Measures for the Administration of Special Funds for the Standardization Strategy in Zengcheng District

Chapter 1 General Provisions

  Article 1 These Measures are formulated to further enhance the district’s capacity for independent innovation and urban competitiveness, promote the transformation of the economic development model, and advance the implementation of the district’s standardization strategy. They are established in accordance with the relevant provisions and requirements of the *Budget Law of the People’s Republic of China*, the *Standardization Law of the People’s Republic of China*, and the *Guangzhou Municipal Measures for the Administration of Special Funds for Standardization Strategy*, among others, and in light of the actual circumstances of standardization work in the district.

  Article 2 The "Special Fund for Standardization Strategy" (hereinafter referred to as the "Special Fund") as referred to in these Measures refers to special funding allocated from the Zengcheng District fiscal budget for the following activities within the district: enterprises and institutions leading the formulation and revision of standards; undertaking standardization research projects and serving as secretariats for specialized standardization technical committees; carrying out standardization demonstration (pilot) projects; adopting international standards or advanced foreign standards; and hosting major international standardization events held in Guangzhou.

  Article 3 Legal entities and other organizations lawfully established and registered within the administrative area of Zengcheng District, Guangzhou (excluding relevant enterprises and institutions under provincial jurisdiction or those of central government agencies stationed in Guangzhou) that carry out standardization work and meet the funding scope listed in these Measures may apply for the Special Fund in accordance with these Measures.

  Provincial-level or central government-affiliated enterprises and institutions based in Guangzhou that undertake the formulation and revision of international standards, as well as the formulation and revision of local standards recommended or approved by the municipal market supervision and administration department; conduct standardization research projects and serve as secretariats for specialized standardization technical committees; carry out standardization demonstration (pilot) projects; or adopt international standards or advanced foreign standards may apply for special funding in accordance with these Measures.

Chapter II Departmental Responsibilities

  Article 4 District financial departments shall review and approve special funds in accordance with relevant budget management regulations, process fund disbursements, and organize and implement financial supervision and inspection as well as overall performance evaluations of special funds. They shall not directly participate in the approval of specific projects.

  Article 5 The District Market Supervision and Administration Department is responsible for the specific management of the special funds, including soliciting funding applications, organizing reviews, publicizing project lists, reporting the special funds budget, formulating plans for the allocation and use of the special funds, conducting performance evaluations of specific projects, and disclosing relevant information. The District Market Supervision and Administration Department shall complete the reporting of funded projects for the current year prior to the preparation of the following year’s budget.

  Article 6 Entities applying for funding shall provide application materials truthfully. Upon receipt of the special funds, the recipient entities shall complete the relevant tasks as required by the district market supervision and administration department and the district finance department.

Chapter III: Principles, Scope, and Amount of Use

  Article 7 Special funds shall encourage the integration of advanced standards with industrial development and urban management, and shall adhere to the principles of fairness and impartiality, standardized management, dedicated use of funds, and emphasis on performance:

  (1) It should facilitate the industrialization of scientific and technological achievements, enhance the influence of our district’s products and services both domestically and internationally, and boost the city’s overall competitiveness;

  (2) It should facilitate the transformation of our district’s economic development model and support the growth of our district’s modern service industries;

  (3) It shall contribute to protecting human health, promoting energy conservation and reduced consumption, improving resource recycling efficiency, environmental protection, enhancing workplace safety standards, and fostering the construction of a harmonious society;

  (4) It is conducive to taking the lead in implementing standards for quality, safety, environment, technology, and labor that conform to international practices.

  Article 8 The scope of use of the special funds includes:

  (1) Leading the formulation and revision of international, national, industry, and local standards, as well as leading the formulation of group standards;

  (2) Undertaking secretariat duties for professional standardization technical committees (subcommittees) at all levels;

  (3) Carrying out standardization demonstration (pilot) projects;

  (4) Adopting international standards or advanced foreign standards and obtaining the “Certificate of Recognition for Products Adopting International Standards” (excluding re-evaluation projects);

  (5) Hosting major international standardization events in Guangzhou, including forums, annual meetings, and important academic seminars organized by international standardization organizations;

  (6) Implementing the “Enterprise Standard Leader” program; enterprises confirmed as “Enterprise Standard Leaders” by the “Enterprise Standard Leader” assessment body, provided that such enterprise standards are implemented in actual production and sales;

  (7) Carrying out enterprise benchmarking and standard compliance initiatives, with the results published on the “National Benchmarking and Standard Compliance Information Service Platform.”

