These measures are formulated to implement the requirements of the central, provincial, and municipal governments regarding safeguarding employment, promoting development, and stabilizing the overall economy, as well as the municipal Party committee’s “Industry First” strategic deployment; to reduce business operating costs; to assist enterprises in resuming and expanding their operations; to consolidate the foundation of economic development; to intensify efforts to cultivate new growth areas; to enhance existing industrial capacity; to promote industrial expansion; and to achieve high-quality economic development.
Article 1: Encouraging Enterprises to Expand New Business
(1) For industrial, research, and software/IT enterprises above a certain scale, if their annual output value (revenue) growth reaches 10%, 15%, 30%, 50%, or 100%, a progressive reward of 1‰, 2‰, 3‰, 4‰, or 5‰ of the incremental output value (revenue) shall be granted for the portion exceeding the corresponding threshold.Additionally, these enterprises may receive rewards equivalent to 5%, 10%, 20%, 30%, or 50% of the incremental contribution to the local economy, respectively. Article 2: Encouraging the Introduction of New Growth
(2) For newly established industrial, scientific research, and software/IT enterprises that meet the scale criteria in the same year, a one-time reward of 50% of their contribution to the local economy for that year may be granted, up to a maximum of 20 million yuan. Of this amount, 20% of the contribution to the local economy may be directly awarded to the introducer. (Responsible Unit: District Investment Promotion Center)
(3) For industrial enterprises above designated size that procure products or services produced or provided by eligible industrial enterprises or software and information technology enterprises within the district (excluding affiliated enterprises) for use in industrial production, and that achieve positive growth in output value in the same year, a subsidy of up to 1 million yuan may be granted to the purchaser, equivalent to 3% of the total actual contract value fulfilled in that year. (4) Listed companies that make a significant incremental economic contribution to the district (not less than 10 million yuan) through mergers and acquisitions of other enterprises may receive a one-time reward equal to 50% of the incremental economic contribution to the local economy resulting from such actions, with a maximum reward of 25 million yuan. Article 3: Encouraging Enterprises to Scale Up
(5) A one-time support grant of 200,000 yuan shall be provided to industrial enterprises above designated size, as well as research and development and software/IT enterprises newly included in the statistical reporting system during the current year. For those with output value (revenue) reaching 50 million yuan, 100 million yuan, or more, additional rewards may be granted at rates of 3‰ and 5‰ of the output value (revenue), respectively, with a maximum reward of 10 million yuan per enterprise. (6) When the output value (revenue) of industrial enterprises above designated size, research and development enterprises, and software and information technology enterprises first exceeds 50 million yuan, 100 million yuan, 200 million yuan, 300 million yuan, 500 million yuan, 1 billion yuan, 2 billion yuan, 3 billion yuan, 5 billion yuan, or 10 billion yuan, the enterprise will be awarded a “Xiangzhou High-Quality Growth Enterprise” certificate, and the senior management team may receive a reward equivalent to 0.1‰ of the threshold amount for each tier.(Responsible Unit: District Bureau of Science, Technology, Industry, and Information Technology)
Article 4: Implementation of Industrial Space Rent Subsidies
(7) Industrial enterprises with annual main business revenue of 10 million yuan (inclusive) or more that align with the district’s industrial development direction and need to expand production scale, and that lease industrial premises for manufacturing—provided their output value is growing and their average annual output value (calculated based on floor area after expansion) exceeds 12,000 yuan per square meter—may receive rent subsidies based on the newly leased area: 25 yuan per square meter per month for first-floor premises and 15 yuan per square meter per month for second-floor and higher levels.The subsidized area for a single enterprise shall not exceed 10,000 square meters, and the rental subsidy period shall not exceed 36 months. Enterprises with an average annual output value (calculated based on the floor area after expansion) exceeding 18,000 yuan per square meter and an output value growth rate of 15% or higher shall not be subject to the area limit. Article 5: Support for Enterprise-School Collaboration
(8) For enterprises above designated size in the industrial, scientific research, and software/IT sectors, as well as human resources agencies commissioned by the human resources and social security department, that establish order-based classes, branded classes, or joint classes with vocational (technical) schools or universities outside the city, a subsidy of 1,500 yuan per student will be provided based on the number of students referred by the partner school to the enterprise. The total annual subsidy for each enterprise or human resources agency shall not exceed 2 million yuan;Students who complete on-the-job internships at enterprises or secure formal employment at enterprises and have maintained continuous social insurance coverage for three months or more shall receive a subsidy of 1,500 yuan per person. (9) College students in their final year of study within Zhuhai City who undertake internships at enterprises in Xiangzhou District shall be granted an internship subsidy of 1,500 yuan per person.Students in their final year at vocational and technical colleges within Zhuhai who have obtained a National Vocational Qualification Certificate or a Vocational Skills Level Certificate (Level 3 or above) and undertake employment-based internships at enterprises in Xiangzhou District shall receive an internship subsidy of 1,000 yuan per person. The internship subsidy may be claimed only once per person, and the internship period must be no less than two months. (Responsible Unit: District Human Resources and Social Security Bureau)
Article 6: Support for Enterprise Recruitment and Production Stability
(10) Human resources service agencies commissioned by the District Human Resources and Social Security Department that provide organized labor placement services (placing 50 or more people at once) to large-scale industrial enterprises in our district, where the placed personnel work continuously for one month or longer and receive a positive comprehensive evaluation from the employer, shall be granted a service subsidy at a rate of 500 yuan per person per month, with a maximum subsidy of 1,500 yuan per person. The total annual subsidy for each human resources service agency shall not exceed 1 million yuan.(Responsible Unit: District Human Resources and Social Security Bureau)
Article 7 Supplementary Provisions
(11) Enterprises referred to in this document must be registered and pay taxes in Xiangzhou District. The research, software, and information technology enterprises referred to herein are those classified under “Scientific Research and Technical Services” and “Information Transmission, Software, and Information Technology Services” in the National Economic Industry Classification (GB/T 4754—2017). Reward funds may be used by enterprises to expand production and operations, promote employment, support research and development and innovation, and reward management teams.
(12) Within five years of receiving financial support, enterprises shall not, in principle, relocate their business registration or tax registration outside of Xiangzhou District. Should any of the aforementioned circumstances occur, the enterprise shall refund the support funds already received.
(13) Enterprises eligible for this support policy that also meet the relevant provisions of other support policies in our district (including policies requiring the district to provide matching funds or bear costs as mandated by higher-level departments) shall be supported in accordance with the principle of “the higher amount, without duplication,” unless otherwise specified.
(14) This policy shall take effect from the date of issuance and remain valid until December 31, 2024. Enterprises that met the requirements of this policy between January 1, 2022, and the date of issuance shall be subject to this policy. The District Development and Reform Bureau, the District Science, Technology, Industry, and Information Technology Bureau, the District Human Resources and Social Security Bureau, and the District Investment Promotion Center shall respectively interpret the relevant provisions of this policy.
