Pursuant to the “Notice on Issuing Several Policies to Promote Steady Growth of the Industrial Economy” (Fagui [2022] No. 273) and the “Guangdong Province Action Plan for Promoting Steady Growth of the Industrial Economy” (Yuefu Ban [2022] No. 41), this Action Plan is formulated in light of Maoming’s actual conditions to further strengthen the foundational conditions for ensuring the stable operation of the industrial sector, continuously consolidate the momentum of industrial economic growth, and promote high-quality industrial development.
I. Implementation of Tax and Fee Reduction Measures
(1) Implement Pre-Tax Deduction Policies. Encourage enterprises to purchase new equipment and expand production, and implement pre-tax deduction policies for equipment and tools. The standards, methods, time limits, and scope of application shall be implemented in accordance with the specific requirements of the “Announcement by the Ministry of Finance and the State Taxation Administration on Policies Regarding Pre-Tax Deductions for Equipment and Tools of Small, Medium, and Micro Enterprises” (No. 12 of 2022).(Municipal Tax Bureau, the first listed is the lead department; the same applies below. The governments of each district (county-level city) and the management committees of economic functional zones are the responsible units for implementing each task and will not be listed individually.)
(2) Implement tax and fee deferral policies. Extend the policy implemented in the fourth quarter of 2021 allowing small, medium, and micro manufacturing enterprises to defer payment of certain taxes and fees for an additional six months. Continue to implement subsidy policies for charging facilities and preferential policies for vehicle and vessel tax reductions. (3) Expand the scope of application for the “Six Taxes and Two Fees” policy. Implement the “Announcement of the Ministry of Finance and the State Taxation Administration on Further Implementing the ‘Six Taxes and Two Fees’ Reduction and Exemption Policy for Small and Micro Enterprises” (No. 10 of 2022). Utilize taxpayer declaration data to automatically identify eligible “small-scale taxpayers,” “small and low-profit enterprises,” and “individual industrial and commercial households,” thereby ensuring smooth and convenient access to the policy.In 2022, for cases meeting the criteria for property tax and urban land use tax relief due to financial hardship, taxpayers facing genuine difficulties in paying taxes will be granted reasonable relief in accordance with regulations. (4) Reducing the Social Security Burden on Enterprises. In 2022, the policy of temporarily reducing unemployment insurance and work-related injury insurance contribution rates will be extended. The city-wide benchmark rate for unemployment insurance will remain at 1%, and the floating rate policy will continue to be implemented in tandem; for work-related injury insurance, in addition to implementing industry-specific benchmark and floating rates, the contribution rate for all participating units across the city will be uniformly reduced by 20% on a temporary basis.For enterprises that do not lay off employees or minimize layoffs, the universal unemployment insurance job retention subsidy policy will continue to be implemented; in 2022, the reimbursement rate for small, medium, and micro enterprises will be raised from 60% to a maximum of 90%. (5) Reduction and Exemption of Rent for State-Owned Properties. In 2022, micro and small manufacturing enterprises and individual businesses leasing state-owned properties within county-level administrative regions designated as medium- or high-risk areas for the pandemic (as determined by announcements from COVID-19 prevention and control command departments) will be exempt from six months of rent; those in other regions will be exempt from three months of rent.For property owners granting rent reductions, property tax and urban land use tax relief will be provided for the number of months the rent is waived. Where rent reductions affect the performance of state-owned enterprises and institutions, this will be recognized in performance evaluations based on actual circumstances. (6) Crack down on illegal charges against enterprises. Improve the collaborative governance and joint disciplinary mechanisms for addressing illegal charges against enterprises in the industrial sector; launch special campaigns to rectify such charges; and put a stop to illegal charges, arbitrary levies, and unlawful fines. Strengthen supervision over the charging practices of entities in the maritime transport market and investigate and punish illegal and non-compliant charging behaviors in accordance with the law. II. Implement Financing Facilitation Initiatives
(7) Strengthen financing support for the real economy. Guide financial institutions to continuously optimize credit structures and improve financial service levels, while increasing support for the real economy, particularly the manufacturing sector. Deepen industry-finance integration and strive to launch pilot programs linking “subsidies, loans, and guarantees.”Strengthen guidance and incentives for banks to support the development of the manufacturing sector. Use indicators such as commercial banks’ issuance of unsecured loans to small and micro enterprises as a reference for the placement of fiscal funds, encouraging banks to optimize the allocation of economic capital in favor of manufacturing enterprises and promote sustained rapid growth in medium- and long-term loans to the manufacturing sector. Support enterprises in raising capital through initial public offerings (IPOs). (8) Increase