Chapter I General Provisions

Article 1 According to the newly revised Standardization Law of the People's Republic of China in 2017 on the development of the new era of standardization work requirements, follow the "CPC Central Committee and State Council on the development of quality enhancement action of the guiding opinions", "the State Council to deepen the standardization of the reform program" (Guofa 〔2015〕 No. 13), "Guizhou Province to deepen standardization of the implementation of reform programs" ( Qianfu Banhan [2015] No. 171) and "Guiyang National Hi-tech Zone on the Implementation Opinions on Carrying Out Quality Enhancement Actions" (Zhu Gaoxin CPC Development [2018] No. 8) and other relevant documents, in order to better play the basic and strategic role of standardization in enhancing the competitiveness of enterprises, adjusting and optimizing the industrial structure, promoting the transformation of the mode of economic development as well as the modernization of the government's governance system and governance capacity, and to carry out the Guiyang National Hi-tech Industrial Development Zone (hereinafter referred to as "Hi-tech Zone") standardization strategy, to promote innovation and entrepreneurship and high-quality development of the Hi-tech Zone, the formulation of these provisions.

Second, the Management Committee of Guiyang National High-tech Industrial Development Zone (hereinafter referred to as "High-tech Zone Management Committee") is responsible for the implementation, supervision and approval of the provisions of this regulation, and the standardization of high-tech zone results in rewards and incentives. High-tech zone standardization administrative department is responsible for the standardization results of awards and incentives for the organization and management.

Chapter II Reward Objects and Basic Conditions

Article 3 The support object of this policy is the enterprises with legal personality and independent accounting registered in Hi-tech Zone for industrial and commercial registration, tax and statistical registration, and the relevant procedures are registered in Hi-tech Zone's institutions, social organizations and relevant departments (hereinafter referred to as the "declaring units"). ").

Article 4 The basic conditions for the declaring units are:

(1) Good social credit in tax payment and accounting;

(2) No major illegal behavior;

(3) Conformity with the orientation of industrial development of Hi-tech Zone.

Chapter III Scope of Rewards and Incentives

Article 5 The scope of rewarded achievements is as follows:

(1) Development and revision of international standards, national standards, industry standards, local standards, and group standards;

(2) Construction of national standardization demonstration (pilot) projects (or bases), and standardization demonstration (pilot) projects (or bases) in Guizhou Province;

(3) Construction of national standardization demonstration (pilot) projects (or bases). /p>

(c) awarded the national standardization of excellent results (or project) honor (including China's standard contribution to innovation);

(d) the International Organization for Standardization, the National Standardization Administration of technical committees, as well as sub-technical members or working groups of the relevant positions of the units and individuals;

(e) standardization certificate of good conduct units;

(vi) Units that have been named national or provincial enterprise standard "frontrunner";

(vii) Special standardization projects for the big data industry.

Article 6 The time limit for applying for the rewarded results is as follows:

(1) Units participating in the formulation or revision of standards shall apply for the reward within three years from the date of publication;

(2) Organizations undertaking standardization demonstration (pilot) projects shall apply for the reward within two years from the date of acceptance;

(3) Those who are awarded the scope of honors as shown in Article 5 of the present provisions shall apply for the reward within two years from the date of the announcement of the honor. Shall apply for the award within two years from the date of obtaining the honor announcement.

Chapter IV Reward and Incentive Policies

Article 7 If the declaring unit undertakes the formulation of international standards, a one-time reward of RMB 500,000-1,000,000 shall be given after the release of the standards, and the specific amount shall be reported by the administrative department of standardization of the High and New Tech Industrial Park to the Administrative Committee of the High and New Tech Industrial Park for study and decision based on the supporting materials provided by the declaring unit. The declaring unit as the first drafting unit (the first three), undertake the development of national standards, the standard release, respectively, will be given 500,000 yuan, 200,000 yuan, 100,000 yuan of one-time incentives; undertake the development of industry standards or provincial local standards, the standard release, respectively, will be given 200,000 yuan, 100,000 yuan, 50,000 yuan of one-time incentives; undertake the project of the group standard, a one-time incentive of 100,000 yuan.

