Article 1

Purpose of Formulation

In order to implement the "Overall Plan for the Construction of Hengqin Guangdong-Macao Deep Cooperation Zone" and the "Regulations on Promoting the Development of Hengqin Guangdong-Macao Deep Cooperation Zone", to enhance the high-quality development of the cultural undertakings of the Hengqin Guangdong-Macao Deep Cooperation Zone (hereinafter referred to as the Zone), to deepen the cultural cooperation and exchanges between the Zone and Macao, and to encourage the gathering of high-quality cultural projects and activities in the Zone, these Measures are formulated in light of the the actual situation of the Zone, the present Measures are formulated.

Article 2

Definition meaning

For the purpose of applying the provisions of these Measures, the following terms shall have the following meanings:

(a) cultural activities for the benefit of the people, refers to the public welfare type of cultural activities that do not contain commercial promotional content, do not charge fees to the participants, are free of charge for admission, or where the selling price of the tickets is lower than the market price of the same type of activities;

(b) activities The actual input refers to the venue service fee, traffic fee, transportation fee, food and accommodation fee, material design and production fee, labor fee, activity promotion fee, activity protection fee and other recognized costs incurred for holding the activity as determined by the Bureau of Livelihood Affairs of the Cooperation Zone.

Among them, the total amount of labor, accommodation and transportation fees for guests, judges, celebrities and other invited personnel included in the actual input of the event shall not exceed the total amount of other expenses (except for the above expenses), and the exceeding portion shall not be counted. The above costs shall be subject to the special audit report issued by a third-party professional organization commissioned by the Municipal Bureau of Minsheng Affairs of the Cooperative Zone;

(c) Original, meaning independently created by the subject of the application and possessing the copyright of the completed work in accordance with the law;

(d) "Literary and artistic works" mainly include textual works, fine arts works, photography, stage arts, audiovisual works, and other works, (d) "Literary and artistic works" mainly include literary, artistic, photographic, theatrical, audio-visual and other types of literary and artistic works:

1. Literary and artistic works of textual type refer to writings in the form of artistic expression through the medium of text, which have a sense of literary beauty, and include novels of medium or long length, documentary literature, reportage literature, original screenplays, biographies of characters, long books of music and art, collections of short and medium-sized novels, collections of poems, collections of prose, children's literature, collections of literary reviews, monographs on theories and reviews of literature and art, and other literary works or literary works of other subjects. Literary works or collections of literary works on such subjects;

2. Artistic works of literature and art refers to plane or three-dimensional works of plastic arts composed of lines, colors or other means, including pure art works such as oil paintings, Chinese paintings, prints, watercolors, pen paintings, etc., as well as practical works of art that have both ornamental and practical values, including, but not limited to, calligraphy, paintings, seal carvings, sculptures, interactive art, etc.;

3. Photographic works of literature and art, which are works of art in which photographers or amateurs depict nature, people and other objective things through inspiration, photographic techniques, etc., for people's enjoyment;

4. Stage art works of literature and art, which are comprehensive arts performed on the stage, conveying to the audience emotions, through elements of technique, music, dance, drama, etc, stories and themes. Including drama (including opera), opera, music, dance, acrobatics and other art forms;

5. Audio-visual works of literature and art, refers to works that can be directly perceived by human vision and hearing through mechanical devices, including film and television works and music works; of which film and television works include, but are not limited to, film, television, documentaries, animation, animation, microfilm and other works. Microfilm, refers to the length of more than five minutes and not more than one hour, low production costs, to the theme of the small story of the film works;

6. Other types of literary and artistic works by the cooperation area of the Bureau of People's Livelihood Affairs organized by the evaluation team to review and identify.

(e) Professional performance venues, which are public places used for organizing various performances, shows, concerts, plays, dances and other cultural activities, and which have obtained the "Certificate of Record of Performance Business Venue" from the competent cultural department of the location in accordance with the law;

(f) Literary and art awards, which mainly include the national permanent literary and art awards, the provincial permanent literary and art awards, the Zhuhai Municipal Literary and Art awards, and other awards of the same (see Annex 1);

(vii) domestic and foreign film and television productions film festivals or awards, including international Class A film festivals, China's major film and television awards, international major documentary film festival awards, China's major documentary awards, international major animation film festival awards, China's major animation award awards, and other awards of equivalent specifications (see Annex 2);

