Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference,the arrangements made at the Second Plenary Session of the 13th Provincial Party Committee and the Provincial Party Committee’s Economic Work Conference, as well as the instructions and requirements issued by the provincial Party committee’s principal leaders during their inspection tour of Shanwei. We will fully implement the provincial Party committee and provincial government’s work arrangements for “making manufacturing the cornerstone of the economy,” earnestly carry out the spirit of the Fourth Plenary Session of the 8th Municipal Party Committee and the city-wide conference on high-quality development, deeply implement the “3-6-9” Project led by Party building, comprehensively uphold the principle of making manufacturing the cornerstone of the economy, promote high-quality development of the industrial economy, and consolidate the foundation of the real economy. To this end, the following policy measures are hereby formulated.
1. Establish a support fund to promote the high-quality development of the electronic information industry, encourage the introduction of upstream and downstream enterprises and R&D institutions to settle in the city, and provide rewards to enterprises with fixed-asset investments of no less than 500 million yuan. 2. Support advanced manufacturing enterprises in expanding their scale. Enterprises whose annual operating revenue exceeds 100 million yuan, 300 million yuan, 500 million yuan, or 1 billion yuan for the first time will receive one-time rewards of 100,000 yuan, 150,000 yuan, 200,000 yuan, or 300,000 yuan, respectively. 3. For industrial projects newly relocated to our city (or new investment projects) that align with industrial development directions, meet the threshold standards for investment intensity and tax contribution, and involve a one-time fixed-asset investment of 50 million yuan or more, provide industrial relocation subsidies to support new equipment purchases, equipment leasing, infrastructure construction, and logistics. 4. For industrial enterprise projects that were originally classified as large-scale industrial enterprises and have relocated from outside Shanwei City to settle in Shanwei’s provincial-level industrial parks or the city’s primary platform for orderly industrial transfer and have commenced production, a one-time relocation compensation will be provided in proportion to the total investment amount. 5. For eligible manufacturing investment projects, a reward of up to 2% of the new actual fixed-asset investment made within the specified timeframe will be granted. [Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Finance Bureau]
6. For eligible provincial-level technological transformation projects, a reward of up to 30% of the equipment purchase cost will be provided, with a maximum reward of 50 million yuan per project. For eligible municipal-level technological transformation projects, a reward of up to 30% of the equipment purchase cost will be provided, with a maximum reward of 1 million yuan per project. 7. To promote the scaling up of small and micro enterprises, in addition to the 200,000 yuan reward provided by the provincial government, a one-time cultivation support grant of 100,000 yuan will be provided to each industrial enterprise that has been newly cultivated and developed into a large-scale industrial enterprise. 8. For industrial enterprises that have newly commenced production and meet the eligibility criteria within Shantou’s provincial-level industrial parks and primary platforms for orderly industrial transfer, a one-time reward shall be provided through ex-post subsidies. The reward shall not exceed 10% of the total fixed-asset investment, which includes equipment procurement costs and the cost of self-constructed factory buildings (excluding land acquisition costs), with a cumulative maximum of 20 million yuan per project (enterprise). 9. For enterprises newly recognized by the state as “Specialized, Refined, Unique, and Innovative” (“Little Giant”) enterprises, the provincial government will provide a one-time reward of 1.2 million yuan. The municipal government will provide financial rewards to enterprises newly awarded the national or provincial “Specialized, Refined, Unique, and Innovative” title, with a one-time reward of 200,000 yuan per enterprise. 10. Enterprises successfully designated as Provincial SME Public Service Demonstration Platforms or Small and Micro Enterprise Entrepreneurship and Innovation Demonstration Bases will receive one-time rewards of 100,000 yuan and 200,000 yuan, respectively. 11. Support enterprises in establishing benchmarks for digital transformation, such as 5G+Industrial Internet and industrial chain collaboration. For manufacturing enterprise projects that participate in the “challenge-based” initiative and are included in the provincial industrial cluster digital transformation pilot program, in addition to provincial ex-post subsidies, a one-time subsidy of up to 30% of the investment amount (not exceeding 500,000 yuan per project) will be provided. 12. Industrial enterprises whose annual output value (in absolute terms) and growth rate meet certain standards will be granted a one-time reward of up to 1 million yuan. [Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Finance Bureau]
13. Newly certified high-tech enterprises will receive a one-time grant of 200,000 yuan; national high-tech enterprises that are introduced as a whole and maintain their high-tech enterprise status for two years or more after entering our city will receive a one-time grant of 1 million yuan. 14. Selected “chain-leading” enterprises will receive a reward of up to 50 million yuan, calculated as 5% of the actual fixed-asset investment for all newly introduced projects meeting the specified criteria in the previous year. The reward funds will be disbursed in installments: Within three years from the date of land allocation, if all newly introduced projects have commenced construction and completed more than 50% of the planned total fixed-asset investment, 30% of the total reward funds will be disbursed;Once all newly introduced projects have commenced production, 70% of the total reward funds will be disbursed. 15. Eligible projects may, as needed, apply for construction permits in three phases: “Excavation Shoring, Foundation Works, and Earthwork,” “Basement,” and “Above ±0.000,” thereby achieving “construction commencement upon land acquisition.” For eligible construction projects, the connection of external water, gas, and drainage lines shall be subject to a notification and commitment system, exempting them from approval. 16. For manufacturing projects that fall under the city’s priority development industries and make intensive use of land, the minimum land transfer price may be set at 70% of the minimum standard for industrial land corresponding to the land grade of the location. Industrial projects may be granted land based on the area within the perimeter fence lines confirmed by the planning authorities. The maximum term for industrial land transfers is 50 years; flexible terms and “lease-to-own” arrangements may be implemented according to the enterprise’s preferences.
For industrial projects with clearly defined planning and construction conditions, it is permitted to incorporate the construction design scheme and construction drawings into the land grant proposal in advance based on investment promotion circumstances, implementing a “scheme-included” grant. Projects meeting the eligibility criteria for new industrial land may be supplied as new industrial land in accordance with planning requirements.Provided that such actions comply with planning requirements and do not alter the land use designation, no additional land premium will be levied for the renovation, expansion, or utilization of underground space of industrial and mining facilities or warehousing buildings on industrial or warehousing land, even if such actions result in an increase in floor area ratio or building density. All localities and units shall strengthen the refinement of these measures and effectively provide guidance on their implementation.All counties (cities, districts) and the Shanwei High-Tech Zone may refer to the municipal practices to independently introduce supporting measures and increase support for enterprises. Unless otherwise specified, the implementation period for the policy measures outlined in this document shall be two years from the date of issuance. Entities that have already received similar incentive policies from the city shall not be eligible for duplicate benefits. The Municipal Bureau of Industry and Information Technology shall be responsible for leading the interpretation of these policy measures.
