Chapter II standard factory planning

Chapter III standard factory building

Chapter IV Management of Standard Plants
Article 9 The main body of the development and operation of standard plants in the Park must manage and utilize the plants in strict accordance with the relevant planning and industrial development orientation of the whole region, and urge the owners of the sold standard plants to utilize the standard plants in accordance with the conditions of occupancy stipulated in the Measures, and shall not change the attributes of the standard plants' industrial land use.
Article 10 The main body of the development and operation of standard factory buildings in the park shall supervise the enterprises that intend to move in and use the standard factory buildings to fulfill the procedures for approval of moving in, and shall not enjoy the relevant policy support and incentives for the enterprises that have not fulfilled the procedures for approval of moving in.
Article 11 The main body of development and operation of standard factory buildings in the park shall be responsible for the unified property management of the enterprises that have moved into the standard factory buildings. It shall report basic information of standard factory buildings and information on sales, leasing and resident enterprises of standard factory buildings to the management department of the park and the local government on a regular basis or as required.
Chapter V Conditions of Use
Article XII of the standard factory buildings in the park must be in line with the national industrial policy and industry access standards, industrial development-oriented park and environmental protection and production safety requirements. Priority support for electronic information manufacturing, ecological characteristics of food manufacturing, automobile and parts manufacturing enterprises in the standard factory.

Chapter VI Entry Approval Procedures

Chapter VII Sale and Rental of Standard Plants
Article 17 In accordance with the "Interim Measures for the Management of New Industrial Land in Guiyang City", the standard plants developed and constructed, and are allowed to be rented out and sold according to the law, the main body of the development and operation and the owner of the standard plant shall sign a rental and sale contract, and the restrictions on the use of the standard plant after the sale, rental and subletting of the standard plant shall be clearly defined in the contract, and shall not change the function or use of the standard plant. Article 18 No unit or individual shall arbitrarily and substantially increase the rent, and shall not directly or in disguised form increase the additional costs of the enterprises.
Article 19 It is strictly prohibited to sell or rent out standard factory buildings in violation of the law, and the relevant units and persons in charge will be investigated and held legally responsible according to the law.
Chapter VIII Preferential Policies
Article 20 Enterprises stationed in the standard factory buildings, according to the actual production and operation situation, can enjoy the regulation into the system, to reach the increase in production, technological transformation, production and research and development, financing subsidies, the Industrial Development Fund, scientific and technological innovation, the integration of industry and big data and other policy support.
Chapter IX Exit Mechanism
Article 21 For enterprises that do not meet the conditions for admission, the development and operation of the main body and the standard factory owners to carry out the work of withdrawal, and gradually standardize the market. The following cases belong to the scope of withdrawal:
(a) not in line with the park's industrial development orientation;
(b) enterprises in accordance with the procedures for admission to the park's standard factory, unauthorized change in the function or use of the factory building, or major changes in the main business and are not engaged in industrial production, manufacturing and processing business activities;
(c) failure to fulfill or complete the admission procedures for unauthorized admission to standard factories
(4) Enterprises in violation of subletting, subletting plant;

(6) violation of the relevant provisions of the State need to be withdrawn from the other circumstances.

Chapter X Organizational Guarantees

Chapter XI Supplementary Provisions
Article 24 These Measures shall come into force on the date of issuance, and the trial period shall be three years. Where these Measures are inconsistent with laws and regulations, the laws and regulations shall prevail.
