Park Overview
Established in 1988, the Zengcheng Economic and Technological Development Zone was upgraded to a provincial-level economic and technological development zone in 2006 and to a national-level economic and technological development zone in March 2010. It is one of Guangzhou’s three national-level development zones. The zone operates under a “one zone, multiple parks” management model, with a core area of approximately 25.49 square kilometers; in July 2022, its delegated management scope was expanded to 302 square kilometers.Located in the core area of the Guangdong-Hong Kong-Macao Greater Bay Area, the zone serves as the intersection of the Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor and acts as a “bridgehead” connecting the Guangzhou and Shenzhen metropolitan areas. It is accelerating its transformation into a modern industrial new city and has become a key engine for economic development in eastern Guangzhou.
Key Industries:
The park focuses on three key industries—automotive and new energy vehicles, semiconductors and integrated circuits, and ultra-high-definition video and new display technologies—forming a "chips, displays, and vehicles" industrial structure. It concentrates on strategic emerging industries such as new energy vehicles, intelligent connected vehicles, semiconductors, and new display technologies, while promoting the transformation and upgrading of traditional industries and fostering future industries including the low-altitude economy, biopharmaceuticals, new energy, and new energy storage.
Location and Transportation:
Located in eastern Guangzhou, the district faces Dongguan across the river to the south and connects to the Guangzhou Economic and Technological Development Zone and the China-Singapore Knowledge City to the west. It is adjacent to cities on the eastern shore of the Pearl River Delta, such as Hong Kong and Shenzhen, and is situated at the core of the Guangdong-Hong Kong-Macao Greater Bay Area and the intersection of the Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor.The area features three major railway hubs—Xintang Station, Zengcheng Station, and Zengcheng West Station—with rail transit coverage including the Guangzhou-Shenzhen Railway, Guangzhou-Shanwei High-Speed Railway, Guangzhou-Shenzhen Intercity Railway, and Guangzhou Metro Line 13. This forms a composite transportation network of “high-speed rail + expressways + rapid transit,” enabling rapid connections to Guangzhou’s central urban area, Dongguan, Shenzhen, and other cities;The Guangzhou Eastern Intermodal Transport Hub connects directly to major international logistics corridors linking China with Europe, Russia, Central Asia, and ASEAN. The number of daily freight train departures and arrivals at Xintang Station has increased to 290, reaching 70 cities across 7 provinces.