(viii) Exhibition (ix) Venue area refers to the area of the venue directly used for the exhibition or activity, and the area of catering, office, warehousing and cargo loading and unloading is not counted;

(ix) Venue area refers to the floor area of the cultural venue or physical bookstore, excluding the outdoor venues, parking lots, green belts, etc.;

(x) Literary and artistic groups refer to the main body of the performing and demonstrating arts, and the diversified personnel, (xi) Substantial operation means meeting the conditions of substantial operation stipulated in the normative document of the Executive Committee No. 2/2023 "Rules for Determination of Substantial Operation of Enterprises in Hengqin Guangdong-Macao Deep Cooperation Zone";

(xii) The principal person in charge of the social organization refers to the person who serves as the president (director, chairman, president), vice-president, or vice-president of the social organization. Chairman, President), Vice President (Vice President, Vice President), Supervisor and Secretary General of a social organization, excluding honorary positions, executive directors and councilors;

(xiii) "More than" and "not more than" include the present number, and "less than" includes the present number. "Less than" does not include this number;

(xiv) The currency of the amount referred to in these measures are RMB.

Article 3

Supporting the organization of thematic cultural and creative cultural activities

For the cultural and creative cultural activities held in the Zone under the theme of benefiting the people, and upon the evaluation and recognition of the Bureau of Municipal Affairs of the Zone, the main body of the applicant for the activity shall be granted financial assistance according to the number of days of the activity and the actual input of the activity:

(1) For the activity that takes place over five consecutive days, a maximum of fifty percent shall be granted to the applicant as a one-time lump sum according to the actual input of the activity.

(a) the number of days of activity is more than five consecutive days, according to the actual input of the activity of 50%, the maximum one-time grant of 1.5 million yuan;

(b) the number of days of activity is more than three consecutive days and less than five, according to the actual input of the activity of 40%, the maximum one-time grant of one million yuan;

(c) the number of days of activity is up to two consecutive days, according to the actual input of the activity of 30%, the maximum one-time grant of 500,000 yuan.

Article 4

Supporting the organization of cultural activities of film and television works display and stage art exhibition and performance

For the display of films, TV dramas, documentaries, animation, animation and film works held in the Zone, as well as the cultural activities of the people with the theme of stage art exhibition and performance of original works of art, as assessed and recognized by the Bureau of People's Livelihood Affairs of the Zone, according to the number of days of the activity, the number of works, the actual input of the activity and the award level of the works, the maximum grant of 500,000 yuan will be given. (b) In the event that more than three works have won awards at the national level, an additional 30 percent of the funding amount may be granted; if more than three works have won awards at the provincial level, an additional 10 percent of the funding amount may be granted. If the participating works satisfy the above two conditions for additional funding at the same time, they will be supported in accordance with the principle of the best, the highest, and no duplication.

Article 5

Supporting the organization of original literary and artistic works display activities

For the cultural activities held in the Cooperative Zone that are themed on original literary and artistic works such as writing, art, photography, and audio-visual works such as music and microfilms, and the number of consecutive days for displaying these works is two days or more, and is assessed and recognized by the Bureau of Municipal Affairs of the Cooperative Zone according to the number of days of the activity, the number of works collected, the number of works displayed, and the actual investment in the activity, a 10% subsidy will be granted.

(b) the number of works collected is more than two hundred, and the number of works displayed is more than thirty, according to the actual activities of thirty percent, the highest one-time funding of five hundred thousand yuan.

If the same work appears successively in different cultural activities, only the number of works displayed for the first time will be counted, and those displayed subsequently will not be counted.

Article 6

Supporting the Organization of Cultural and Artistic Exhibitions

For cultural and artistic exhibitions held in the Cooperation Zone on the theme of original cultural and artistic works in the categories of writing, art, and photography, and upon the evaluation and recognition of the Bureau of Municipal Affairs of the Cooperative Zone, the main body of the applicant for the activity will be given financial support in accordance with the area of the exhibition venue, the number of days of the activity, and the actual input of the activity:

(a) If the area of indoor exhibition space reaches more than 1,000 square meters or more than 2,000 square meters of outdoor exhibition space, and the number of days of the activity is more than three consecutive days, a one-time subsidy of up to 500,000 yuan will be given according to 40 percent of the actual investment in the activity;

(b) If the area of indoor exhibition space reaches 500 square meters or more and is smaller than 1,000 square meters, or 1,000 square meters or more and is smaller than 2,000 square meters, the applicant will be given a one-time subsidy according to the actual investment in the activity. (b) the area of indoor exhibition space is more than 500 square meters and less than 1,000 square meters, or the area of outdoor exhibition space is more than 1,000 square meters and less than 2,000 square meters, and the number of days of the activity is more than three consecutive days, the maximum one-time funding of 250,000 yuan will be given according to the actual investment of 25%.

