On July 4, Zhongshan City issued and implemented the "Nine Measures for Promoting the High-Quality Development of Small and Micro Enterprises in Zhongshan City," proposing a series of support initiatives in areas such as intensifying efforts to cultivate enterprises for inclusion in the database, promoting profit growth for existing enterprises, strengthening financing services, enhancing digital empowerment, providing employment assistance, offering business registration services, optimizing supporting services, reducing the burden on enterprises, and innovating regulatory approaches.This is another support policy for small and micro enterprises in Zhongshan, following the introduction of 138 measures to stabilize economic growth under the "Implementation Plan for Zhongshan City to Implement the State Council’s ‘Comprehensive Policy Measures to Solidly Stabilize the Economy’." Under the new policy, eligible enterprises can receive a one-time reward of up to 5 million yuan.
The new policy implements a series of incentives for enterprises newly included in the statistical network direct reporting database, guiding small and micro enterprises toward upgrading and expansion. Among these, industrial enterprises above designated size that were included in the database in 2021 or 2022, remain in the statistical network direct reporting database for two consecutive years after meeting the size criteria (hereinafter referred to as “remaining in the database”), and have not previously received rewards under the High-Growth SME Project, are eligible for a reward of 100,000 yuan each.After July 1, construction enterprises that are upgraded for the first time to Special Class General Contracting or Class A Comprehensive Design qualifications will receive a 5 million yuan reward; those upgraded for the first time to Class I General Contracting, Class A Design, or Comprehensive Engineering Supervision qualifications will receive a 3 million yuan reward.
In addition, enterprises listed in the database may also receive corresponding rewards for improved operational performance. For example, industrial enterprises that remain listed in the database in the second year after meeting the scale criteria and achieve a revenue growth of 10%–20% (including 20%) are eligible for a reward of 100,000 yuan; those with revenue growth of over 20% are eligible for a reward of 200,000 yuan; enterprises that remain listed in the database in the third year after meeting the scale criteria and achieve revenue growth of 10%–20% (including 20%) for two consecutive years are eligible for a reward of 100,000 yuan;if revenue grows by 20% or more for two consecutive years, a reward of 200,000 yuan will be granted.
