Promoting high-quality development of comprehensive bonded zones and bonded logistics centers

People’s Governments of all prefecture-level cities, the Administrative Committee of the Jiyuan Demonstration Zone, People’s Governments of all counties (cities) under the direct administration of the province, and relevant departments of the Provincial People’s Government:

  To strengthen the development of comprehensive bonded zones and bonded logistics centers in our province, promote the development of an open economy, and accelerate the construction of a strong, open province, the Provincial Government has approved the following opinions, which are formulated in light of our province’s actual conditions. Please ensure their thorough implementation.

  I. Solidly Promote High-Quality Development

  (1) Strengthen Planning, Construction, and Management. Strictly adhere to the planning area and boundaries approved by the state when advancing the construction of comprehensive bonded zones and bonded logistics centers; do not arbitrarily alter territorial spatial plans or land use designations. Reasonably control land use in surrounding areas to reserve space for future development.Conduct evaluations of the investment intensity and land use input-output ratios for projects entering the zones, with a focus on improving land utilization rates and overall operational efficiency. Advance the construction of infrastructure, regulatory facilities, and information platforms within the zones to high standards, ensuring completion and acceptance within the time limits stipulated by the state.

  (2) Accelerate the Implementation of Major Projects. The governments of the prefecture-level cities (Jiyuan Demonstration Zone, hereinafter the same) where the Comprehensive Bonded Zones and Bonded Logistics Centers are located shall attach great importance to project reserves and investment promotion. They shall formulate specialized investment promotion plans, intensify investment promotion efforts, and attract a batch of industrial projects featuring advanced technology, high interconnectivity, and strong driving effects.Newly established comprehensive bonded zones must have landmark industrial projects that have commenced production and operations at the time of acceptance, and a batch of major projects must be in place within 2–3 years of commencing closed-area operations.

  (3) Strengthen fiscal and financial support. Increase support for the construction of comprehensive bonded zones and bonded logistics centers. Encourage the local municipal governments to establish special funds or industrial funds to support the implementation of major projects aligned with the development direction of leading industries. Encourage the participation of social capital in construction, and guide policy-based financial institutions and commercial banks to provide financial services such as credit, export credit insurance, and financing guarantees to enterprises within the zones.

  (4) Promote the development of supporting industrial parks. Support the planning and construction of specialized supporting industrial parks in the vicinity of comprehensive bonded zones and bonded logistics centers to foster the clustering of upstream and downstream enterprises. Promote the integration of functions such as manufacturing, processing, logistics, and services to drive coordinated development.

  II. Orderly Promotion of High-Standard Applications

  (5) Strengthen the Management of Comprehensive Bonded Zone Applications. Applications for the establishment of comprehensive bonded zones must be supported by major projects or industrial clusters and fully consider their role in leading, driving, and promoting the development of the region’s export-oriented economy.Provincial-level cities submitting applications must assume responsibility for the application process, strengthen feasibility studies and planning evaluations, clarify industrial development strategies, and build a robust pipeline of industrial projects. They must ensure that import and export values reach at least 2 billion yuan in the year following the zone’s closure and operation, exceed 5 billion yuan within 3–5 years, and strive to reach 10 billion yuan. Priority support will be given to provincial-level cities with well-operated and mature bonded logistics centers when applying for comprehensive bonded zones.

  (6) Strengthen the management of applications for bonded logistics centers. Applicants for bonded logistics centers must demonstrate a solid track record of import and export performance, a robust export-oriented industrial foundation, and a professional operational team. Applicant prefecture-level cities should actively attract projects to ensure that import and export value reaches at least 500 million yuan in the year following the commencement of operations, and strive to exceed 3 billion yuan within 3 to 5 years.Priority support will be given to prefecture-level cities with well-operating import bonded warehouses and export supervision warehouses that meet the necessary conditions when applying to establish bonded logistics centers.

  (7) Improve the application management mechanism.Coordinate the application process for comprehensive bonded zones and bonded logistics centers across the province. Municipalities submitting applications must strengthen infrastructure development, improve transportation and logistics systems, foster a favorable business environment, and continuously solidify the foundation for their applications. Based on business indicators such as import and export values and industrial foundations in each region, establish a ranking mechanism for applications for comprehensive bonded zones and bonded logistics centers in our province. Strengthen operational guidance, implement dynamic management, and prioritize support for municipalities ranked at the top to carry out their application work.