the issuance of inclusive loans to small and micro enterprises. Implement relevant credit incentive policies; in 2022, the People’s Bank of China will provide incentive funds equivalent to 1% of the incremental balance of inclusive loans to eligible local legal-person banks. Eligible local legal-person banks that issue inclusive credit loans to small and micro enterprises may apply to the People’s Bank of China for preferential re-lending funds.Financial institutions are encouraged to process loan renewals for industrial enterprises that meet the criteria in accordance with standard renewal procedures; they must not indiscriminately withhold, withdraw, suspend, or reduce loans, and must maintain reasonable liquidity. (9) Implement financial policies for green and low-carbon transformation. Guided by the goal of achieving the “dual carbon” targets, implement financial policies for the green and low-carbon transformation of industries such as coal-fired power generation. Make effective use of carbon emission reduction support tools and special re-lending facilities for the clean and efficient utilization of coal to support key sectors—including clean energy, energy conservation and environmental protection, and carbon emission reduction technologies—as well as major projects for the clean and efficient utilization of coal, through a steady, orderly, and targeted approach.The clean energy sector primarily includes wind power generation, solar energy utilization, biomass energy utilization, pumped-storage hydropower, hydrogen energy utilization, geothermal energy utilization, ocean energy utilization, heat pumps, high-efficiency energy storage (including electrochemical energy storage), smart grids, large-scale integrated wind and solar power generation-grid-load-storage projects, county-wide promotion of residential distributed solar power, inter-regional clean power transmission systems, and emergency backup and peak-shaving power sources;The energy conservation and environmental protection sector primarily includes energy efficiency improvements in the industrial sector and the transformation of the new power system; the carbon emission reduction technology sector primarily includes carbon capture, storage, and utilization. Support financial institutions in increasing financial support for the construction and use of overseas warehouses by traditional foreign trade enterprises, cross-border e-commerce companies, and logistics enterprises, provided that such support complies with laws and regulations and risks are controllable.Continue to leverage the “Government-Bank-Insurance” cooperation platform, promote the “Trade Finance Easy” service model, optimize insurance products and services, and utilize policy-based insurance tools such as overseas investment insurance to provide risk protection for the development of overseas warehouses. (10) Promote the financial sector to pass on benefits to the real economy. In 2022, effectively implement policies to lower the Loan Prime Rate (LPR) and reduce the interest rate on re-lending for small businesses. Supervise and guide banks to lower fees for account services, RMB transfer and remittance, and bank card swiping. III. Implementing the Action Plan for Ensuring Supply and Stabilizing Prices
(11) Ensure energy and power supply. Establish and improve coordination mechanisms for the supply of coal, electricity, oil, gas, and transportation; strengthen the centralized allocation of resources; formulate emergency plans for energy supply; and implement detailed measures to ensure energy and power supply for industrial enterprises. Strictly crack down on various illegal activities, such as spreading false information and price gouging, as well as disorderly market speculation. (12) Monitor the operation of the commodities market. Closely monitor supply, demand, and price fluctuations in the market for bulk raw materials, and effectively implement measures to ensure the supply and stabilize prices of key raw materials and primary products such as coal, steel, fertilizers, agricultural products, and chemical products. Further strengthen market supervision of both futures and spot markets for commodities, and resolutely curb excessive speculative trading. (13) Expand diversified resource supply channels for industrial enterprises. Support enterprises in investing in and developing mineral extraction projects that meet resource availability criteria and ecological and environmental protection requirements. Accelerate the construction of resource recycling projects for scrap steel, waste paper, and other materials that comply with industrial policies, enhance the resource security capacity of “urban mines,” and establish a stable and open resource security system. Support the establishment of upstream-downstream collaborative innovation and development mechanisms to meet the needs of downstream enterprises with higher-quality product supplies and improve the security of critical materials.Strengthen supply-demand matching for key industrial enterprises, support key enterprises in signing long-term agreements, and encourage prioritizing the allocation of resources to meet the needs of local enterprises. (14) Implement a tiered electricity pricing system for high-energy-consuming industries. Existing enterprises that meet the benchmark energy efficiency level, as well as those under construction or planned that meet the benchmark level, will not be subject to electricity surcharges. For those that do not meet the standards, tiered electricity pricing will be applied based on the gap in energy efficiency levels, and the surcharges will be earmarked to support enterprises’ technological upgrades for energy conservation, pollution reduction, and carbon emission reduction. IV. Implement the Investment Stimulus Initiative
