Chapter 1 General Provisions

Article 1 To implement the important directives of the central, provincial, and municipal governments regarding the promotion of high-quality development in the manufacturing sector, to further leverage the leading role of the Enterprise Scale and Profit Doubling Plan (hereinafter referred to as the “Doubling Plan”), and to promote the high-quality development of enterprises throughout the city, in accordance withthe spirit of the “Notice on Issuing the Optimization Plan for the Scale and Profit Doubling Program for High-Quality Enterprises in Shaoguan City (2023–2028),” and in light of the actual conditions of our city, these Implementation Rules for Supporting Technological Innovation in Enterprises under the Doubling Program are hereby formulated.

Article 2 The beneficiaries of these Implementation Rules are pilot enterprises that have been included in the Doubling Plan and achieved the doubling target (an annual compound growth rate of no less than 15% over five years) in the previous year (hereinafter referred to as “Doubling Enterprises”). The specific list shall be determined by the Municipal Doubling Plan Office.

Article 3 The funds for awards and subsidies under these Implementation Rules shall be drawn from the Doubling Plan funds allocated annually by the municipal finance department.

Chapter II: Scope and Standards of Support

Article 4 Support for Major Science and Technology Project Construction. Support shall be provided for the construction of major science and technology projects. Focusing on strategic industrial needs, resources shall be concentrated to assist Doubling Enterprises in overcoming key core technologies, accelerating the formation of a batch of major scientific and technological innovation achievements with independent intellectual property rights and broad prospects for industrialization. Doubling Enterprises shall be supported in applying for municipal-level major science and technology special projects and shall be given priority support under equal conditions.

Article 5 Increase R&D investment. Support Doubling Enterprises in establishing high-level enterprise engineering technology research (development) centers and enterprise key laboratories.In addition to the benefits provided under the "Shaoguan City Measures for Supporting Enterprises in Establishing R&D Institutions," one-time grants of 50,000 yuan, 100,000 yuan, and 250,000 yuan will be provided to municipal, provincial, and national-level enterprise engineering technology research (development) centers, respectively; provincial-level and national-level enterprise key laboratories will each receive a one-time grant of 250,000 yuan.

Article 6 Strengthen innovation support for growth-accelerating enterprises. Support growth-accelerating enterprises in conducting technological innovation to enhance corporate quality and efficiency, and in pursuing high-tech enterprise certification and the transfer of high-tech enterprises. In addition to meeting the eligibility criteria under the "Shaoguan City Measures for Supporting the Accelerated Cultivation of High-Tech Enterprises," growth-accelerating enterprises that obtain high-tech enterprise certification, transfer high-tech enterprises, or achieve national recognition as technologically advanced service enterprises shall be granted an incremental subsidy of up to 50%.

Article 7: Attract and Retain Key Talent. Implement the strategy of strengthening the city through talent, and thoroughly carry out the Shaoguan New Era “Hundred Teams, Thousand Talents, Ten Thousand Craftsmen” Talent Project. Support innovation resource-based projects in applying for the “Nanling Team Plan.” For Nanling Teams selected from enterprises that achieve their annual doubling targets, provide additional operational funding support of up to 100,000 yuan.

Chapter 3: Application Procedures and Materials

Article 8: Enterprises need not submit an application; the Municipal Science and Technology Bureau will provide support through a “no-application, automatic eligibility” mechanism based on the list determined by the Municipal Doubling Office.

Chapter IV Supplementary Provisions

Article 9: The Municipal Science and Technology Bureau and the Municipal Doubling Office shall be responsible for interpreting these Implementation Rules.

Article 10 The validity period of these Implementation Rules shall be the same as that of the “Notice on Issuing the Optimization Plan for the Scale and Profit Doubling Plan of High-Quality Enterprises in Shaoguan City (2023–2028)” (Shaobei Zengban Han [2023] No. 1).
