Based on the functional characteristics of headquarters enterprises, the functions they undertake, and the size of their headquarters, headquarters enterprises are categorized into four types: comprehensive (regional) headquarters, functional headquarters, innovative headquarters, and headquarters of large enterprises.
(I) Comprehensive (regional) headquarters
Applicants for the recognition of comprehensive (regional) headquarters should meet the following conditions:
1. It has the conditions to centralize the core functions of the headquarters such as clearing, operation, management, purchasing, sales, logistics, R&D, etc., and undertakes three or more core functions.
2. Have 3 or more branches, and 1 or more branches outside Guiyang Guian.
3. Requirements for business income and economic contribution:
Modern agriculture: business income of 200 million yuan or more in the previous year, and total economic contribution of 2 million yuan or more in Guiyang Guian.
Industry: (1) Electronic information manufacturing industry, advanced equipment manufacturing industry, medium and high-end consumer goods manufacturing industry, new energy industry, new energy automobile, new material industry, health medicine industry, biotechnology industry and other advanced manufacturing industries: the previous year's total industrial output value of 100 million yuan or more, in Guiyang Guian economic contribution totaling more than 15 million yuan. (2) Other industries other than those mentioned above: total industrial output value of 1 billion yuan or more in the previous year, and total economic contribution of 30 million yuan or more in Guiyang Guian.
Construction industry: the previous year's operating income of 1 billion yuan or more, and the total economic contribution in Guiyang Guian of 20 million yuan or more.
Modern service industry: (1) Financial service industry: the previous year's operating income of more than 1 billion yuan, in Guiyang Guian economy contributes more than 50 million yuan. (2) Wholesale and retail trade: the previous year's revenue of 500 million yuan or more, in Guiyang Guian economic contribution of more than 10 million yuan. (3) Accommodation and catering industry: the previous year's business revenue of 100 million yuan or more, and the total economic contribution in Guiyang Guian of more than 1 million yuan. (4) Cultural and tourism industry: the previous year's operating income of 80 million yuan or more, in Guiyang Guian economic contribution totaling 3 million yuan or more. (5) Software and information services: the previous year's operating income of 100 million yuan or more, in Guiyang Guian economic contribution totaling 2 million yuan or more. (6) Modern logistics industry: the previous year's operating income of 50 million yuan or more, in Guiyang Guian economic contribution totaling 2 million yuan or more. (7) Exhibition, human resources, accounting, lawyers, scientific and technological services, consulting and other business services: annual operating income of 50 million yuan or more in the previous year, in Guiyang Guian total economic contribution of 2 million yuan or more.
Other industries other than those mentioned above: previous year's business revenue of 1 billion yuan or more, and total economic contribution in Guiyang Guian of 30 million yuan or more.
(II) Functional Headquarters
Applicants for the recognition of functional headquarters shall meet the following conditions:
1. Authorized by the parent company (head office or group) to undertake one or more headquarters functions such as research and development (R&D), sales, settlement, and operation within the system in a certain area (including Guiyang Guian), including R&D center (open innovation center), financial center ( Finance, Settlement, Capital Management), Sales Center, Procurement Center, Supply Chain Center (Logistics, Distribution, Delivery, etc.), Shared Service Center (Data Service, Human Resource, Financial Service, Logistics Customs Clearance and other comprehensive services), etc.
2. Operating income of 50 million yuan or more in the previous year, with a total economic contribution of 2 million yuan or more in Guiyang Guian, of which the main business income from this function accounts for more than 50% of the main business income of the enterprise.
The R&D center does not require business income and economic contribution, the standard is registered capital of 10 million yuan, the cumulative R & D investment of 10 million yuan.
3. Serving 3 or more internal affiliates and 1 or more internal affiliates outside Guiyang Guian.
(C) Innovative Headquarters
Applicants for the recognition of innovative headquarters should have the following conditions:
1. Characterized by scientific and technological innovation or service innovation, scientific and technological innovation enterprises must have original patents, including innovative enterprises in the fields of big data, biomedicine, high-end equipment manufacturing, consumer goods manufacturing, new materials, new energy, and so on; and service innovation enterprises include modern logistics, Financial services, research and development design, Internet platform and other high-end service industry, new mode, new mode, new platform enterprises.
2. Last year's business revenue of 50 million yuan or more, in Guiyang Guian economic contribution totaling 2 million yuan or more.
3. 1 or more branches outside Guiyang Guian.
4. (D) Headquarters of large enterprises
Previous year's "World's Top 500 Enterprises" (Forbes), China's Top 500 Enterprises (China Enterprise Confederation, China Entrepreneurs Association), China's Top 500 Private Enterprises, China's Top 500 Service Enterprises, China's Top 500 Manufacturing Enterprises, China's Top 500 New Economy Enterprises and other "Top 500" enterprises. Six types of 500 enterprises, such as the top 500 enterprises, set up in Guiyang Guian comprehensive (regional) headquarters or functional headquarters to be recognized directly. The controlling relationship between the declaring enterprise and the "six types of top 500" enterprises must be within the third level (including the third level).
Branches, as referred to in this opinion, are branches or subsidiaries that are more than 50% owned by a company. The controlling relationship between the branch and the applicant enterprise within the third level (including the third level), the number of branches, operating income, total economic contribution can be included in the calculation, beyond the third level is no longer calculated.
Fourth, support policies

(I) Financial Policies
1. Start-up Settlement Incentive. (d) Establishment of supervision and management mechanism.
