To thoroughly implement the Provincial Party Committee and Provincial Government’s “Strengthening the Provincial Capital” action strategy, and to carry out the decision and deployment proposed at the 7th Plenary Session of the 14th Municipal Party Committee to “accelerate the construction of a ‘3+2’ modern industrial system led by metropolitan-style modern agriculture, advanced manufacturing, modern services, the digital economy, and headquarters economy,” this action plan is formulated in light of our city’s actual conditions to accelerate the development of modern services and leverage their role in driving high-quality development in Lanzhou and serving as an engine for economic transformation and upgrading.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee,thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches, instructions, and directives regarding Gansu and Lanzhou; adhere to the guidance of the new development philosophy; take high-quality development as the central theme; actively integrate into the new development paradigm; take deepening supply-side structural reform as the main thread; and use innovation-driven development as the driving force. We will promote the extension of production-oriented services toward specialization and the high end of the value chain, and the upgrading of life-oriented services toward high quality and diversification, thereby building a modern service industry system that is functionally complete, smart and efficient, open and shared, and robustly supported.
II. Work Objectives
--By 2024, the city’s service sector value-added is expected to reach approximately 241 billion yuan, with total retail sales of consumer goods reaching approximately 194 billion yuan; the value-added of production-oriented services is expected to reach 108 billion yuan, accounting for 44% of the tertiary sector; 80 new service enterprises above designated size will be added, bringing the total to 680; 56,000 new jobs will be created, and 46.12 million yuan in new tax revenue will be generated.
--By 2025, the city’s service sector value-added is expected to reach approximately 255 billion yuan, with total retail sales of consumer goods reaching approximately 210 billion yuan; the value-added of production-oriented services is expected to reach 121 billion yuan, accounting for 47% of the tertiary sector; 100 new service enterprises above designated size will be added, bringing the total to 780; 59,500 new jobs will be created, and 52.91 million yuan in new tax revenue will be generated.
--By 2026, the city’s service sector value-added will reach approximately 271 billion yuan, with total retail sales of consumer goods reaching approximately 226 billion yuan; the value-added of production-oriented services will reach 135.5 billion yuan, accounting for 50% of the tertiary sector; 120 new service enterprises above designated size will be added, bringing the total to 900; 62,700 new jobs will be created, and 61.02 million yuan in new tax revenue will be generated.
III. Work Measures
(1) Vigorously Promote Investment Attraction and Expansion. Leverage the role of the modern service industry industrial chain investment promotion task force, firmly uphold the philosophy that “projects are paramount and investment attraction is essential,” and vigorously advance investment promotion and project development in the modern service sector. Prioritize attracting large-scale and high-quality enterprises as well as industrial chain-based investment, focusing on major domestic and international enterprises in the modern service sector,leading enterprises, and research institutes. We will vigorously introduce a batch of headquarters-based, base-oriented, and R&D-focused projects as well as brand-name enterprises, and accelerate the attraction of well-known domestic and international service enterprises to establish their headquarters, regional headquarters, procurement centers, R&D centers, distribution centers, call centers, wealth management centers, and settlement centers in Lanzhou.
(2) Actively Strengthen Key Enterprises. We will enhance the supply of essential resources for the modern service industry and provide greater guidance and support to innovative and exemplary enterprises in this sector through policy incentives and financial capital services. We will encourage and guide key enterprises to strengthen industrial chain integration and value chain extension, and to pursue technological, business model, and brand innovation. We will promote the development of our city’s capable modern service enterprises toward large-scale group structures, specialized services, and systematic functions, and build a group of chain-based and platform-based modern service enterprise groups.Industry regulatory authorities will annually select enterprises with outstanding core businesses, significant growth potential, strong innovation capabilities, and strong brand influence, implementing a rolling cultivation program to foster a cohort of modern service enterprises with annual operating revenues exceeding 10 million yuan.
(3) Continuously Promote Quality Improvement. Fully leverage the role of lifestyle services as an “accelerator” for new-type urbanization, and make every effort to create high-quality living circles that are livable, business-friendly, and tourist-friendly, while offering convenience and benefits to the public. By establishing a group of industry benchmarks and service models in modern services, introducing well-known brands, and developing high-end commerce, we will drive the transition from traditional consumption to high-end, quality-oriented consumption.We will increase the effective supply of services, vigorously develop service consumption in areas such as culture and tourism, actively foster new service models and business formats, strengthen the construction of service quality management systems, improve consumer rights protection mechanisms, and enhance the level of services that benefit and facilitate the public.
