To comprehensively advance the development of the city’s agricultural industries, accelerate the cultivation of new growth drivers for the rural economy, effectively boost industrial efficiency and farmers’ incomes, and strive to establish an industrial structure led by the “Five Major and Three Specialty” industries and supplemented by the “Five Small” industries, the following plan has been formulated in accordance with the city’s actual conditions.
I. Development Approach
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, and fourth plenary sessions of the 19th Central Committee. We will earnestly carry out the decisions and arrangements of the provincial and municipal Party committees, regard industrial development as the fundamental strategy for rural revitalization, and build upon our agricultural resource advantages—such as “unique,” ““exceptionally unique,” and “top-tier” agricultural resources, we will resolutely develop grass-fed livestock, forestry and fruit, medicinal herbs, vegetables, specialty crop and livestock farming, paper mulberry, and the “Five Small” industries. This will promote the improvement of quality and efficiency in the agricultural sector, advance the integration of the primary, secondary, and tertiary industries in rural areas, and accelerate the transformation, upgrading, and high-quality development of our city’s agriculture.
II. Development Goals
Beef Cattle Industry. Increase the cattle herd by 5,000 head, bringing the total to 82,000 head; market 36,300 head, including 22,700 breeding cows; add 300 large-scale farms with 5 or more head; add 1,000 households engaged in forage silage production; process and ensile over 100,000 tons of forage annually; and complete the genetic improvement of 6,000 beef cattle.Horticulture Industry. Implement standardized management across 24,800 mu; plant 1,500 mu of new orchards; replant 10,000 mu; perform high-grafting upgrades on 500 mu; and establish 6 standardized demonstration orchards covering 3,400 mu. Expand Sichuan pepper cultivation by 3,000 mu, bringing the total to 6,500 mu.Medicinal Herb Industry. The total planting area reached 30,000 mu, with the establishment of 7 medicinal herb planting bases each covering 1,000 mu and 17 high-quality medicinal herb source bases each covering 500 mu. An additional 1,100 mu was allocated for seedling cultivation, and 1,500 large-scale growers with plots of 5 mu or more were developed. Vegetable Industry.Cultivation area: 30,000 mu; protected-culture vegetable area: 500 mu; 105 new steel-frame greenhouses constructed; 5 million vegetable seedlings centrally cultivated; 20 solar greenhouses and 80 plastic greenhouses renovated. Paper mulberry industry. Completed greenhouse hardening of 4 million seedlings; added 7,000 mu of paper mulberry cultivation area, bringing the cumulative total to 10,000 mu; established a 100,000-ton paper mulberry feed processing plant.Specialty Agriculture and Animal Husbandry. Focus on developing dryland agriculture and the swine industry, with dryland farming reaching 50,000 mu and the swine herd reaching 80,000 head; achieve full coverage of villages and households suitable for raising specialty economic animals such as Chinese honeybees, deer, musk deer, and black goats; in the “Five Small” industries, foster and develop over 4,000 households engaged in these sectors.
III. Key Tasks
Beef Cattle Industry. In towns such as Donghua, Xihua, Shangguan, Hexi, and Shenyu, we will vigorously advance the development of forage industries centered on alfalfa, dual-purpose corn (for grain and forage), and paper mulberry.Strengthen the market circulation system. Focusing on the development and expansion of the “Pingliang Red Cattle” industry, support Hongyuan Animal Husbandry Company and Lenyuan Animal Husbandry Company in actively utilizing their own market sales networks. Emphasize the Pingliang Red Cattle brand and the positioning of green and organic products to accelerate market development for bulk and specific consumer groups. Through cooperative relationships such as contractual agreements and contract farming, these companies will become designated suppliers to bulk consumer groups and large chain enterprises.Strengthen the safety and disease prevention system. Strictly implement regulations regarding the demarcation of livestock and poultry prohibition zones, and rigorously enforce the “three simultaneous” requirements for environmental protection in the construction, renovation, and expansion of large-scale cattle farms. Guide relevant townships to revitalize idle or underutilized beef cattle farms through methods such as external leasing, equity partnerships, transfer of usage rights, and business transformation, ensuring full-capacity production. Conduct in-depth safety inspections and supervision of beef cattle slaughterhouses and ammonia-related enterprises to ensure production safety in the livestock sector.