  Article 9 The funding amounts for the special fund shall be implemented in accordance with the following provisions:

  (1) A one-time grant of 300,000 yuan shall be provided for each project leading the development or revision of international standards; 100,000 yuan for each project leading the development or revision of national standards; 80,000 yuan for each project leading the development or revision of industry standards; 50,000 yuan for each project leading the development or revision of local standards; and 20,000 yuan for each project leading the formulation of group standards. The scope of application for group standards does not include local standards or group standards of our region.

  (2) A one-time grant of 200,000 yuan shall be provided for serving as the secretariat of an international technical committee on standardization; a one-time grant of 150,000 yuan shall be provided for serving as the secretariat of a sub-technical committee; a one-time grant of 100,000 yuan shall be provided for serving as the secretariat of a national technical committee on standardization; a one-time grant of 50,000 yuan shall be provided for serving as the secretariat of a sub-technical committee; a one-time grant of 30,000 yuan shall be provided for serving as the secretariat of a Guangdong Provincial technical committee on standardization; and a one-time grant of 20,000 yuan shall be provided for serving as the secretariat of a sub-technical committee.

  (3) A one-time grant of 150,000 yuan is provided for undertaking the secretariat work of a national-level standardization demonstration (pilot) project; 80,000 yuan for a provincial-level project; and 60,000 yuan for a municipal-level project.

  (4) A one-time grant of 2,000 yuan shall be provided for each “Certificate of Recognition for Products Adopting International Standards” obtained.

  (5) For hosting major international standardization events in Guangzhou, the subsidy amount shall be determined by the district market supervision and administration department in consultation with the district finance department based on specific circumstances.

  (6) Enterprises meeting the criteria for the “Standard Leader” program will receive a one-time grant of 30,000 yuan for national-level projects and 20,000 yuan for provincial-level projects. No more than five projects per entity will be funded annually.

  (7) Enterprises meeting the criteria for benchmarking and standard compliance shall receive a one-time grant of 2,000 yuan per enterprise.

  Article 10 The drafting units ranked in the top three in the standard text shall be deemed the leading units in the formulation and revision of national, industry, local, and group standards.

  If drafting units are not listed in the standard text, the issuing or competent authority of the standard shall issue a certificate stating that the unit “led the formulation of the standard.”

  Units that participate in the drafting of international standards and whose proposals are adopted as core content of the international standard shall be deemed the leading units in the formulation of international standards.

Chapter IV Application and Approval

  Article 11 The District Market Supervision and Administration Department is responsible for issuing the annual special fund application notice, clarifying matters related to fund applications, and handling the acceptance, review, and public disclosure of special fund applications.

  Article 12 Applicant entities shall submit paper application materials to the district market supervision and administration department in accordance with the requirements of the notice.

  Article 13 Applicant entities shall submit the following application materials to the district market supervision and administration department:

  (1) Basic Materials

  1. Guangzhou Zengcheng District Standardization Strategy Special Fund Grant Application Form;

  2. A self-assessment report on project performance issued by the enterprise;

  3. Business license, certificate of legal person registration, or documents approving the establishment issued by the competent authority (originals will be verified on-site; copies are not required).

  (2) Other Materials to Be Submitted Based on the Applied-for Project

  1. For applications regarding the formulation or revision of international, national, industry, or local standards: the official text of the published standard.

  Applications for the development or revision of group standards: Notice of publication of the group standard, the text of the published group standard, proof of self-declaration and public disclosure on the “National Standard Information Service Platform” for at least one year, as well as supporting materials demonstrating that the standard has been adopted and publicly declared by at least two enterprises, or is explicitly indicated on products or services.

  2. Applications for projects involving the secretariat of a specialized technical committee on standardization: Approval documents for the establishment of the technical committee on standardization.

  3. Application for Standardization Demonstration (Pilot) Construction Projects: Demonstration (pilot) acceptance materials.

  4. Application for projects adopting international standards or advanced foreign standards: Certificate of product conformity to international standards.

  5. Application for hosting major international standardization events in Guangzhou: Supporting documentation related to the event.

  6. Application for the Enterprise Standard “Leader” Project: Submit documents confirming the enterprise standard has been designated as a “Leader” by an Enterprise Standard “Leader” evaluation agency, along with supporting materials demonstrating the implementation of the enterprise standard in actual production and sales.

