On January 18, the Dongguan Municipal Government issued its first policy document of 2024.
Under the theme of “New Industrialization,” the Dongguan Municipal People’s Government issued the “Implementation Opinions on Accelerating New Industrialization and Building a High-Quality International Science, Innovation, and Manufacturing Powerhouse” along with five supporting policies: “Several Measures on Promoting the High-Quality Development of ‘Doubling Enterprises’”"Several Measures on Strengthening Scientific and Technological Innovation to Empower High-Quality Industrial Development," "Several Measures on Supporting the Development of Production-Oriented Services," "Several Measures on Supporting the High-Quality Development of Integrated Domestic and Foreign Trade," and "Several Measures on Comprehensively Enhancing the Quality, Standards, and Branding of Dongguan’s Manufacturing Industry").
The goal is that by the end of 2027, the city will have no fewer than seven industrial clusters with a scale exceeding 100 billion yuan, the value added of high-tech manufacturing will account for more than 42% of the total value added of industrial enterprises above designated size,the annual average growth rate of industrial investment will be no less than 10%, the combined share of value added from manufacturing and production-oriented services will exceed 70%, and social R&D expenditure as a percentage of GDP will stabilize at around 4%. Significant progress will be made in advancing new industrialization, providing strong support for the high-quality development of Dongguan as a leading international hub for science, innovation, and manufacturing, and for building a modern industrial system with greater international competitiveness.

a branded fashion industry
Enhance the design capabilities of textile and apparel enterprises for branded fashion products; provide a reward of up to 1 million yuan to those recognized as textile and apparel creative design parks or national-level industrial design centers.
Support enterprises in accelerating their digital transformation and enhancing their capabilities in flexible manufacturing, customized production, and digital marketing; provide rewards to eligible enterprises in accordance with regulations, and facilitate the digital transformation of no fewer than 60 enterprises annually.

Accelerate the transition of the traditional food and beverage industry toward
the leisure and health food industry
Implement the New Consumer Brands Partnership Growth Plan for food and beverage, encouraging enterprises to integrate elements of agriculture, culture, tourism, and sports to create diversified IP brands; provide rewards of up to 3 million yuan for those awarded China Well-Known Trademarks or the China Quality Award.
Support enterprises in accelerating the establishment of smart factories (workshops) and the Ministry of Industry and Information Technology’s “Digital Navigation” enterprises; provide rewards to eligible entities in accordance with regulations, and facilitate the digital transformation of no fewer than 40 enterprises annually.

Implement the “Dongguan Smart Home” brand promotion plan; work to secure the permanent establishment of the World Furniture Industry Cluster Conference in Dongguan; support the International Famous Furniture (Dongguan) Exhibition in upgrading its smart home product and equipment display capabilities; and create at least eight domestically leading smart home display and consumer scenarios by the end of 2025.

green paper manufacturing
Support paper manufacturing enterprises in implementing energy-saving and carbon-reduction upgrades; include eligible projects within the scope of municipal technical renovation subsidy policies, providing rewards of up to 3 million yuan.
Guide enterprises to accelerate the development of high-performance fibers, specialty medical materials, advanced composite materials, and high-value-added green paper products. For enterprises that establish R&D platforms to tackle core technologies for the recycling of domestic waste paper and whose R&D platforms receive excellent performance evaluations, provide rewards of up to 1 million yuan.
Leverage the guiding and catalytic role of Dongguan’s high-quality fund system to support enterprises in expanding production capacity and extending their industrial chains through means such as controlling stakes and mergers and acquisitions.

Cultivate a world-class smart mobile terminal industrial cluster and create a high-level, circular cluster development ecosystem integrating "industry, technology, finance, and talent."
Support next-generation electronic information enterprises in participating in the industrial infrastructure revitalization project, strengthen technological breakthroughs in core components such as memory chips, image sensors, and RF power amplifiers, and provide incentives to enterprises that procure and utilize domestically produced core components.
Establish an industrial collaborative innovation center and a testing and inspection service platform for the smart mobile terminal industrial cluster.
Support enterprises in pursuing application innovations such as “smart mobile terminals + AI” and “smart mobile terminals + ubiquitous networks.”

Compile a list of key enterprises in the intelligent robotics industry chain. Prioritize the municipal-level incentive policies for the promotion of the first-of-its-kind key technical equipment toward the intelligent robotics industry. For enterprises included in the list of key enterprises in the intelligent robotics industry chain, the funding ratio and funding limit may be increased by 5% above the baseline standard; for “chain-leading” enterprises, the funding ratio and funding limit may be increased by 10% above the baseline standard, with a maximum of 5 million yuan per enterprise per year.