(15) Promote the Quality and Efficiency of Investment Promotion.Treat investment promotion as the “top priority” for industrial development. Establish and improve a “top-level official” accountability system for investment promotion, and update and refine the “One Handbook,” “One Map,” and “One Database” for investment promotion. Focusing on the goals of building, extending, supplementing, and strengthening industrial chains, cultivate and develop strategic industrial clusters. Intensify investment promotion efforts through methods such as industrial chain-based investment promotion, business-to-business investment promotion, and online investment promotion, to drive the city’s investment promotion work to achieve new results and reach new heights.We will strive to shoulder our historical responsibility, proactively follow up on key projects under negotiation, and push for their swift signing and implementation. We will accelerate the application process for the construction of large-scale industrial agglomeration zones, support the expansion of provincial industrial parks, actively apply for a batch of provincial specialty industrial parks, and enhance the carrying capacity of industrial parks. (16) Adopt a multi-pronged approach to support foreign investment in the manufacturing sector. Fully implement the Foreign Investment Law and thoroughly enforce the Guangdong Provincial Regulations on the Protection of Foreign Investors’ Rights and Interests. Improve the foreign investment complaint mechanism to ensure that foreign-funded enterprises and domestic enterprises are equally eligible for support policies issued by governments at all levels. Establish and improve a designated liaison and service mechanism for key foreign investment projects, and enhance the convenience for foreign nationals and their families to come to China.Implement the Catalogue of Industries Encouraging Foreign Investment and conduct rapid verification and confirmation for eligible foreign investment projects in the encouraged category.Implement Guangdong Provincial Government Document [2018] No. 78 and Maoming Municipal Government Regulation [2020] No. 5 to provide incentives for eligible projects. Enhance service guidance for manufacturing projects with annual investments exceeding 100 million yuan, conduct regular project monitoring, and promote the rapid conversion of these projects into tangible investment.Recommend eligible projects for inclusion in the provincial database (list) of major advanced manufacturing projects, and provide support in terms of project funding, talent, land, energy consumption, environmental protection, electricity, and other essential resources. (18) Implement the Special Action Plan for the Innovative Development of the Photovoltaic Industry. Support the innovative development of the photovoltaic industry and encourage the development of distributed photovoltaic systems. Promote the retrofitting and upgrading of coal-fired power units with a power generation coal consumption rate of 300 grams of standard coal per kilowatt-hour or higher. Accelerate the approval, commencement, construction, and commissioning of inter-provincial power transmission lines included in the plan and supporting power sources that meet the necessary conditions.Promote the retrofitting of aging vessels and the construction of LNG refueling stations. In 2022, facilitate technical upgrades at 135 industrial enterprises. Vigorously implement energy-saving and carbon-reduction technical upgrade projects for enterprises in key sectors such as building materials and petrochemicals. (19) Accelerate the construction of major new infrastructure projects. Guide telecommunications operators to accelerate the rollout of 5G, with the goal of completing the construction of over 1,500 5G base stations in 2022. Promote the large-scale application of Beidou. Plan and construct data centers in a market-oriented manner, with the goal of enhancing sustainable development capabilities. (20) Implement investment promotion initiatives. Support manufacturing enterprises in increasing capital and expanding production to foster new growth drivers.From 2022 to 2025, upon application, the municipal government will provide annual rewards of 3 million yuan, 2 million yuan, 1 million yuan, 500,000 yuan, and 300,000 yuan to manufacturing enterprises whose annual industrial fixed-asset investment reaches 300 million yuan, 200 million yuan, 100 million yuan, 50 million yuan, and 30 million yuan, respectively. Eligible applicants must be manufacturing enterprises legally established within Maoming City with independent legal person status.Eligible foreign-invested manufacturing enterprises will be rewarded in accordance with documents Yue Fu [2018] No. 78 and Mao Fu Gui [2020] No. 5. V. Implementation of the Resource and Factor Support Initiative
