Original Title: Notice from the Tianhe District Development and Reform Bureau, Tianhe District Science, Technology, Industry, and Information Technology Bureau, Tianhe District Human Resources and Social Security Bureau, Tianhe District Housing, Construction, and Landscaping Bureau, and Tianhe District Commerce Bureau of Guangzhou City on Issuing Several Policy Measures to Accelerate the High-Quality Development of the Low-Altitude Economy and Aerospace Industry in Tianhe District, Guangzhou City

To implement the Central Government’s Opinions on Promoting the High-Quality Development of the Low-Altitude Economy, as well as the spirit of documents such as the “Guangdong Province Action Plan for Promoting the High-Quality Development of the Low-Altitude Economy (2024–2026)” and the “Guangdong Province Action Plan for Promoting the High-Quality Development of Commercial Aerospace (2024–2028)”and the "Guangzhou Low-Altitude Economy Development Regulations," to accelerate the construction of Tianhe District’s "12126" modern industrial system, expedite the improvement of low-altitude infrastructure, significantly enhance equipment and technology levels, orderly expand low-altitude application scenarios, and intensify efforts in talent cultivation and training, these measures are hereby formulated in accordance with the actual conditions of regional development.

  Article 1 [Support for Infrastructure Construction] Support the construction, renovation (expansion), and adjustment/optimization of helicopter landing sites, electric vertical takeoff and landing (eVTOL) landing sites,as well as charging and battery-swapping stations, transfer stations, alternate landing sites, test flight sites, and supporting facilities for satellite ground station networks. For projects that have obtained project construction filing approval and possess the capacity to provide public services, a one-time subsidy of 50% of the actual construction investment will be provided on a categorized basis (excluding aircraft procurement and software systems).This provision establishes a special fund pool of no more than 8 million yuan; if the total amount applied for in a given year exceeds the fund pool, payments will be made on a pro-rata basis.

  Article 2 [Support for Industrial Agglomeration] For low-altitude economy and commercial space-dedicated buildings and industrial parks recognized at the national, provincial, and municipal levels, one-time support of up to 1 million yuan, 800,000 yuan, and 500,000 yuan, respectively, shall be provided to each operating entity. If the recognition level of such buildings or industrial parks is upgraded, supplementary support may be provided to cover the difference.

  Article 3 [Support for Research and Development of Key Core Technologies] Efforts to tackle key technologies such as situational awareness, advanced flight control, air-ground coordination, surveillance and countermeasures, and mission payloads are encouraged. Research and development of low-altitude aircraft capable of operating under extreme weather conditions, over special terrain, over long distances, and with heavy payloads is also encouraged.Commercial space enterprises are encouraged to focus on key technological breakthroughs in areas such as next-generation low-cost satellites and critical payloads, satellite constellation networking and telemetry, tracking, and command (TTC), and direct-to-satellite communications. Enterprises engaged in the R&D of the aforementioned technologies and equipment, with annual revenue exceeding 10 million yuan and R&D expenditure accounting for more than 10% of revenue, shall receive support equivalent to 3% of their R&D investment.Specifically, enterprises with annual revenue exceeding 1 billion yuan are eligible for up to 10 million yuan in support; those with annual revenue between 500 million and 1 billion yuan are eligible for up to 5 million yuan; those with annual revenue between 100 million and 500 million yuan are eligible for up to 3 million yuan; and those with annual revenue between 10 million and 100 million yuan are eligible for up to 1 million yuan.

  Article 4 [Support for Enterprise Expansion and Strengthening] Effectively coordinate and utilize policy funds at all levels to support low-altitude economy and commercial space enterprises in actively applying for various district-level policies related to modern urban industry, the software industry, high-end professional services, and technological innovation. Additionally, support enterprises in applying for higher-level policies such as projects for the first unit (set) of key technical equipment, the first batch of new materials, and the first version of software.

  Article 5 [Airworthiness Certification Support] Enterprises engaged in the production and operation of aircraft products shall be provided with support on a categorized and phased basis.Manufacturers of large manned unmanned aerial vehicles (UAVs), large manned aerial vehicles, large unmanned aerial vehicles, and medium-sized unmanned aerial vehicles that have obtained a Type Certificate (TC) and a Production Certificate (PC) issued by the Civil Aviation Administration of China (CAAC) shall be granted support of 15 million yuan, 15 million yuan, 3 million yuan, and 1 million yuan, respectively.Operating enterprises that have obtained an Operational Certificate (OC) issued by the Civil Aviation Administration of China for large manned unmanned aircraft and large unmanned aircraft shall be granted support of 1 million yuan and 800,000 yuan, respectively. The maximum annual support amount per enterprise is 20 million yuan, and support shall be provided only once per model.

  Article 6 [Support for Low-Altitude Logistics Development] Large, medium, and small drone logistics routes that have obtained approval from the competent industry authority, have at least one origin or destination in Tianhe, operate on a regular basis, and execute no fewer than 300 flights annually shall be granted one-time support of up to 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. A special fund pool of no more than 3 million yuan is established for this provision; if the total amount applied for in a given year exceeds the fund pool, payments will be made on a pro-rata basis.

  Article 7 [Support for Low-Altitude Transportation Routes] A one-time grant of 500,000 yuan shall be provided for eVTOL (electric vertical takeoff and landing) passenger transport routes—including intercity, intra-city, and sightseeing/experience categories—that have obtained approval from the competent industry authority, have at least one point of origin or destination in Tianhe, operate on a regular basis, and execute no fewer than 100 flights annually.This provision establishes a special fund pool of no more than 3 million yuan; if the total amount applied for in a given year exceeds the fund pool’s capacity, payments will be made on a pro-rata basis.