Article 7

Supporting the organization of stage art cultural events

For influential stage art cultural events held in the Cooperation Zone, the Cooperation Zone Bureau of Livelihood Affairs will give the applicant body of the event financial support according to the total number of offline participants and the actual investment in the event after the evaluation and recognition of the Cooperation Zone Bureau of Livelihood Affairs:

(a) The total number of offline participants reaches more than 3,000, the maximum amount of financial support will be given to the applicant body according to 40% of the actual investment in the event. (a) If the total number of offline participants is more than 3,000, according to the activity's actual investment of 40 percent, the maximum one-time funding of 800,000 yuan will be given;

(b) If the total number of offline participants is more than 2,000 and less than 3,000, according to the activity's actual investment of 30 percent, the maximum one-time funding of 500,000 yuan will be given;

(c) If the total number of offline participants is more than 1,000 and less than 2,000, according to the activity's actual investment of 20 percent, the maximum one-time funding of 200,000 yuan will be given. (c) The maximum amount of one-time funding will be 200,000 RMB according to 20% of the actual investment in the event.

Article 8

Supporting brand-name cultural activities with great influence

For cultural activities with great influence at home and abroad held in the Zone, after the Bureau of Municipal Affairs of the Zone reports to the Executive Committee of the Zone for study and deliberation, the applicant may be granted a corresponding amount of subsidy in accordance with the results of the decision of the Executive Committee of the Zone.

Article 9

Supporting the extension of Macao's brand-name cultural activities to be held in the Zone

For cultural activities that have received no-cost subsidy from the Macao SAR Government in the three years prior to the date of application, the main body of the applicant shall extend the activities to the Zone through the means of "One Festival, Two Organizations", "One Exhibition, Two Locations", etc. The main body of the application shall be granted a corresponding amount of subsidy.

For cultural events that have been successfully held in Macao for more than three times in the past ten years prior to the date of application, and are in line with the National Classification of Cultural and Related Industries (according to the latest version of the year of application), if the applicant extends the event to the Zone by means of "one festival, two organizations", "one exhibition, two locations", etc., the applicant is entitled to receive a subsidy of 1:1. If the applicant extends the activity to the Zone through "one section, two offices", "one exhibition, two places", etc., the applicant will be granted an annual subsidy of not more than one million yuan for the activity applicant according to fifty percent of the actual investment of the activity held in the Zone, as assessed and recognized by the Bureau of People's Affairs of the Zone.

Article 10

Support for the creation of literary and artistic works

Original literary and artistic works based on Hengqin's human history, natural environment, the integration of Qin and Macao, and major events, reflecting the lives of residents of Qin and Macao and innovation and entrepreneurship, and featuring positive energy in the society will be granted financial support for publication, distribution, and awards upon the evaluation and approval of the Livelihood Affairs Bureau of the Zone by the applicant body.

Works published for the first time are eligible for a one-time publication subsidy of 20,000 RMB; works with a circulation of 20,000 copies or more of a single work are eligible for a one-time distribution subsidy of 100,000 RMB; works that have won national and provincial standing awards for arts and culture are eligible for a one-time award subsidy of 200,000 RMB and 100,000 RMB, respectively. If the same work receives multiple awards, the cumulative amount of award funding shall not exceed five hundred thousand yuan.

