Chapter I  General

Article III  Special funds for industrial support in the Zhongshan Torch Development Zone (hereinafter referred to as "special funds"), refers to the establishment of the District Management Committee approved by the district budget arrangements and by the District Economic Development and Science and Technology Information Bureau (hereinafter referred to as "). Article IV  Special funds to support the direction of industrial development in line with our region, in principle, the registration, tax collection and management of relations belonging to our region, and a sound financial system, with an independent legal personality, the implementation of independent accounting enterprises and institutions in our region, business associations, etc., or to meet the conditions of the specific award of other units and natural persons (hereinafter referred to collectively as "units").

Article V  The use and management of special funds should adhere to the following principles:

(a) District Economic and Science Bureau and the use of special funds must be in accordance with the national, provincial and municipal relevant documents, to strengthen the management of special funds, and make sure that the funds are used in accordance with the scope and standard.

(2) special funds should be prioritized to implement the district management committee decision-making and deployment and innovation-driven economic development and other aspects of the key projects.

(c) The allocation of special funds in the scientific evaluation, strict audit, democratic decision-making based on merit support.

Article 6  Special funds are generally used to support the way of gratuitous subsidies, and to explore the pilot paid support or support through industrial guidance funds and other forms. Article VII  The use and management of special funds should ensure openness, fairness and impartiality, improve the effectiveness of the use of funds, enhance the effectiveness of financial support to promote the development of funds.

Chapter II  Management responsibilities and division of labor

Article VIII     District Economic and Science Bureau is responsible for the following:

(a) the development of sub-special funds to support the approach;

(b) preparation of a special funds budget, the organization of the project declaration, assessment and review;

Article 11 according to the needs of the work can be entrusted to the district industrial group companies, business associations, professional third-party units to help carry out the following work:

Article XII    special funds should be used in accordance with the relevant provisions of the unit to perform the following duties:

(a) the unit declaration and acceptance of the authenticity of the materials, accuracy, legality is responsible for;

(b) strictly in accordance with the relevant laws and regulations of the special funds for financial management and accounting;

(c) Cooperate with the relevant departments to carry out the declaration, acceptance and special audit of the special fund projects, and report the implementation of the project construction on time, without being limited by the project deadline;

(d) Accept the supervision and inspection of the relevant departments, bear the consequences of the responsibility for the corresponding violations of the law, irregularities and breaches of contract, and cooperate in the return of the recovered financial funds.

Chapter III  Funding declaration, review and disbursement procedures

Article XIII      District Economic and Science Bureau in due course of eligible projects publicly released special funds declaration notice. For each sub-special funds to support measures or policy measures should be declared before the entry into force of support and in the policy period has not yet been organized to declare the project, you can continue in accordance with the original corresponding support measures or policy measures to organize the declaration.

Eligible units must declare through the designated platform of the District Economic and Science Bureau, and submit the relevant materials to the District Economic and Science Bureau for review according to the requirements. Late filing is regarded as giving up the qualification for filing.

Article 18 According to the actual needs of high-quality economic development and support for industrial development, the District Management Committee decision-making and deployment of support matters and projects, in accordance with the relevant resolutions of the District Management Committee documents.

Chapter IV  Funding supervision, management and accountability

Article 19 of the District Economic and Science Bureau to strengthen the use of special funds to check, timely detection and correction of problems, the specific requirements are as follows:

(a) The District Economic and Science Bureau is responsible for the use of funds and project progress to carry out the supervision of the ex-ante subsidies.

Article 21  District Finance Bureau according to the performance of self-assessment and the need for evaluation and verification of special funds.

Article 22   District Audit Department independently of the use of special funds to implement audit supervision, as appropriate, to take a sampling check the use of special funds.

Article 23 by the audit and supervision departments that the special funds to support the object of the special funds in the application, the use of special funds in the process of misrepresentation, fraud, forgery, squeezing, misappropriation and other violations, in accordance with the relevant provisions of the accountability; the circumstances are serious, the legal responsibility shall be investigated.

Chapter V  By-laws

Article 24  This approach applies to the Torch Development Zone coordinated area, including Zhongshan Harbor Street and the people's streets.

Article 25  These Measures shall be interpreted by the District Management Committee, and the specific interpretation work shall be undertaken by the District Economic and Science Bureau.

Article 26  These Measures shall come into force on January 1, 2023, and shall be valid for three years.