(4) Comprehensively Promote Statistical Inclusion and Cultivation. Establish a tracking and cultivation mechanism for enterprises transitioning from small-scale to above-scale status, strive to coordinate and resolve operational challenges faced by enterprises, assist service sector enterprises in quickly meeting the criteria for above-scale and above-threshold enterprises, ensure timely inclusion in statistical reporting, and complete data direct reporting with high quality.Industry-specific regulatory authorities shall, in accordance with their respective responsibilities, strengthen guidance and support for enterprises in their sectors that meet the criteria for inclusion in official statistics. They shall establish a reserve pool of enterprises by industry and region, prioritizing small, medium, and micro enterprises as key targets for cultivation, and promote their transformation and upgrading into enterprises above the scale (or threshold) required for statistical inclusion. Comprehensive support and guidance shall be provided through mechanisms such as the coordinated promotion of “individual businesses transitioning to enterprises” and “production entities transitioning to legal entities,” the separation of main and auxiliary businesses, and the collaborative tax governance mechanism.
(5) Encourage integrated industrial development. Enhance the quality and efficiency of integration between modern services and advanced manufacturing as well as modern agriculture; promote the deep integration of advanced manufacturing and modern services; support leading enterprises in key industries such as mechanical and electrical equipment, new energy, and green food to expand into service sectors such as personalized customization, supply chain management,full-lifecycle services, and integrated solution services; encourage modern service enterprises to expand into the manufacturing sector; and encourage manufacturing enterprises to develop new models and business formats such as system solutions, supply chain management, and turnkey contracting, thereby transforming into “product + service” solution providers.
IV. Key Tasks
Focus efforts on enhancing the quality of development in seven key modern service sectors: finance, modern logistics, modern commerce and trade services, information transmission, software, and information technology services, scientific research and technical services, and cultural tourism and business services. Prioritize the cultivation of five growth-oriented service sectors—exhibition and convention services, cultural and creative services, health services, elderly care and community services, and public sports services—to establish a “7+N” modern service industry system.
(1) Financial Sector. First, innovate service methods. Intensify efforts in identifying, screening, nurturing, and recommending potential listed companies, and actively follow up on the listing processes of enterprises such as Lanzhou Auxiliary Agent Factory, Hualong Securities, and Desheng Tang. Second, improve the service system. Guide financial institutions to strengthen financial support for the private economy.Promote the “fiscal + financial” model by establishing supporting financing tools such as credit guarantee funds, loan interest subsidies, and risk compensation mechanisms to help resolve financing difficulties faced by small and micro enterprises and private enterprises. Third, expand service channels. Continue to advance the implementation of key insurance projects for public welfare, such as “Harmonious Jincheng,” “Natural Disasters,” “Two Insurances and One Orphan,” and “Jincheng·Hui Medical Insurance.” Accelerate the development of liability insurance for environmental pollution, workplace safety, and food safety to enhance the quality and effectiveness of risk protection.In 2024, the new guarantee amount for small business and agricultural support provided by municipal government-backed financing guarantee institutions will increase by 15% year-on-year, with a weighted average fee rate below 1%; the city’s financial sector value-added will remain on par with the previous year.In 2025, attract one new financial institution, with the number of enterprises in the IPO pipeline reaching 75; the city’s financial sector value-added is projected to grow by 3% year-on-year. In 2026, attract one new financial institution, with the number of enterprises in the IPO pipeline reaching 100 and one new enterprise listed on the “New Third Board”; the city’s financial sector value-added is projected to grow by 5% year-on-year. (2) Modern Logistics Industry. Accelerate the construction and layout of the three major hubs—land port, commercial service, and air port—as well as the eight major commercial logistics clusters, including Heping-Dingyuan and Zhonghe-Shuifu. Expand and strengthen competitive sectors within the logistics industry, and accelerate the quality improvement and upgrading of the logistics sector.First, improve the functions of the Lanzhou Land Port and Air Port in terms of opening up and cooperation. Relying on intermodal transport, the New Land-Sea Trade Corridor, and international freight trains, we will strengthen cooperation with coastal ports and border ports, promote the integrated development of international freight trains with platforms such as cross-border e-commerce comprehensive pilot zones and comprehensive bonded zones, and facilitate trade development with Europe, Central Asia, and Southeast Asia. Second, accelerate the advancement