Article 11

Supporting the creation of stage art works

Original stage art works that rely on the background of Hengqin's humanistic history, natural environment, integration of Qin and Macao, and major events, and reflect the lives of residents of Qin and Macao and their innovation and entrepreneurship, and that have a positive energy in the society will be given funding for the creation of the main body of the applicant, and funding for the performance, upon the evaluation and recognition of the Bureau of Minsheng Affairs of the Cooperative Zone, (a) Works with a performance duration of more than 60 minutes and a creative team of more than 10 people can receive a one-time creative subsidy of 500,000 yuan after their first public performance in a professional performance venue; each performance (except for the premiere) can receive a performance subsidy of 30,000 yuan, with a subsidy of no more than 300,000 yuan per year; works that win national and provincial standing awards for arts and culture can receive a one-time subsidy of 1 million yuan and 500,000 yuan, respectively. One million yuan and five hundred thousand yuan of award funding;

(b) performance length of more than thirty minutes, and the number of creative team of three or more works in the professional performance venues for the first time after the public performance of the creation of a one-time subsidy of two hundred thousand yuan; each performance (in addition to the premiere) can be obtained 10,000 yuan of funding for the performance of the annual funding of up to one hundred thousand yuan; to obtain the national and provincial awards for the arts and culture. The award winners of the national and provincial awards can receive a one-time subsidy of 500,000 yuan and 200,000 yuan, respectively.

If the same work receives multiple awards, the cumulative amount of award funding shall not exceed one million five hundred thousand yuan.

Article 12

Supporting the creation of audiovisual (film and television) literary works

Original audiovisual (film and television) literary works that rely on Hengqin's humanistic history, natural environment, the integration of Qin and Macao, and major events as the background, and reflect the lives of residents of Qin and Macao as well as innovation and entrepreneurship, and that have a positive energy in the society, and that have obtained the authorization for the public exhibition of films from the State Administration of Motion Pictures, or permission for the distribution of films and television awards from other authorities, shall be granted a one-time subsidy of RMB 1,500,000 and RMB 200,000 respectively. Permit and get domestic and foreign film and television awards, according to the award level to the main body of the application for funding:

(a) the best film of the international A film festival or the jury award for each work, a one-time grant of two million yuan; get the nomination for the best film or other awards, each work, a one-time grant of five hundred thousand yuan;

(b) the best film of the major film and television awards in China, the best film, the jury award for each work, a one-time grant of five hundred thousand yuan;

) (b) works that win the best film or jury prize of major Chinese film and television awards shall be given a one-time subsidy of one million yuan each; works that are nominated for the best film or win other awards shall be given a one-time subsidy of one hundred thousand yuan each;

(c) works that win awards from major international documentary film festivals shall be given a one-time subsidy of one million yuan each;

(d) Works winning major Chinese documentary awards will be granted a one-time subsidy of 500,000 yuan each;

(v) Works winning awards from major international animation film festivals will be granted a one-time subsidy of one million yuan each;

(vi) Works winning awards from major Chinese animation awards will be granted a one-time subsidy of 500,000 yuan each.

The main body of the application must have the copyright of the work according to law, or the dominant control in the creation of the work and the investment accounted for more than 20% of the total investment in the film and television works applied for, and must be the first or second production unit.

If the same work has won multiple awards, the cumulative amount of funding will not exceed three million dollars.

Article 13

Supporting the Construction and Operation of Performing Arts Cultural Venues

The theaters, concert halls, art centers, cinemas and other performing arts cultural venues established in the Zone (except for those set up within the operational scenic spots), with the operating entities operating substantially for more than one year, will be granted renovation and operation subsidies for the operating entities, upon the assessment and determination of the Bureau of Municipal Livelihood Affairs of the Zone, according to the following conditions. (a) If the venue is newly built or reconstructed and has obtained the certificate of filing with the competent authority or the relevant qualification of business license since January 1, 2024, and the area of the venue is more than 500 square meters and less than 1,000 square meters, a one-time renovation subsidy will be given according to the standard of 800 yuan per square meter; if the area of the venue is more than 1,000 square meters, a one-time renovation subsidy will be given according to the standard of 1,000 yuan per square meter. The above funding area of up to two thousand square meters;

(b) since the date of implementation of these measures, theaters, concert halls, art centers for twelve consecutive months to hold more than fifty performances, as well as more than five public welfare cultural activities, will be given an annual operating subsidy of one million yuan; more than thirty performances and more than three public welfare cultural activities, will be given five hundred thousand yuan per year. Operating subsidy. If the standard is reached for three consecutive years, additional equal funding can be given according to the lowest level of the corresponding standard in three years.

(3) Since the date of implementation of these measures, the average number of films per hall per day for twelve consecutive months, more than three, as well as more than 100 public interest film screenings, will be given 500,000 yuan of operating subsidies per year; the average number of films per hall per day, more than six, as well as more than 200 public interest film screenings, will be given one million yuan of operating subsidies per year. If the standard is reached for three consecutive years, an additional equal amount of subsidy may be given according to the lowest level corresponding to the standard reached within three years.

