Original Title: Shenzhen Action Plan for Accelerating the Development of the Artificial Intelligence Terminal Industry (2025–2026)

 To seize new opportunities in the development of artificial intelligence, support the application of AI technology in smart terminal products, promote high-quality and leapfrog development of the smart terminal industry, and accelerate the construction of an AI terminal industry cluster that leads both domestically and internationally, this Action Plan is formulated in accordance with the requirements of documents such as the “Implementation Plan for Accelerating the Development of New Qualitative Productive Forces and Further Promoting the High-Quality Development of Strategic Emerging Industry Clusters and Future Industries” and the “Shenzhen Action Plan for Accelerating the Development of an AI Pioneer City,” while taking into account the actual conditions of our city.

  I. Development Goals

  By 2026, the core competitiveness of the AI terminal industry will be further enhanced, the “depth of AI integration” in products will be further improved, and the industrial ecosystem will continue to expand.the city’s AI terminal industry will reach a scale of over 800 billion yuan, with a target of 1 trillion yuan; it will attract no fewer than 10 industry-leading AI terminal enterprises; the output of AI terminal products will exceed 150 million units; more than 50 blockbuster AI terminal products will be launched in sectors such as mobile phones, computers, large-model all-in-one devices, and wearable devices; and more than 60 typical AI terminal application scenarios will be established in fields including smart manufacturing, smart finance, smart cities, smart elderly care, and smart government services.

  II. Key Product Categories

  (1) AI-Powered Smartphones. Continuously maintain a leading position in the global and domestic smartphone markets; build full-stack capabilities encompassing “chips—operating systems—models/AI agents—application ecosystems”; launch smartphone products in various innovative form factors; provide intent-driven proactive services; and take the lead in upgrading smartphones from “smart tools” to “smart assistants.”

  (2) AI Computers (including desktop and laptop computers). We will simultaneously enhance global brand influence and advanced manufacturing capabilities in the computer sector, cultivate leading AI computer brands both domestically and internationally, support traditional computer contract manufacturers in transitioning to AI computer manufacturers, and promote the development of AI computers into productivity tools empowered by edge-side large models and multi-platform collaborative personal workstations.

  (3) AI Tablets.Deepen the expansion of the tablet ecosystem and application scenarios, build a high-end “Made in Shenzhen” brand matrix, enhance the technical capabilities and market competitiveness of mid-tier brands and contract manufacturers, and develop more specialized products for vertical sectors. Promote the cross-platform and lightweight adaptation of edge-side large models on tablets, deeply empowering personalized entertainment, learning, content creation, and light office work, and drive the transformation of tablets from “entertainment tools” to “productivity + smart interaction hubs.”

  (4) Large-Model All-in-One Devices. Seize the opportunity presented by the open-sourcing of large models to accelerate the launch of out-of-the-box training-and-inference all-in-one devices and inference-only all-in-one devices, serving the customized and lightweight needs of enterprises and government sectors. Focus on scenarios such as smart finance, smart healthcare, and smart office to provide end-to-end solutions featuring on-premises deployment, industry-specific customization, and high efficiency, security, and compliance.

  (5) AI Wearable Devices. Launch a series of flagship AI products in niche segments such as smart glasses, smartwatches, smart earbuds, and AR/VR devices, and introduce cost-effective AI wearables tailored to specific scenarios and the needs of the "Belt and Road" initiative. Focus on consumer-facing scenarios such as spatial perception, real-time translation, and health monitoring, as well as business-facing scenarios including industrial inspections, telemedicine, and emergency response, to establish a hub for the development of AI wearable devices.

  (6) AI Imaging Devices. Utilize AI technology to reshape the paradigm of visual content creation, enhance professional-grade image capture and intelligent processing capabilities, and develop portable professional-grade imaging devices.We will enhance capabilities in AI imaging devices, including intelligent tracking of moving targets, multi-device collaborative shooting, and real-time rendering of lighting effects. We will expand into creative production scenarios such as extreme sports tracking, film-grade automated editing, and lossless imaging in low-light conditions. By developing end-to-end, low-power intelligent creation solutions, we will strengthen applications in outdoor exploration and commercial photography.