of new business formats and models in commercial logistics.Strengthen supply chain innovation and application, focus on the digital transformation of logistics, and enhance the automation and intelligence of warehousing, transportation, sorting, and distribution. Promote new business models such as shared delivery, centralized distribution, and multimodal transport. Accelerate the development of efficient urban-rural delivery systems and cold-chain logistics systems, with five new or upgraded logistics parks constructed annually. Third, deepen the “Express Delivery to Villages” initiative. Build an urban-rural delivery service network characterized by “multifunctional hubs, versatile networks, and deep integration.”By 2024, six county-level logistics distribution centers will be completed, and the city’s total cold chain static storage capacity will reach over 1.2 million tons. By 2025, the coverage rate of township-level logistics service stations will reach 100%, and the coverage rate of logistics service outlets in administrative villages will exceed 90%. (3) Modern Commerce and Trade Services. In response to new changes in residents’ consumption concepts, patterns, and preferences, we will implement the work plan for the trade-in of consumer goods, promote the integration of upgrading traditional commercial markets with the cultivation and development of emerging commercial formats, and build a modern commerce and trade service system characterized by differentiation, distinctiveness, and convenience.First, advance the development of “large commercial districts” and “small markets.” Leveraging the construction of new high-end consumer complexes such as MixC, accelerate the digital upgrade of mature commercial districts and特色 streets in the central urban area, and expedite the development of a batch of high-quality large commercial districts,特色 streets, and convenient living zones. Second, create new digital scenarios and accelerate the development of new e-commerce formats. Guide new retail e-commerce enterprises to vigorously develop smart retail, accelerate digital transformation, and promote the development of new formats such as digital stores and self-service terminals.Leveraging the advantages of the five major vegetable production bases under the “West-to-East” and “North-to-South” distribution initiatives, we will develop new forms of consumption centered on agricultural e-commerce and strengthen cooperation with well-known domestic e-commerce platforms such as JD.com and Pinduoduo. Third, we will promote the integration of culture, commerce, and tourism. We will deeply tap into consumption clusters and popular “Instagrammable” spots such as Dazhong Alley, Zhongshan Bridge, and Lanzhou Old Street to ignite new engines of consumption.Fourth, guide counties and districts in building county-level commercial systems. Establish an integrated county-level commercial network system centered on county seats, with townships as the focus and villages as the foundation, featuring a rational division of labor and a well-structured layout. By 2024, the value added of the wholesale and retail sector will reach 32 billion yuan, and that of the accommodation and catering sector will reach 5 billion yuan. By 2025, the value added of the wholesale and retail sector will reach 34 billion yuan, and that of the accommodation and catering sector will reach 5.5 billion yuan.By 2026, the value added of the wholesale and retail sector will reach 36.5 billion yuan, and that of the accommodation and catering sector will reach 6 billion yuan. (IV) Information Transmission, Software, and Information Technology Services. Accelerate the application of new technologies such as big data, the Internet of Things (IoT), and artificial intelligence (AI), promote the construction of next-generation information infrastructure, and build a Smart Lanzhou. First, increase investment in digital infrastructure such as data centers. Upgrade and build intelligent computing centers, supercomputing centers, and new-type data centers; promote the construction of data center projects such as the Peng博士 Northwest 5G Big Data Industrial Park; and provide computing and storage capacity for digital industry clusters.Deepen the deployment and application of 5G networks, accelerate the development of industries such as “Blockchain+,” the metaverse, and artificial intelligence, advance the deep coverage of 5G networks across the city, and promote the implementation of “5G+” pilot application scenarios in agriculture, industry, healthcare, and other sectors. Second, focus on areas such as specialized software, industrial software, and emerging platform software.Conduct technological breakthroughs and product R&D, leveraging the Jiuxiao Kunpeng Innovation Center and the Dr. Peng Northwest 5G Big Data Industrial Park to establish industrial hubs such as an AI industrial park and a blockchain industrial park, thereby fostering the clustered development of core data and information industry chains and related sectors. Third, vigorously promote the production and manufacturing of domestically produced servers and PC systems. Advance the construction of the Lanzhou Lianzhi Information Technology Innovation and Manufacturing Center production base project, and accelerate the establishment of projects such as the “Ruyi Kunpeng” production line in Lanzhou.Fourth, strengthen the integration and application of next-generation information technologies—such as big data, artificial intelligence, and