These policy measures are formulated to further enhance the quality of development for small and micro enterprises, accelerate their transformation and upgrading into “four categories of enterprises” (industrial enterprises above a certain scale, construction enterprises with qualifications at or above a certain level, wholesale and retail enterprises, accommodation and catering enterprises above a certain threshold, and service enterprises above a certain scale), and promote the sustained, stable, and healthy development of our city’s economy.
I. Strengthening Efforts to Foster Enterprise Inclusion in the Statistical Database
(1) For industrial enterprises above a certain scale newly included in the statistical network direct reporting database (hereinafter referred to as “included in the database”) in 2021 and 2022, if they remain in the database for two consecutive years after meeting the scale criteria (hereinafter referred to as “remaining in the database”) and have not previously received rewards under the High-Growth SME Project, each enterprise will be awarded 100,000 yuan. (2) For enterprises in the wholesale and retail, accommodation, and catering sectors, as well as service enterprises above designated size, newly included in the statistical network in 2022 and 2023, that remain in the statistical network for two consecutive years after meeting the size criteria, a reward of 50,000 yuan will be granted to each enterprise. (3) A one-time reward of 100,000 yuan shall be granted to construction enterprises with a qualification grade or higher that were newly added to the registry after 2021, have main business revenue of no less than 30 million yuan, have remained in the registry for two consecutive years (inclusive) or more, and have no record of being removed from the registry since their inclusion.For construction enterprises that, after July 1, 2022, are upgraded for the first time to Special Grade General Contracting or Class A Comprehensive Design qualifications, a reward of 5 million yuan shall be granted; for those upgraded for the first time to Grade 1 General Contracting, Class A Design, or Comprehensive Engineering Supervision qualifications, a reward of 3 million yuan shall be granted.After July 1, 2022, construction enterprises that are upgraded to Class I Specialized Contracting for the first time will be awarded 50 integrity points; engineering supervision enterprises that are upgraded to Class A Engineering Supervision for the first time will be awarded 50 integrity points; and engineering design enterprises that are upgraded to Class A Engineering Design for the first time will be awarded 50 integrity points. II. Promoting Profitability Improvements for Registered Enterprises
(1) Promoting Profitability Improvements for Industrial Enterprises Above Designated Scale. Industrial enterprises that remain on the registry in the second year following their upgrade to the designated scale and achieve a revenue growth of 10%–20% (including 20%) will be awarded 100,000 yuan; those achieving revenue growth of 20% or more will be awarded 200,000 yuan.Industrial enterprises that remain on the list in the third year after meeting the scale criteria and achieve a revenue growth of 10%–20% (inclusive of 20%) for two consecutive years will be awarded 100,000 yuan; those with revenue growth of 20% or more for two consecutive years will be awarded 200,000 yuan. (2) Promote profit growth for wholesale and retail enterprises, accommodation and catering enterprises, and service enterprises above a certain scale. Enterprises that remain on the list in the second year after meeting the criteria and achieve a revenue growth of 10%–20% (inclusive of 20%) will receive a reward of 80,000 yuan; those with revenue growth of 20% or more will receive a reward of 100,000 yuan.Enterprises that remain on the statistical register in the third year after meeting the threshold and have achieved a revenue growth of 10%–20% (inclusive) for two consecutive years will receive a reward of 80,000 yuan; enterprises with revenue growth exceeding 20% for two consecutive years will receive a reward of 100,000 yuan. (3) Promote the improvement of profitability for construction enterprises with qualifications at or above a certain level. For construction enterprises, 10 integrity points will be awarded for every 10 million yuan of construction output value included in the statistical system in the previous fiscal year, with a maximum of 100 points.Construction enterprises are encouraged to actively pay taxes in accordance with the law. Based on the total amount of taxes lawfully paid within Zhongshan City in the previous fiscal year (including corporate income tax, value-added tax, and related surcharges), 10 integrity points will be awarded for every 1 million yuan of annual growth, up to a maximum of 100 points.Enterprises with an annual tax payment total exceeding 1 million yuan (including 1 million yuan) shall be eligible for housing purchase benefits equivalent to those of local residents with Zhongshan household registration for their management and technical personnel at the mid-level and above (including mid-level). III. Strengthening Financing Services