  (7) Whole-Home Smart Products. Promote the integration of edge-side large models into AI-powered televisions to deliver personalized entertainment experiences.Promote the comprehensive integration of AI capabilities into home appliances and smart home products such as smart TVs, smart speakers, smart door locks, and robotic vacuum cleaners. In key scenarios including home entertainment, home security, household automation, and health management, achieve seamless, unobtrusive coordination among smart appliances, smart security systems, and energy-saving management. Drive the evolution of the home environment from “passive response” to “active cognition,” creating a “digital home organism” capable of environmental perception, autonomous decision-making, and emotional interaction.

  (8) Industrial-Grade AI Terminals.Promote the application of technologies such as multimodal fusion, computer vision, and digital twins in industrial sectors including smart manufacturing, automated control, intelligent inspection, and smart patrol and security. Develop industrial-grade AI terminal products equipped with AI computing power and autonomous learning capabilities. Utilize AI technology to dynamically adjust production line parameters, conduct real-time monitoring and anomaly alerts, and coordinate workflows across multiple devices to enhance quality control and production efficiency, thereby accelerating the intelligent and high-end transformation of the industrial sector.

  (9) Other New Types of AI Terminals. Leveraging Shenzhen’s core strengths—including its thriving innovation and creative industries, robust hardware and software R&D and manufacturing capabilities, and well-established supply chains—we will support enterprises in launching new AI terminals such as AI business cards, AI toys, and AI lifestyle assistants in sectors including fashion and trendy toys, culture, sports, and tourism, personal assistants, home-based elderly care, health monitoring, and emotional companionship.

  III. Key Tasks

  (1) Accelerate the Development of Edge-Side Large Models. Encourage AI terminal enterprises and edge-side large model companies to utilize lightweight and optimization technologies—such as model compression and distillation—to reduce model size and computational load, thereby improving the efficiency and effectiveness of AI terminal model conversion, optimization, and engineering deployment. Encourage enterprises to establish large-scale, multi-dimensional, high-quality databases and optimize edge-side large models based on specific application scenarios. Actively attract large model manufacturers to establish operations in Shenzhen.

  (2) Enhance the Basic Software and Hardware Capabilities of AI Terminals. Encourage enterprises to optimize the functional architecture of operating systems. Support research and development of core technologies for AI terminal chips to improve overall edge computing efficiency. Encourage the development of next-generation display technologies and other innovations to enhance the form factor of AI terminal products and the user experience in content interaction. Support innovative research on multimodal intelligent sensors to enrich the multimodal perception and interaction capabilities of AI terminals and expand the boundaries of their capabilities.

  (3) Foster the formation of a robust tiered structure of enterprises in the AI terminal industry. Continuously optimize the business environment and respond promptly to corporate needs. Encourage enterprises to increase investment in product R&D and technological innovation, and attract ecosystem partners to establish operations in Shenzhen. Actively nurture and precisely identify innovative emerging enterprises, fully tap into the potential of small, medium, and micro enterprises, and cultivate a cohort of “hidden champions.” Actively attract global AI terminal enterprises and innovation and entrepreneurship teams to establish innovation and application headquarters and R&D centers in Shenzhen.

  (4) Foster a Diverse and Thriving AI Terminal Application Ecosystem.Vigorously advance the development of AI agents, support the creation of more AI-native applications, and encourage developers to explore AI-native capabilities across various operating system platforms. Accelerate the implementation of AI applications across all industries, deeply advance the application of AI across all domains, times, and scenarios, and support enterprises in creating vertical-specific demonstration applications. Incubate AI super-applications and support software developers in creating new scenarios, new business models, and new applications. Build AI open-source platforms serving both domestic and international markets.