Strengthen the foundational support capacity of machine tools for advanced manufacturing, accelerate the promotion and application of high-end CNC machine tools and flexible manufacturing automation production lines, and provide rewards to those selected as National Ministry of Industry and Information Technology (MIIT) smart manufacturing demonstration factories and outstanding application scenarios.
Identify the common needs of key industrial chains for high-end CNC machine tools, flexible manufacturing automation production lines, and other equipment, and establish a list of target enterprises to implement targeted investment promotion.
Strive to achieve an output value of 600 billion yuan in the high-end equipment manufacturing industry by 2027.
Accelerate the development and expansion of the semiconductor and integrated circuit industries
Support Songshan Lake High-Tech Zone, Binhaiwan New Area, Tangxia Town, and Daling Mountain Town in accelerating the construction of third-generation semiconductor specialty industrial parks—including integrated circuit design, packaging, and testing, as well as semiconductor equipment—to establish a coordinated development model of “Shenzhen wafer manufacturing + Dongguan full-chain support.”
Accelerate the construction of the Third-Generation Semiconductor Technology Innovation Center, vigorously develop products such as power electronic devices, microwave and RF devices, and optoelectronic devices, and expedite the introduction and cultivation of high-quality enterprises specializing in automotive-grade microcontrollers, insulated-gate bipolar transistors (IGBTs), and silicon carbide (SiC) power devices.
Rewards will be provided to semiconductor and integrated circuit enterprises that purchase EDA design tools or IP for high-end chip R&D and conduct initial silicon verification.
Strive to achieve a revenue scale of 75 billion yuan for the semiconductor and integrated circuit industry cluster by 2027.
Accelerate the Development and Expansion of the New Materials Industry
Vigorously promote the local commercialization of research achievements from the Spallation Neutron Source and the Songshan Lake Materials Laboratory in Dongguan; establish new materials industrial parks and recognize innovative new materials enterprises; provide rental subsidies of up to 1 million yuan to eligible enterprises for the use of R&D and office spaces.
Recommend innovative new materials enterprises to participate in innovation and entrepreneurship competitions; award-winning projects that are commercialized in Dongguan will be given priority for equity investment support.
Support enterprises in constructing cleanrooms, providing an annual reward of up to 1 million yuan per enterprise.
Support enterprises in collaborating with the Spallation Neutron Source, Songshan Lake Materials Laboratory, and other institutions to conduct research, and provide rewards for the actual costs incurred for commissioned research.
Strive to achieve a revenue scale of 210 billion yuan for the new materials industry cluster by 2027.
Accelerate the Development and Expansion of the New Energy Industry
Establish a specialized energy storage industrial park in the Guangdong-Hong Kong-Macao Greater Bay Area, accelerate the introduction and cultivation of high-quality enterprises capable of providing industry-level integrated “solar-storage-charging” solutions, and establish no fewer than 10 park-level and enterprise-level energy storage demonstration projects by the end of 2025.
Support research and development of core technologies such as high-performance batteries and advanced energy storage materials, and provide incentives to energy storage enterprises whose new products obtain market access certifications in Europe, the United States, Japan, and South Korea.
Accelerate the construction of national-level new energy (energy storage) testing, inspection, and certification platforms; provide rewards of up to 5 million yuan to entities that obtain national or provincial-level key laboratories, engineering technology research centers, enterprise technology centers, or industrial innovation centers.
Intensify efforts to build fast-charging and ultra-fast-charging infrastructure; install no fewer than 5,000 new public charging stations in 2024, and encourage municipal state-owned enterprises to actively participate in the construction and operation of charging infrastructure.
Accelerate the development of an ecosystem for the clustering of the new energy industry and support the hosting of the 2024 China (Dongguan) New Energy Industry Chain Expo.

Accelerate the Development and Expansion of the Biopharmaceutical Industry
For new drugs developed by biopharmaceutical enterprises through clinical trials conducted domestically or internationally and commercialized in the Songshan Lake High-Tech Zone or the Songshan Lake Biopharmaceutical Industrial Base, stage-based rewards of up to 30 million yuan will be provided according to their R&D progress; for newly submitted generic drug products undergoing industrial production in the Songshan Lake High-Tech Zone or the Songshan Lake Biopharmaceutical Industrial Base that pass the generic drug bioequivalence evaluation or are deemed equivalent to passing such evaluation, a reward of up to 2 million yuan will be granted per product.