Implement the "Assisted Guaranteed Loan" policy; during the policy’s validity period, provide interest subsidy grants to eligible enterprises meeting the "above-scale" criteria. Promote cooperation among government, banks, and enterprises; encourage banking institutions to develop specialized financial products tailored to the characteristics of new "four-above" enterprises and prioritize the provision of credit lines. Make effective use of monetary policy tools such as re-lending and rediscounting; ensure the smooth transition and continuation of the two direct monetary policy tools; and support local banking institutions in expanding the coverage of inclusive finance.Continue to increase the number of first-time borrowers and allocate more credit resources to new “Four Above” enterprises. Promote the digital transformation of local banking institutions, strengthen their loan pricing capabilities, improve the convenience of financial services for new “Four Above” enterprises, and reduce corporate financing costs. IV. Strengthening Digital Empowerment
Vigorously develop digital and intelligent manufacturing, and promote the application of next-generation information technologies such as big data, cloud computing, industrial internet, the Internet of Things (IoT), artificial intelligence (AI), 5G, and blockchain to transform and upgrade traditional industries. Provide a reward of up to 2 million yuan for recognized digital and intelligent demonstration workshop projects, and a reward of up to 1 million yuan for recognized industrial internet benchmark demonstration projects. V. Strengthening Labor Support
Thoroughly understand the labor needs of new “Top 4” enterprises, organize specialized job fairs by industry sector, facilitate school-enterprise collaboration, and assist in resolving enterprise labor shortages. Strengthen employee skills training, encourage new “Top 4” enterprises to regularly organize internal training programs, conduct skill level certification, enhance the technical proficiency of personnel, and build a modern “craftsman” workforce featuring first-class technical talent and high-quality professionals. VI. Providing School Enrollment Services
Based on local conditions, each town and subdistrict shall formulate preferential policies and measures regarding the enrollment of children of personnel from new “Top 4” enterprises in compulsory education schools, and shall provide enrollment quota support upon application based on the enterprises’ economic contributions to the local area. VII. Optimizing Supporting Services
Establish and maintain a regular mechanism for government-enterprise communication, rigorously ensure the implementation of policies aimed at stabilizing enterprises, attracting business, and supporting enterprises, and assist enterprises in resolving prominent difficulties and issues encountered in production and operations. Encourage business associations to strengthen specialized training for key enterprises under their care, providing guidance on support policies, fiscal and tax knowledge, and compliance with statistical reporting requirements. VIII. Reducing the Burden on Enterprises
Implement tax and fee preferential policies conducive to the development of new “four-above” enterprises in accordance with regulations. Optimize water, electricity, and gas services, and streamline the procedures for connecting to these utilities. Smoothly and orderly facilitate the entry of new “four-above” enterprises into the electricity market; encourage industrial and commercial users with voltages of 10 kV or higher to purchase electricity directly from the market, and those below 10 kV to purchase electricity through grid companies acting as agents.(Responsible Units: Municipal Taxation Bureau, Development and Reform Bureau, Water Affairs Bureau, Housing and Urban-Rural Development Bureau, Zhongshan Power Supply Bureau)
IX. Innovating Regulatory Approaches
Implement a tolerant and prudent regulatory policy toward new “Top 4” enterprises, utilizing flexible regulatory approaches such as early warning notices, administrative guidance, and administrative admonitions. Adopt a “first-time violation exempt from penalty” approach to guide and urge enterprises to operate in accordance with the law, and refrain from imposing penalties or reduce penalties for violations that meet statutory conditions. This document shall take effect upon issuance. Unless otherwise specified, all policy measures shall remain in effect until December 31, 2025.