  If multiple product or service standards from the same enterprise appear on the same Enterprise Standard “Leader” list, and they belong to the same category of products or services, they shall be counted as a single entry.

  7. Application for benchmarking and compliance achievements: Benchmarking and compliance results can be queried on the “National Benchmarking and Compliance Information Service Platform.”

  Article 14: The application deadline for the Enterprise Standard “Leader” Project is within one year from the date of issuance of the document confirming the enterprise as a “Leader” by the Enterprise Standard “Leader” evaluation agency.

  Other entities eligible for funding must submit their funding applications within two years of project completion. Applications submitted after this deadline shall be deemed withdrawn.

  The calculation of project application deadlines is as follows:

  (1) For standard formulation and revision projects, the application deadline is calculated from the date of the standard’s publication;

  (2) For applications to serve as the secretariat of a specialized standardization technical committee, the deadline begins on the date the technical committee is approved for establishment;

  (3) For applications regarding the implementation of standardization demonstration (pilot) projects, the deadline begins on the date of project acceptance and evaluation;

  (4) For applications regarding the adoption of international standards or advanced foreign standards, the application period begins on the date the adoption certificate is approved;

  (5) The application period for hosting major international standardization events in Guangzhou shall be calculated from the date of the event;

  (6) The application deadline for benchmarking and compliance projects shall be calculated from the date of publication on the “National Benchmarking and Compliance Information Service Platform.”

  Article 15 Applications shall not be accepted under any of the following circumstances:

  (1) The project does not fall within the scope specified in Article 8 of these Measures;

  (2) The project has already received funding of a similar nature from other departments of the district government;

  (3) The applicant has failed to submit the required application materials in accordance with regulations.

  Article 16. Only one applicant may submit an application for the same project. If two or more entities simultaneously meet the eligibility criteria for funding for the same project, they shall negotiate among themselves to select a single applicant.

Chapter V Fund Management and Information Disclosure

  Article 17 The District Market Supervision and Administration Department shall, in accordance with regulations, collect and review specific projects for special fund support, determine the enterprises, projects, and funding amounts to be supported, and formulate a proposed special fund support plan. Except for content involving confidentiality, the plan shall be publicly announced to the public through channels such as the Zengcheng District People’s Government portal website and the public notice board of the Guangzhou Zengcheng District Market Supervision and Administration Bureau, in accordance with relevant regulations. The public announcement period shall be no less than 5 working days.During the public notice period, any unit or individual with objections may submit them to the District Market Supervision and Administration Department. The District Market Supervision and Administration Department shall conduct an investigation and issue a conclusion. Information regarding the receipt and handling of complaints (including the subject matter and reasons for the complaints, as well as the handling results) shall be disclosed on the relevant websites.

  Article 18 Upon expiration of the public notice period for the proposed funding plan of the Special Fund, if no objections are raised or if, following investigation, the objections are found to be unfounded, the plan shall be incorporated into departmental budget management and reported to the district finance department in accordance with relevant regulations.

  Fund disbursement procedures shall be processed in accordance with the budget approval issued by the district finance department. If, prior to the issuance of the fund disbursement notice, the recipient unit is announced on the People’s Court Announcement Network as having entered bankruptcy liquidation proceedings or similar circumstances, the funding and rewards for that unit shall be revoked.

Chapter VI Supervision, Management, and Performance Evaluation

  Article 19 A mechanism for accountability shall be implemented in the management of the Special Fund. Any illegal or disciplinary violations occurring during the management or use of the Special Fund shall be handled in accordance with relevant laws and regulations.

  Article 20 Special funds are subject to performance evaluation. The district finance department shall organize and implement performance evaluations of special funds in accordance with regulations, while the district market supervision and administration department shall conduct self-evaluations of special funds in accordance with regulations. Recipients of funding shall cooperate with the district market supervision and administration department as required to carry out performance evaluations of funded projects and submit relevant self-evaluation materials.

  Article 21 If an applicant engages in fraud or refuses to cooperate with the performance evaluation of industrial funds during the application or implementation of a funded project, the district market supervision and administration department shall cancel or even recover the support funds.

Chapter VII Supplementary Provisions

  Article 22. The term “international standards” as used in these Measures refers to standards established by the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), and the International Telecommunication Union (ITU), as well as standards established by other international organizations that have been recognized and published by the International Organization for Standardization (ISO).

  Article 23 These Measures shall take effect on the date of promulgation and remain valid for three years.