For enterprises that successfully complete the initial registration and achieve industrial-scale production of high-end medical device products such as medical imaging equipment, in vitro diagnostics, and surgical robots, a reward of up to 3 million yuan will be granted per product.
Enterprises that introduce major projects by acquiring approvals (certificates) for pharmaceuticals, medical devices, and other products to accelerate industrialization will be eligible for a reward of up to 10 million yuan.
Accelerate the full-chain industrialization of the Dongguan Boron Neutron Capture Therapy (BNCT) project, build a comprehensive biopharmaceutical innovation and entrepreneurship hub, and foster the clustering of emerging bio-manufacturing industries such as synthetic biology.
Promote the deep integration of innovation in rehabilitation assistive devices with configuration services, support enterprises in this sector to expand into the silver economy and increase the supply of age-friendly products, and recommend high-quality products for inclusion in the National Catalog of Promoted Products for the Elderly.
Strive to achieve a revenue scale of 40 billion yuan for the biopharmaceutical and high-end medical device industrial cluster by 2027.
Accelerate the growth and expansion of the software and information technology services industry
Accelerate the enhancement of digital industrialization capabilities. Support municipal-level pilot parks for digital industry clusters in attracting high-quality software and information technology service enterprises. For enterprises newly settling in these pilot parks, the city and towns will jointly provide rent subsidies for up to three years.
Support the construction of a comprehensive compatibility testing center for basic operating systems, guide software product manufacturers to join the basic operating system ecosystem, and provide services such as product development testing and verification, compatibility migration certification, edge-cloud collaborative innovation, brand ecosystem promotion, and digital talent cultivation.
We aim to achieve a revenue scale of 60 billion yuan for the software and information technology services industry by 2027 and promote the establishment of Songshan Lake High-Tech Zone as a "China Software Model Park."
Accelerate the Cultivation and Development of the Intelligent Testing Equipment Industry
Strengthen investment promotion for the intelligent testing equipment and precision instrumentation industries; explore the establishment of an industrial development fund and alliance for these sectors; and accelerate the creation of an industrial base for intelligent testing equipment and precision instrumentation.
Guide "chain-leading" and leading enterprises in downstream industries to open up application scenarios for intelligent testing equipment, and collaborate with intelligent testing equipment manufacturers, universities, and research institutes to conduct industry-level testing technology research, equipment development, and integrated application services.
Support the construction of a machine vision-themed industrial park in the Binhaiwan New Area, and guide machine vision manufacturers to expand into downstream application fields, extending into 3D vision and intelligent control system integration.
Establish a municipal-level innovation center for the intelligent testing equipment industry and accelerate the establishment of the Electronic Measuring Instruments Working Committee of the China Metrology Association in Dongguan. Strive to launch the establishment of 1–2 national- and provincial-level quality standards laboratories and industrial metrology testing centers by 2024.
By the end of 2027, we will overcome a number of technical challenges in the fields of general-purpose and specialized intelligent inspection equipment, establish more than 15 application demonstration scenarios for intelligent inspection equipment, and comprehensively enhance the supply capacity and level of intelligent inspection equipment.
Accelerate the Cultivation and Development of the Artificial Intelligence Industry
Support technological innovation in various end-user products—such as smart mobile devices, toys, furniture, home appliances, and electric bicycles—through the application of artificial intelligence, with the goal of forming a nationally competitive cluster of AI-enabled end-user products by the end of 2027.
Establish an “Industrial Algorithms” Alliance to promote research on major projects involving the development and industrial application of core AI technologies in the manufacturing sector, and accelerate the development of a range of “out-of-the-box” intelligent algorithm applications.
Encourage municipal state-owned enterprises and data centers to increase investment in the construction of intelligent computing infrastructure, explore the establishment of a city-level public service platform for AI computing power, and provide enterprises with low-cost intelligent computing resources.
Establish the Greater Bay Area (Dongguan) Data Asset Service Center to guide enterprises in identifying data assets, opening up data resources, and participating in data transactions; provide a reward of up to 500,000 yuan to those that pass the Data Management Capability Maturity Model (DCMM).
Accelerate the advancement of “Public Services + AI” and “Urban Governance + AI,” and actively create demonstration projects for all-scenario, round-the-clock applications.
Accelerate the Cultivation and Development of Future Industries
Conduct strategic research on future industries, driven by industrial application needs, and guide major scientific facilities, high-level research institutions, and top-tier science and engineering universities to independently plan basic research for future industries.