Article 14

Supporting the construction and operation of exhibition-type cultural venues

Non-state-owned museums, exhibition halls, art galleries, memorials, science and technology museums and other exhibition-type cultural venues set up in the Zone, which are open to the public for not less than 300 days (natural days) in a year, and whose operating entities have operated for more than one year in a substantial manner, shall be granted operating subsidies for renovation, operating subsidies for operating entities, and operating subsidies for more than 200 public films, as well as operating subsidies for more than 200 public films in a consecutive three-year period. (a) If the venue is newly built or reconstructed and has obtained the certificate of filing with the competent authority or the relevant qualification of business license since January 1, 2024, and the area of the venue is 500 square meters or more and less than 1,000 square meters, a one-time renovation subsidy will be given at the standard of 800 yuan per square meter; if the area of the venue is more than 1,000 square meters, a one-time renovation subsidy will be given at the standard of 1,000 yuan per square meter. For venues with an area of more than 1,000 square meters, a one-time renovation subsidy will be provided at the rate of one thousand yuan per square meter. The maximum area of the above subsidies shall not exceed 2,000 square meters;

(2) Since the date of implementation of these measures, exhibition-type cultural venues to hold more than 30 exhibitions in 12 consecutive months, as well as more than four public welfare cultural activities, will be given an annual operating subsidy of one million yuan; to hold more than 20 exhibitions, as well as more than two public welfare cultural activities, will be given an operating subsidy of 500,000 yuan per annum. If the standard is reached for three consecutive years, an additional equal amount of funding can be given according to the lowest level of the corresponding standard reached in three years.

Article 15

Supporting the Construction and Operation of Entity Bookstores

For entity bookstores set up in the Cooperation Zone, which are open to the public for not less than 300 days (natural days) in a year and have been substantially operated by the operating body for more than one year, the operating body will be granted renovation subsidies and operation subsidies according to the following conditions upon the evaluation and determination by the Bureau of People's Livelihood Affairs of the Cooperation Zone:

(a) (1) (a) newly built or reconstructed and from January 1, 2024 onwards to obtain the relevant qualifications of the authority with the right to license the operation of the venue area of two hundred square meters or more, according to the standard of one thousand yuan per square meter to give a one-time renovation subsidy, the subsidy area of a maximum of not more than 2,000 square meters;

(b) since the date of implementation of these measures, the physical bookstore in the twelve consecutive months, the average daily opening hours of not less than fourteen hours and business hours until twenty-four o'clock, an annual operating subsidy of five hundred thousand yuan; average daily opening hours of not less than twelve hours and business hours until twenty-two o'clock, an annual operating subsidy of three hundred thousand yuan.

Article 16

Supporting the Development of Cultural Talents

Non-governmental organizations or cultural and artistic groups, for which the Municipal Bureau of People's Livelihood Affairs of the Zone acts as the business supervising unit, participating in cultural activities or competitions on behalf of the Zone shall be granted the corresponding subsidies if they meet the following conditions, with the cumulative subsidy for a single non-governmental organization or cultural and artistic group not exceeding RMB 500,000 per year:

(1) Winning a national-level permanent cultural and artistic award; or (a) A one-time subsidy of 300,000 yuan will be given to the winner of a permanent national cultural award, and a one-time subsidy of 300,000 yuan, 200,000 yuan and 100,000 yuan will be given to the top three winners of other national cultural activities and competitions, respectively;

(b) A one-time subsidy of 50,000, 30,000 and 20,000 yuan will be given to the top three winners of a permanent provincial award or other awards of the same level, respectively;

(c) For the top three winners of Zhuhai Literary Awards or other awards of the same standard, a one-time subsidy of 10,000 yuan, 8,000 yuan and 6,000 yuan will be given respectively.

For residents of the Zone who have household registration or students whose school registration is registered in the Zone and who have won literary and art awards, they will be given appropriate financial assistance by the Bureau of Livelihood Affairs of the Zone, and the cumulative financial assistance for each person will not exceed 500,000 yuan per year:

(a) A one-time financial assistance of 200,000 yuan will be given to those who have won national literary and art awards; and a one-time financial assistance of 100,000 yuan will be given to those who have won the top three prizes of other national cultural activities and competitions, respectively. The top three winners will be given a one-time subsidy of 100,000 yuan, 50,000 yuan and 20,000 yuan respectively;

(b) The top three winners of provincial-level standing awards for literature and art or other awards of the same specifications will be given a one-time subsidy of 20,000 yuan, 10,000 yuan and 8,000 yuan respectively;

(c) The top three winners of Zhuhai awards for literature and art or other awards of the same specifications will be given a one-time subsidy of 2,000 yuan and 1,000 yuan respectively, Five hundred yuan subsidy.

