Chapter I General Provisions

Article 1 In order to cultivate and support a number of laboratories with strong independent innovation capability, give full play to their role in technology research and development and the transformation of scientific and technological achievements, and promote the construction of a knowledge innovation system that combines enterprise as the main body, market as the guide, and industry, academia, and research, according to the "Implementing Opinions on Accelerating the Construction of the Innovation System and Enhancing the Momentum of Supporting Scientific and Technological Innovation of Guiyang National Hi-tech Zone (Tsui High-tech Management Development [2018] No. 17), combined with the actual high-tech zone, the development of this approach.

Second Article The key laboratories referred to in these measures are scientific research and development entities that have strong scientific and technological strength, more complete test conditions, and are able to effectively transform results, according to the construction of the innovation system of the High-Tech Zone and the needs of industrial development, relying on the talent and scientific and technological resource advantages of enterprises, research institutes and colleges and universities to form.

Article III of the key laboratories in accordance with the voluntary application for recognition, independent investment, the principle of independent construction, the implementation of human, financial and material management mechanism of relative independence and "open, mobile, joint, competitive" operation mechanism.

Article 4 The main tasks of the key laboratories:

(1) To provide an effective platform for scientific research cooperation among universities, research institutes and enterprises. Focusing on the two leading industries of big data, big health, high-end manufacturing and high-end service industries, as well as strategic emerging industries such as new-generation information technology, artificial intelligence, quantum information, 5G communication, Internet of Things, blockchain, new materials, new energy, new energy vehicles, energy conservation and environmental protection, digital creativity, etc., it will carry out applied basic research on the key common technologies for the development of the industry. key common technologies, carry out applied basic research and applied technology development; strengthen the technological development capacity in advantageous fields, promote scientific and technological innovation and technological progress in related industries, and strive to reach the domestic frontier level in advantageous research fields, so as to provide technological support for sustainable development.

(ii) Realize resource sharing and openness. Create a better research environment and experimental conditions open to the community, extensive academic exchanges and cooperation at home and abroad, and play a technical radiation and service in related fields.

(3) Cultivate scientific and technological innovation talents. Organize scientific researchers from universities, research institutes or enterprises to undertake applied technological research or forward-looking and exploratory research projects in the key laboratories, carry out international scientific and technological cooperation and exchanges, and gather and cultivate outstanding scientific and technological talents and innovation teams.

(4) Promote the combination of industry, academia, research and utilization and the transformation of results. Promote the establishment of strategic long-term cooperation between industry, universities and research institutes, and promote the application and industrialization of scientific and technological achievements of universities and research institutes; focus on technological integration and innovation, and assist enterprises in introducing, digesting, absorbing and re-innovating, and accelerate the transfer of technology to industry.

Article 5 The Bureau of Science and Technology Innovation and Entrepreneurship of Guiyang National Hi-tech Zone is the competent authority of the key laboratories, responsible for the audit and management of the key laboratories.

Chapter II: Recognition Procedures

Article 6 The basic conditions that key laboratories should have:

(1) Key laboratories implement the principle of pilot cultivation and then recognized, pilot cultivation for more than one year to meet the conditions can apply for recognition.

(ii) The applicant's business registration and tax registration in the high-tech zone. The proposed laboratory research direction is clear, should be a high-tech zone priority development of high-tech industry, mainly applied research, and has the ability to carry out cutting-edge disciplines, cross-cutting areas of research. It can solve the key technologies and difficulties in the development of high and new technology, the ideas and methods are innovative, the results obtained have a radiation effect on the industry, and the research results have independent intellectual property rights.

(3) the applicant unit in the same field of research with significant technological advantages and scientific research strength, with the ability to undertake scientific research tasks, in the industry or the field has a certain degree of influence in the last two years to undertake various types of scientific and technological programs and horizontal scientific research projects more than three.

(d) to form a reasonable structure of the laboratory research team, has a high level of scientific research and results of the rich experience in the transformation, academic leader of not less than one, the total number of fixed scientific research personnel of not less than 5 people.