Forestry and Fruit Industry. Plant 1,500 mu of new walnut orchards in Shangguan Town, Shenyu Township, Ankou Town, and Xihua Town, including 400 mu in Shangguan Town, 500 mu in Shenyu Township, 300 mu in Ankou Town, and 300 mu in Xihua Town.The replanting target is 10,000 mu, distributed as follows: 2,500 mu in Shangguan Town, 2,500 mu in Shenyu Township, 3,200 mu in Ankou Town, 300 mu in Donghua Town, 1,300 mu in Xihua Town, and 200 mu in Yanxia Township.Complete 500 mu of high-grafting variety improvement, including 50 mu in Shangguan Town, 250 mu in Shenyu Township, 100 mu in Ankou Town, 50 mu in Xihua Town, and 50 mu in Yanxia Township.Newly planted 3,000 mu of Sichuan pepper in Shangguan Town, Shenyu Township, Ankou Town, Xihua Town, and Yanxia Township, including 250 mu in Shangguan Town, 1,600 mu in Shenyu Township, 500 mu in Ankou Town, 600 mu in Xihua Town, and 50 mu in Yanxia Township.
Medicinal Herb Industry. Seven 1,000-mu medicinal herb industry demonstration zones have been established. Among these, one 1,000-mu demonstration zone each, primarily featuring Angelica pubescens and Rheum officinale, has been established in villages along Huazhuang Road (G344) and Shuangche Road in Maxia Town; one 1,000-mu demonstration zone, primarily featuring Angelica pubescens, Astragalus membranaceus, and Eucommia ulmoides, has been established in villages along the Yangquan River basin in Cedi Town;One 1,000-mu medicinal herb demonstration belt, primarily featuring Angelica pubescens and Ligusticum chuanxiong, has been established in the villages along the Caichuan River basin in Shanzhai Township; one 1,000-mu medicinal herb demonstration belt, primarily featuring Angelica pubescens, Ligusticum chuanxiong, and Bupleurum, has been established in Yangzhuang Village, Hexi Village, and Jiangou Village in Hexi Town;In Qinglin, Shimin, Yangguan, Xiyuan, and Caotan villages of Xihua Town, establish one 1,000-mu medicinal herb demonstration zone primarily featuring Angelica pubescens; In Chenjiahe Village of Shangguan Town, establish one 1,000-mu medicinal herb demonstration zone primarily featuring Angelica pubescens, Astragalus membranaceus, and Ligusticum chuanxiong.Leveraging the medicinal herb industry project, establish a 200-mu experimental demonstration base for new medicinal herb varieties and cultivation technologies in Jiangzhuang Village, Maxia Town, to demonstrate and promote scientific and standardized cultivation practices among herb farmers and improve medicinal herb quality.
Vegetable Industry. In Limingchuan and Nancungou villages of Donghua Town, Zhujiapo village of Ankou Town, and Xiyuan village of Xihua Town, vigorously promote chili varieties such as Hangjiao No. 8 and Tianxia Jiaowang; tomato varieties such as Chaoyan 298-1 andMeirui, cucumber varieties such as Jinwang 605 and Bonai 13, and Chinese cabbage and radish varieties such as Chunqiu Wang, Qiaotouqing, and Xiangyabai. We will comprehensively adopt new technologies including raised-bed mulch cultivation, sub-mulch drip irrigation, yellow sticky traps, green pest control using insect traps, and raised-bed cuttings for scallions, to achieve local production and supply of winter and spring vegetables suitable for long-term storage.Actively develop protected-culture vegetables: support the construction of 105 new steel-frame greenhouses in Zhujiapo Village, Ankou Town; centrally cultivate 5 million vegetable seedlings in Limingchuan, Donghua Town; and repair 20 solar greenhouses and 80 plastic greenhouses.