blockchain—in software products. Plan and deploy R&D and industrialization efforts for technologies including the metaverse, Beidou navigation, quantum communication, and next-generation mobile communications like 6G, while developing new industries, business models, and formats such as “Beidou+,” “AI+,” and “6G+.” By 2024, cultivate 10 specialized, refined, distinctive, and innovative enterprises, with revenue from the data and information industry reaching 38 billion yuan.By 2025, we aim to cultivate 15 specialized, refined, distinctive, and innovative enterprises, with revenue from the data and information industry reaching 45 billion yuan. By 2026, we aim to cultivate 20 such enterprises, with revenue reaching 70 billion yuan. Focusing on the construction of “Innovative Lanzhou,” we will foster and expand the research and experimental development sector (represented by engineering and technical research), the professional technical services sector (represented by inspection and testing), and the science and technology promotion and application services sector (represented by energy conservation and environmental protection).Support the “New Four Forces” of scientific research in Lanzhou, integrate research resources, provide specialized R&D services oriented toward the market, accelerate the development of sectors such as agricultural science, medicine, and social sciences and humanities, and actively foster new types of R&D organizations, R&D intermediaries, and new business models for R&D service outsourcing. Improve the technology transfer service system, fully leverage the role of platforms such as the Science and Technology Grand Market, develop a multi-tiered technology (intellectual property) trading market system, and provide demand-oriented “customized” technology transfer services.Develop entrepreneurship incubation services, guide social capital to participate in the construction of the “startup nursery + incubator + accelerator + industrial park” entrepreneurship incubation service chain, support the development of planning, industrial, and specialized design sectors, foster quality inspection technology and environmental and ecological monitoring and testing services, and promote services related to new materials technology, new energy technology, intellectual property, and technology intermediary services. Improve the service chain for intellectual property creation, utilization, protection, and management, and support enterprises in building a portfolio of intellectual property centered on high-value invention patents.By 2024, there will be 155 large-scale enterprises in the science and technology services sector, 173 science and technology innovation and entrepreneurship incubation facilities, and a registered transaction value of 12.2 billion yuan for technology contracts. Establish a cultural and tourism spatial layout characterized by “One River, Three Towns, Six Districts, Ten Themes, and One Ring,” featuring distinct priorities, unique characteristics, and complementary functions.Implement 10 major “hardware” initiatives: improving traffic flow around scenic areas, upgrading self-driving travel, enhancing public transportation, improving and expanding accommodation capacity, upgrading tourism-related restrooms, improving and expanding scenic areas, enhancing cultural and tourism projects, upgrading tourism hubs, improving tourism-related dining, and strengthening work safety; as well as 10 major “software” initiatives: enhancing cultural-tourism integration, improving travel agencies, boosting promotion and marketing,and the 10 major “software” enhancement initiatives: Diversification of Cultural and Tourism Formats, Enhancement of Nighttime Cultural and Tourism Activities, Cultivation of Market Entities, Improvement of Tourism-Related Complaint Handling, Enhancement of Cultural Heritage and Intangible Cultural Heritage, Improvement of Market Governance, and Talent Development.In 2024, we aim to establish 3–5 AAA-rated scenic areas, promote the upgrade of the Lijiazhuang Rural Complex and Lanzhou Wildlife Park to 4A-rated scenic areas, create 5 provincial-level model villages for cultural and tourism-driven rural revitalization, welcome over 100 million visitors citywide, and achieve tourism spending exceeding 81.2 billion yuan.By 2025, we aim to establish 3–5 new 3A-rated scenic areas, facilitate the upgrade of scenic areas such as the Hekou Ancient Town to 4A-rated status, designate one provincial-level model county for rural tourism and five provincial-level model villages for cultural and tourism-driven rural revitalization, welcome over 130 million visitors citywide, and achieve tourism spending exceeding 110 billion yuan.By 2026, the leadership, service, competitive, and innovative capabilities of the culture and tourism sector will be comprehensively enhanced. The culture and tourism industry will become a powerful driving force and a key pillar of economic and social development. First, continue to optimize the development layout of the business services sector. Vigorously develop business services such as inspection and testing, legal services, business consulting, advertising, employment agencies, human resources, and energy conservation and environmental protection, to foster a business services development pattern characterized by distinct features, complementary advantages, and coordinated development. Second, continuously improve the standardization of service quality.By benchmarking against leading domestic