Article VIII declared unit to undertake international standard revision, after the release of the standard, a one-time bonus of 30-60 million yuan, the specific amount according to the declared unit to provide evidence of the administrative department of standardization of high-tech zone reported to the high-tech zone management committee to study the decision. The declaring unit as the first drafting unit (the first three), undertake the revision of national standards, the standard release, respectively, 200,000 yuan, 60,000 yuan, 30,000 yuan of one-time incentives; undertake the revision of industry standards or provincial local standards, the standard release, respectively, 60,000 yuan, 30,000 yuan, 20,000 yuan of one-time incentives; undertake the revision of the group standard, a one-time incentive of 30,000 yuan.

Article IX of the provisions of Article VII, Article VIII of the standards referred to in the project, after verifying the progress of the project and the expected results of the better, can be given in advance to the first drafting unit (the first) of the corresponding level of incentives for 20% of the funds as a project to support the establishment of the unit, if the unit has been set up a grass-roots party organizations, the proportion of this funding is adjusted to 30%; standards approved for publication and then give the remaining proportion of the incentive.

Article X of the national standardization demonstration (pilot) project (or base) through the acceptance of the award of 500,000 yuan; provincial standardization demonstration (pilot) project (or base) through the acceptance of the award of 200,000 yuan.

Article XI of the national standardization awards or honors, according to the award level, the first prize of up to 500,000 yuan, the second prize of 300,000 yuan, the third prize of 100,000 yuan. (WG), a one-time funding of 400,000 yuan, 200,000 yuan and 100,000 yuan respectively; and a one-time funding of 100,000 yuan for the unit that undertakes the work of the Technical Committee (TC) Secretariat of Guizhou Provincial Professional Standardization Organization.

Article XIII of the International Organization for Standardization TC, SC and WG Secretariat for individuals, respectively, 100,000 yuan, 60,000 yuan, 30,000 yuan of one-time funding; for individuals participating in the National Standardization Administration Committee TC, SC and WG Secretariat, respectively, 60,000 yuan, 30,000 yuan, 10,000 yuan of one-time funding.

Article XIV obtains 4A grade standardization good conduct enterprise certificate, a one-time funding award of 50,000 yuan; obtains 3A grade standardization good conduct enterprise certificate, a one-time funding award of 30,000 yuan.

Article XV of the national enterprise standard "frontrunner" unit, a one-time funding award of 200,000 yuan; the provincial enterprise standard "frontrunner" unit, a one-time funding award of 100,000 yuan.

Chapter V Special Incentive Policies for Big Data Standardization

Article 16 The introduction of standardization training and technical service institutions, in accordance with the "Guiyang National Hi-tech Industrial Development Zone on the promotion of the development of modern science and technology services to support the approach (for trial)" (Zhu high-tech management hair [2012] No. 16) to implement the incentives, the provisions of this provision will not be an additional incentive.

Article XVII encourages the development of big data standardization training, training of big data enterprises in high-tech zones, the number of people trained each year up to 200 or more, the number of standardization engineers certificates obtained by 10 or more institutions, upon identification, to give 30% of the annual training costs, up to 300,000 yuan of incentives.

Article 18 of the invention patents in the field of big data into international standards, national standards, industry standards, local standards or group standards, corresponding to the provisions of Article VII of the corresponding level of incentives, additional incentives of 20%.

Article 19 For those who carry out experimental verification in the process of formulating and revising international, national, industrial, local and group standards for big data, and obtain relevant test reports, assessment reports and other supporting materials, they will be given 50,000, 40,000, 30,000, 20,000 and 10,000 financial support respectively.

Article 20 of the promotion and implementation of national standards in the field of big data to participate in the promotion and implementation of national standards in the field of big data, and obtain relevant results and provide supporting materials, in accordance with the benchmark level, demonstration level, primary participation in the financial incentives were given 100,000, 60,000, 30,000, respectively.

Article 21 The provisions of this regulation to encourage standardization cooperation and exchange activities in the field of big data. Organizations hosting international, domestic, provincial big data standardization cooperation and exchange activities of the reporting unit can be based on the activities of the final accounts were given 50%, 30%.10% of the activities of the subsidy, annual subsidies given to the activities of up to 1 million, 600,000, 200,000 respectively.