Article 17

Support for Intangible Cultural Heritage Programs

For enterprises, employees (who have paid social security contributions for more than one year), key persons in charge of social organizations, residents of the Zone, or students registered in the Zone, whose projects have been assessed as Intangible Cultural Heritage Programs, or whose individuals have been assessed as bearers of Intangible Cultural Heritage Programs, the following shall be granted a one-off grant of two thousand yuan and five hundred yuan, respectively, for the three awards of Zhuhai Literary Awards or other awards of the same standard. (b) A one-time subsidy of RMB 200,000 shall be granted to an enterprise employee, a principal person in charge of a social organization, a resident with household registration in the Zone or a student whose school registration is registered in the Zone, who has been appraised as an inheritor of the intangible cultural heritage at the national level; a one-time subsidy of RMB 100,000 shall be granted to an inheritor of the intangible cultural heritage in Guangdong Province or Macao, who has been appraised as an inheritor of the intangible cultural heritage in Macao. A one-time subsidy of RMB 100,000 shall be given to those who are designated as the bearers of intangible cultural heritage at the national level; a one-time subsidy of RMB 50,000 shall be given to those who are designated as the bearers of intangible cultural heritage at the municipal level; a one-time subsidy of RMB 30,000 shall be given to those who are designated as the bearers of intangible cultural heritage at the district level.

Article 18

Application Requirements

An applicant subject shall not apply for the relevant subsidies under these Measures if any of the following circumstances existed during the application period and in the previous natural year:

(1) Listed in the list of business anomalies, the list of enterprises in serious violation of law and breach of trust, the list of executives in breach of trust, the list of out-of-connection organizations, or the list of abnormal business organizations and the list of "Credit China" organizations. (b) In the business activities of the violation of laws, rules and regulations relating to production safety, market supervision, ecological environment, fire safety, taxation and other aspects of the administrative penalties, and administrative penalties belong to the "Guangdong Provincial Administrative Penalties Hearing Procedures Implementation Measures".

(c) The subject of the application who has been responsible for a production safety accident during the period of organizing cultural activities or events, creating literary and artistic works, or constructing cultural venues in the Cooperation Zone;

(d) The activities, projects, or works applied for funding that have caused a large negative impact on the society.

If the applicant is an enterprise, it must meet the substantive operating conditions of the Zone, and non-governmental organizations (NGOs) or private non-enterprise organizations (PNEOs) should refer to this criterion. If the applicant is an individual, the application shall be carried out according to the corresponding provisions.

If there is a copyright dispute or a legal dispute over the works involved in the application for funding during the application period, the Municipal Bureau of the Cooperation Zone will not accept the application for funding, and if it has already accepted the application, it will not issue the funding for the time being; the applicant can re-submit the application after the litigation or arbitration is completed, or after the dispute has been resolved in a final manner. The Cooperation Zone Livelihood Affairs Bureau will re-open the acceptance and disbursement of financial assistance according to the actual situation. The applicant shall resubmit the application materials at least three months before the expiration date of these measures, after which the application will not be accepted.

Article 19

Application Procedure

The funding under these Measures is issued in the form of ex post facto payment, and the applicant projects are required to apply for funding only after the activities are held. The project application process is as follows:

(a) Project solicitation. Cooperative zone livelihood affairs bureau will take the principle of total control, each year according to the actual situation of the cooperative zone, to determine the number of funding quota for each type of project. A pre-application notice will be issued each year to solicit cultural projects and activities from the community;

(b) Project evaluation. The Cooperation Zone Livelihood Affairs Bureau organizes an evaluation panel to evaluate the feasibility and development of the projects, and formulates an annual funding plan based on the evaluation results. The projects included in the funding plan need to be reported to the Cooperation Zone Livelihood Affairs Bureau for review before the official launch, and only those that meet the conditions after the review by the Cooperation Zone Livelihood Affairs Bureau can apply for funding after the activities are held;