and industry standards, support the provision of R&D services—such as technological research and development, process optimization, and system integration design—for sectors including new energy, new materials, biomedicine, petrochemicals, advanced equipment, and information technology. Learn from and draw on the service quality standards of advanced cities in the developed eastern regions, focusing on service processes, service timeliness, and staff skills. Third, focus on fostering high-quality brands in the business services sector.We will support higher education institutions such as Lanzhou University in leveraging their disciplinary strengths to engage in technology development, technology transfer, technology licensing, technical services, and technical consulting. We will support institutions such as the Northwest Municipal Engineering Design and Research Institute in providing technical services—including engineering and technical consulting, design simulation, and experimental modeling—centered on engineering design and industrial design.Fourth, promote the development of the service outsourcing industry. Enhance capabilities and standards in product design, scientific and technological R&D, and technology transfer services. Aligning with the criteria for establishing a model city for service outsourcing, actively cultivate service outsourcing enterprises and support and guide them in expanding related business operations. Encourage service enterprises, research institutes, and software companies to proactively undertake service outsourcing projects, expanding the city’s service outsourcing scope to include information technology services, animation production, and professional technical outsourcing.In 2024, establish 50 new business service institutions in areas such as inspection and testing, legal services, business consulting, advertising, employment agencies, human resources, and energy conservation and environmental protection, achieving an annual operating revenue of 16.7 billion yuan for the business services sector. In 2025, establish 55 new business services enterprises, achieving an annual operating revenue of 19.2 billion yuan for the business services sector. We will adhere to a combination of market-driven forces and government guidance, prioritized development and coordinated advancement, as well as industrial services and business model innovation, to build an exhibition and convention economic system characterized by an excellent environment, standardized services, comprehensive supporting facilities, renowned brands, and a concentration of talent. First, we will accelerate the improvement of the exhibition and convention industry chain and establish a specialized operational system for the sector.Actively expand the “breadth” of the industrial chain, cultivate a group of large-scale exhibitions and conferences with development potential, and form an exhibition market system led by large exhibition groups, supported by small and medium-sized specialized exhibition service enterprises, and complemented by various types of exhibition industry chain enterprises. Second, foster the development of the exhibition industry toward branding, specialization, and uniqueness. Upgrade existing exhibition facilities such as the Gansu International Convention and Exhibition Center, enhance the intelligence and informatization levels of supporting facilities, and improve the functionality and utilization efficiency of all existing exhibition facilities.Expand the scale of participation and exhibition at existing events such as the “Lanzhou Investment and Trade Fair,” “Gansu International Auto Show,” and “Western Consumer Goods Expo,” and improve the quality of these exhibitions. (9) Cultural and Creative Services. Accelerate the development of the cultural and creative industry system, focus on building cultural platforms, and promote the standardized development of cultural and creative industrial parks and multi-functional cultural zones. First, advance the construction of cultural and tourism industry clusters.Highlight Lanzhou’s distinctive Yellow River cultural resources—including bridge culture, ferry culture, waterwheel culture, and painted pottery culture—and implement unified planning and construction of the Lanzhou section of the Yellow River. Strive to build a showcase area for Yellow River culture and an urban cultural tourism industry cluster characterized by the aggregation of cultural and creative industries, cross-sectoral integration, immersive experiences, and diverse business formats. Second, implement the “Cultural and Creative Enhancement Plan.”Increase support for the development of intangible cultural heritage (ICH) works citywide and accelerate the industrialization and commercialization of ICH. Encourage the production of “The Great Dream of Dunhuang” to conduct regular “commercial performances + public benefit” shows, and develop a diverse range of water-based products on the main channel of the Yellow River, including water shuttle buses, sightseeing boats, yachts, and sheepskin rafts. In 2025, establish the “Lan Xiao Niu” cultural and creative brand and launch a series of beef noodle-themed cultural and creative products. (10) Health Services Industry. Focusing on building a destination for healthy living, we will establish a health services system that covers the entire life cycle, is rich in content, distinct in character, reasonably distributed, and characterized by integration and mutual promotion. First, we