Established in 1992 with the approval of the State Council and named after Mr. Liao Zhongkai, a pioneer of the modern democratic revolution, the Zhongkai High-Tech Zone is one of the first national high-tech zones in China. It is located in the southwestern part of Huizhou—the “Mighty Prefecture of Lingdong”—bordering Shenzhen and Hong Kong to the south,and bordering Dongguan and Guangzhou to the west. It occupies a prime location along Shenzhen’s Eastern Expansion Corridor and is part of the eastern core region of the Guangdong-Hong Kong-Macao Greater Bay Area.In February 2010, the zone implemented institutional and mechanism reforms, exercising municipal-level economic management authority and county (district)-level administrative management authority, establishing a high-tech zone-level fiscal management system, and adopting a “grand ministry system” management model; the restructuring and standardization of its management institutions were completed in 2023.Currently, it administers four parks—including the Dongjiang Science and Technology Park, the Hui Nan Science and Technology Park, the Tonghu Eco-Smart Zone, and the Artificial Intelligence Industrial Park—as well as towns (subdistricts) such as Chenjiang, Huihuan, Lilin, Tongqiao, and Tonghu.