(5) the applicant has a certain scale of experimental conditions and infrastructure, its scientific research room in principle not less than 80 square meters, scientific research instruments and equipment with a total original value of 800,000 yuan or more, and by the key laboratories to carry out unified management, can realize the instrumentation and open sharing of the site. There are sound rules and regulations, close links between industry, academia, research and utilization, good cooperative relations and performance, and actively serve the development of industrial technology, and can carry out various forms of cooperation and exchanges at home and abroad.

(F) the applicant has strong research assets and economic strength, can provide the necessary organizational management and conditions for the formation of key laboratories to ensure that the management of special accounts, in the construction of key laboratories in the process of a certain amount of funds to match the R & D investment of not less than 3% of the previous year's operating income.

(VII) the applicant unit in the past three years there is no environmental protection, safety and other issues, no intellectual property disputes and academic misconduct and other bad behavior.

Article VII Procedures for Applying for Key Laboratory:

(1) The applicant unit shall submit a written application for the formation to the Bureau of Science and Technology Innovation and Entrepreneurship of Hi-tech Zone, and the declared materials shall include:

1. Application for the Formation of Key Laboratory in Guiyang National Hi-tech Zone; 2. Book of Planning Program for the Key Laboratory in Guiyang National Hi-tech Zone; and 3. other relevant supporting materials.

(2) Hi-tech Zone Science and Technology Innovation and Entrepreneurship Bureau is responsible for the initial review of the applicant and the declaration materials, after the initial review of qualified applicants according to the application materials for research and verification of the applicant, basically meet the conditions for the formation of the organization of the relevant experts to review.

(C) through the expert evaluation and review by the Hi-tech Zone Science and Technology Innovation and Entrepreneurship Bureau, reported to the Hi-tech Zone Management Committee executive meeting to study and agree to the formal approval of the formation.

Article 8 The basic conditions and procedures to be possessed by the applicants for pilot cultivation of key laboratories shall be implemented with reference to the basic conditions and procedures to be possessed by key laboratories.

Chapter III Performance Evaluation

Article 9 The performance evaluation and annual assessment of the key laboratories (including pilot cultivation) shall focus on the management and construction of the laboratories, foundation and conditions, innovation and performance, openness and contribution, etc., with emphasis on the assessment of the basic equipment conditions of the laboratories, human resources construction, scientific and technological innovation, scientific research funding, technical service capabilities, industry-driven benefits, production, learning and research capabilities, and industry-driven benefits. The key laboratory of Guiyang National Hi-tech Zone will be assessed in terms of its basic equipment conditions, human resources construction, scientific and technological innovation achievements, investment in scientific research funding, technical service capacity, industry-driven benefits, the effectiveness of industry-university-research-use synergistic innovation, and the ability of scientific and technological achievements to be converted into and industrialized, etc. (See Guiyang National Hi-Tech Zone Key Laboratory Evaluation Indicator System for details.)

Article X of the recognized key laboratories to implement dynamic management, an annual performance evaluation. The following evaluation materials shall be submitted:

1. annual work report;

2. annual research and development expenses certified by a qualified accounting firm;

3. other relevant supporting materials.

Article 11 The Science and Technology Innovation and Entrepreneurship Bureau of Guiyang National Hi-tech Zone signs an annual construction target task book with each key laboratory (including pilot cultivation) at the beginning of each year, and conducts a comprehensive assessment on the completion of the agreed targets at the end of the year. The completion of more than 80% of the agreed indicators (including), assessed as "qualified"; completion of less than 80% of the agreed indicators, assessed as "unqualified".

Article 12 For the key laboratories whose annual construction targets are assessed to be "qualified", Guiyang National Hi-tech Zone Science and Technology Innovation and Entrepreneurship Bureau will organize experts to conduct operational performance assessment in accordance with the "Evaluation Indicator System for Key Laboratories in Guiyang National Hi-tech Zone", and score them according to the content of the assessment and weighting of the assessment on a percentage basis. 85 points (inclusive) will be awarded to the key laboratories in Guiyang National Hi-tech Zone. If the score is 85 (inclusive) and above, it will be rated as "excellent", if the score is 75 (inclusive) to 85, it will be rated as "good", and if the score is 60 (inclusive) to 75, it will be rated as "qualified".

