Several Measures of Yangjiang City to Promote the High-Quality Development of Small and Medium-Sized Enterprises
To promote the high-quality development of small and medium-sized enterprises (SMEs) in our city, these measures are hereby formulated in accordance with the “Guangdong Provincial Guidance on Promoting the High-Quality Development of Specialized, Refined, Distinctive, and Innovative Enterprises” (Yue Ban Han [2023] No. 278) and other relevant regulations, and in light of our city’s actual conditions.
I. Rewards for Enterprise Evaluation and Certification
Enterprises newly recognized as national-level “Specialized, Refined, Distinctive, and Innovative” “Little Giant” enterprises, provincial-level “Specialized, Refined, Distinctive, and Innovative” SMEs, or provincial-level innovative SMEs shall, starting from the second year following the year of recognition, receive a one-time reward of 1 million yuan, 300,000 yuan, or 50,000 yuan, respectively, if their operating revenue grows by 10% or more. All rewards shall be determined based on the principle of tiered supplementation.(Responsible Units: Led by the Municipal Bureau of Industry and Information Technology, with support from the Municipal Finance Bureau and the Municipal Bureau of Statistics)
II. Enhancing Enterprise Innovation Capabilities
Enterprises recognized for the first time as provincial-level engineering research centers will receive a one-time reward of 200,000 yuan; enterprises recognized for the first time as national- or provincial-level enterprise technology centers will receive one-time rewards of 1 million yuan and 200,000 yuan, respectively; enterprises recognized for the first time as national- or provincial-level industrial design centers will receive one-time rewards of 1 million yuan and 200,000 yuan, respectively;Leading enterprises recognized for the first time as national- or provincial-level manufacturing innovation centers shall receive one-time awards of 1 million yuan and 200,000 yuan, respectively.All of the above rewards are subject to the principle of tiered supplementation. Research and development enterprises whose equipment products meet the requirements of the Guidance Catalog for the Promotion and Application of Major Technical Equipment (First-of-a-Kind Sets) issued by the Ministry of Industry and Information Technology and the Guangdong Provincial Department of Industry and Information Technology, and which have already achieved sales, shall be granted one-time support of 500,000 yuan and 200,000 yuan, respectively, with a maximum of 1 million yuan per enterprise per year.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Development and Reform Bureau, and Municipal Science and Technology Bureau take the lead; Municipal Finance Bureau provides support)
III. Flexibly Addressing Land Needs
A “green channel” for land use approval services will be established to ensure that the land needs of small and medium-sized enterprises (SMEs) are met through the allocation of existing construction land and new planned quotas. SMEs will be supported in jointly bidding for land, and the ownership of industrial properties may be divided and transferred in accordance with the law. IV. Supporting Enterprise Financing
Regularly submit lists of SMEs to the Yangjiang Branch of the People’s Bank of China to encourage financial institutions to enhance their engagement and services. Encourage banking institutions and financing guarantee agencies to develop tailored financing products for SMEs based on their specific needs, and to provide preferential treatment in areas such as credit limits, approval processes, and internal transfer pricing.Encourage banking institutions to actively utilize special quotas for re-lending and rediscounting under the “Scientific and Technological Innovation and Technological Transformation” program and the “Yueke Rong” program to increase support for science and technology innovation enterprises. V. Strengthening Intellectual Property Services
Establish a fast-track process for handling intellectual property matters and support expedited preliminary examination of patents for eligible small and medium-sized enterprises.Provide subsidies for interest actually incurred by enterprises when obtaining financing through intellectual property pledges, with support limited to no more than 10% of eligible interest. Eligible interest for each enterprise during the application period must be no less than 100,000 yuan; enterprises may not submit multiple applications for the same intellectual property pledge-backed loan; and the maximum subsidy amount per enterprise during the application period shall not exceed 150,000 yuan.[Responsible Units: Led by the Municipal Market Regulation Bureau (Municipal Intellectual Property Office), with cooperation from the Municipal Finance Bureau, the People’s Bank of China Yangjiang Branch, the Yangjiang Financial Regulatory Sub-bureau, and the people’s governments (administrative committees) of all counties (cities, districts)]
VI. Supporting Enterprises in Building Brands and Expanding Markets
Enterprises in our city that win the China Quality Award or the Guangdong Provincial Government Quality Award will receive one-time rewards of 500,000 yuan and 300,000 yuan, respectively. Small and medium-sized enterprises (SMEs) are encouraged to participate in domestic and international exhibitions such as the Canton Fair, the SME Expo, the China-ASEAN Expo, the Knife Expo, and “Yue Mao Global” to expand their markets.National-level “Specialized, Refined, Distinctive, and Innovative” (“Little Giant”) enterprises and provincial-level “Specialized, Refined, Distinctive, and Innovative” SMEs participating in trade fairs will be given priority in booth allocation under equal conditions. [Responsible Units: Municipal Market Regulation Bureau, Municipal Finance Bureau, Municipal Commerce Bureau, Municipal Bureau of Industry and Information Technology; People’s Governments (Administrative Committees) of all counties (cities, districts) shall ensure implementation in accordance with their respective responsibilities]
VII. Implementing the Enterprise Service Mechanism
Small and medium-sized enterprises will be designated as entities under the direct supervision of municipal leaders. “One-enterprise-one-policy” measures will be flexibly applied to help resolve difficulties and issues encountered in enterprise production and operations, thereby promoting high-quality enterprise development. These measures shall take effect on the date of issuance and remain valid for three years from the date of implementation. Enterprises that have already received similar municipal-level incentives shall not be eligible for duplicate rewards.