(21) Optimize the Supply of Industrial Land. Establish industrial land control lines and industrial protection zones, prioritize the inclusion of industrial parks and major industrial projects in territorial spatial planning, and ensure land supply for major projects and industrial parks.Implement the “standard land” and “project-linked” supply systems for industrial land. Accelerate the formulation of a comprehensive package of policies and measures for the transfer of “standard land,” and implement policies for land allocation with design plans and pre-approval to achieve “construction commencement upon land acquisition.” Set “standard land” control indicators based on local conditions, refine industrial project entry requirements, and improve land supply efficiency.Encourage the supply of industrial land and standard factory land through methods such as long-term leasing, lease-to-own arrangements, and flexible-term supply. Support the reasonable conversion or mixed use of different types of industrial land in accordance with established procedures; support the conversion of existing state-owned industrial land into new industrial land or mixed-use industrial land. The minimum transfer price for mixed-use industrial land shall not be lower than 70% of the sum of the benchmark land prices for corresponding land use categories in the relevant area, multiplied by their respective proportions.Support localities in supplying mixed-use land—combining industrial and other industrial purposes (excluding commercial residential use)—through bidding, auction, or listing, provided that the proportion of industrial floor area is no less than 50%. (22) Ensure reasonable energy use for industrial development. Fully implement the policy that new renewable energy and energy consumption for raw materials are not included in total energy consumption controls. Make effective use of the national policy allowing separate energy consumption quotas for major national projects, and strive to have more industrial projects included in the list of major projects eligible for separate energy consumption quotas. Implement relevant policies regarding the “dual control” of energy consumption, enhance the flexibility of total energy consumption management, and avoid restricting enterprises’ normal energy use due to issues with the progress of meeting energy consumption targets.Coordinate the use of energy consumption quotas and emission allowances. When allocating binding energy conservation and environmental protection targets, reserve reasonable space for strategic, foundational key projects and projects with high quality and efficiency to ensure reasonable energy use for industrial development. Implement the national policy to reduce electricity prices for general industrial and commercial users, further optimize power supply service capabilities, and improve power supply reliability and the convenience of enterprises in accessing electricity. (23) Coordinate the use of pollutant emission quotas. Implement tiered and zoned management for responding to severe air pollution episodes, and adhere to the precise implementation of production control measures for enterprises. Implement the “Ten Measures of the Guangdong Provincial Department of Ecology and Environment on Optimizing Services for Key Projects to Support High-Quality Economic Development” (Yue Huan Ban [2022] No. 3),proactively engage in the environmental impact assessment (EIA) process for major industrial projects at an early stage; for eligible projects, implement the EIA notification and commitment system for approval, simplify EIA documentation requirements, and lower the EIA classification level; exempt projects with negligible ecological and environmental impacts from EIA procedures; and for projects requiring new pollutant emission quotas, ensure comprehensive allocation and support while meeting environmental quality improvement and pollutant reduction requirements.Enterprises are encouraged to implement pollutant emission reduction measures. Units that adopt such measures and achieve emission reduction benefits may prioritize the use of the resulting surpluses of emission quotas for their own new construction projects. For major projects—such as the construction of large-scale wind and solar power bases and energy-saving and carbon-reduction retrofits—that have completed EIA documents to a high standard, EIA approvals will be processed efficiently to ensure construction can commence as soon as possible. (24) Strengthen labor force support for industrial enterprises. Establish mechanisms for labor force scheduling and support, as well as dedicated employment service officers. Develop contingency plans in advance to address risks such as restrictions on workers’ return to work that may arise from sporadic domestic COVID-19 outbreaks. Conduct large-scale, multi-level vocational skills training to effectively align industrial labor demand with vocational training.Based on the staffing needs of small, medium, and micro enterprises and the employment status of the workforce, strengthen the matching of labor supply and demand. Implement various flexible recruitment methods, such as bringing enterprise recruitment drives to townships and campuses, to serve as a bridge between enterprises and workers. (25) Ensure water supply for industrial enterprises. Strengthen the coordination and balance between water resource allocation and the layout of industrial parks and major projects. Accelerate the construction of key water sources and major water diversion projects. While ensuring water supply for public welfare, enhance the capacity to guarantee water supply for major projects.Strengthen water resource feasibility studies for relevant planning and project layouts, and prioritize securing water resources when selecting sites for key projects. During the water withdrawal permit application process, proactively provide policy consultation for key projects and organize experts to engage in technical review services at an early stage to effectively improve the efficiency of project review and approval procedures. VI. Implementing the Industrial Chain Strengthening Initiative
