In order to smoothly promote the implementation of "Guiyang National Hi-tech Zone on further accelerating the cultivation of high-tech enterprises policy" (hereinafter referred to as "high-tech enterprise policy") (Zhu Gaoxin Guanfa [2023] No. 2), combined with the actual situation of Guiyang National Hi-tech Zone, the implementation of the rules are hereby formulated.

I. Scope of Support

The support object of these rules is the enterprises explicitly supported in the "High Enterprise Policy".

Two, application standards and application information

Policy terms: "Guiyang National Hi-tech Zone on further accelerating the cultivation of high-tech enterprise policy", Article 6 to support enterprises to strengthen the creation of intellectual property rights. Recognized as a high-tech enterprise in the current year, the enhancement of the enterprise's intellectual property creation ability to be supported: recognized as a high-tech enterprise in the first three natural years, the enterprise in the enhancement of intellectual property creation ability to achieve excellent results, upon determination, given 10,000 yuan reward; enterprises in the enhancement of intellectual property creation ability to achieve good results, upon determination, given 0.5 million yuan reward. The same enterprise will be rewarded according to the "higher" principle.

Application standards:

1. Enterprises have achieved excellent results in the enhancement of intellectual property creation capacity: in the first three natural years of the enterprise being recognized as a high-tech enterprise, the enterprise has obtained two or more intellectual property rights of the first category or one or more intellectual property rights of the first category + five or more intellectual property rights of the second category.

2. Enterprises have achieved good results in the enhancement of intellectual property creation capacity: in the three natural years before the enterprise is recognized as a high-tech enterprise, it has obtained 10 or more intellectual property rights of the second category.

Application materials: a copy of the business license of the enterprise, intellectual property rights certificate and high-tech enterprise certificate with the official seal of the enterprise.

Policy terms: Article 9 of Guiyang National Hi-tech Zone Policy on Further Accelerating the Cultivation of High-tech Enterprises supports dual-creation incubation carriers to strengthen the cultivation of high-tech enterprises. By the incubation carrier management department for the record, identified by the national, provincial, municipal, district-level science and technology business incubators and crowdsource space, the resident enterprises for the first time identified as high-tech enterprises, each identified as a carrier 0.5 million yuan reward.

Application criteria: national, provincial, municipal and district-level science and technology business incubators and crowdsource spaces that have been filed and recognized by the management department of incubation carriers.

Application materials: 1. Recognition materials of dual-innovation carriers provided by relevant departments of the state, province, city and district; 2. Proof of the incubated enterprises (provided by the District Entrepreneurship Service Center); 3. High-enterprise certificates and business licenses of the incubated enterprises. Copies of the above materials must be provided and stamped with the official seal of the enterprise.

Policy clauses: "Guiyang National Hi-tech Zone on Further Accelerating the Cultivation of High-tech Enterprises" Article 10 encourages enterprises to actively declare high-tech enterprises. According to the process to complete all the declaration of high-tech enterprises and obtain the declaration of the acceptance of the receipt of the enterprise, to give 0.5 million yuan one-time subsidy.

Application standards: declaration of high-tech enterprises acceptance list to the provincial science and technology department official announcement shall prevail.

Application information: enterprise business license, the provincial science and technology department to declare the acceptance of high-enterprise acceptance of the receipt of a copy of the two materials, and stamped with the official seal of the enterprise.

Three, cash flow

Policy funds to cash in accordance with the "recognition of the year, the following year," the principle of different matters can be superimposed on the application, the same matter, "on the high, not the low". The cash flow is divided into five stages: notification, declaration, audit, publicity, and disbursement.

(a) Notice. District Science and Technology Innovation Bureau in due course issued an annual declaration notice, organization declaration.

(ii) Enterprise declaration. Eligible enterprises apply to the District Science and Technology Innovation Bureau.

(3) Material review. Review of application materials by the District Science and Technology Innovation Bureau.

(IV) Public Approval. Audit results in Guiyang National Hi-tech Zone website publicity, publicity period of 5 days. No objection to the publicity or review of objections qualified, by the District Science and Technology Innovation Bureau in accordance with the procedures reported to the management committee for approval.

(E) Disbursement of funds. Funding review comments approved by the Management Committee, the District Science and Technology Innovation Bureau to apply for disbursement to the District Finance Bureau.

Four, supervision and management

Enterprises are responsible for the authenticity and legality of the application materials. The enterprises applying for high enterprise policy funds consciously accept the supervision and inspection of science and technology, finance, taxation and other relevant departments. To provide false materials to fraudulent financial support for enterprises, according to law to recover the funds allocated, and will be included in the list of scientific and technological dishonesty.

V. Other

(a) the implementation of the "application information" refers to the policy support for the provision of basic materials, application for business sector can be requested in the application notice to provide other necessary materials.

(2) In the event of major adjustments to the relevant national, provincial and municipal policies, these rules will be adjusted according to the actual situation.

(c) These rules shall come into force on the date of publication and shall be valid for 3 years, with the right of interpretation vested in the Administrative Committee of Guiyang National Hi-tech Zone, and the problems in the process of implementation shall be interpreted by the Bureau of Science and Technology Innovation of the District.