Specialty Agriculture and Animal Husbandry. Vigorously develop specialty crops and livestock such as Sichuan pepper, peony, okra, daylily, and Chinese toon, as well as pigs, free-range chickens, Chinese honeybees, deer, musk deer, black goats, guinea fowl, and quail. In Donghua Town and Yanxia Township, 2,000 mu of peonies were planted;Two okra plantations totaling 200 acres were established in Cedi Town and Shangguan Town; one 100-acre daylily demonstration plot was established in Sanshan Village, Ankou Town, and another in Xijie Village, Shanzhai Township; 800 acres of Chinese toon were planted in Maxia Town and Shanzhai Township; and 1.5 million mushroom logs were cultivated in Donghua Town, Xihua Town, and Shangguan Town.Coordinated loans for specialty industries to support specialty animal husbandry, such as the breeding of sika deer and musk deer, in Yanxia Township, Xihua Town, Shangguan Town, and Hexi Town.
Paper mulberry industry. Relying on Jiahe Agricultural Development Company, three five-unit linked seedling-hardening greenhouses in Limingchuan were renovated and maintained, producing 4 million hardened seedlings. A total of 7,000 mu of paper mulberry poverty alleviation industrial bases were established in townships such as Ankou, Donghua, Cedi, Shenyu, and Shangguan, including 3,000 mu in Ankou Town,1,000 acres in Donghua Town, 1,000 acres in Cedi Town, 1,000 acres in Shangguan Town, and 1,000 acres in Shenyu Township, bringing the citywide total to 10,000 acres. Through methods such as investment promotion, equity cooperation, and collaborative development within the city, we established a 70-acre facility with an annual production capacity of 100,000 tons for processing mulberry,alfalfa, and corn stover, covering 70 mu. Efforts are being made to actively extend the industrial chain, focusing on developing the animal husbandry sector linked to paper mulberry as well as related agricultural byproducts such as paper mulberry tea, paper mulberry noodles, and paper mulberry sprouts. The initiative aims to create high-value-added meat and egg products—including Huating paper mulberry beef, paper mulberry lamb, and paper mulberry pork—to foster a new model for Huating’s paper mulberry livestock industry.
"Five Small" Industries. We encourage and guide registered low-income households to leverage their villages’ distinctive industries, utilizing vacant lots, courtyards, and sheds to develop backyard economies such as vegetables, fruits, and flowers, thereby improving the living environment.Support registered poor households in raising small poultry such as chickens, ducks, geese, and bees, and provide assistance to those familiar with and willing to develop traditional crafts—such as straw weaving, embroidery, paper cutting, insole making, and cloth shoe production—to help them expand their businesses.Support eligible registered poor households in establishing small workshops to process agricultural products (such as flour and cooking oil) and food items (including steamed buns, noodles, pastries, cold jelly, noodle sheets, tofu, vermicelli, and vinegar). Throughout the year, we aim to cultivate 4,000 local experts and business operators in the “Five Small” industries.
IV. Support Policies
Beef Cattle Industry. Support Policies for General Households. Households purchasing three or more beef cattle aged one year or older will receive a subsidy of 1,000 yuan per head, with a maximum subsidy of 10 heads.Support Policies for Registered Impoverished Households. First, subsidy for newly purchased cattle. A subsidy of 2,000 yuan per head is provided for newly purchased beef cattle aged one year or older, with a maximum of three heads. Second, subsidy for self-raised foundation cows. A subsidy of 500 yuan per head is provided for self-raised foundation cows aged one year or older, with a maximum of ten heads. Third, subsidy for forage silage bags. Each household engaged in forage silage production will receive five 4-meter silage bags.