(26) Cultivate and Develop Strategic Industrial Clusters.Implement the provincial government’s work arrangements for fostering strategic pillar industrial clusters and strategic emerging industrial clusters. Focus on the green petrochemical strategic pillar industry; consolidate and upgrade distinctive and competitive manufacturing clusters such as advanced materials and mineral resources, modern light industry, advanced equipment manufacturing and metal processing, and modern agriculture and food; and cultivate strategic emerging industries with significant growth potential, including new energy, biomedicine and health, automobile manufacturing, digital and information technology, and safety, emergency response, and environmental protection, to drive high-quality industrial development across the city.Establish and improve early warning mechanisms for industrial and supply chains, strengthen analysis and assessment of issues, actively respond to emergencies, promptly address potential risks, and develop contingency plans in advance for risks such as disruptions to industrial and supply chains.Explore mechanisms for “chain leaders” and “chain anchor” enterprises to collaboratively establish supply-demand matching mechanisms among upstream and downstream enterprises in key industrial supply chains, and establish strategic reserve mechanisms to ensure the supply of key production materials. (27) Deepen the implementation of the innovation-driven development strategy. Implement documents such as the “Several Policy Measures on Further Promoting Scientific and Technological Innovation” (Yue Fu [2019] No. 1) and the “Several Policy Opinions of the Maoming Municipal People’s Government on Accelerating Scientific and Technological Innovation” (Mao Fu [2016] No. 83). Accelerate the establishment of R&D institutions; provide a one-time grant of 1 million yuan to engineering and technology research centers; and provide a one-time grant of 500,000 yuan to newly approved or recognized national-level key laboratories,a one-time grant of 1 million yuan; for provincial-level new R&D institutions, provincial-level key laboratories, provincial-level engineering technology research centers, and academician workstations that have been approved for establishment or newly recognized, a one-time grant of 500,000 yuan; and for municipal-level new R&D institutions, key laboratories, and engineering technology research centers that have been approved for establishment or newly recognized, a grant of 200,000 yuan will be provided on a competitive basis.Organize relevant units to participate in the new round of provincial key-area R&D projects, vigorously advance the construction of the Maoming Green Chemical Industry Research Institute, and support the establishment of a collaborative innovation center jointly built by our city, Donghua Energy, and Honeywell UOP. Implement national tax policies for science and technology innovation imports; for scientific research institutions and technology development institutions approved by relevant departments, import duties, value-added tax, and consumption tax on scientific and technological development supplies that cannot be produced domestically or whose performance fails to meet requirements shall be exempted.Leverage innovation achievements to accelerate the development of industrial chains, implement a series of applied innovation projects with benchmarking and demonstration effects, implement support policies for the priority procurement of domestically produced technologies and products, and accelerate innovation and iterative application of key core technologies. Implement policies for the application of “first-of-a-kind” and “first-batch” products. VII. Implement the Consumption Promotion Initiative
(28) Launch consumption promotion campaigns. Implement the Provincial “Several Policy Measures on Promoting Urban Consumption” (Yue Fu Ban [2021] No. 36), accelerate the construction of an integrated urban-rural automobile sales and after-sales service network, explore car supermarkets and online car-buying models, expand the repair and modification market, and foster consumption in the automotive aftermarket.Conduct consumption promotion activities through measures such as distributing consumption vouchers to facilitate the penetration of industrial products from related sectors—including new energy vehicles, smart home appliances, and smart devices—into rural areas. Implement the “Ten Measures to Accelerate the High-Quality Development of Guangdong’s Pre-cooked Meal Industry” (Yue Fu Ban [2022] No. 10) andthe “Notice on Further Strengthening the Construction of Guangdong’s ‘12221’ Agricultural Product Market System,” accelerate agricultural supply-side structural reform, and establish pre-cooked meal distribution hubs such as the Maoming Coastal Seafood Pre-cooked Meal Industrial Park and the Huazhou City Pre-cooked Meal Industrial Park. Adopting a “government-facilitated, enterprise-led” approach, organize matchmaking activities between industrial enterprises and industrial e-commerce platforms. Leverage the advantages of e-commerce—such as borderless reach, low costs, and high efficiency—to encourage 100 industrial enterprises to establish an online presence, thereby increasing their online procurement and sales rates.Organize enterprises to participate in exhibitions such as the Canton Fair, High-Tech Fair, China International Fair for Trade in Services, Guangdong International Fair for Trade in Services, and China International Consumer Products Expo, and vigorously promote Maoming’s products. Increase support for foreign trade manufacturing enterprises that utilize international container shipping, encourage foreign trade enterprises to sign long-term agreements with shipping companies, and organize direct client-to-client matchmaking between small, medium, and micro foreign trade enterprises and shipping companies. VIII. Implement the Enterprise Quality and Efficiency Improvement Initiative
