provincial Committee and the People’s Government of Henan Province on Carrying Out Quality Improvement Initiatives”
(Yu Fa [2018] No. 22), and the “Work Deployment by the Office of the Luohe Municipal People’s Government on Adhering to
"Three-Chain Co-structure" to Focus on Building a Comprehensive and Robust Green Food Industry Ecosystem
" (Luo Zheng Ban [2019] No. 63), "Notice of the Luohe Municipal People’s Government Office on
Revising and Issuing the Administrative Measures for the Luohe Mayor’s Quality Award» (Luo Zheng Ban [2018]
76), and in light of the actual conditions of our city, these Measures are hereby formulated.
Chapter II Scope and Eligibility for Awards and Subsidies
Article 2 The scope of awards and subsidies under these Measures includes entities that have obtained the Ministry of Agriculture and Rural Affairs’ Certificate of Registration for Agricultural Product Geographical Indications
, the National Green Food Raw Material Standardized Production Base Certificate, or the National Green

, or an Organic Food Certification Certificate issued by the China Green Huaxia Organic Product Certification Center,
agricultural products registered by the Agricultural Product Quality and Safety Center of the Ministry of Agriculture and Rural Affairs as nationally renowned, distinctive, superior, or novel
, agricultural product regional public brands
, corporate brands, and agricultural product brands. All of the above brands cover the
, aquaculture, and primary processing of agricultural products.
Article 3: The recipients of awards and subsidies under these Measures are enterprises and institutions registered within the jurisdiction of Luohe City that have obtained
the relevant certifications, permits, or certificates specified in Article 2 of these Measures.

Chapter III: Standards and Principles for Incentives and Subsidies
Article 4: The implementation of incentives and subsidies shall be carried out in accordance with the following standards:
(1) Entities that have obtained a Certificate of Registration for Agricultural Product Geographical Indications from the Ministry of Agriculture and Rural Affairs shall be granted a
one-time grant of 100,000 yuan.
(2) Entities that obtain a National Green Food Raw Material Standardized Production Base Certificate or a National
Green Standardized Agricultural Product Production Base Certificate, a one-time grant of 100,000 yuan shall be awarded.
(3) Entities that obtain the Green Food Logo License issued by the China Green Food Development Center or
or an Organic Food Certification Certificate from the China Green Huaxia Organic Product Certification Center (excluding Organic Conversion Certificates
), a one-time grant of 20,000 yuan shall be awarded.
(4) Entities that pass the national registration for famous, special, superior, and new agricultural products
, a one-time subsidy of 20,000 yuan shall be granted.
(5) For agricultural product regional
public brands, corporate brands, or agricultural product brands included in the Ministry of Agriculture and Rural Affairs’ “China Agricultural Brand Directory,” a one-time subsidy of 20,000 yuan shall be granted.

Article 5: The award and subsidy program shall adhere to the following principles:
(1) For products that have obtained the Green Food Logo License from the China Green Food Development Center,
and which have been re-evaluated and had their certificates renewed upon expiration, shall be eligible for a subsidy as if they were newly certified products
.
(2) Where the same product from the same entity meets multiple award and subsidy criteria, awards and subsidies shall be granted in accordance with the highest
incentive standard; no duplicate incentives shall be provided.
(3) Incentives for certified products and brand development may be combined.
(4) No awards or subsidies shall be granted if the originally certified organization has been revoked, deregistered, or had its certification revoked.
Chapter IV: Incentive Procedures
Article 6: The Municipal Bureau of Agriculture and Rural Affairs is responsible for compiling statistics annually in early December on the status of agricultural brand development in the city from December 1
to November 30 of the current year, determine the proposed subsidy amount,
and shall submit them to the Municipal Finance Bureau for approval by December 5. If the full amount of subsidy funds cannot be
allocate the full amount of incentive funds in the current year, the funds shall be carried over to the following year for disbursement.
Article 7 Enterprises, institutions, new types of business
entities, and economic organizations that meet the criteria for awards and subsidies under these Measures shall submit their own applications by December 1 of the year in which they obtain certification.
Article 8: Applicant entities shall complete the application form and submit it together with valid certificates, business
license or social organization registration certificate, the legal representative’s ID card, production records,
certificates of compliance for agricultural products,
to the competent agricultural and rural authorities of each county, district (or functional zone).
Article 9: The competent agricultural and rural authorities of each county, district (or functional zone) shall organize a centralized assessment of the applicants
and submit their assessment recommendations to the Municipal Bureau of Agriculture and Rural Affairs.
Article 10: The Municipal Bureau of Agriculture and Rural Affairs shall conduct a review and solicit opinions from the Municipal Finance Bureau and the Municipal Market Supervision

Bureau, draft the award and subsidy recommendations, and publish them for a seven-day public notice in the Luohe Daily, Luohe Agriculture and Rural Affairs Information
, and other municipal media for a period of 7 days. If no objections are raised during the public notice period, the proposal shall be submitted to the Municipal Government
for approval.
Article 11: Upon approval by the Municipal Government, the Municipal Finance Bureau and the Municipal Bureau of Agriculture and Rural Affairs shall jointly
allocate the incentive and subsidy funds.
Chapter 5: Funding Sources and Management
Article 12: The incentive and subsidy funds shall be allocated from the municipal budget.
Article 13: Agricultural, rural, and financial departments at all levels shall strengthen the supervision
; no unit or individual may withhold, misappropriate, or divert the funds, ensuring that
are used exclusively for their intended purposes.
Chapter 6: Supervision and Evaluation
Article 14: Departments of agriculture and rural affairs, finance, and other relevant departments at all levels shall standardize
operational procedures and conduct rigorous reviews and checks to ensure that the award and subsidy work is fair, impartial, and transparent. For
any entity or individual found to have engaged in fraud, misappropriation, or deception to obtain incentive and subsidy funds, their eligibility to apply shall be revoked, the funds shall be recovered,
, and shall be subject to disciplinary actions such as public censure or inclusion in credit records, depending on the severity of the offense.
Article 15: Units, business entities, and economic organizations that receive awards and subsidies shall attach great importance
the quality and safety of agricultural products, establish a positive brand image, and continuously enhance the social
influence and market share.
Chapter VII Supplementary Provisions
Article 16 The Municipal Bureau of Agriculture and Rural Affairs shall be responsible for interpreting these Measures.
Article 17 These Measures shall take effect from the date of issuance.