Intensify efforts to attract innovative teams and enterprises, prioritizing support for the establishment of cutting-edge industries in Dongguan, such as next-generation mobile communications, computing power networks, synthetic biology, hydrogen energy, nanomaterials, digital spaces, low-altitude economy, quantum computing, and humanoid robots, and accelerate the cultivation of 1–2 future industry clusters with a scale exceeding 10 billion yuan.
Promote the cultivation of high-value patents in future industries, introduce technology service resources from Zhongguancun and other sources, and establish 3–5 proof-of-concept centers and pilot verification platforms. Encourage eligible industrial parks (towns and sub-districts) to build technology service clusters and improve the technology service ecosystem.
Strengthen policy support for advancing new industrialization
Strengthen the enterprise tiered growth system
Launch a special campaign to enhance the resilience of key industrial and supply chains. Collaborate with “chain-leading” enterprises and industry leaders to accelerate the concentrated deployment of Tier-1 supply chain enterprises, and foster a cohort of Tier-2 and Tier-3 supply chain enterprises with strong capabilities in industrial chain collaborative innovation and technological breakthroughs, thereby comprehensively building a modern enterprise system.
Establish a “doubling enterprise” registration mechanism combining “automatic inclusion” with “selection,” implement dynamic evaluation and adjustments, and provide an annual reward of up to 3 million yuan per enterprise for “doubling enterprises” that engage in industrial chain and supply chain cooperation.
By 2024, the city aims to cultivate no fewer than 18 “chain-leading” enterprises, no fewer than 90 listed companies (including those that have passed the listing review and newly listed companies), no fewer than 60 provincial-level or higher manufacturing single-champions, no fewer than 190 specialized, refined, distinctive, and innovative “Little Giant” enterprises, and no fewer than 260 “Gazelle” enterprises,at least 10,500 national-level high-tech enterprises, and at least 14,200 industrial enterprises above designated size.
Strengthen the Industrial Science and Technology Innovation System
Optimize the funding orientation of major municipal science and technology projects to support "chain-leading" enterprises and industry leaders in spearheading the formation of innovation consortia, targeting weak links in industrial chains to conduct integrated, industry-wide research and development efforts.
Accelerate the development of a technical manager workforce, guide innovation entities to conduct “customized” R&D oriented toward the market, and provide stronger technical support and innovation services for the transformation and upgrading of traditional industries and the growth of new productive forces.
Accelerate the integrated development of strategic emerging industries in the military-civilian sectors, and provide incentives to enterprises that newly obtain military qualification certifications.
Accelerate the development of national pilot cities for the digital transformation of small and medium-sized enterprises (SMEs). Select a range of low-cost, rapidly deployable, and easy-to-maintain products and services to be incorporated into the public service platform for SME digital transformation, and provide incentives to enterprises purchasing relevant products and services on the platform as well as to the platform operators.
Increase the density of industrial robots, the rate of industrial equipment migration to the cloud, and the adoption rate of industrial internet applications across various sectors; by 2024, facilitate the digital transformation of 1,500 industrial enterprises above a certain scale.
Strengthen the Support System for Modern Services
Implement the “Navigator Plan” for production-oriented services, focusing on key sectors to select a group of “Navigator Enterprises” in production-oriented services and provide support to foster excellence and strength.
Encourage enterprises in the production-oriented service sector to establish comprehensive and functional headquarters; provide recognized headquarters enterprises with multiple forms of support, including settlement incentives, operational contribution rewards, office space subsidies, and talent-related incentives.
Support manufacturing enterprises in expanding into R&D and design, customized production, shared manufacturing, supply chain management, and turnkey contracting. Cultivate a batch of service-oriented manufacturing demonstration projects through models such as “product + service” and “manufacturing + service.” Award up to 1 million yuan to enterprises successfully recognized as national or provincial service-oriented manufacturing demonstration enterprises.
We will promote the clustered development of production-oriented services and establish 10 demonstration zones for production-oriented service clusters across the city over the next three years.
We will successfully organize the Dongguan Cup International Industrial Design Competition, support the development of “Design+” business models, and comprehensively build a brand centered on manufacturing aesthetics.
Strengthen the Market Expansion Service System
Partner with resources such as Huawei Cloud, Douyin, and Pinduoduo to empower industrial enterprises to launch e-commerce operations. Provide incentives of up to 2 million yuan to enterprises expanding overseas, and establish 1–2 live-streaming e-commerce demonstration projects by 2024.
Strengthen comprehensive foreign trade service capabilities and provide incentives to enterprises selected for the provincial key cultivation list of comprehensive foreign trade service enterprises.