Forestry and Fruit Industry. For walnut and Sichuan pepper base construction projects, upon inspection, those with a scale of 100 mu or more, a seedling survival rate of 95% or higher, reasonable intercropping and mixed planting, standardized management, and meeting the Pingliang Municipal Demonstration Orchard standards will receive subsidies of 264 yuan and 220 yuan per mu for newly planted seedlings, respectively; walnut replanting will receive a subsidy of 60 yuan per mu for seedling costs;Walnut high-grafting for variety improvement: Upon inspection by technical departments, if the high-grafting success rate reaches 85% or higher, management is standardized, and the site meets the standards of a Pingliang municipal-level demonstration orchard, a subsidy of 500 yuan per mu will be provided.
Medicinal Herb Industry. Support Policies for General Households. For households cultivating 3 mu or more of pollution-free medicinal herbs, a subsidy of 5 bags of organic fertilizer per mu will be provided, with a maximum subsidy of 10 mu; for newly established medicinal herb nurseries of 1 mu or more, a subsidy of 5 bags of organic fertilizer per mu will be provided, with a maximum subsidy of 5 mu.Support Policies for Registered Impoverished Households. First, households planting 1 mu or more of pollution-free medicinal herbs will receive a subsidy of 200 yuan per mu and 5 bags of organic fertilizer per mu, with a maximum subsidy of 10 mu; second, households establishing new medicinal herb nurseries covering 1 mu or more will receive a subsidy of 800 yuan per mu, with a maximum subsidy of 5 mu.
Vegetable Industry. For registered low-income households planting vegetables for one crop cycle on 1 mu or more, a subsidy of 300 yuan per mu is provided, with a maximum subsidy of 5 mu.
Specialty Agriculture and Animal Husbandry. Support policies for general households: A subsidy of 300 yuan per head for raised pigs, with a maximum subsidy of 3 heads. Support policies for registered poor households: First, a subsidy of 600 yuan per head for raised pigs, with a maximum subsidy of 5 heads. Second, for those developing dryland agriculture, a subsidy of 10 kg (1 roll) of plastic mulch per mu, with a maximum subsidy of 30 kg (3 rolls).Third, a subsidy of 3,000 yuan per animal is provided for the breeding of musk deer and deer, with a maximum subsidy of 5 animals.
Paper Mulberry Industry. Support Policies for Business Entities and General Households. Agricultural leading enterprises, village collective economic organizations (cooperatives), and large-scale growers (family farms) developing the paper mulberry industry that engage at least 10 impoverished households per 100 mu—either by employing them at paper mulberry industrial bases or directly involving them in cultivation—and continuously support these households for no less than three years are eligible for the following support policies:1,200 finished paper mulberry seedlings will be provided per mu (at a cost price of 2 yuan per seedling). The government will subsidize 1.4 yuan per seedling. Enterprises, cooperatives, and large-scale growers (family farms) must pay 0.2 yuan per seedling annually, totaling 0.6 yuan over three years, with dividends of no less than 8% per seedling distributed annually to the village collective and impoverished households. Support Policies for Registered Impoverished Households.First, for those who independently cultivate hybrid paper mulberry, seedlings will be provided free of charge, along with plastic mulch and two bags of organic fertilizer per mu, with a guaranteed minimum buyback. Second, for registered impoverished households engaged in animal husbandry, those raising 1–2 head of cattle will receive 1 ton of paper mulberry silage per household; those raising 3–5 head will receive 2 tons; and those raising 5 or more head will receive 3 tons.