  Article 8 [Support for the Development of Low-Altitude Public Services] The government shall leverage the guiding role of public service procurement. Relevant departments of the district government shall regularly publish a list of public service application scenarios and support the procurement of low-altitude flight services in areas such as “low-altitude + emergency rescue,” “low-altitude + urban inspection,” “low-altitude + safety management,” and “low-altitude + ecological monitoring.” This initiative aims to strengthen the use of low-altitude aircraft in firefighting and rescue, medical emergency response, public security patrols,traffic patrols, illegal construction inspections, sanitation patrols, bridge and tunnel inspections, building exterior inspections, security for major events, monitoring of public emergencies, forest fire prevention and suppression, land and resource surveying, and water resource monitoring. This will promote the deep integration of the low-altitude economy with the digital economy and urban governance.

  Article 9 [Talent Support for the Low-Altitude Economy and Commercial Space Industry] Low-altitude economy and commercial space enterprises that have been recognized as provincial-level or higher “Single Champions in Manufacturing,” “Enterprise Technology Centers,” “Key Laboratories,” “Engineering Technology Research Centers,” “Technology Innovation Demonstration Enterprises,” “Intellectual Property Demonstration Enterprises,” “Specialized, Refined, Distinctive, and Innovative ‘Little Giants,’”High-Tech Enterprises, as well as those whose products have been recognized as “First-of-a-Kind Key Technical Equipment,” “First Batch of New Materials,” or “First Version of Software,” will be allocated quotas for recommending key technical personnel based on classification and tiering. Individual support will be provided to key technical personnel recommended by enterprises, with a maximum of 100,000 yuan per person per year. This provision establishes a special fund pool of no more than 10 million yuan; if the total amount applied for in a given year exceeds the fund pool, payments will be made on a pro-rata basis.

  Article 10 [Support for Low-Altitude Economy Vocational Training] Support will be provided to enterprises with training qualifications to conduct training and assessments in the field of low-altitude aircraft. For trainees who receive subsidies listed in the Guangdong Province Vocational Skills Training Subsidy (Guidance) Standard Catalog—such as for drone pilots, drone surveying and mapping operators (Level L), drone installation, adjustment, and maintenance technicians, aircraft mechanical maintenance technicians, and aircraft component repair technicians—a subsidy of 50,000 yuan will be provided for every 100 trainees, with a maximum of 1 million yuan per enterprise annually;Support shall be provided to enterprises with training qualifications to conduct training and assessment for pilots of large manned aircraft. For trainees who obtain a pilot license issued by the Civil Aviation Administration of China (CAAC) each year, support of 100,000 yuan shall be provided for every 100 trainees, with a maximum of 1 million yuan per enterprise annually.

  Article 11 [Financial and Insurance Support] Leverage the role of the district’s industrial investment fund to guide social capital toward investing in high-quality projects in the low-altitude economy and commercial space sector, thereby promoting the high-quality development of such projects. Support the development of low-altitude aviation insurance; insurance institutions providing insurance products applicable to low-altitude aircraft shall receive support equivalent to 10% of the previous year’s premium income from such products.A special fund pool of no more than 1 million yuan shall be established to support low-altitude aviation insurance; if the total amount applied for in a given year exceeds the fund pool’s capacity, payments shall be made on a pro-rata basis.

  Article 12 [Supplementary Provisions]

  (1) The term “enterprises related to the low-altitude economy and commercial space industry” as used in these Measures refers to enterprises with independent legal person status whose primary business involves the research, development, and manufacturing of complete low-altitude aircraft and components using new energy technologies, as well as low-altitude flight, operations, and support services within the low-altitude economy industrial chain; and enterprises involved in the development of complete satellites and launch vehicles, the manufacturing of on-board and ground terminal equipment, rocket launches, and satellite application services within the aerospace industrial chain.The definitions of “small,” “medium,” and “large” unmanned aerial vehicles (UAVs) are consistent with those in the Interim Regulations on the Management of Unmanned Aerial Vehicle Flights.

  (2) All monetary units mentioned in these Measures are in Renminbi (RMB). Amounts involving terms such as “greater than,” “maximum,” “not exceeding,” and “not less than” include the specified value itself. For numerical ranges, the lower limit includes the specified value, while the upper limit does not. The support funds referred to in these Measures are allocated by the district government. The support ratios and limits specified herein are ceilings; actual support ratios and amounts are subject to the total annual budget.Where a single project or matter eligible under these Measures also meets the criteria of other provisions herein or other support measures of Tianhe District (including provisions requiring district-level matching or funding contributions as mandated by higher-level departments), support shall be provided in accordance with the principle of “the higher amount, without duplication,” unless otherwise specified.

  (3) To apply for relevant policy measures, please log in to the Guangzhou Tianhe District Policy Implementation Service Platform. Policy application guidelines and operational instructions will be issued separately.

  (4) These Measures shall take effect 30 days after the date of publication and remain valid until December 31, 2027. Upon expiration of these Measures, any outstanding support funds shall continue to be disbursed until fully paid out.

  (5) The Development and Reform Bureau of Tianhe District, Guangzhou, is responsible for interpreting these measures.