will regulate the development of privately run medical institutions, supporting and encouraging private capital to establish medical facilities such as rehabilitation hospitals, nursing homes, hospice care centers, psychiatric hospitals, integrated medical and elderly care facilities, and medical testing laboratories. Second, we will promote the high-quality development of childcare services to effectively reduce the costs of childbirth, child-rearing, and education.Third, comprehensively enhance hospital development capabilities, significantly improve clinical service capacity, and promote the expansion and balanced regional distribution of high-quality medical resources. Fourth, implement policies for centralized volume-based procurement of pharmaceuticals and medical supplies. By 2024, the number of rehabilitation hospitals will reach at least 2; the city’s total number of childcare slots will reach 14,000, with 3.45 slots per 1,000 people; and the number of provincial-level key clinical specialties will reach at least 14.By 2025, there will be at least one privately-run medical imaging center and one privately-run pathology center, as well as at least five privately-run medical testing centers; the city’s total number of childcare slots will reach 18,500, with 4.53 slots per 1,000 people; three departments will be included in the National Key Clinical Specialty Construction Project, and there will be at least 16 provincial-level key clinical specialties. By 2026, there will be at least two nursing homes and convalescent homes;the city’s total number of childcare slots will reach 20,000, with 4.89 slots per 1,000 people; achieve full coverage of county-level centers for the treatment of chest pain, trauma, stroke, critically ill pregnant women, and newborns, with a treatment network extending to all township health centers. (11) Elderly Care and Community Services. In response to shifts in lifestyles and trends toward consumption upgrades, we will guide the standardized development of elderly care and community services, enhance the supply of service products, and meet the multi-tiered needs for elderly care and community services. First, we will promote the coordinated development of elderly care initiatives and the elderly care industry. We will accelerate the construction of an elderly care service system that covers all elderly residents, ensures appropriate and sustainable development, and integrates home-based, community-based, and institutional care with medical, health, and wellness services, thereby establishing a “smart elderly care + medical-care integration” model.We will tap into the human resources of the elderly population and develop the silver economy to better meet the personalized, multi-level, and diverse elderly care needs of the elderly. Second, we will develop community-based elderly care and meal assistance services. We will incorporate meal assistance facilities for the elderly into the construction of the “15-minute home-based elderly care service circle” and the “15-minute convenient living circle” in urban areas, implement the “Elderly Care Services + Meal Assistance for the Elderly” public welfare project, and promote the construction and operation of comprehensive elderly welfare centers in counties and districts such as Honggu and Yongdeng. Third, we will advance the integrated development of home-based services.We will accelerate the establishment of a home-based care service system characterized by ample supply, convenient services, standardized management, and benefits extending to both urban and rural areas. We will invigorate the home-based care service market and expand effective supply. We will support the development of smart home and community services, promote the integrated development of the home-based care industry with smart communities, elderly care, and childcare, and build a comprehensive community convenience service system. We will encourage qualified home-based care service enterprises to adopt branded, standardized, and chain-based operations, while supporting small and medium-sized enterprises in pursuing specialized and distinctive development.In 2024, 63 model elderly care service projects will be established, and more than 1,000 individuals from Gansu—including those under monitoring to prevent relapse into poverty, those who have escaped poverty, and low-income individuals—will be trained and employed in domestic service roles both within and outside the province. By 2025, the establishment rate of regional elderly care service centers will reach 60%, and at least two domestic service enterprises with the “Domestic Service for Rural Revitalization” brand will be cultivated.By 2026, the proportion of nursing beds in elderly care institutions will reach 60%, and at least five branded home service enterprises will be cultivated. (12) Public Sports Services. Accelerate the development of the public sports service system and promote the healthy development of the national fitness movement. First, focus on building a national fitness system in the central urban area centered on the mountain sports belt of the Northern and Southern Mountains, the leisure sports belt along both banks of the Yellow River, and the urban green corridor sports belt, thereby comprehensively enhancing the city’s vitality. Advance the construction of a four-tier sports facility network at the municipal, county (district), township (subdistrict), and administrative village (community) levels; widely organize national