(31) Implement the High-Quality Enterprise Cultivation Project. Implement the “Guiding Opinions on Accelerating the Cultivation and Development of High-Quality Manufacturing Enterprises” (MIIT Joint Document No. 70 [2021]),from 2022 to 2025, increase support for “chain-leading” enterprises, single-champion enterprises, and “specialized, refined, distinctive, and innovative” enterprises; the municipal government will award a 500,000 yuan grant to enterprises newly selected by the Ministry of Industry and Information Technology as manufacturing single-champions (products) or “Little Giant” enterprises under the specialized, refined, distinctive, and innovative initiative;For enterprises recognized at the provincial level as “chain-leading” enterprises, single-champion enterprises (products), and SRUI enterprises, grants of 400,000 yuan, 300,000 yuan, and 200,000 yuan will be awarded, respectively; enterprises receiving multiple recognitions will be eligible for cumulative grants, while enterprises receiving the same recognition multiple times will be awarded a one-time grant.Guide "Specialized, Refined, Unique, and Innovative" enterprises to grow into industry champions leading the international market, and guide large enterprise groups to develop into "chain-leading" enterprises with ecosystem dominance and international competitiveness.In accordance with the “Implementation Opinions on Promoting High-Quality Development of Manufacturing in Maoming City (2021–2025)” (Mao Fa [2021] No. 5), implement the “Small-to-Scale” incentive policy to facilitate the scaling up of approximately 40 enterprises in 2022.Support “chain-leading” enterprises in integrating upstream and downstream SMEs into a unified supply chain management system through industrial linkages, upstream-downstream coordination, division of labor and collaboration, and technology diffusion, thereby promoting the integrated development of enterprises across the industrial chain. With the deepening integration of next-generation information technology and manufacturing as the main focus and the innovative application of industrial internet as the key driver, cultivate a new digital economy ecosystem, promote industrial digital transformation, and foster high-quality integrated development between the real economy and the digital economy.In 2022, encourage more than 70 large-scale industrial enterprises to utilize next-generation information technology to implement digital transformation, and pilot the construction of smart manufacturing demonstration factories. (33) Launch a Quality Improvement Initiative. Implement the “Implementation Plan for Accelerating the Construction of a Quality-Driven Province” issued by the People’s Government of Guangdong Province (Yue Fu [2020] No. 50). Encourage enterprises to establish and improve industrial chain standard systems and quality management systems covering the entire process from R&D and innovation to production and marketing services. IX. Implementation
Strengthen Coordination and Planning. Fully leverage the coordinating role of the Leading Group for Building a Strong Manufacturing City to guide and advance the city-wide efforts to stabilize industrial growth, and to study and resolve major issues and challenges encountered during implementation. All departments must fulfill their respective responsibilities, coordinate effectively, and increase guidance and support for industrial growth stabilization across all regions.Localities must establish coordination mechanisms for industrial growth stabilization led by the principal leaders of the government (or management committees). They should strengthen the tracking, monitoring, forecasting, and policy preparation regarding industrial economic trends; closely monitor key industries, industrial parks, enterprises, products, and projects; enhance analysis, assessment, and early warning for key industrial and supply chains; promptly identify and coordinate the resolution of emerging, trend-related, and potential issues; and ensure the steady and sustainable operation of the industrial sector.
Strengthen the Implementation of Responsibilities.All localities and departments must fully recognize the significance of stabilizing industrial growth, align their thinking and actions with the municipal government’s decisions and deployments, and, in accordance with the plan, strengthen their sense of responsibility and take proactive measures to ensure the implementation of all tasks, guaranteeing that policies, measures, and results are fully realized. At the same time, localities may introduce more robust and effective policy measures tailored to the characteristics of their industrial development. The work of stabilizing industrial growth shall be included in the scope of key supervision, with a regular reporting and coordination mechanism implemented; regions and departments that fail to implement or inadequately implement the work will be subject to formal discussions.
Strengthen Publicity and Implementation. All localities and departments must capitalize on the timeliness of policies, expand awareness and coverage through diverse communication channels, summarize and promote best practices, promptly assist enterprises in resolving issues and difficulties, and address bottlenecks and obstacles in policy implementation to further boost business confidence.