Article 22 In addition to Article 16 to Article 21 of the other big data standardization incentive programs, incentive principles, in accordance with the corresponding provisions of the implementation of this provision.

Chapter VI Rewards and Incentives Declaration and Approval

Article 23 Rewards and incentives take voluntary declaration.

Article 24 The administrative department of standardization of the Hi-tech Zone is responsible for accepting the declaration of enterprise standardization achievement rewards and incentives, and conducting the preliminary examination of the accepted declaration materials, and putting forward the preliminary examination opinions; the administrative department of standardization of the Hi-tech Zone, the Office for Development of Big Data, and the Bureau of Finance will examine and determine the list of the proposed incentives, and then submit it to the Management Committee of the Hi-tech Zone for approval.

Article 25 The declaring unit shall provide the following materials when making the declaration:

(1) Declaration form of reward and incentive for standardization achievements of the Hi-tech Zone (see Annex 1);

(2) Units applying for the reward of product standards and service standards shall provide proof of the self-public declaration of the standards applied for in the national unified public service platform for enterprise standard information;

p>(c) A copy of the unified social credit code certificate of the enterprise legal person;

(d) Statistical certificate issued by the Statistical Center of Gaoxin District Production and Development Bureau;

(e) Certificate of the enterprise with special award for big data standardization issued by the Office of Big Data Development of the Gaoxin District;

(f) Copies of the original standards and relevant certificates of standardization achievements;

(g) A copy of the enterprise's A copy of the tax completion certificate of the previous year (except for non-profit organizations);

(viii) A copy of the identity certificate of the legal representative of the enterprise;

(ix) When applying for individual awards, a copy of the identity card and qualification certificates should be provided, in addition to the declaration form (see Attachment 1);

(x) Other materials required to be submitted in accordance with the regulations.

The above materials shall be submitted in triplicate, and the copies shall be examined for originality and stamped by the declaring organization.

Chapter VII Supplementary Provisions

Article 26 Principle of avoiding duplication of standardization awards:

(1) If the same unit undertakes the project of formulating and revising standards of different levels or undertakes the standardization organization of different levels within the same year, a one-time award shall be given in accordance with the principle of preferential and non-duplicative;

(2) After obtaining the awards (including the formulating and revising), the same standard shall be further revised, except for the standard that has been formulated in accordance with Article 8, which shall not be duplicated. Standard revision, in addition to the realization of the standard upgrade in accordance with Article 8, will no longer be rewarded;

(3) when the declared unit based on Article 12 of the award, no longer based on Article 13 of the award given to individuals in their organizations;

(4) the same unit declared more than three projects within the year, the specific implementation of the award will be decided by the Hi-tech Industrial Development Zone Management Committee, after a comprehensive review.

Article 27 The "international standards" in this provision refers to the standards issued by ISO, IEC, ITU and the international organizations recognized by these three institutions.

Article 28 Definition of the levels corresponding to "benchmark level, demonstration level and primary participation" in Article 20: "Benchmark level" is the highest level of assessment and acquisition; "Demonstration level" is the second level of assessment and acquisition; "Demonstration level" is the second level of assessment and acquisition; and "International standard" refers to the standard issued by ISO, IEC, ITU and international organizations recognized by these three organizations. "Benchmarking" is the highest level of access; "Demonstration" is the second level of access; and "Junior Participation" is the other levels of access.

Article 29 For the declared units that have won the awards, if they are found to have falsified or plagiarized the achievements of others, and if it is proved to be true, the funds that have been rewarded and subsidized shall be returned to Hi-Tech Zone in full, and the qualification for enjoying the relevant preferential policies of Hi-Tech Zone shall be canceled within five years. If the situation is serious, the management committee of Hi-tech Zone shall have the right to investigate his/her legal responsibility according to law.

Article 30 This provision encourages the award-winning enterprises to dock with banks and other financial institutions in accordance with the relevant provisions, and to utilize the enterprise's own standard level to carry out credit collection, financing and other activities.

Article 31 These regulations shall be interpreted by the administrative department of standardization of the Hi-tech Zone.