(3) Funding application. The livelihood affairs bureau of the Cooperation Zone organizes and carries out funding applications every year according to the actual situation. Applicants who are eligible for the corresponding programs should fill out the application form and submit relevant application materials according to the requirements of the Scheme and the relevant application guidelines;

(4) Acceptance of funding. The main body of the application materials submitted by the applicant is complete, the application for funding can be accepted; application materials are incomplete, the Cooperative District Council for People's Livelihood Affairs to inform the main body of the one-time correction, the main body of the applicant to complete the correction within the specified time can be accepted, not completed within the specified time to make corrections, is considered to be an automatic waiver;

(E) funding review. Cooperative Zone Livelihood Affairs Bureau to organize the evaluation team on the authenticity of the application materials, validity and other aspects of the audit, and combined with the site visit, issued audit opinions;

(F) funding to determine. The livelihood affairs bureau of the cooperative area will determine the amount of funding based on the review panel's opinion;

(7) public announcement. The Bureau will publicize the list and amount of funding on the official website of the Bureau for five working days;

(8) Funding. The publicity period expires without objection or after investigation of the objection is not established, by the Cooperation Zone Livelihood Affairs Bureau in accordance with the provisions of the disbursement of funds.

According to Article 3 to Article 9 of this approach to apply for funding, the main body of the application should be in the cultural projects or activities carried out before (at least thirty days in advance) to the Cooperation Zone People's Livelihood Affairs Bureau to submit an application report, budget, program and other written materials. The application projects of Article 12 and Article 16 to Article 17 of these Measures shall refer to the process of the third to eighth items of the first paragraph of this Article.

If the same cultural project or activity is eligible for more than one type of subsidy under these Measures, it can only be applied according to one of the types. A single cultural project or activity is limited to a single subject to apply for funding. If a cultural project or activity is jointly carried out by more than two subjects, in principle, the subject who has reported to the Municipal Bureau of Livelihood Affairs of the Cooperation Zone for approval before the cultural project or activity is carried out will apply for the funding and provide relevant supporting materials such as statements, agreements, authorizations, and copyright certificates when applying for funding. The amount of funding will be reviewed by an evaluation panel organized by the Cooperation Zone Livelihood Affairs Bureau for the cultural project or activity application.

Article 20

Applicable Rules

The cultural activities, events or projects for which the applicant subject applies for the same type of subsidy according to these Measures shall enjoy the subsidy for a cumulative total of no more than three years. Units or individuals who have enjoyed the same kind of subsidies, grants and support for less than three years under "Measures for Promoting the Development of Cultural and Sports Industries in Hengqin New Area (Interim)" may enjoy the subsidies of these measures until the expiration of the three-year period if they meet the conditions of these measures. Already enjoy the above policy subsidies for three years of units or individuals, in principle, does not apply to this approach.

These measures and other supportive policies of the Zone are duplicated, cross, unless otherwise specified, in accordance with the principle of the best, the highest, and not duplicated to be supported.

Article 21

Payment of Taxes and Fees

The grants covered by these Measures are all pre-tax, and the taxes and fees arising from the grant shall be paid by the main body of the applicant in accordance with laws, regulations and relevant provisions.

Article 22

Funding Supervision

The applicant subject shall be responsible for the authenticity and legality of the application materials. If the applicant subject adopts the means of concealing the facts and providing false materials to obtain the support funds by fraudulent means, the applicant subject shall be required to return all the funding funds in a lump sum and accrue the interest at the prevailing Loan-to-Value Market Quotation Rate (LPR); and the Bureau of Municipal Livelihood Affairs of the Cooperative Zone shall no longer accept the application for obtaining relevant funding in accordance with the present Measures. The Bureau will no longer accept their applications for obtaining relevant subsidies in accordance with these Measures. If it constitutes a violation of the law or a crime, it shall be transferred to the competent authorities according to the law.

Article 23

Application Guidelines

These Measures shall be formulated and implemented by the Bureau of Livelihood Affairs of the Cooperation Zone.

Article 24

Authority of Interpretation

These Measures shall be interpreted by the Bureau of Livelihood Affairs of the Cooperation Zone.

Article 25

Date of Implementation and Validity Period

These Measures shall come into force on January 1, 2025, and shall be valid for three years.

If the effective period expires and the relevant funds should be paid but have not yet been paid, the implementation shall continue until all of them have been paid.
