R & D institutions identified by the science and technology departments at all levels, the university's new provincial engineering and technology research centers, municipal engineering and technology research centers were given a one-time incentive funds of 100,000 yuan, 50,000 yuan; the university's new provincial key laboratories in accordance with the relevant provisions of the city to give support to the university's new municipal key laboratories were given a one-time incentive funds of 50,000 yuan, a single annual incentive funds of up to 500,000 yuan of colleges and universities.
(C) support universities to build industrial public technical service platform. Encourage colleges and universities in the region to focus on the development of leading industries in the region, the construction of independently operated public technical service platforms for related enterprises to provide R & D testing, process validation, inspection and testing, equipment sharing and other public technical services. After research and demonstration, it can be recognized as a high-tech zone public technology service platform (hereinafter referred to as "public platform").
1. For enterprises in the zone that purchase the services of the public platform, a 50% subsidy will be given according to the approved actual costs incurred, with the annual subsidy amount not exceeding 200,000 RMB.
2. For public platforms that have been established as independent legal entities and operate on a market-oriented basis, they can apply for service agreements with the district science and technology industry departments, and will be given policy support in accordance with relevant regulations.
(d) Support universities to build technology transfer organizations. Universities in the region are encouraged to set up market-oriented technology transfer institutions independently or jointly with enterprises to carry out specialized services such as application and promotion of achievements, standard development and research. For the newly recognized national and provincial technology transfer institutions, a one-time award of 1 million yuan and 500,000 yuan will be given respectively.
(E) Support universities to build university science and technology parks. Encourage colleges and universities in the region to build high-level innovation networks and platforms to promote the transformation of scientific and technological achievements. The national and provincial university science and technology parks constructed by the universities in the region and recognized by the relevant departments will be given a one-time incentive of 2 million yuan and 1 million yuan respectively. For university science and technology parks with a good foundation for development, with the agreement of the district management committee, it is possible to give support to rent subsidies and annual operating support in a "one-issue" manner.
(F) support enterprises to declare the production, learning and research projects. Promote the cooperation between enterprises in the region and universities and research institutes to carry out scientific and technological research and development activities around the leading industries in the region, and jointly declare scientific and technological program projects. The cooperation agreement should have clear planning objectives, stable cooperation mechanism, clear intellectual property rights belonging to and sound management system.
2. The joint laboratory should be built in the enterprise, the research field in line with the direction of the development of the leading industries in the region, and have the experimental space and equipment and other infrastructure conditions.
Enterprises meeting the above conditions can apply to the district science and technology industry department for the record, the district science and technology industry department commissioned a third-party evaluation agency to organize experts to review the joint laboratory, and the construction of enterprises to give a one-time 200,000 yuan reward.
(IX) to support the two-way flow of talent from universities and enterprises.
