Park Overview
The Industrial Transfer Park was one of the first three provincial-level industrial transfer zones designated by the Guangdong Provincial Government in 2005. Located at the Yangxi County exit of the Shenhai Expressway, it covers a planned area of 13,000 mu. The park is a joint venture between the Zhongshan Torch High-Tech Industrial Development Zone and Yangxi County, with Zhongyang United Development Co., Ltd. serving as the entity responsible for its development and construction.
In the early stages of development, the park drew on the successful operational model of the Zhongshan Torch Development Zone, adhering to a market-oriented approach with enterprises as the main actors and profitability as the goal. The Torch Development Zone invested capital and dispatched key personnel to form the management and operations team of Zhongyang United Development Co., Ltd., pioneering a park-building approach centered on “government cooperation,
corporate operation, shared benefits, and win-win development.” It pioneered a new model of industrial relocation characterized by “establishing a brand, dispatching personnel, providing funding, blazing a trail, and sharing the fruits of success,” and established a tripartite operational mechanism comprising joint meetings between the two regions, the park management body, and the investment and development company.This approach has charted a path suitable for the rapid development of underdeveloped regions, providing a new pathway for revitalizing county-level economies. The park has completed the comprehensive development and construction of Phase I (1,480 mu) and Phase II (3,205 mu). Investment projects for Phase III (2,825 mu) have been fully launched and are expected to be fully completed and put into operation by 2024. For Phase IV (7,803 mu), the first stage of project recruitment and incubation has been completed, and municipal engineering construction has begun in earnest.
