Starting April 29, eligible enterprises need only log in to the Zhuhai Finance Service Platform for Businesses and Citizens to confirm their bank account details, and financial subsidies will be credited to their accounts instantly. This achieves the desirable outcome of “zero paperwork,” “zero filing,” and “zero trips to government offices,” with subsidies proactively “delivered to their doorstep.” As of 12:00 p.m. on April 29, the platform had successfully disbursed 15.8 million yuan, benefiting 129 enterprises.
On April 24, our city convened an industrial development conference, sounding the clarion call for “industry first.” Seizing this momentum, the Municipal Finance Bureau, in collaboration with the Municipal Bureau of Industry and Information Technology, took proactive action. On April 29, leveraging the Zhuhai Finance Enterprise and Public Service Platform, they achieved a fully “application-free, automatic disbursement” process for “small-to-medium enterprise upgrading” industrial support funds—from policy announcement to fund disbursement.The successful pilot of this initiative also marks a significant leap forward in the platform’s service capabilities for industrial support.
The 2021 "Small-to-Medium Enterprise Upgrade" industrial support funds involved more than 300 enterprises and exceeded 40 million yuan.The Municipal Finance Bureau thoroughly implemented the municipal government’s requirements for process reengineering, streamlining procedures by advancing and simplifying relevant workflows. It shifted from offline to online reviews and replaced manual verification with automated system comparisons. Additionally, the bureau coordinated with various districts to unify the disbursement of municipal and district-level funds. With the support and assistance of the Zhuhai Branch of China Guangfa Bank, it innovated payment methods, ultimately achieving “no-application-required” and “instant direct delivery” of financial support funds.
According to reports, the Zhuhai Fiscal Services Platform for Enterprises and Citizens is a comprehensive service platform established and managed by the municipal finance department to handle all fiscal subsidy operations citywide. It enables end-to-end management from policy issuance to fund disbursement, facilitating applications for fiscal subsidies by enterprises and individuals externally, while enabling government departments to efficiently and accurately fulfill their regulatory functions internally. Since its launch in July 2021, the platform has received strong support and cooperation from various business departments, driving the rapid implementation and effectiveness of the city’s subsidy policies.As of April 2022, the platform has launched a total of 44 subsidy programs and 147 subsidy topics. Nearly 7,000 enterprises and over 1,800 individual users have registered on the platform, with more than 550 million yuan in fiscal subsidies distributed and over 370,000 visits recorded.
Through reform measures such as streamlining approval processes and innovating payment methods,the platform has continuously improved the efficiency of administrative services. Following the successful pilot of “Express Direct Delivery” for fiscal subsidies in November 2021, the platform proactively benchmarked and learned from advanced practices to vigorously promote the pilot of “automatic eligibility-based disbursement” for the entire subsidy process. By fully leveraging big data technology to automatically verify and review eligible enterprises’ subsidy claims, the platform has reduced the reporting burden on businesses, contributing fiscal wisdom and resources to optimizing the business environment, boosting industrial development, and strengthening social welfare.