Article 13 If any one of the following circumstances exists, the qualification of the Key Laboratory of Hi-tech Zone shall be canceled, and its application shall no longer be accepted within two years:

(1) it does not participate in the evaluation or fails in two consecutive evaluations;

(2) it is canceled at its own request by its subordinate unit;

(3) it is terminated by the subordinate unit in accordance with the law;

(4) it has a record of theft, tax evasion, or fraudulent acquisition of the key laboratories. There are serious illegal behaviors such as stealing or leaking taxes or cheating export tax rebates, infringing on intellectual property rights, or major quality or safety accidents occurring due to technical reasons;

(v) the affiliated unit provides false or fraudulent materials.

Article 14 The pilot cultivation key laboratories which are assessed as "qualified" in the completion of the annual construction objectives may apply for the recognition of key laboratories in accordance with the procedures. If a pilot cultivation key laboratory is assessed as "unqualified" for two consecutive times, its qualification for pilot cultivation of key laboratories shall be canceled. In principle, the pilot cultivation period shall not exceed two years.

Chapter IV: Supporting Funds and Utilization

Article 15 The construction funds for key laboratories shall be self-financed by the supporting units.

Article 16 For the key laboratories recognized as high-tech zone, the applicant unit will be given 300,000 yuan one-time funding. After signing the "Guiyang National Hi-tech Zone Key Laboratory Construction Task Book" with the Bureau of Science and Technology Innovation and Entrepreneurship of Hi-tech Zone on an annual basis, the applicant will be given 300,000 yuan, 200,000 yuan and 100,000 yuan of annual operating funds respectively according to the results of the performance evaluation and in accordance with the grades of excellent, good and qualified.

Article 17 For the key laboratories recognized as pilot cultivation in high-tech zones, after signing the "Guiyang National High-tech Zone Key Laboratory Pilot Cultivation Construction Task Book" with the Bureau of Science and Technology Innovation and Entrepreneurship of the High-tech Zone, the applicant will be given a one-time funding support of RMB 100,000 yuan.

Article 18 The funding for key laboratories (including pilot cultivation) must be earmarked for specific purposes, and more than 50% of the special funds for the purchase of research and development of test necessary instruments and equipment, experimental materials, and the necessary technology and software, and shall not be used for capital expenditures, and shall be subject to the audit and supervision of the relevant departments.

Article 19 of the assessment of the "unqualified" key laboratories (including pilot cultivation), high-tech zone technology innovation and Entrepreneurship Bureau in conjunction with the relevant departments to organize experts on the use of funding for audit, funding funds earmarked for the development of the laboratory will not be held accountable for funding funds for its use, will be recovered in accordance with the law! The funding will be recovered according to law and the supporting unit will be held legally responsible.

Article 20 is recognized as a key laboratory of the high-tech zone, under the same conditions, priority access to district-level science and technology programs to support the project, and recommended to declare the national, provincial and municipal projects. If the assessment is excellent and meets the conditions for declaration of national, provincial and municipal R&D organizations, it will be recommended to declare national, provincial and municipal R&D organizations and be given supporting support in accordance with relevant regulations.

Chapter V Supervision and Management

Article 21 of the key laboratories to implement the director of the system of responsibility, can be shared with the relying units of a legal representative. Encourage and support the construction of key laboratories with independent legal personality.

Article 22 In the event of restructuring, merger, separation, equity transfer, name change and other major changes in the supporting units of the key laboratories, a written report on the changes shall be submitted to the Bureau of Science and Technology Innovation and Entrepreneurship of the High-Tech Zone within three months after the relevant procedures are carried out, and the Bureau of Science and Technology Innovation and Entrepreneurship of the High-Tech Zone shall decide whether to retain the qualification of the key laboratories as originally recognized in accordance with the actual situation. In the process of construction, if any major changes are found in the key laboratory and not reported in writing to Hi-tech Zone Science and Technology Innovation and Entrepreneurship Bureau within three months, the qualification of the key laboratory will be canceled.

Chapter VI Supplementary Provisions

Article 23 These Measures shall be interpreted by the Administrative Committee of Guiyang National Hi-tech Zone. In the process of implementation, if there is any conflict with national laws and regulations, national laws and regulations shall prevail.

Article 24 These Measures shall be implemented on a trial basis from the date of publication.