“Five Small” Industries. Support will continue to be provided in accordance with the relevant policies outlined in the “Implementation Plan for Supporting Impoverished Households in Developing the ‘Five Small’ Industries” (Huazhengbanfa [2019] No. 110). First, for households developing small courtyard industries—planting flowers and grass or growing vegetables and fruits in front of and behind their homes—a subsidy of 1,500 yuan will be provided to each household upon passing an inspection confirming a clean and tidy living environment.Second, for those developing small-scale poultry (livestock) industries: a subsidy of 15 yuan per chick, duckling, or gosling will be provided, with a maximum subsidy of 100 birds.For those raising native honeybees, a subsidy of 450 yuan will be provided per hive, with a maximum of 5 hives. Third, for the development of small-scale handicrafts, a subsidy of 1,500 yuan will be provided per household; for the self-selected type, where households purchase processing equipment for self-production and self-sales and highlight ethnic characteristics and cultural heritage, a subsidy of 2,000 yuan will be provided per household. Fourth, for small workshops with complete documentation, a subsidy of 2,000 yuan will be provided per household.
V. Support Measures
1. Strengthen Organizational Leadership. All townships and departments must prioritize industrial development on their agendas, make meticulous arrangements and deployments, carefully organize implementation, refine work tasks, and ensure clear accountability. In particular, townships must conduct further surveys and verifications of the baseline data for industrial development, clarify tasks for specialty industries, confirm planting areas and breeding quotas, reasonably plan land parcels, strengthen technical guidance, promote concentrated and contiguous planting and facility-based breeding, and ensure the comprehensive implementation of industrial development tasks.
2. Strengthen Publicity and Guidance. Through major media outlets such as newspapers, radio, television, and the internet, vigorously publicize industrial policies to help farmers better understand and grasp policy details. By presenting cost-benefit analyses, stimulate the internal motivation for industrial development among farmers—particularly those in poverty—and boost their confidence in self-development. At the same time, promptly compile and summarize typical experiences, successful cases, and achievements in the development of specialty industries; strengthen publicity, promotion, and the exchange of experiences to foster a positive atmosphere for advancing industrial development.
3. Strengthen Guidance and Services. Efforts to secure and implement industrial projects must be intensified to provide robust support for improving industrial quality and efficiency. The Bureau of Agriculture and Rural Affairs and the Bureau of Natural Resources shall guide townships to expand industrial training, establish a liaison system involving members of village-based work teams, designated assistance officers, and village-assigned cadres, and provide timely and effective services in areas such as technology promotion, variety introduction, disease and pest control, agricultural input supply, market marketing, and e-commerce.In accordance with industrial policy requirements, with a focus on impoverished villages and households, we must intensify the integration of project funds, strictly scrutinize the eligibility of project beneficiaries, adhere to strict procedures, ensure standardized operations, and resolutely eliminate fraud and abuse of power to ensure that policy implementation is open, fair, and effective.
4. Strict Supervision and Evaluation.Establish and improve incentive and evaluation mechanisms, incorporating industrial development indicators into the municipal government’s annual performance evaluation. Each township shall conduct self-inspections and acceptance checks on the industries it has cultivated, then submit the acceptance results along with the reimbursement roster to the Bureau of Agriculture and Rural Affairs, the Bureau of Natural Resources, and the Poverty Alleviation Office for review and reimbursement. The municipal government will form inspection teams comprising relevant personnel from the Bureau of Agriculture and Rural Affairs, the Bureau of Natural Resources, the Poverty Alleviation Office, and the Finance Bureau to conduct household-by-household inspections of industrial implementation in each township; these results will serve as a key basis for the annual evaluation of key agricultural and rural work.The Municipal Agriculture and Rural Affairs Leading Group will commend and reward townships that demonstrate strong industrial development, significant achievements, and high public satisfaction, while publicly criticizing those with inadequate implementation, slow progress, or poor results. At the same time, in strict accordance with the management regulations for poverty alleviation funds, we will strengthen the management of industrial development funds, fully implement the fund reimbursement system, ensure standardized operations, and accept public oversight. If any misappropriation or fraudulent acquisition of industrial subsidy funds is discovered, a system of retroactive accountability will be enforced, and relevant personnel will be held responsible.