Implement more robust support policies for participating in and organizing trade fairs to help enterprises expand into domestic and international markets through exhibition platforms.
Extend the export credit insurance subsidy policy; encourage insurance institutions to expand the coverage and scale of export credit insurance for new energy storage products and other items; and develop financial products to support the export of small-scale complete equipment sets.
Guide export enterprises to accelerate the deployment of “green electricity resources” and support relevant specialized institutions in optimizing green electricity and green certificate services.
Support the extension of processing trade toward high-end segments of the value chain, such as brand marketing, R&D innovation, and distribution and settlement. Expand the scope of application for the enterprise group supervision model, actively develop new business models such as “bonded maintenance,” and promote the formation of new competitive advantages for Dongguan’s processing trade.
Strengthen the Quality Standards Empowerment System
Implement the Manufacturing Excellence Quality Project, conduct a tiered diagnostic assessment of quality management capabilities among industrial enterprises above a certain scale, strengthen quality support and standard-driven leadership, and continuously enhance the resilience and security of industrial and supply chains.
Establish a citywide online platform for integrating quality infrastructure resources and set up a network of quality technology service stations to provide enterprises with “one-stop” comprehensive solutions; issue 10 million yuan in testing and inspection service vouchers in 2024.
Support the Songshan Lake Materials Laboratory in establishing national and provincial-level quality standards laboratories, encourage testing and certification bodies to expand their service qualifications in cutting-edge and emerging key sectors, and provide incentives to those authorized as designated laboratories for China Compulsory Certification (CCC).
We will establish quality and brand benchmarks, awarding incentives to products that pass the municipal “Advanced Standards + Certification” program and those recognized as “China Premium Products.”
Establish a “whitelist” for intellectual property protection in the manufacturing sector and provide incentives to enterprises recognized as key players in intellectual property protection.

Strengthen the Enterprise Service Support System
Develop a system for monitoring the efficiency of approvals throughout the entire process of enterprise investment project implementation, along with an agency service system; improve the construction of the “three databases” (project, land, and factory buildings); and comprehensively accelerate the efficiency of land supply and construction for enterprise investment projects.
Accelerate the development of modern industrial parks, with a target of demolishing no less than 10,000 mu of land under the “industrial-to-industrial” conversion program and achieving fixed-asset investment of no less than 40 billion yuan by 2024.
Comprehensively strengthen the integration of fiscal funds for enterprise support. Pilot the transition of fiscal funds from grants to investments, guiding the coordinated investment and operation of three market-oriented mother funds—for innovation and entrepreneurship, industrial investment, and urban development. Provide up to 10 million yuan in investment for eligible angel-stage projects, and offer equity investment support at appropriate times for other early-stage and growth-stage projects.
Comprehensively implement “one-on-one” enterprise services, strengthen the development of enterprise service specialist teams, and explore the establishment of comprehensive enterprise service centers to achieve one-stop response and closed-loop management for enterprise investment services.
Strengthen Coordinated and Collaborative Development with Guangzhou and Shenzhen
Guided by the principles of “government guidance, market leadership, resource sharing, and complementary advantages,” we will comprehensively establish an integrated and deeply integrated development framework with Guangzhou and Shenzhen in key areas such as technological innovation, industrial development, business environment, major infrastructure planning, and the construction of energy and resource security systems.
Leveraging the industrial, technological, financial, and market resources of Guangzhou and Shenzhen, we will collaborate with them to build high-quality cross-regional industrial clusters. In “trillion-yuan” and “hundred-billion-yuan” industries such as new energy vehicles, next-generation communication technologies, semiconductors and integrated circuits, and new display technologies, we will jointly create several industrial clusters with global influence and competitiveness.
We will fully participate in the planning and construction of the Shenzhen Metropolitan Area, and work hand in hand with Shenzhen to accelerate the development of the Pilot Zone for the Comprehensive National Science Center of the Guangdong-Hong Kong-Macao Greater Bay Area. We will enhance the capacity of Dongguan’s full-process innovation ecosystem—encompassing “basic research, technological breakthroughs, industrialization of results, technology finance, and talent support”—to empower Dongguan’s manufacturing sector to advance toward the mid-to-high end of industrial, supply, and value chains.
In addition to the above, the Implementation Opinions also encourage relevant municipal departments and various industrial parks (towns and sub-districts) to formulate supporting policies tailored to local conditions. Through coordinated efforts between the municipal and local levels, we will accelerate the advancement of new industrialization, providing robust support for the high-quality development of an international hub for science, innovation, and manufacturing, and for the construction of a modern industrial system with greater international competitiveness.