  (5) Establish and Improve the AI Terminal Standards System. Support local enterprises in actively participating in standardization efforts within the AI terminal sector, and actively promote the formulation of standards for foundational hardware and software technologies, product grading and rating, security and compliance certification, and performance evaluation in the AI terminal field. Encourage enterprises to define various new types of AI terminal products, establish a platform for matching standardization needs within the AI terminal industry cluster, propose standard project proposals, and build a mechanism for sharing and analyzing standardization demand information. Encourage the development of guidelines for the construction of the AI terminal standards system.

  (6) Establish an open innovation platform for the industry. Explore the development of a New Product Introduction (NPI) innovation platform to accelerate the application verification of innovative AI terminal products and achieve large-scale mass production. Encourage the establishment of AI terminal evaluation platforms to provide services such as on-device AI model evaluation and AI terminal performance testing and certification. Encourage the development of innovation incubation platforms to provide innovation resources and services to startup teams, fostering innovative enterprises and an innovation ecosystem.

  (7) Strengthen the promotion of AI terminal products. Compile a catalog of innovative AI terminal products and a list of best-selling products to foster a group of “hot-selling items.” Make full use of exhibition and promotion platforms to showcase AI terminal products through multiple channels. Establish AI terminal categories in various AI innovation and entrepreneurship competitions and events. Diversify promotional efforts for high-quality AI terminal products. Encourage outstanding products to enter international markets, support enterprises in launching AI terminal products tailored to specific overseas market demands, and support AI terminal enterprises in participating in high-end international exhibitions.

  (8) Actively expand application scenarios for AI terminal products. Roll out a list of “City + AI” application scenarios on a rolling basis, opening up application scenarios in areas such as government services, urban governance, smart education, smart healthcare, and cultural tourism. Support the application of AI terminal products in fields such as industrial robots, intelligent inspection, and smart logistics to enhance the level of intelligence in the manufacturing sector. Support enterprises in developing AI-powered personalized learning terminals and strengthen the application of AI in areas such as personalized learning, intelligent assessment, and virtual experiments.

  (9) Strengthen privacy and security protection. Support the adoption of advanced encryption algorithms and technologies in all stages of data collection, storage, transmission, and usage for AI terminals. Encourage enterprises and research institutions to increase R&D investment in privacy protection technologies. Encourage technological R&D focused on high-capacity, high-speed storage devices for home use to reduce local storage costs for consumers. Establish a rapid response mechanism for AI terminal security vulnerabilities and encourage enterprises to set up dedicated security teams. Explore the establishment of regulatory and governance mechanisms for AI terminals, with relevant functional departments jointly implementing inclusive and prudent regulation in accordance with laws and regulations.

  IV. Support Measures

  (1) Strengthen Coordination. Within the framework of the city’s strategic emerging industry clusters and future industry system, the Municipal Bureau of Industry and Information Technology will strengthen overall coordination. Municipal and district-level units will closely cooperate and work in concert to mobilize resources from all parties, fully serving and supporting the development of AI terminal enterprises and key project construction.

  (2) Strengthen Resource Support. Fully leverage policies for large-scale equipment upgrades and consumer product trade-ins. Ensure adequate funding for strategic emerging industries and future industries, and provide coordinated support to help AI terminal enterprises grow and become stronger. Utilize the 20 advanced manufacturing parks to provide high-quality, cost-effective space for AI terminal enterprises.We will issue “Training Vouchers,” “Corpus Vouchers,” and “Model Vouchers” to reduce corporate costs. We will assist enterprises in accelerating the filing of edge-side large models, provide AI terminal application scenarios, and offer full-chain services and full-cycle support to enterprises.

  (3) Improve the talent support system. Encourage local universities and research institutions to accelerate the development of disciplines and programs in the AI field, and support the joint establishment of laboratories and talent training bases by universities and enterprises. Strengthen the development of leading talent, high-level innovation and entrepreneurship talent, and high-tech talent in the AI terminal sector, and attract high-end talent and entrepreneurial teams from both domestic and international sources to develop in Shenzhen. Establish a support system for innovation and entrepreneurship, talent housing, and office space.