  III. Accelerating High-Quality Development

  (8) Strengthen Industrial Support. Uphold the principle that “projects are paramount,” identify key industries and sectors, and continuously enhance the role of industrial projects in supporting the development of comprehensive bonded zones and bonded logistics centers.Comprehensive bonded zones are encouraged to leverage local industrial resources and cultivate 1–2 leading industries by focusing on objectives such as establishing processing and manufacturing centers, R&D and design centers, logistics distribution centers, testing and maintenance centers, and sales and service centers. In accordance with the *Guidelines for Projects Suitable for Comprehensive Bonded Zones (2021 Edition)*, efforts should concentrate on key sectors such as advanced manufacturing, smart devices, biomedicine, new energy, and new materials to attract a batch of export-oriented industrial projects to the zones.Support the development of bonded storage, exhibition, and trading operations for automobiles, cultural and artistic goods, and other items; actively foster new technologies, industries, business formats, and models to cultivate new comprehensive competitive advantages. Support the differentiated and specialized development of bonded logistics centers, and actively expand operations such as bonded warehousing, global procurement, and international distribution and delivery.

  (9) Innovate Regulatory Services. Leveraging the China (Henan) International Trade “Single Window,” optimize the regulatory processes for the entry and exit of goods in comprehensive bonded zones and bonded logistics centers to achieve automatic data comparison and automated clearance at checkpoints. Actively explore the application of information technology to promote integrated supervision of bonded and non-bonded goods, as well as bonded supervision across the entire industrial chain both within and outside the zones, thereby meeting the flexible production needs of enterprises across the industrial chain.Expand the functions of port operation zones within comprehensive bonded zones, optimize the process for transferring goods between bonded and non-bonded accounts, and encourage the development of transshipment trade, port-to-warehouse relocation, and domestic sales distribution.Comprehensively promote convenient supervision models such as “entry into the zone first, inspection later” and “release immediately after sampling,” allow the acceptance of third-party assessment and certification results, and support the adoption of enterprise standards that meet the required criteria. Support comprehensive bonded zones in piloting the qualification for general VAT taxpayers, guide processing and manufacturing enterprises within the zones to utilize surplus production capacity to undertake commissioned processing business, and expand the scope of implementing “same production line, same standards, same quality” for domestic and export products to include general consumer goods and industrial products.

  (10) Improve Systems and Mechanisms. Municipalities under provincial jurisdiction where comprehensive bonded zones and bonded logistics centers are located shall further clarify responsibilities, strengthen management structures, improve working mechanisms, and enhance functions related to planning and construction, industrial development, and operational management. Explore the establishment of flexible and efficient mechanisms for talent recruitment and compensation incentives, build professional operational teams, and improve the level of market-oriented operations. Support municipal governments in further delegating management and approval authorities within their jurisdictions to qualified comprehensive bonded zones and optimize service functions.

  (11) Promote coordinated and integrated development. Leveraging aviation and railway ports as well as functional ports for imported pharmaceuticals, automobiles, meat, fruits, and chilled and frozen aquatic products, and capitalizing on the policy advantages of open platforms such as the Zhengzhou Aviation Port Economic Comprehensive Pilot Zone, the Free Trade Pilot Zone, and the Cross-Border E-Commerce Comprehensive Pilot Zone, efforts should be made to encourage comprehensive bonded zones and bonded logistics centers to expand their business scope and pursue business innovation.Implement measures to facilitate the cross-zone circulation of bonded goods, and strengthen cooperation regarding full-chain management of origin within comprehensive bonded zones, as well as the issuance of transshipment certificates and certificates of non-reprocessing. Deepen coordination and collaboration with ports and customs special supervision zones (premises) in coastal and border regions, and encourage the development of “enclave economies” and jointly established industrial parks in other locations.

  (12) Strengthen the application of performance evaluation results. Conduct performance evaluations of comprehensive bonded zone development, using the results as a key basis for promoting high-quality development in these zones. Consolidate the industrial foundation, strengthen project support, and continuously improve the level of construction and development in comprehensive bonded zones. Relying on the China (Henan) International Trade “Single Window,” establish a monitoring mechanism for comprehensive bonded zone operational indicators, implementing “monthly monitoring and quarterly analysis” of operational status to enhance daily monitoring and business guidance.

  Relevant provincial departments shall strengthen work guidance and enhance coordination to form a concerted effort to promote the high-quality development of comprehensive bonded zones and bonded logistics centers. Relevant municipal governments and comprehensive bonded zone management committees shall strengthen organizational leadership, implement work responsibilities, and, based on actual conditions, formulate and implement policy measures to support the high-quality development of comprehensive bonded zones and bonded logistics centers. The Provincial Development and Reform Commission (Provincial Government Port Office) shall strengthen overall coordination and work supervision, and promptly report major issues to the Provincial Government.
