Chapter 1 General Provisions

　　Article 1 These Measures are formulated in accordance with the "Administrative Measures for the Special Fund for Promoting High-Quality Industrial Development in Nanshan District" to stimulate the vitality of social organizations, leverage the resource advantages of industry associations in integrating industrial and innovation chains, better serve enterprises in Nanshan District, and promote high-quality economic development.

　　Article 2 These Measures apply to social organizations such as industrial associations, federations, and promotion associations that are registered or implement projects within the jurisdiction of Nanshan District and play a leading and driving role in Nanshan’s industrial clustering, brand promotion, industry standardization, and investment and talent attraction.

　　Article 3 The District Enterprise Service Center serves as the competent authority for these Measures. The District Leading Group for the Special Fund to Promote High-Quality Industrial Development and the District Enterprise Service Center’s Specialized Review Group for Sub-funds serve as the decision-making and approval bodies for these Measures. Relevant departments shall perform their duties in accordance with applicable regulations.

　　Article 4 Applicants for projects supported under these Measures shall not be subject to the restrictions regarding “place of registration” or “contribution to district-level fiscal revenue” stipulated in the “Administrative Measures for the Nanshan District Special Fund for Promoting High-Quality Industrial Development.” Projects that have already received funding support from other district government sources shall not be eligible for support under these Measures.

　　Funding under these Measures is subject to annual budget constraints.

　　Chapter II Supported Projects

　　Article 5 Settlement Incentives.

　　Key industry associations that have newly relocated or been newly registered and that align with Nanshan’s industrial development positioning and direction shall be granted a one-time start-up subsidy of up to 500,000 yuan per association upon filing.

　　Article 6 Support for Impact Assessment.

　　Every two years, a comprehensive evaluation will be conducted on dimensions such as the operational standardization of industry associations, industry influence, member satisfaction, and contribution to Nanshan. Based on the evaluation results from a third-party professional institution, a one-time grant of up to 500,000 yuan will be provided according to the rating tier.

　　Article 7: Talent Support.

　　Eligible key industry associations may benefit from Nanshan District’s relevant talent incentive programs and housing rental subsidy policies.

　　Article 8: Space Support.

　　Key industry associations that lease commercial office space within the jurisdiction, or industry associations ranked in the top 30 in the previous year’s influence assessment, shall be granted subsidies equivalent to 50% of the actual rent paid, subject to a maximum of 50 yuan per square meter per month. The annual subsidy for each industry association shall not exceed 300,000 yuan, and the subsidy period shall not exceed three years. Industry associations may not sublease the premises during the period in which they receive rent support.

　　Eligible industry associations may receive support for policy-based industrial premises in Nanshan District in accordance with relevant regulations.

　　In principle, a single industry association may only benefit from one of the above support policies.

　　Article 9: Support for Public Service Platforms.

　　For major public technical service platforms, such as engineering laboratories, instrumental testing facilities, and public information systems, led by industry associations, upon recognition by the Nanshan District industrial authorities and after filing, support of up to 50% of the audited and approved project amount, with a maximum of 1 million yuan, will be provided.

　　Article 10: Support for Professional Exchange Activities.

　　For professional exchange activities organized or hosted by industry associations within the jurisdiction that align with the industrial development positioning and direction of Nanshan District, upon filing, funding of up to 50% of the actual expenses incurred for the activity, with a maximum of 1 million yuan, shall be provided; however, if other industrial support measures of Nanshan District have separate provisions, those provisions shall prevail.

　　Article 11: Support for Research Projects.

　　For research projects, such as industry planning and industry status analysis, conducted by industry associations that focus on the industrial development positioning and direction of Nanshan District, if the research results are affirmed by the District Government or relevant district industrial departments, support of up to 300,000 yuan will be provided after filing, based on no more than 50% of the audited and approved project amount.

　　Article 12 Support for Investment Promotion Projects.

　　Industry associations that carry out investment promotion and publicity activities may, upon filing, enjoy relevant investment promotion project support policies in accordance with the provisions of the "Special Support Measures for Promoting Investment in Nanshan District."

　　Chapter III Supplementary Provisions

　　Article 13: Industry associations that undertake exceptionally large, scarce, or critical projects in line with the district government’s industrial development positioning and direction may submit such projects for review by the District Leading Group on Special Funds for Promoting High-Quality Industrial Development on a case-by-case basis.

　　Article 14 These Measures shall take effect on November 29, 2022, and remain valid for three years.

　　Article 15 The District Enterprise Service Center shall be responsible for interpreting these Measures and for formulating relevant operational procedures.
