Chapter I  General

Article V  The use and management of special funds should adhere to the following principles:

Chapter II  Management responsibilities and division of labor

Article VIII     District Economic and Science Bureau is responsible for the following:

(a) the development of sub-special funds to support the approach;

Article XII    special funds should be used in accordance with the relevant provisions of the unit to perform the following duties:

(b) strictly in accordance with the relevant laws and regulations of the special funds for financial management and accounting;

(c) Cooperate with the relevant departments to carry out the declaration, acceptance and special audit of the special fund projects, and report the implementation of the project construction on time, without being limited by the project deadline;

(d) Accept the supervision and inspection of the relevant departments, bear the consequences of the responsibility for the corresponding violations of the law, irregularities and breaches of contract, and cooperate in the return of the recovered financial funds.


Chapter III  Funding declaration, review and disbursement procedures

Chapter IV  Funding supervision, management and accountability

Chapter V  By-laws

Article 24  This approach applies to the Torch Development Zone coordinated area, including Zhongshan Harbor Street and the people's streets.
