The Zhongshan Torch High-Tech Industrial Development Zone (hereinafter referred to as the “Torch Development Zone”) is a national-level high-tech development zone jointly established in 1990 by the Ministry of Science and Technology, the People’s Government of Guangdong Province, and the People’s Government of Zhongshan City.In July 2021, Zhongshan Port Subdistrict and Minzhong Subdistrict were officially established. The Torch Development Zone and Zhongshan Port Subdistrict operate under a “two-name, single-team” structure, implementing integrated operations and coordinating the economic development, infrastructure construction, and education and sports responsibilities of Minzhong Subdistrict.

Zhongshan Port Subdistrict is located in eastern Zhongshan, on the west bank of the Pearl River Estuary. It borders the Pearl River Estuary to the east, facing Shenzhen across the river. It covers an area of 85.22 square kilometers and has a population of approximately 280,000.Mengzhong Subdistrict is located in the northeastern part of Zhongshan City, bordering Nansha District of Guangzhou to the northeast. It has an administrative area of 125.42 square kilometers and a permanent resident population of 110,000. The subdistrict oversees 16 village committees and 3 residents’ committees, making it the town or subdistrict with the largest number of villages (communities) in the city at present.Following the reorganization, the Torch Development Zone has a total area of 210.64 square kilometers and a population of approximately 400,000.
