The Zhongshan Torch High-Tech Industrial Development Zone (hereinafter referred to as the “Torch Development Zone”) is a national-level high-tech development zone jointly established in 1990 by the Ministry of Science and Technology, the People’s Government of Guangdong Province, and the People’s Government of Zhongshan City.In July 2021, Zhongshan Port Subdistrict and Minzhong Subdistrict were officially established. The Torch Development Zone and Zhongshan Port Subdistrict operate under a “two-name, single-team” structure, implementing integrated operations to coordinate the economic development, engineering construction, and education and sports affairs of Minzhong Subdistrict.

  Zhongshan Port Subdistrict is located in eastern Zhongshan, on the west bank of the Pearl River Estuary. It faces Shenzhen across the estuary to the east, covering an area of 85.22 square kilometers with a population of approximately 280,000.Mingzhong Subdistrict is situated in the northeast of Zhongshan City, bordering Nansha District of Guangzhou to the northeast. It covers an administrative area of 125.42 square kilometers and has a permanent population of 110,000. The subdistrict administers 16 village committees and 3 residents’ committees, making it the town or subdistrict with the largest number of villages (communities) in the city. Following the integration, the Torch Development Zone now covers a total area of 210.64 square kilometers and has a population of approximately 400,000.