fitness activities; and enrich the supply of sports events during holidays.Second, establish Lanzhou as a key hub for sports events. Expand the influence of the Lanzhou Marathon; leveraging the Lanzhou Olympic Sports Center, introduce and develop high-quality, distinctive domestic and international events in basketball, soccer, volleyball, swimming, tennis, and other sports to position Lanzhou as a major national hub for sports events. Third, stimulate public demand for sports consumption.We will expand new consumption spaces in areas such as sports fitness, spectator sports, sports training, and sports tourism, promote the development of the fitness and leisure as well as competition and performance industries, and achieve new breakthroughs in extending and strengthening the sports industry chain. By 2024, we will complete 67 “Table Tennis in Communities, Table Tennis in Parks” projects and 10 fitness trail projects. By 2025, we will actively bid for various high-level domestic and international events and host more than 100 sports events and activities throughout the year.By 2026, we will establish “15-minute fitness circles” in urban communities, ensuring 100% coverage of sports facilities in newly developed communities, thereby creating a new growth pole for the sports industry within the metropolitan area. V. Support System
(1) Strengthen Organizational Leadership. Establish and improve the city-wide service industry advancement system, comprehensively enhance interdepartmental coordination and vertical collaboration, and coordinate efforts to resolve major issues. Each department shall take the lead in promoting the implementation of key tasks for service industry development within its respective field, shoulder the responsibility for service industry development, and ensure tangible results. All counties, districts, and functional zones shall earnestly fulfill their primary responsibility for promoting service industry development in their respective regions, formulate specific measures based on regional advantages and industrial foundations, and solidly advance the implementation of all tasks to achieve tangible results.
(2) Increase Policy Support. Fully implement national and provincial support policies, strengthen the alignment of projects with policies and funding, make effective use of special funds for service industry development at all levels, and fully leverage the guiding role of fiscal funds. Prioritize the provision of key resources such as finance and land to promote the high-quality advancement of major modern service industry projects. At the same time, adhere to a market-demand orientation and make full and flexible use of the “Lanzhou Special Support Policy for Modern Service Industry Talent Development.”
(3) Enhance the Business Environment. Continuously improve the modernization of urban governance, deepen the reform of streamlining administration, delegating powers, and improving government services, and closely adhere to the principles of “one network, one portal, one-stop service.” Promote the standardization, normalization, and convenience of government services to provide enterprises with a better and more favorable development environment, thereby driving improvements in the city’s business formats, functions, and quality.We will encourage industry associations to organize service skills competitions, formulate and publish group standards, and promote industry self-regulation. We will strengthen the application of “good or bad evaluation” results in government services to foster a business environment that attracts both local and foreign investors and offers a warm and welcoming experience.
(4) Strengthen Talent Development. Adhere to a market-demand-oriented approach and encourage service industry professionals from both domestic and international backgrounds to come to Lanzhou to start businesses and work. Actively cultivate practical talent for the modern service industry, establish platforms for attracting talent and expertise, and enhance the sector’s capacity and appeal for high-end talent.Vigorously implement talent training programs for the modern service sector, accelerate the development of training bases, public practical training facilities, and internship sites for college students, and encourage employees to participate in vocational skills certification, grade recognition, and specialized vocational competency assessments. Build a high-quality talent pool to provide the human and intellectual resources needed for the high-quality development of Lanzhou’s modern service sector.
(5) Conduct Assessments and Evaluations. Optimize and refine inspection and assessment standards, closely monitor key areas such as target achievement, project implementation, and policy enforcement, and carry out supervisory inspections and evaluations to ensure the effective implementation of all tasks.The scope of the assessment primarily includes county and district governments, municipal departments, and management committees of functional zones. Based on the completion of objectives and tasks outlined in the Three-Year Action Plan and the progress of various specialized initiatives, a quantitative scoring system will be applied using three categories: “Excellent,” “Good,” and “Poor.” Performance exceeding the target by 5% or more will be rated “Excellent”; meeting the target will be rated “Good”; and falling short of the target will be rated “Poor.” Assessment results will be disseminated within a specified scope.