Automotive and New Energy Vehicle Industry: Focusing on building a core automotive components industrial park, driving the industry’s transition toward new energy and digitalization, and clustering vehicle manufacturers such as GAC Honda and BAIC South China’s production bases, as well as component suppliers like Hitachi Motor and Fuyao Glass. The automotive industry chain comprises over 200 enterprises, with an expected industrial output value exceeding 63 billion yuan in 2024.
Semiconductor and Integrated Circuit Industry: Planning and constructing Guangdong’s first specialized smart sensor industrial park to high standards, the area has attracted leading and key enterprises such as Zengxin Technology, Yuehai Electronics, and AMEC. Zengxin Technology operates China’s first 12-inch smart sensor wafer manufacturing line, while Guangdong Yuehai Integrated Circuits fills a gap in Guangdong’s advanced packaging and testing sector. By 2024, the area will host over 40 upstream and downstream information technology enterprises,with the electronic information industry’s output value reaching 27 billion yuan.
Ultra-High-Definition Video and New Display Industry: Cluster industry leaders such as Visionox to build a new display industry cluster.
Future Industries: Accelerate the construction of a low-altitude economy industrial park and introduce projects such as Jiuzhou and the Intelligent Defense Equipment and Low-Altitude Aircraft Industrial Base; create a distinctive life sciences and health industrial park cluster by attracting biopharmaceutical enterprises including Guangdong Daxiang Pharmaceutical, Bailin Biopharmaceutical, and Jiete Biotechnology;simultaneously fostering industries such as new energy and new energy storage.
Spatial Structure: Establish a “One Belt, Four Axes, Three Cores, Six Zones” spatial structure, forming industrial zones including the Guangzhou Eastern Advanced Manufacturing and Information Technology Cluster, the Science and Technology Innovation and Logistics Development Zone, the Headquarters and Dongjiang Innovation Service Zone, and the Automotive, Food, Pharmaceutical, and Medical Smart Manufacturing Zone.
Industrial Ecosystem:
Innovation Platform Support: By bringing together innovative forces such as Zengxin Technology, AMEC, and the Hubei University Research Institute, we will drive the establishment of five new Guangzhou branches of national-level R&D platforms under the Hubei University Research Institute and add 14 new Guangdong Provincial Engineering Technology Research Centers. Since 2022, the district has cumulatively won 15 Guangdong Provincial Science and Technology Awards (including projects under consideration), forming an innovation hub that integrates R&D, incubation, and commercialization.
Industrial Chain Synergy: Led by the three major pillar industries—semiconductors, displays, and automobiles—the zone has formed a modern industrial system characterized by synergy, efficiency, and a clear hierarchical structure. The automotive industry has established a complete industrial chain encompassing vehicle manufacturing and core components, while the semiconductor industry has formed a closed-loop system integrating wafer fabrication and advanced packaging and testing, achieving resource sharing and technological complementarity across the upstream and downstream sectors.
Institutional and Mechanism Support: We have deepened the “integrated district-government” management system. Through the “Regulations on the Guangzhou Zengcheng Economic and Technological Development Zone,” we have been granted 12 municipal-level economic construction management authorities. We have established 23 green channels and implemented services such as “construction commencement upon land acquisition” for industrial projects and “end-to-end assistance” for approval processes, with over 200 industrial projects benefiting from these reforms.
Empowerment through Opening-up: Leveraging major international logistics corridors, the zone has attracted 11 major foreign trade comprehensive service platform projects, including Shein, to create an open framework for “buying and selling globally.” Total import and export volume is projected to reach 140 billion yuan in 2024.
Integrated Industrial-Urban Development: The core area features comprehensive public service facilities including education, healthcare, and transportation. Construction is underway on the Guangzhou Eastern Intermodal Hub and the Xintang Station Comprehensive Transportation Hub. Development of headquarters and commercial projects is accelerating, driving the continuous deepening of industrial-urban integration.

Implementing a “one zone, multiple parks” management model, the core area covers approximately 25.49 square kilometers, with the delegated management scope expanded to 302 square kilometers in July 2022.High-standard development of specialized industrial parks, including Guangdong’s first Smart Sensor Specialized Industrial Park, Automotive Core Components Industrial Park, Low-Altitude Economy Industrial Park, Specialized Life and Health Industrial Park, and Guangzhou Zengcheng High-End Electronic Information and New Materials Industrial Park. Among these, the Guangzhou Zengcheng High-End Electronic Information and New Materials Industrial Park was selected in April 2025 as a candidate for Guangzhou’s Specialized Benchmark Industrial Park Cultivation Program.As of 2024, the number of “top-tier” enterprises in the park has increased to 980, with 207 companies in the automotive industry chain and over 40 upstream and downstream enterprises in the information technology sector. The number of high-tech enterprises and specialized, refined, distinctive, and innovative (SED) enterprises is rising rapidly. The park is home to several listed companies, including Guangdong Construction Engineering, Pearl River Piano, SOFIA, Ligo Food, and Huayan Precision Machinery.

Enterprise Services: Implementing a “full lifecycle service” mechanism, the park offers “one project, one checklist, one dedicated officer” end-to-end assistance, streamlines approval processes, and enables industrial projects to “start construction immediately upon land acquisition.” It has established a closed-loop system of “Party leadership, statistical empowerment, and service implementation” to precisely deliver inclusive policies such as financial support and technology incentives to enterprises;To address urgent and pressing issues such as labor shortages, we have spearheaded recruitment services, posting over 200 job openings to effectively alleviate staffing challenges for enterprises.
Public Facilities: The core area features five public elementary schools and three private schools, with medical care provided by the Zengcheng Branch of Nanfang Hospital (a Grade III-A general hospital);Public transportation covers more than 50 bus stops and 26 bus routes; simultaneously advancing the development of headquarters and commercial projects to improve business and lifestyle amenities, meeting the operational and daily commuting needs of enterprise employees.
